Fellow Deputies,
Now, on behalf of the People' s Government of Ningbo Municipality I make this work report to the People's Congress of Ningbo Municipality for your examination and approval. I also welcome any suggestions on the report from the members of the People's Political Consultative Conference of Ningbo Municipality and other nonvoting delegates. 1. The Main Work Accomplished in 2009
In 2009, Ningbo had the most difficult and grim circumstances for its economy in this century. In face of the severe shock by the global financial crisis, under the leadership of Ningbo Municipal Committee of the CPC, Ningbo Municipal Government took Deng Xiaoping's Theory and the important thought of Three Represents as its guide, deepened the practice of the scientific development outlook, and implemented the strategy of “a powerful province for the well-being of the people and renovation for a prosperous province” suggested by Zhejiang Provincial Committee of the CPC and the strategy of the “six coordination and six promotion” decided by Ningbo Municipal Committee of the CPC. In accordance with the general guideline of “addressing both the symptoms and root cause” and “ensuring the growth and structural adjustment”, this government braved difficulties to seize opportunities, strengthened its confidence to find breakthroughs, and carried forward various tasks in a balanced way in ensuring economic growth, promoting the structural transformation, improving the people’s livelihood and promoting the social stability. Due to the hard work of the people throughout the city, the city has made notable progress in dealing with the crisis, resulting in an improved situation in the economy, the transformation of the growth mode, people's livelihood, and harmony and stability of the society.
In 2009, the GDP of the city amounts to 421.46 billion yuan, increased by 8.6%; the local finance amounts to 43.28 billion yuan, increased by 10.9%; together with the central treasury financial income, the general budgeted revenue reaches 96.62 billion yuan, increased by 19.2%. The per capita disposable income of the urban citizens amounts to 27,368 yuan, and that of the rural residents 12,641 yuan, increased by 9.2% and 10.4% respectively. The consumer price index is 99.4%. The gross industrial output is above 1,000 billion yuan. The annual handling capacity of standard containers reaches over 10 million. The number of patents rights the city has got is above 10,000. The per unit energy consumption is estimated to go down by 5.5% against the same period of the preceding year. The COD emission and sulphur dioxide emission drop by 5% and 10% respectively. The targets for the social livelihood, the obligatory targets and other tasks decided at the beginning of the year have all been achieved. All the 10 projects for the well being of the people have been completed.
In the past year, around the tasks decided at the 4th Session of the 13th Ningbo Municipal People’s Congress, the work we did was mainly in the following six areas. 1.1 Overcoming difficulties and ensuring economic growth rate in meeting the challenges
Great efforts made to support enterprises. We deepened the implement of the project “to build service-based government departments to promote the development of enterprises. The visits to enterprises by government functionaries amount to 28,000 and with their help, over 8,100 problems of the enterprises have been solved. We took active actions to clear the unreasonable fees and to reduce the load of enterprises, carried out structural tax reduction, temporarily reduced the social-security contributions by enterprises, removed or temporarily cancelled 220 administrative and service charges, reducing loads as much as 14 billion yuan for enterprises the mass. We strengthened the guarantee of the resource factors for the development of enterprises. By the end of the year, the balance of loans of local and foreign currencies by the banks and financial institutions of Ningbo increased by 32.7%. The percentage of increased loans by middle and small enterprises reaches 82.8%. The direct financing by means of financial bonds and other forms increased by 110%. The land revitalized for construction amounts to 13,000 mu and the farming land increased amounts to 36,000 mu.
Great efforts to expand the market. To support enterprises to expand their market shares, we released such policies as “16 Measures on Expanding Domestic Market”, “10 Measures on Promoting Structural Adjustment and Ensuring Economic Growth”, and 30 Measures on Optimizing Foreign Trade Environment and Promoting Foreign Trade”. The government arranged a special fund of 300 million yuan for the development of foreign trade. We encouraged enterprises to go to exhibitions or to establish their marketing network in foreign countries, supported enterprises to cooperate with large international trade enterprises and guided enterprises to develop e-commerce. The export is recovering on the monthly base. The export totals $38.65 billion, the reduction rate for export dropped from 23% for the first half of the year to 16.6% for the whole year and 1,840 contributive export enterprises were added. We promoted the strategic cooperation with Chongqing, Nanchang and others, improved the home-abroad logistic system, and supported the development of large sales enterprises. We established 118 marketing institutions in foreign countries and 2 direct sales centers of Ningbo famous products in other provinces. The percentage of domestic sales of large industrial enterprises increased for 2.4 points.
Efforts made to promote investment. We implemented the key projects by joint forces, strengthened the guarantee of the resource factor and advanced the expansion of investment and structuring optimization. The total social investment in fixed assets increased by 16%, 7.8 points higher than the last year. Of the total, the investment in agriculture, forestry, husbandry and fisher increased by 111.7% and the investment in the third industry increased by 25.6%. Breakthroughs have been made in key projects. The first phase of the 1st line of the rail rapid transit project, the railway artery project and other projects have started. The Ningbo Extension of the Zhoushan Mainland-Island Link Project, the 2nd phase of Dongqianhu Water Plant and the first phase of Maojiaping Water Plant have been completed and put into operation. The ethylene project of Zhenhai Petrol Refining and Chemical Company, and the Jichang Haiway project are going on at an accelerated speed. The first-phase preparations for the Hangzhou Bay Railway and other projects are going on in an orderly order.
We made active efforts to expand consumption. We took several measures to increase the income of the urban and rural residents, in particular that of the middle and lower-income people. We made great efforts to create hot consumption points, strengthened the supervision of merchandise safety and optimized the consumption environment. The retail aggregate of social consumer goods increased by 15.9%. We implemented the "Rural Market Project”, “the Rural Township Trade Center Project", and the “Home Appliances to the Countryside Project” and the Home Appliance Trade-in Allowance”. The “Home Appliances to the Countryside Project” resulted in sales of 162,000 sets of home appliances, with the sales value totaling 340 million yuan. The financial subsidies to the project amounts to over 36 million yuan. For the volume of sales, the sales value and the amount of subsidies, Ningbo ranks No.1 in Zhejiang. We implemented the policy of “Selling Automobiles in the Rural Areas. We expanded the service consumption in such areas as culture, training, and family services. The retail sales of merchandise of automobiles in the above-norm wholesales and retail trade increased by 31.2%. 1.2 Seizing opportunities and consistently working at restructuring.
The development of the service industries has been accelerated. We implemented in an overall way the outline for the leap-forward development of the service industry, promoted the construction of the functional areas and production bases of the service industry, and promoted the separation of the second and third industries of the industrial enterprises. The added value of the service industry increased by 13.3% over the same period of last year, the contribution ratio to the GDP reaches 63.9%, and it covers 42.3% of the GDP. The construction of the city as the national logistic node was substantially advanced, The pilot operation of the 4th party logistic platform was started, and the Lishe Free Trade Logistic Center was put into operation. The IT and information industry, and the service outsource industry developed rapidly, whose business incomes increased by 42.4% and 34.7% respectively. The banking business developed steadily. The city increased 13 monetary institutions, and 9 small-loan companies. The added value of the banking business increased by 18% over the same period of last year, covering 18.3% of the service industry. The exhibition and tourist industries developed rapidly. The city hosted 367 exhibitions and conferences of various kinds, increased by 33%. It received 40.42 million tourists, and the income from tourism totals 53.05 billion yuan, increased by 14.2% and 17.8% respectively.
Industrial readjustment was promoted. We deepened the implement of the plan for redoubled growth of industries. We released the three-year action plan for the industrial adjustment of the nine industries. Se advanced the construction of the emerging industries and the construction of the production bases of featured industries. The efficiency of the industrial enterprises grew radically. The profit tax and profit of industrial enterprises above the designated size increased by 75.2% and 98.9% respectively, making new highs in the total volume and the growth rate. We promoted the development of the massive economy and had the household appliance industry and clothes industry listed in the first batch of demonstrative pilot industries for economic transform and update of Zhejiang. Ningbo Chemical Zone became a national demonstrative base of new-type industrialization. We promoted the construction of the creative clustering zone, the demonstrative bases of the industrial design and creative industries, the engineering and technological center and the creative service platform. Ningbo was listed in the first batch of National Pilot Innovative Cities. Ningbo National Hi-tech Zone became a national pilot park for creative science and technology and a national pilot park for patent rights. Ningbo Scientific and Technological Park of Colleges was updated to be a national scientific and technological park. We introduced and jointly established 30 technological R&D institutions. The city increased 115 municipal-level technological centers in enterprises. The creativity of enterprises kept improving, with the patent rights increasing by 58.8%, 6 famous trademarks, 138 national high and new technology enterprises, and 142 municipal-level scientific and technological enterprises.
