He is in charge of education, public health, food and drug administration, culture, broadcasting and TV, press and publication, sports, population and birth control.

The government departments he takes charge of include: Education Commission, Press and Publication Administration, Bureau of Public Health, Commission of Family Planning, Administration of Sports, Bureau of Food and Drug Administration, and Local Chronicle Office.

He also serves as liaison with Ningbo Federation of Literary and Art Circles, Archives Administration, the Red Cross, and higher education institutions in Ningbo.
