He is in charge of the day-to-day work of the government. He is also in charge of the work of development and reform, land and resources, supervision, statistics, price, taxation, management of state assets, public security, judicial administration, legal affairs, office affairs of Ningbo Municipal Government, emergency management, policy studies, and marine economy. In assistance of the Mayor, he is in charge of the work of finance, and auditing.

The administration departments he takes charge of are: Office of General Affairs of Ningbo Municipal Government, Ningbo Municipal Development and Reform Commission, Ningbo Public Security Bureau, Ningbo Supervisory Bureau, Ningbo Bureau of Justice, National Security Bureau of Ningbo, Ningbo Administrative Commission of State Assets, Bureau of Land Resources, Bureau of Statistics, Office of Legal Affairs, Center of Economic Development Researches, Academy of Social Sciences, Bureau of Office Affairs of Ningbo Government, Office of Administrative Examination and Approval, Hangzhou Bay Bridge Management Bureau, Ningbo Port Group, and Institute of Development and Planning. He is in charge, as an assistant to the Mayor, of Ningbo Municipal Financial Bureau and Ningbo Municipal Auditing Bureau.

He is in liaison with Ningbo Municipal People’s Congress, Ningbo Municipal Political Consultative Conference, the Law Court, Procuratorate, democratic parties, the Federations of Industry and Commerce, Ningbo Set-up Office, Ningbo Municipal Bureau of Visits and Letters, Bureau of National Revenue, and Ningbo Agency of Ministry of Finance.