Modern agriculture was promoted. We accelerated the construction of the “1 zone, 20 park and 100 basses”, such as the grain functional production zone, the demonstrative agricultural scientific and technological park and the agricultural production base. The level of agricultural industrialization, mechanization and the scale increased steadily. Ningbo newly built 120 grain production functional areas, 47,000 mu of high quality prime farmland, and 22 agricultural production base. We popularized high-yield grain varieties and advanced agricultural technologies. The coverage of quality rice variety amounted to over 96% and the supply of the main agricultural products was stable and even increased. We made great efforts to carry out the Qianglong (o make key enterprises still stronger) Project, and as a result, the city had 64 leading agricultural enterprises whose annual outcome each was above 100 million yuan. We advanced the scaled operation of land and the rate of land transfer and that of the scaled operation reached 52% and 54%.
We strengthened energy saving and pollution reduction. We advanced the ecological construction of the city, improved the policies concerning energy saving and discharge reduction, strengthened the assessment and responsibility system about energy saving and discharge reduction, and investigated and treated 877 cases in violation of the law of environment. We implemented the 10 Actions Project for the Cycle Economy and strengthened the environmental improvement of key areas, drainage areas and enterprises. We accelerated the energy saving in the key fields, organized and implemented 210 energy saving investment projects, and shut down a number of high energy consuming enterprises. The key discharge reduction project “24-10” was advancing smoothly. The renovation of the pollution by the port-oriented industry passed the examination of the province. The construction of Jiangnan Sewage Treatment Plant was started. The 3rd phase project of the desulfurization and denitration facilities of Beilun Power Plant was completed and put into use. 1.3 Promoting coordinated development on the basis of an overall consideration
We advanced the balanced urban and rural development. We deepened the implement of the “One Hundred Thousand Project for the construction of the new countryside. We carried out the renovation of villages in a thorough way, increased 57 overall well-being villages, 306 environment-improved villages, 320 inter-linked roads in rural areas, and 405 kms of waterways. We implemented the reform of the central towns and the reform of the housing system in rural areas, carried out the pilot construction of satellite cities in 7 central towns, and initiated 150 projects of concentrated construction of farmers’ houses. We extended public services to the countryside, and implemented the Project of “Well-off Society for Low-income Farmers". We promoted the transfer and employment of the labor force in the countryside, gave training to 128,000 laborers of the countryside and made 32,000 people employed.
Efforts made to promote the functionality of the central urban area. The construction of the functional blocks in the Central Area Promotion Strategy and the construction of the service system were accelerated, the Heyi Road Riverside Recreational Area, the R&D Park, the Yujiaxiang Historical and Cultural Street and the Southern Business District were in shape initially. The construction of the project of the free trade zone of Meishan Port was accelerated; the opening of the port area was approved; the CBD in the Eastern New Town, the Changfeng Riverside Recreational and Living Quarters, the Dongqian Lake Holiday Resort, Ningbo International Train-and-ship Container Coordinated Transport Center, and Zhenhai Mass Freight Ship-and Train Coordinated Transport Artery Port were under accelerated construction. The projects of Wantou Recreational and Business Area and the West Moon Lake Historical and Cultural Streets were initiated; The construction of the projects of the southern section of the International Banking Service Center and Hefeng Creative Square was going smoothly; the Shijidongfang Business Plaze was opened. The urban public service system of roads, public transport and water supply was further improved; the Wantou Bridge was opened to traffic; the projects including the eastern part of the Ring Expressway were continuing; new progress was made in the construction of the intelligent transportation system and the comprehensive law enforcement.
We sped up the coordinated regional developmentm, and promoted the construction of the important regional transport facilities. The Yong-Tai-Wen Railway was opened to traffic; The project of Chuanshan Expressway and the renovation project of Xiao-Yong Railway were launched. We took measures to coordinate the development in Yuyao and Cixi areas. The projects of Hang-Yong Passenger Expressway and the Yu-Ci Station and the Northern Extension of the Liang-Zhou Line were accelerated; Cixi Garbage Power Plant was put into operation; the medical insurance was mutually accepted in the authorized hospitals for in Yuyao and Cixi. The planning of the New Ningbo Hangzhou Bay Area was launched. The development of Xiangshan Port Area was strengthened; the regional planning system was further improved; the projects of Xiangshan Port Bridge and the Fenghua Sunny Bay were in steady progress; the Ninghai Bay Holiday Resort was in full construction. 1.4 Creation, adjustment, reform and opening.
We deepened the reform in the key areas. We made active measures to apply for the provincial-level pilot comprehensive reform project for further opening to the outside world. We advanced 9 municipal-level pilot comprehensive reform projects in 8 areas in an orderly way and steadily implemented the reform of the expansion of the satellite towns. We promoted the integration of administrative approval functionality and integrated 692 administrative approval services into the Administrative Service Center. We implemented in an overall way the reform of the non-tax income collection and administration system and the reform of the treasury centralized paying system, and the reform of the financial treasury administrative system and the public service card. The price reforms of the water supply, liquid gas and other resource products were promoted steadily. We deepened the reform of the land use system, actively reformed the local banking system and made new breakthroughs in the customs clearance. We further deepened the reform of the forest rights, and solidly promoted the experiment of the policy-related agricultural insurance. We were the first in Zhejiang to initiate the reform of the medical care system, promoted the pilot reform of the public hospitals, and implemented the compensation system for public hospitals for using cheap medicines. The performance-based wage reform for teachers for schools of compulsory education was promoted and the check and standardization of the municipal-level public institutions was basically completed.
The stable and opening economy was developed. We encouraged enterprises to strengthen product R&D; we improved the development mechanism for export brands; we increased 176 foreign trade R&D and designing institutions; we increased 80 municipal-level famous export brands. Ningbo International Trade Coordination and Complaint Center was established; the platforms of the on-line financing for enterprises and law consultation were established; the environment for foreign trade kept on optimizing. We innovated the ways for investment invitation; we coordinated the cities and counties in investment invitation; we established the coordinative mechanism for the negotiation of key projects. The actual utilized foreign capital amounted to 2.21 billion US dollars. We increased 274 foreign-funded enterprise. We established the promotion mechanism for investment in foreign countries. We simplified the approval for the foreign exchange involved in investment abroad. We improved the coordinating system for the economy and trade in foreign countries. We encouraged enterprises to “going out”. The investment in foreign countries increased by 31%, 5 liaison offices abroad were added, and the output of overseas labor cooperation has increased by 17.5%.
Opening and cooperation was promoted in an overall way. We hosted such activities as “Ningbo Week” and the Forum on Ningbo-Hong Kong Economic Cooperation, and strengthened the cooperation with the state ministries and commissions and other cities home and abroad. We deepened the cooperation with the cities in East Zhejiang Economic Cooperation Zone, and made active measures to get integrated in the unified development of the Changjiang River Delta. The work to make Ningbo on the track of Expo 2010 Shanghai China was promoted in an orderly way. The construction of Ningbo Tengtou Pavilion for the Expo was completed. We steadily implemented the integration of Ningbo Port and Zhoushan Port. The joint-ventured Zhoushan Crossing-sea Bridge was opened. The customs clearance reform, the e-customs, the dry port, the port administration, the port alliance were in steady construction. We strengthened the economic and technical cooperation at home. The domestic capital introduced amounted to 20.85 billion yuan, and 186 important institutions were introduced into Ningbo. We promoted the strategic cooperation with the state-owned enterprises signing 21 cooperative projects. New progress was made in the “partner support”, “poverty relief project and the Yong-Que Industrial Cooperation. The support to Qingchuan for the reconstruction was promoted solidly. 1.5 Following the principle of "people foremost" and making all efforts to benefit the people.
