Xu Mingfu, male, was born in February 1956 in Yuyao Zhejiang. He began to work in October 1974 and became member of the CPC in September 1984. He graduated from Zhejiang Agricultural University as Bachelor of Agriculture. He successively served as Deputy Director of Agricultural Technological Station of Zhangting District, Yuyao County, Vice Director of Personnel Division of Yuyao County Agricultural Bureau, Member of the Party Leadership Group of the Office of Yuyao County Government and Vice Director of the Office, Vice Party Secretary and Chief of Yuyao Town of Yuyao City, Director of Office of Yuyao Municipal Committee of the CPC, Vice Mayor of Yuyao, Vice Party Secretary, Mayor, and Party Secretary of Cixi. Since January 2007, he has served as member of the Party Leadership Group of Ningbo Municipal Government and Vice Secretary General of Ningbo Municipal Government.

The administrative departments he takes charge of include: Office of Agriculture, Bureau of Agriculture, Water Conservancy Bureau, Forestry Administration, Bureau of Marine and Fishery, Grain Administration, Bureau of Tourism, Supply and Marketing Cooperatives, General Station of Agricultural Machinery, Academy of Agricultural Science, and Administrative Committee of the Dongqian Lake Resort.He serves as liaison with Ningbo Meteorological Bureau.