We promoted employment and encouraged business establishment. We implemented an active employment policy, made great efforts to create jobs, and used the unemployed insurance fund to help enterprises in difficulty to keep the jobs. We strengthened the help and support to the people hard to find jobs. We increased 142,000 jobs for urban residents, got 61,000 people out of work reemployed, and the “zero-employment families” were dynamically eliminated. We implemented the "4 One Thousand” Project and the project for the practice of the college graduates and promoted the employment of college graduates through many channels. We encouraged business establishment to promote employment. We organized 21 institutions for business establishment, granted small-loans of 90.53 million yuan to unemployed families, directly supported 2,296 people for their business establishment which created 6,615 jobs. We strengthened the employment service and administration, gave professional training to 212,000 people, and 13,600 people got professional certificates. The registered unemployment rate in cities was 3.16%.
Improving the social security system. We improved the social security system for urban and rural citizens, established the social retirement insurance system for urban and rural citizens, and made regulations for the transfer of the retirement insurance. We implemented the comprehensive arrangements for medical insurance for the clinic treatment and hospitalization for the urban citizens and implemented the comprehensive load reduction policy for the medical insurance. We expanded the coverage of the social security system. The basic endowment insurance of enterprises, the basic medicare insurance for employees, the unemployment insurance, the injury insurance and the maternity insurance were participated by respectively 3.441 million people, 2,518 million people, 1.732 million people, 2,149 million people and 1.77.6 million people. The retirement security for the people whose farmland was expropriated was participated by 556,000 people. We improved the social relief system, strengthened the support to the low-income groups, had 34,000 disabled people benefited by the “Well-being Project for the Disabled”, and was the first in Zhejiang to have all the severely-disabled people covered by the Severely-disabled People Endowment Project. We enlarged the coverage of the low rent housing security, and sped up the construction of the low rent houses. The city increased 4,799 low-rent housing secured households, started building 540,000 sq meters of economically affordable houses, limiting price houses and apartments for introduced talents, and completed the renovation of 139,000 sq m of the non-separate houses. The renovation of houses in old living quarters in central urban areas amounted to 1.75 million square meters, and 4,938 sets of economically affordable houses were sold in Haishu, Jiangdong and Jiangbei.
Accelerating the development of education, health, culture. We deepened the construction of the service-oriented educational system, and made notable progress in making the education serve the local development. We started the safety project for houses in schools, strengthened the construction of the teaching staff in rural areas, and actively promoted the balanced education in urban and rural areas. We intensified the development of a well-trained workforce, made the breakthrough in the establishment of post-doctoral stations, and increased 95,000 well-trained people of various kinds. We improved the service system for medical services in urban and rural areas, established and improved the long-term supervision mechanism for the safety of food and drugs, and do a good job in the prevention and control of H1N1 A flu. We pushed forward the projects of the 10 medical care infrastructures, and passed the acceptance check of Zhejiang as a powerful city for medical care. We started a new round of work bidding for the National Civilized City, and improved the mechanism for the work. We promoted the public cultural services and made notable progress in making culture benefiting the people. 4 works won the excellence prizes of the national the "Five One Award”. The Museum of Ningbo Overseas Merchants opened, General History of Ningbo was published, and projects of Ningbo Cultural Square and Ningbo Book City were going on smoothly. The population and birth control was constantly strengthened; the physical culture in both cities and rural areas was growing vigorously; steady progress was made in philosophy science, social sciences, history and archives. Ningbo won the title of Advanced City for Juvenile Moral Education and the golden prize of the Happiest City of China.
We promoted the public security of the city, and improved the operational system for the maintenance of social stability. We carried out the activity of “Letters and Visits Year”, making greater efforts to investigate and handle the conflicts. We made active measures to prevent and dispose the mass disturbances, and satisfactorily completed the task of the public security for the 60th anniversary and the task of maintaining social security in Xinjiang. Promoting the harmony project in the grassroots. We increased the efforts to maintain law and order by taking comprehensive measures, improved the integrated mechanism, and severely cracked down on various crimes. Ningbo was honored by the title National Excellent City for Improve Public Order through Comprehensive Measures. Ningbo was the first in Zhejiang in exploring the way for the construction of fire-free towns. We made great efforts to address drunk driving and made fresh progress in smooth traffic. We improved the emergency proposal system, and effectively proposed natural calamities, accidents and public emergencies. We improved the oversight and administration to ensure production safety, and strengthened the investigation and disposal of hidden dangers. The rate of industrial accidents, death rate and economic loss dropped down respectively by 8.7%, 4.4% and 6.8%, and the service and administration for migrant workers were further strengthened. Ningbo was the first in China to release the plan for the layout of the urban communities and it had built 3 national demo harmonious communities. We actively supported the national defense, and further strengthened the work of national defense mobilization, the mutual support between the military and civilians, and job placement for demobilized servicemen. We deepened the legal assistance work. We made steady progress in affairs of nationality, religion, overseas Chinese, foreign affairs, Taiwan affairs, work for the aged people, charity, statistics, air defense, and weather forecast. 1.6 Changing the way the government functions and optimizing services.
We updated government's services. We deepened the practice of the scientific development outlook, strengthened and improved government’s services, and released a series of policies and measures. We followed the rule of taking enterprises as the foundation, improved the institution of the leaders maintaining close ties with enterprises and the institution of governments helping enterprises. We improved consultative platform and service system for the public information of middle and small enterprises. We made all efforts to help enterprises solve problems, lightened the burden on enterprises and boosted the confidence of the enterprises. We followed the principle of "people foremost", optimized the financial expenditure structure, enlarged the financial expenditure on public services, expanded the services of “81890” hotline, and ensured the improvement of the lives of the people.
We practiced the scientific and democratic policy-making, implemented in an overall way the outline of administrative functions according to law, and improved the mechanism of scientific and democratic policy-making. We followed the institution of reporting important affairs to the people’s congress and the people’s political consultative conference. We followed the institutions of government leaders leading the disposal of the proposals of the deputies of the People's Congress and the proposals of the people’s political consultative conference. We did a good job in answering and handling of the proposals by the standing committee of the people’s congress. We consciously accepted the oversight of the municipal people’s congress, the people’s political consultative conference and the society as a whole. We handled 751 proposals from deputies of the municipal people's congress, and 595 proposals from the members of the municipal people’s political consultative conference. We submitted 5 bills of local regulations and we made and revised 1r government regulations.
Strengthening the construction of government's office working style. We were diligent and thrifty, strictly controlled the regular expenditures, and stopped accepting applications for purchase of vehicles on official duties. The number of personnel sent abroad on official business by government agencies deduced by 23% against the number three years ago, the public expenditure of the municipal-level departments deduced by 5%, and the expenditure on vehicles on official duties dropped by 15%. We practiced the e-government and government information transparency, and standardized the spokesperson system. We earnestly implemented the responsibility system for improving the Party's work style, improved the clean government guarantee mechanism. We strengthened the auditing supervision, and administrative supervision. We intensified the treatment of commercial bribery, and made great advance in improving the working style and eliminating arbitrary charges.
Fellow Deputies, in the past year, Ningbo had more difficulties for its development than predicted in the beginning of the year. Under the unusually severe economic situation home and abroad, Ningbo was one of the cities in China that were affected most intensively by the international financial crisis. We firmly adhered to the scientific viewpoint of development, challenged the crisis, continued the economic transformation and update, and hard won the above mentioned achievements. These achievements are the results of the leadership of Ningbo Municipal Committee of the CPC, the joint efforts and hard struggle of all the enterprises, cadres and the people, as well as the results of the armies stationed in Ningbo, all democratic parties, the Federations of Industries and Commerce, the people's organizations and all social circles of Ningbo. They are also the results of the concern and support of the Ningbo overseas merchants. Now, on behalf of the Ningbo Municipal People’s Government, I want to express my heartfelt thanks to the people of Ningbo, the army forces stationed in Ningbo, the officers and soldiers of the armed military police, all the constructors of the city, and all friends home and abroad who have given support to the modernization construction of Ningbo.
In reviewing our work of the past year, we are clearly aware that we still have many difficulties and problems in our social and economic development. As a result of the international financial crisis, in the last year, the GDP, the annual handling capacity of containers and the growth rate of foreign trade failed to fulfill estimated targets. The inner drive for economic recovery was inadequate. The expansion of domestic demand is considerably restricted. The task of the transfer of the development mode is still urgent. Some businesses and enterprises are in difficulty for development. The problem of the balance of financial revenue and expenditure is still protruding. There are still many an urgent problem in promoting the integrated urban and rural development and regional coordinated development. The task of energy saving and discharge reduction is hazardous. The conditions of employment, medical care, and housing are quite a long way for the expectation of the people. The traffic jam in some time spans in some urban areas is quite serious. In the meanwhile, We are confronted with heavy tasks of adjusting the functions of the government, the service efficiency, and the working style of the government functionalities. Corruption still exists in some places and areas. We must take more effective measures to overcome these difficulties and solve these problems. 2. General Requirements and Major Goals for 2010
2010 is not only the last year in the 11th Five-year Plan, but also a year in which there is most complicated domestic and international situation. Smooth development in 2010 is of vital importance for not only fighting with international financial crisis but also maintaining social and economic development in Ningbo. It also helps to set foundation for 12th Five-year Plan. Considering the present domestic and international situation, we believe there is better environment for Ningbo to develop. With the international financial market gradually recovered, the main economies in the world seem to have come out from downturn and the global economy is expected to resume its growth. In China, economy shows the trend of development and the economic base is turning stable. The policy of expanding domestic demand and improving people’s livelihood continues to show effect and macro policies of the central government are showing its stability. The economy of Ningbo has turned well since last year and enterprises are improving their ability to market their products and create new products so as to enhance competitive edge. All the governmental departments have laid a solid foundation for fighting with the financial crisis and realizing a stable and rapid economic development. At the same time, we are fully aware that there are many factors which may make economic development unstable. It is highly possible that there will be inflation and contradictions in economic structure, quality and system which prevent economic development. There are still great difficulties in social and economic development. We should remain sober-minded and be prepared for any eventualities and at the same time shoulder more responsibility. Under the leadership of Municipal Party Committee, we should work harder and take initiative to realize scientific development.
What is required for the government in this year: We will follow the spirit of 17th National Congress of the CPC and the 3rd and the 4th session of 17th National Congress of the CPC, take Deng Xiaoping Theory and the important thought of Three Represents as our guide, and thoroughly apply the Scientific Outlook on Development. We will also proactively carry out the strategy of Making People Richer and Making Province Stronger and Six Coordinations and Six Upgradings. We will make a steady and rapid growth of economy as our main task and focus on economic upgrading and improvement on economic quality and efficiency. While enhancing transition of development mode and adjustment of economic structure, we will strengthen our development energy and cultivate our own advantage. We will work hard on improving people’s livelihood and enhancing social harmony. With the initiation of Year of Reform Breakthrough and Year of Innovation & Upgrading, we will work hard so as to comprehensively complete the goals set in 11th Five-year Plan and be well prepared for 12th Five-year Plan.
Considering the sequence of social and economic development, we set goals in terms of economic and social development as followings: regional production value increases by about 9%; local fiscal revenue increases by 8%; container throughput reaches 11 million, disposable income of urban residents and net income of rural resident increase by 7%; an addition of 120,000 people are employed while the unemployment rate is kept within 4%; Consumer price index is about 104%; Energy consumption for total value of ten thousand Yuan decreases by 4.65%; oxygen demand and sulfur dioxide decrease by 2% and 10% respectively. All in all, we will comprehensively realize the goal of energy-saving and emission-reduction set in 11th Five-year Plan.
We will put our emphasis on the following five aspects:
Firstly, we will strengthen industrial transition so as to improve the quality and efficiency of economic development. We will make the transition of economic development mode as an important goal and strategy for implementing scientific development outlook so that we can realize economic transition in development and develop our economy in the process of economic transition. At the same time, we will put emphasis on education so that more talents can be cultivated. We will optimize economic structure, accelerate the process of urbanization, build Ningbo into a metropolitan city, construct a larger economic platform, develop major industries and cultivate conglomerates. While enhancing the block economy and cultivate new industries, we will also vigorously develop modern service industry, further our efforts in energy-saving and reduction of waste emission so that we can make much progress in transition of economic development mode and improve the stability, coordination and sustainability of economic development.
Secondly, we will plan the development of the city as a whole so that a harmonious development could be gained and harmonious development of economy and society in the region could be realized. We will put more emphasis on planning regional layout and construction as a whole. We will continue to follow the strategy of “Expansion in Eastern Ningbo, Joining Shanghai in Northern Ningbo, Planning Southern Ningbo as a Whole and Enhancing Development in Central Ningbo”. While accelerating integration of infrastructure in rural areas and urban area and realizing equity in public service, we will continue to build a resource-saving and environment-friendly city so that we can prosper our social undertaking and guarantee the further harmonious development of economy and society in Ningbo.
Thirdly, with the energy brought up by reform, we will try to construct a new system of scientific development. We will free ourselves from old ideas, reform old system and, show more openness and cooperation spirit so as to remain a rapid and steady economic development. At the same time, we will strengthen reform in key fields so that economic development mode could be transformed, public service system could be improved and harmony and satiability of the society could be realized. Besides, we will make efforts to establish a mechanism, a policy system and special advantage in opening to the outside world for enhancing the scientific development.
Fourthly, by carrying out the opening policy, we expect to promote our development and create a new situation in domestic and international cooperation. Considering Ningbo is export-oriented city, we will strengthen opening and cooperation at a higher level and in a wider scope so as to develop international market and domestic market. We will make efforts to enhance our cooperation with surrounding cities and key cities in central and west regions of China. What’s more, we will establish new marketing system and logistics system which connect domestic market with international market so as to create a new situation of opening to the outside world.
Fifthly, by making efforts to bring more benefit to our people, we expect to create a harmonious and stable society. We will put more emphasis on improving livelihood of people and public service in the process of expanding domestic demand and optimizing economic structure. We will also increase our investment so as to improve the livelihood of people and public service undertaking. While helping people solve more problems and creating a safe Ningbo, we will improve social service and social management so that we can optimize living condition, improve the quality of life of people and enhance the harmony and stability of the society. 3. Major Tasks for 2010
With above-mentioned goals and requirements, we will make efforts in following aspects. 3.1. Accelerating the Adjustment of Industrial Structure and Enhancing the Transition of Development Mode
Advancing Great-leap-forward Development
We will optimize the structure of service industry and speed up the development of modern logistics, e-business, finance, exhibition, cultural creative industry, research and designing. We will also proactively develop tourism, community service and physical culture. At the same time, we continue to support outsourcing and prepare for application for the title of Outsourcing Model City. We will also vigorously develop “headquarter economy”, “office-building economy”, “business complex economy” and encourage more local enterprises to choose Ningbo as their headquarters to perfect their management system and optimize their branch layout. We will support foreign enterprises to establish their headquarters in Ningbo so as to enhance the development of “headquarter economy” which is characterized by R&D, manufacturing and marketing. While pushing forward construction of International Shipping Service Center (2 stage), International Finance Service Center (south section) and International Trade Exhibition Center, we will enhance the construction of Business Zone in Southern Ningbo and Dongqian Lake Tourism Zone. Besides, we will put emphasis on standardization and trademark establishment in service industry and cultivate several large enterprises and large groups. We will also enhance the segregation between secondary industry and tertiary industry and promote the interactive development between manufacturing industry and service industry.
Accelerating Industrial Transition and Upgrading
We will unswervingly follow the path of new industrialization and carry out the plan for industrial inauguration and innovation and nine 3-year plans for industrial readjustment and revival. We will make efforts to develop such strategic industries as new energy, new material, energy-saving and environmental protection, semi-conductor and photoelectricity. While speeding up the development of such manufacturing industries as integral equipments, auto and auto parts, we will improve such traditional industries as textile, clothing and electric appliance so as to advance industrial core competitiveness. On the one hand, we will also accelerate the process of setting bases for developing new industries and industries with special advantages; on the other hand, we will push forward the transition from block economy to modern cluster economy. We will encourage private enterprises to put investment into new industries and try to introduce state-owned enterprises, foreign enterprises and domestic high-tech enterprises. At the same time, we will support enterprises in terms of scientific and technological innovation and technological improvement, provide guidance for advantageous enterprises in terms of merging and reorganization and enhance the development of top enterprises. We encourage enterprises to create new production and management mode and facilitate them in their expansion into the area of R&D and brand marketing. While implementing national industrial policies and criteria of environmental protection, we will place strict check on industrial admittance and accelerate the pace of wash out those backward industries. What’s more, we will perfect industrial development service system and enhance the amalgamation of industrialization and informationization.
Enhancing Agricultural Development
We will provide more favorable policies for peasants and farmers so that they could improve their comprehensive production, achieve the goal of Two Thousand in terms of average yield and average money they gain so that food safety and major agricultural products can be guaranteed. We will proactively develop recycling agriculture; speed up the standardization of agricultural production and industrialization of agriculture. We will build 20 agricultural bases, 12 recycling agriculture bases and 30 standardized poultry farm. While developing agricultural equipment, leisure agriculture and export-oriented agriculture, we will initiate Seed and Sprout Project and Mechanization of Farming Project, develop further processing of agricultural products, and improve agricultural technology service and perfect quality supervision on agricultural products. We expect to add 50 organic foods and introduce 200 species of high-quality domestic animals. While renovating agricultural management system and push forward circulation of right to manage farmland management, we will further our reform in the right to manage forest, increase agricultural insurance and support the construction of special agricultural cooperatives. It is expected that 20 model agricultural cooperatives at the municipal level will be built.
Emphasizing Support from Talents
We are fully aware that “science and technology enhance development while talents enhance industrial transition.” We will advance the construction of a trial city of innovation and implement the strategy of intellectual rights. We will stick to the mechanism in which enterprises are regarded as main body of development, market as the orientation of development and enterprises, high-learning institutions and research institutions can work together. At the same time, we will perfect a regional innovation system and expect that patent accredits could reach 18,000, an increase of 10% over last year. Invention patents are expected to increase 20%. We will enhance that cultivation of and introduction of R&D and innovation institutions into enterprises and new industries. We will continue with our efforts to construct Ningbo Branch of Weapon Academy, Ningbo Industrial Technology Institute and University Science Garden. Besides, we will perfect an innovation platform on which we can build a R&D garden, a software garden, an innovation garden and a 128 Business Garden. We continue to support the development of small and medium-sized technology enterprises and help high-tech enterprises to become stronger so that the production value of new technology enterprises could increase by 15%. At the same time, we will vigorously implement the strategy of patent, standardization and famous brand. While putting emphasis on protecting intellectual rights and business secrets, we will enhance the upgrading of industries by way of setting technologic standard, supervising quality of products and cultivating famous brands. It is expected that ratio between research, experiment and GDP will surpass 1.5%. We will lay emphasis on talents cultivation in enterprises and plan to retrain 10,000 talents in economic management. What’s more, we will perfect the policy of introducing top talents, hoping that top high-tech talents could be introduced. We will also encourage more top talents to work in enterprises, improve management mode of enterprises, management system and advance sci-tech innovation ability of enterprises.
Reaching Goals for Energy-Saving and Emission Reduction in 11th Five-year Plan
We will proactively develop recycling economy and low-carbon economy. We advocate low-carbon life and will speed up the process of forming industrial system and life characterized by low-carbon emission. We will also strengthen comprehensive renovation of environment in urban and rural areas, especially in those key urban areas and key industrial areas. While making great efforts to protect source of drinking water, we will also gradually tentatively initiate the system in which right to discharge waste will be paid and traded so that we can complete the task in environmental protection for three years to come. We will also make greater efforts to deal with air pollution and supervision on desulfurization and denitration in large power plants. Besides, we will have strict control on enterprises which can not satisfy the requirement in waste discharge. We will continue our efforts in building waste water disposal plants and distributing tubes for waste water disposal and make sure that Jiangnan Waste Water Disposal Plant can be put into operation. At the same time, we will accelerate the improvement of equipments in key enterprises in which energy-saving is most needed and lay strict check on energy-saving appraisal when investment in the fixed assets is involved. We will try to popularize new technology, new equipments and new technique in energy-saving and build an industrial base, medium service base, a model base and international cooperation base for developing energy-saving technology and equipments. What’s more, we will try to establish Ningbo into a model city where technology in renewable energy sources can be applied in apartment buildings. We will carry out the standard in terms of energy-saving and emission reduction. We will also perfect the system in which great efforts in waste disposal will be rewarded and further our efforts in perfecting the system in which ecological environment can be renovated. 3.2. Putting Emphasis on Both Domestic Demand and Foreign Demand and Remaining Stable and Rapid Economic Development
Firmly Enhancing Actual Investment
We will make great efforts to enhance the construction of irrigation works, transportation networks, ecological protection works, electricity networks, digital networks and public service equipments. We will manage investment into enterprises where labors will be replaced by machinery and into new-born industries. At the same time, we will pay much attention to investment into consumption and property, investment used for follow-up programs and governmental investment provided by the government. We will strengthen and improve management of investment, speed up the construction of Xiangshan Port Bridge and Expressway around the City in Northern Ningbo and try our best to win the approval for constructing Hangzhou Bay Railway Bridge, and the second stage of track transportation (Line 1). To attract more social investment into new-born industries, basic industries, infrastructure, finance and insurance and public service, we will perfect policy about private investment and exert our utmost to widen the path for private investment. At the same time, we will enhance the transition of building industry and try our best to prosper it. We expect that the social investment in fixed assets could increase by 10%.
Encouraging More Consumption
We will try to establish a mechanism in which salary of employees can be increased. We will also try to increase the income of rural people and the pension for retired employees, the subsidy for those receiving special care and those of low income so that the consumption ability can be increased. We will further our efforts in carrying out Market Project in Villages and Townships, enhancing the development of supermarket chains and food distribution, upgrading professional commodity market and perfecting trade circulation networks in rural areas. While speeding up the construction of modern business clusters and perfecting the supporting facilities for newly-built business areas, we will advance the development and the construction of Wanda Square and Xinxing Business Center in Haishu District. We will create new tourism items and improve the public service function of tourism. We expect more restaurants and more streets which demonstrate their special souvenirs. At the same time, we will advance the construction of leisure tourism bases and business conference bases so as to enlarge tourism consumption. We will also perfect community service function and encourage the consumption in entertainment, body-building and household service. While enhancing the integral development of telecommunication network, radio and television network and internet, we will speed up the informationization in rural areas so as to enhance information consumption and internet consumption. We will continue to carry out such policies as Home Appliances Sold to Countryside and Automobiles and Motorcycles Sold to Countryside. We will also support the consumption in the way of building their own houses or improving their living conditions. We expect that the retail volume of social consumption could increase by 13%.
Proactively Developing Domestic and International Market
We will support enterprises in terms of developing international market, cultivating marketing system in which domestic market and international market can be combined and encouraging enterprises to set marketing agencies and professional markets. We expect that these enterprises could consolidate their market in Europe, America and Japan and continue to develop their market in ASEAN and Latin America so that they could increase their export. We will also encourage these enterprises to develop domestic market and support them in establishing regional marketing center, regional marketing offices or franchised stores in other provinces so as to sell more products made in Ningbo to foreign regions. We will proactively set platforms on which enterprises can develop their market and organize them to take part in exhibitions at home and abroad, and help them get more purchasers from home and abroad to establish purchase centers in Ningbo. What’s more, we will optimize business environment and further our clearance improvement. While enlarging the coverage of export credit insurance and the scale of guaranteed warranty financing, we will perfect the international trade warning and a conflict solution mechanism. We expect that the import and export volume will increase by 12% and the export volume will increase by 10%. 3.3. Accelerating Urbanization and Enhancing Level of Regional Coordinated Development
Strengthening function of Ningbo as a central city: We will first complete the primary work on improvement on the general layout of the city. While speeding up the construction of functional areas in the program of Enhancing Development of Central Area of Ningbo we will start the construction of Wantou Leisure and Business Zone and Bingjiang Business and Living Quarter along Yinfeng Road. At the same time, we will push forward the construction of Central Business Zone in eastern part of the city, Bingjiang Leisure and Living Quarters along Changfeng Road and Bingshui District in Jiangdong District. The planning of Yaojiang Functional Zone has also been initiated. We will proactively construct a modern and comprehensive transport system. We will speed up the construction of track traffic(Line 1, 1st Stage), an expressway going through a mountain and used for demurrage charging, a special railway for passenger transportation, adding more stations along major railways and the eastern section of the expressway going around the city. We will continue to develop our airport, complete the construction of five expressways and four bridges and complete the connection of six expressways around the city. Geological construction and gardening in the city will be strengthened and the management of “digital city” will be improved. Besides, the construction of Ningbo as a secondary city will be pushed forward and some functional zones with specialties will be established so that the comprehensive “carrying power” of the city can be strengthened.
Planning Development of City as a Whole
We will perfect the general planning of central villages, central towns, counties and the city proper. On the one hand, we will carry out the reform of central towns and tentatively develop fellow towns; on the other hand, we will enhance the reform in terms of economy clusters, investment and investment introduction system in new-born industries, administrative system, development and construction system, construction land system, land intensivism and saving system, public service system, and management system. We will deepen the reform in household registration system, allow rural people to have access to urban residence and accept more immigrant peasants as urban residents. We will carry out the program of ‘Hundred and Thousand Project’ and push forward the environmental renovation. To implement Project of Central Village Cultivation, we will perfect infrastructure and public service system in central villages and push forward the construction of brand-new rural communities and part organizations in rural areas. At the same time, we will speed up such infrastructure construction as power lines, farmland water conservancy and improve public service and enhance the development of economy of various forms in rural areas. While advancing the reform in rural housing system and complete the renovation of rural housing, we will perfect the system on old house site replacement, shift or abnegation. We will also put emphasis on land saving, house site registration and strict check on illegal land usage.
Improving Level of Regional Coordinated Development
We will create a new management system in developing Yuyao and Cixi as a whole and do a good preparatory job for track traffic between the city proper and Yuyao-Cixi, a future secondary city. At the same time, we will make great efforts in developing Yuyao-Cixi high speed rail area and the areas around Yuyao and Cixi and planning Siming Mountain area as a whole. We will also make full advantage of the region so as to push forward the construction of the area around Hangzhou Bay. At the same time, we will continue to protect the ecological environment in Xiangshan Port and develop several key industrial projects which conform to the orientation in terms of regional function so as to build Xiangshan into a port of ecological economy. We will enhance the development in mountainous regions and on islands, have more people emigrate from the mountainous regions and speed up the development in underdeveloped areas.
Pushing forward Ocean Economy
We will perfect the planning for ocean economy and optimize the layout of ocean economy development. We will push forward the development and construction of seaside in Beilun and Sanmen Bay so that we can build a new platform on which ocean economy can be developed. We will speed up the integrated development of Ningbo and Zhoushan, build a joint system of shipping and railway transportation, improve the trade platform of bulk cargo trading, build a network of land carriage, shipping, storage and distribution, and establish a service system involving finance and information support. We will also develop port logistics and make up a program on national logistic centers. At the same time, we will establish Ningbo into a center of international container transportation while Zhenghai a pivotal port of bulk cargo transportation. We will continue to enhance the construction of the airport and logistics centers and improve the service level of fourth party logistics. While reasonably planning for petrochemical industry, shipping industry and iron & steel industry along the sea, we will give our support to developing marine biological medicine and developing sea water utilization equipment. At the same time, we will continue to improve our marine tourism, marine fishing and sea food processing. 3.4. Deepening Reform and Opening, Establishing New Advantage in Scientific Development
To Intensify Reform in Key Fields: We will put more emphasis on experiment in supportive reform not only at provincial level but also at municipal level. We will deepen reform in tax and financial system and carry out the reform in financing system at the county level. We will also perfect the system of government purchasing and the system of transfer payment from the exchequer and strengthen the management of expenditure efficiency appraisal. While creating new system of service industry, we will proactively apply for the title of Experimental City of Comprehensive Reform in Service Industry. We will make greater efforts to reform the distribution of resources according to the demand from market and perfect such systems as paid utilization of land for infrastructure, auction of land for industrial use, retreat of land for construction and gas price determination. We will also accelerate the innovation in terms of local financing and establish village banks and small-loan companies. While deepening the reform in rural credit associations and developing mutual-help insurance, we will help enterprises to be listed so that local financing wins healthy development. We will enhance the reform in public service enterprises and perfect the system of state-owned investment companies. At the same time, we encourage private enterprises to speed up the construction of modern enterprise system and renovate their technique, management mode, management culture, and other systems so as to enhance their development. We will deepen the reform in income distribution and continue with our efforts in social reform.
To Upgrading Development of Export-oriented Economy: We will reform our way of attracting investment, make greater efforts to make right choices in attracting investment and put more emphasis on introducing manufacturing and modern service business which can serve as top enterprises and industrial bases and enterprises of large profit. We will try to obtain as much foreign investment as 2 billion USD. We will proactively modern trade enterprises and attract more trade enterprises from home and abroad to settle in Ningbo. We will also speed up the transition of the development mode of foreign trade, carry on the strategy of prospering trade via technology and developing famous brands and enhance enterprises’ ability to succeed by way of improving quality. We will also orientate enterprises dealing with processing trade towards industrial centralization and improving their added value rate of processing trade. While encouraging the establishment of special products import market, we will enlarge the import of advanced equipments, key machine parts, and energy sources in short supply and popular consumable goods. Besides, we will accelerate the cooperation with foreign economies and encourage enterprises to enlarge their investment in foreign countries and merge enterprises with famous brands, marketing networks and R&D institutions. At the same time, we encourage enterprises to transfer general production to foreign countries and win key foreign projects. We will also speed up the improvement of development zones, encourage Ningbo Chemical Industrial Zone to apply for the title of National Development Zone and ensure the early operation of Meishan Low-tariff Port.
To Enhancing Opening and Cooperation: We will further cooperation with ports, cities in central and western China, and national departments. We will also put emphasis on the construction of non-water port and port alliance and proactively construct a port of civilization, harmony and efficiency. While enhancing the cooperation with Economic Cooperation Zone in Eastern Zhejiang and with cities around Changjiang Delta, we will actively integrate with Shanghai World Expo and work hard to make the forum Informationization and Urban Development successful. We will further our cooperation with friendship cities from home and abroad and enhance the cooperation in terms of foreign trade, culture and tourism on the basis of Ningbo Week. At the same time, we will try to introduce foreign investment of 18 billion USD and 100 important institutions. What’s more, we will work hard on helping poor areas and continuing with the cooperation with mountainous regions and the cooperation with Quzhou in the area of resource industry. Besides, we will help earthquake-stricken Qingchuan in Sichuan Province to renovate from the disaster. 3.5. To deepen the development of a fairly-large cultural city and improve the development of social undertakings
To give priority to education. We will continue to improve the education structure and reinforce compulsory education so that it can develop in a balanced way. We will increase input in the compulsory education in countryside, improve the conditions of kindergarten operation in rural areas, reinforce the centralized management of the teaching personnel in urban and rural areas and promote the informationization and sharing of quality education resources. The government will make more efforts to develop higher education, key disciplines of vocational education and featured schools. We will quicken steps in compiling local textbooks, gradually carry out a free secondary vocational education and improve the public platforms for vocational skill training. We will make more efforts to foster skilled, application-oriented management personnel and innovative talents with professional certifications. We will improve the capability of education of serving the local economy and society. The city government shall deepen the strategic cooperation with the Chinese Academy of Social Sciences to promote the implementation of cooperative projects and the application of the achievements. In addition, the government will make more efforts to aid poor students, attaching importance to special education and doing a good job in educating children of migrant workers. The city shall render more support for private education so that it can develop in a healthy way. We will strengthen the research on medium and long-term educational reform, improve the appraisal system of education quality and work to construction of a lifelong education system.
To accelerate the development of medical health services. We shall consolidate the achievements of the campaign of building a city leading in health services, deepen the medical reform and operating mechanism innovation. The city shall make more efforts in constructing medical infrastructural facilities, promote the standardization of medical establishments at grassroots and facilitate the improvement of healthcare services in urban and rural communities. The city government will raise the standards of per capita medical funds for public health services, improve the medical aid system and explore ways to establish a management system to guarantee basic Medicare. We will carry out the national basic medicine system steadily. We will consummate the performance appraisal system and the compensation mechanism in health institutions exercising the national basic medicine system. We will carry out the pilot reform in public hospitals and regulate the development of private hospitals, so that a diversified layout of health care can be shaped as soon as possible. The government will reinforce the treatment of epidemics like H1N1 flu. The city government shall work to keep the birthrate low, strengthen family planning among migrant workers and do a good job in the sixth national census.
To promote cultural prosperity. The government will proactively cultivate a social climate featuring core socialist values, enhance the development and control of traditional media and emerging media and nurture an ideological climate of solidarity, enterprising and high morale. The government will speed up the construction of Ningbo Culture Square and the China Air-Defense Expo Park. We will innovate on the supply mechanism of public cultural products for grassroots institutions, carry out the activities of Sending-culture to rural areas and work to realize a full coverage of township cultural stations. Meanwhile, we shall spread the practice of Everyday Show of the rural areas of Yinzhou District. We will advance the creation of premium art and literature works and forge brands of cultural activities, implementing the Going-out strategy of culture. The government will deepen the reform on cultural system and cultivate new-type cultural entities so as to ensure a sound development of the cultural industry. We will reinforce the protection of historical and cultural blocks, do well the job of cultural relic protection and archeological work and try to apply for the listing of the Great Canal (Ningbo Section) in the world heritage list. The government will attach importance to the development of a cultural work force. We will make great efforts in developing philosophy, social sciences, art and literature, radio and TV broadcasting and press, advancing the compiling of local chronicles and making better use of archives. At last, we will launch extensive fitness campaigns, carry out the special plans for sporting facilities, improve the athletic level and make good preparations for the 14th Zhejiang Games and the first Zhejiang Sport Games.
To reinforce the work of building a civil city. The competent departments of Ningbo need to work to develop synergy in building a National Civil City. In doing that we will make more efforts to improve the city’s landscape, alleviate the traffic jams and regulate the waterways, so as to improve the brand influence. The government will launch the “Civil Ningbo Serial Actions” in an all-around way, and do well the job the assessing the public civil index. Meanwhile, we will carry out the All-Citizen Reading Month, promote the cultural development in rural areas and improve the social credit system so as to bring about an integrated development cultural wellbeing in the urban and rural areas. The government shall aim to develop a social climate that helps the healthy development of minors and meanwhile enhance the ethic education of minors. We will exercise good administration over migrant workers and further improve the development of integration organizations. The city government shall keep supporting the PLA and the arm forces based in Ningbo, attaching importance to the national defense education, national mobilization, militia and reservist training and people’s air defense work and doing the best to develop a harmonious relationship between the army and the civilians, do well the placement of demobilized servicemen. 3.6. To Improve People’s Livelihood and Building a Harmonious Society
To promote employment of residents: The government will carry out a proactive employment policy, improve the guidance and follow-up services related to employment and create more job openings for people. We shall establish a complete employment service system that covers urban and rural areas, improve the employment aid system and advance the work of establishing sufficient employment counties and cities. We will do the utmost to help people with difficulties of getting employed and those families with zero jobs. Meanwhile we will guide rural labor to transfer in a rational way. We will keep improving the climate for business startup and speed up the construction of startup platforms. We will carry out special startup service campaigns, encouraging independent startups and self-employment and promoting employment through startups. The government will continue to carry out vocational training programs, deepen the cooperation between/among regions, higher institutions and enterprises. We will help companies cultivate and introduce professionals and high-ranking human resources. We will properly handle the labor disputes and work to safeguard the lawful interests of employers and employees.
To promote development of social security system. We will carry out in an all-around way the social endowment insurance system covering both the urban and rural areas and do a good job in granting the basic old-age benefits to the residents, so that the residents in both rural and urban areas can enjoy the social endowment insurance. We will proactively work on ways to linkup various old-age insurances and improve the insurance policies of various kinds. We will continue to increase the coverage of social insurances and gradually raise the insurance benefits. We will improve the poverty relief and aiding systems targeted at poverty-stricken households and families with disabled persons in both rural and urban areas. Meanwhile, we will try to establish a dynamic mechanism of providing subsistence allowances and price allowances for the underprivileged groups, doing the utmost to optimize the urban and rural social welfare system.
To ensure housing security. We will advance the construction of housing projects for low-income urban residents and launch the pilot project of using public accumulation fund loans to build housing projects. We will accelerate the development of affordable houses, low-rent apartments and limited-price houses. The government will expand the coverage of low-rent housing security. Those with disposable income below 60% of the average income of the urban residents and with per-capita housing area of below 18 m2 will be made entitled to have the low-rent houses. Meanwhile, it will increase the supply of commercial houses, and advance the development of non-suite houses, old residential quarters, shabby communities within urban areas (Chengzhongcun) and dilapidated houses in rural areas, doing the best to improving the housing condition of low-income families in urban areas. We will reinforce the risk management of credit and loans for property development, regulate the market order, crack down the act of hoarding and profiteering property developers, speculation and jacking-up of housing prices, so as to ensure a healthy development of the property market.
To maintain social harmony and stability. The government will attach importance to the resolution of social conflicts and establish a sound mechanism for risk evaluation regarding social stability. More efforts will be made to investigate into and properly resolve social conflicts. We will take preventive measures and properly handle mass disturbances and individual extreme incidents. The government will innovate on the social administration, reinforce education and control of special groups of people, intensify the comprehensive regulation of key areas affecting public security. We will crack down on all kinds of crime and social evils such as pornography, gambling and drug abuse and trafficking. We will improve the management mechanism of the virtual communities on the Internet and raise the management of social organizations. We need to strengthen national security work and well accomplish the security task on the moats around Shanghai during the World Expo 2010. The government will carefully carry out work related to ethnic minorities and religious groups. We will keep improving public utilities and policies on the pricing of public welfare services. We will institute a rational system on price monitoring, early warning and emergency response measures to maintain a stable market. We will keep a tight control on the safety of foods and drugs and carry out in a deep-going way the regulation and standardization of 10 small industries in rural areas. We will strengthen the screening of hidden safety hazards in key areas, improve the safety guarantee measures of key projects, and promote the standardized operation in production, doing the utmost to rule out serious accidents. We will attach importance to safeguarding against natural disasters, reinforce the development of disaster prevention and relief system as well as the emergency management system, improve the disposal mechanism for public emergencies, so as to safeguard the safety of people’s life and property. 4. To build a service-oriented government and raise the service and governance level
To highlight the service functions of the government. We will advance the transformation of governmental functions so that the government can further create a better environment for development, provide public services, reinforce coordination and overall planning, improve people’s livelihood, safeguard social justice and equity as well as social harmony and stability. The government will strengthen researches on key development strategies like urbanization and industrial restructuring and carefully draft the 12th Five-Year Plan. We will consolidate the uniform administration and well coordinate the policies regarding finance, credit and loans, industries, environmental protection, land, human resources, talents, science and technology, trying to increase the comprehensive effect. We will make substantial efforts to serve enterprises and institutions at grassroots level, make more efforts to reduce the burden of enterprises, and try to improve the monitoring of the operation of companies and service system. Meanwhile, the government will well implement the incentive policies in support of small and medium-sized enterprises and improve the climate for the development of SMEs. The city government will keep rendering support for the growth of social organizations and endeavor to foster social organizations for public good. We will innovate on the mechanism for the input on public services and increase expenditures on livelihood improvement and development of social undertakings. We will advance the campaigns of “Solving Four Difficulties and Creating Four Excellences”, doing the utmost to upgrade people’s life quality.
To advance the exercise of law-based administration. We will carry out the Program for Comprehensively Implementing Government Administration in Accordance with the Law. We will conscientiously accept the oversight of the People’s Congress and its standing committee, support the political consultation, the democratic oversight and participation in and deliberation of state affairs of the CPPCC (Ningbo). We will earnestly do well the jobs of taking proposals by deputies of the People’s Congress and CPPCC members, reply on the review opinions of the standing committee, handling and implementation. We will full scope to the roles of people’s organizations (such as trade unions, Youth League and Women Federation, Disabled Persons Federation). We will improve the spokesperson system and accept the oversight of the public and the mass media. We will implement a policy-making mechanism that encompasses mass participation, expert appraisal mechanism and government decision and improve the mechanism of group decision making, keeping the public informed and public hearing on important issues, so as to ensure a democratic and scientific decision making process, trying to improve the transparency of decision making and public participation. We will intensify the making of rules and regulations and institute an accountability system for law enforcement, sticking to a rigid, just and courtesy law enforcement. We should improve the administrative review system and the relatively concentrated administrative penalty system, well implementing an administrative accountability system.
To raise government administrative efficiency. We shall kick off another round of government institutional reform, restructure the governmental organizations and improve the coordinative mechanism between governmental departments. We will institute a complete system of performance evaluation system of governmental work to improve the governance capacity of the government. We will deepen the comprehensive reforms in townships and enhance the social management and public service capabilities of central township governments. We shall further the reform on administrative approval system and institute a system separating approval authority and management. We will sort out and standardize the approval items and place in place a standardization system for administrative approval services, so as to raise the comprehensive efficacy of administrative services. We will keep the public informed of the government affairs, step up the construction of E-government and improve the governmental information release system. We will intensify the regulation of the working style of civil servants and lay emphasis on the learning, training and management of government employees. We will keep sticking to a pragmatic working style, making civil servants speak candidly, handle concrete affairs in a down-to-earth manner and seek efficiency. The government will enhance the oversight on administrative efficacy, regulating sluggishness, shifting of responsibility, administrative omission or chaotic administrative conduct, aiming to improve the government work efficiency substantially.
To construct a clean government. We shall intensify the oversight, auditing and control in major fields and key posts. The government will impose a strict monitoring on the transactions of public resources and bidding activities, laying particular emphasis on regulation the problems in construction sector. We will step up the construction of a saving-type government and deepen the reforms on governmental reception system and use of public cars. We will keep a tight control of the special funds of governmental departments, including the funds for meetings, funds for overseas inspection trips and other public funds, resolutely curbing extravagance and waste. We will pace up the nurturing of a clean governmental working style, guarding against bureaucratism, officialism, subjectivism, formalism, etc., rectifying the wrong conduct of impairing the interests of the general public. We will intensify the construction of a system of punishing and preventing corruption and resolutely investigate and treat cases violating laws and disciplines, so as to gain trust and creditability from the general public.
Fellow deputies, in order to further improve people’s livelihood, this year we will plan to do the following ten major tasks:
1) Public transport: We shall put to service 400 new buses and 8 bus stations, add 10 bus lines and adjust 20 bus lines. We will start the phase-2 project of the dynamic surveillance system on buses. We shall open up 23 crossroads with barriers and 23 by-passes. We will launch Civil Taxi Operation campaign and put to service 300 new taxicabs. We will build 180 km roads, making them link up with the road networks.
2) Housing Supply: The city will lower down the threshold of low-rent houses. We shall begin to construct 200,000 m2 of houses for low-incomers, continue to build 500,000m2 of apartments, complete 200,000m2 of apartments and solve the housing problem of 2500 low-income households. We shall start to build 3.1 million M2 of settlement apartments, and complete 960,000m2 of settlement apartments. The government will redevelop old residential quarters in Haishu, Jiangdong and Jiangbei, with the area to total one million square meters. We shall continue to develop 30 villages in urban areas. We will complete rebuilding of 25,000 farmhouses, build and rebuild 350 rural community service centers. In addition, we will redevelop 1,500 dilapidated houses, and resettle 1,500 households from mountainous areas.
3) Employment. We will create 6,000 non-profit jobs and employ 2,000 college graduates to work in education, healthcare, logistics and others at grassroots level. We will promote the construction of startup platforms and aim to employ 3,000 people through business startups. We will train 190,000 people and make them armed with vocational skills. We plan to have employment service departments organize 110 job fairs. The government will go on with the Practicum Plan involving 10 college grads and increase 80 bases for social practice. We will formulate policies regarding unemployment insurance and promotion of employment.
4) Healthcare: We will build, rebuild and expand over 10 healthcare centers and 450 health service stations/office in urban and rural communities. We will standardize the health establishments in rural and urban areas and make 80% of them up to standard. We will earmark a basic public health fund of 25 yuan per head. The basic medicine system will be fully implemented in the six urban districts, Yuyao and Cixi. The government will start to build the eastern extension of the Li-Huili Hospital, the Second Hospital, the new building in the Women and Children’s Hospital.
5) Social security: We will raise the medical insurance reimbursement rate to 59% for urban and rural residents, with the ceiling reimbursement reaching 150,000 yuan. The reimbursement rate for hospitalization expenses covered in new-type rural cooperative medical services will reach 46% on average, with the ceiling amount reaching six times the average net income of the rural residents; and that for clinical treatment will reach above 25%. We shall implement fully the endowment insurance system in urban and rural areas, ensuring that those eligible elderly residents can receive no less than 60 yuan per month of basic old-age pension. We will establish 300 administrative villages across the city that offer home-based care service for the elderly and increase 1,900 beds for the elderly.
6) Environmental protection: We plan to complete the dredging of 200 km of river channels, build 35 well-off villages and regulate the surroundings of 260 villages. The government will complete 50 sewage treatment projects and 60 solar-energy garbage disposable stations in rural areas. Besides, we will develop 2,010 hectares of water-saving farmland. We shall finish regulation of 107 km of waterways in urban areas. The air quality for the year shall be maintained at the standards of a national environmental protection model city. The City will aim to complete the water supply network, with the daily supply capacity to increase by a quarter million tons.
7) Education: The city government will attach importance to safe schoolhouses and aims to reinforce, redevelop, rebuild and relocate 400,000 M2 of school houses. It will improve the quality of pre-school education, build and rebuild 60 standardized kindergartens. The city’s Digital Library will provide featured services for 100 communities and 1,000 enterprises.
8) Culture and sports: Each township and sub-district shall have a comprehensive, multifunctional cultural station. The city government will make the sporting facilities of primary and secondary schools more accessible for the public, with the rate in Haishu, Jiangdong and Jiangbei to reach 85% and that in other counties and districts to reach 75%. Each village of the city will have a movie show per month and an opera show per year. All the radio and TV stations have to offer more than three programs serving farmers and agriculture. We will improve the informationization level in countryside and have information service stations set up in 80% of all the administrative villages. We will establish 1000 spots for quality improvement of citizens and 200 practice spots for civil ethics. The Ningbo Book Town will be completed and put to use this year.
9) Public security: The city government will complete the phase-1 project of the emergency response platform. We will complete the reinforcement of 15 on-roof pools to guard against risks. We will put in pace a sound aid information system for rescue of fishing boats and harbors. We will further the safety production management to reduce the mortality rate (per RMB 100 million yuan of GDP) of accidents in production.
10) Market supply: We plan to rebuild some 30 grocer markets in rural areas and establish 120 chain stores in villages, as well as a grain and oil wholesale market. We will institute a quality guarantee system for farm produce and aquatic products. A tight source control on foods and drugs and on market access will be imposed, with the purpose of reducing safety risks of foods and drugs. We aim to inspect and test over 40,000 batches of foods and drugs. The government shall establish a sound information sharing system for food safety inspection. We will carry out a Safe Drug Project and improve the online drug surveillance system.
Fellow deputies, this year we are having on our shoulders grave and arduous tasks, faced with difficulties and challenges. Let us rally closely around the Party Central Committee with Comrade Hu Jintao as General Secretary. Under the leadership of CPC Ningbo Municipal Committee let us unite with one heart and one mind, continue our concerted and unyielding efforts to press on and pioneer, so as to fulfill the objectives set for economic and social development and the targets set in the 11th Five-Year Plan. Let us work hard for a scientific, harmonious and leading development!
