A Review of the Work in 2008

The year 2008 is quite an unusual year in the history of the city. In the year, all the people of the city united as one man, overcame difficulties, and made great achievements. In face of the unprecedented international crisis and the natural disasters of low temperature and snow storms, under the leadership of Ningbo Municipal Committee of the CPC, We hold high the great banner of socialism with Chinese characteristics, take Deng Xiaoping Theory and the important thought of Three Represents as our guide, implement the outlook of scientific development, implement the strategy of “a powerful province for the well-being of the people and renovation for a prosperous province” suggested by Zhejiang Provincial Committee of the CPC and the strategy of the “six coordination and six promotion” decided by Ningbo Municipal Committee of the CPC. As a result, the city has witnessed a considerable fast economic development, improved people's livelihood, and a harmonious and peaceful society. The per capita GDP passed the important benchmark of 10,000 US$, the general industrial output overfilled 1000 billion yuan, the annual handling capacity of containers reached 10 million TEUs, new achievements were made in the construction of the modern traffic network, the Hangzhou Bay Bridge was completed its construction and opened, the project of the free trade zone of Meishan Port was authorized and started construction, and the city once again won the title of “National Wenming City”.

In the last year, the GDP of the city reaches billion yuan, up by 10.1%, the general budgeted revenue reaches 81.09 billion yuan of which, the local finance amounts to 38.04 billion yuan, increased by 12, % and 18.6% respectively. The throughput of containers amounts to 10.846 million TEUs, increased by 16%, and for this the Port of Ningbo is listed in the top ten of the world. The per capital disposable income of the urban citizens amounts to 25,304 yuan, and that of the rural residents 11,450 yuan, increased by 13.4, % and 13.9% respectively. In the year, 133,000 jobs were increased, and the registered unemployment rate in cities was 3.3%. The consumer price index was 105%. The energy consumption per 10,000 yuan of the GDP is estimated to have declined by about 0.5% (including the energy consumption of Ningbo Steel Plant), and the targets of emission reduction of COD emission and sulphur dioxide are overfulfilled. The ten projects concerning the livelihood of the people are completed.

In the past year, around the tasks decided at the 3rd Session of the 13th Ningbo Municipal People’s Congress, we worked as follows.

1. Taking active measures to ensure a considerably fast and stable economic development.

We did our best to help enterprises in their development. In response to the problems in the course of economic operation, we timely issued 19 measures to promote economic stability and structural adjustment, 18 measures for promoting financial security and 23 policies to expand consumption demand and adjust economic structure. We made great efforts to widen the financial channels for the middle and small enterprises, promoted the link of bans and enterprises, guided banking institutions to optimize their services and encouraged enterprises to raise capital. The total of credit supply rose by 17.9%. We took active actions to clear the unreasonable fees and to reduce the load of enterprises. We implemented the favorable tax policy, temporarily dropped off the payment for the social insurance, temporarily cancelled 150 administrative and service charges, which lightened the burden on enterprises individuals for 6 billion yuan. We made greater efforts to coordinate the markets of coal, power, oil and transport. We promoted the training of the workers and try to guarantee the resource factors for the development of enterprises.

We made efforts to expand domestic demand and secure economic growth. We optimized the investment structure. We implemented the key projects by joint forces. We formulated 12 measures to expand domestic demand, established and perfected systems for key projects in responsibility implementation, supervision and leaders’ coordination. The 4th phase project of Beilun Container Wharf was completed and put into use, the 1-million-ton ethylene project of Zhenhai Petrol Refining and Chemical is going on at an accelerated speed, and the project of the Hang-Yong Special Passenger Railway has started. The total social investment in fixed assets increased by 8.2%. We carried out the strategy of “promoting the city by commerce”, sped up the construction of commercial facilities and commercial network in urban and rural areas. We were active in developing e-commerce, strengthened the supervision of the safety of commodity circulation and market operation and maintained the market supply and price stability. The retail aggregate of social consumer goods has risen by 19.6.

We always focused on offering renovated services to enterprises, helping them solving problems. We carried out in an all-around way activities of “dispatching cadres to enterprises and promoting enterprises’ development by governments’ services”. By such measures as the cadre-enterprise liaison system and 8718 consultative service for middle and small enterprise, we offered practical assistance to enterprises for their development. We organized over 4,000 government functionaries to offer partner assistance to over 12,000 enterprises, helping enterprises solve over 4,700 difficulties of various kinds. We formed a good atmosphere of making joint efforts to overcome difficulties and maintain stable development of enterprises.

2. Having a long-term perspective, we made great efforts to promote the adjustment of economic structure and growth patterns.

We pressed ahead to optimize and upgrade the industrial structure. We made the outline of action for the leap-forward development of service industries and the plan for redoubled growth of industries. The service industries sped up their development. We introduced 18 monetary institutions. The exhibitions and conferences Ningbo hosted amounted to 276. The income of tourist industry increased by 18.4%%. The service outsource turned over 3.12 billion yuan. The output of software industry increased by 40%. The industrial transformation pressed ahead steadily. The total industrial output value amounted to 1093.7 billion yuan, increased by 13.9%; with the output value of new products increasing by 12.4%, and the rate of the output value of new products reaching 14.1%. We made progress in build modern agriculture, with a steady increase of the proportion of agriculture with distinct features, opening-oriented agriculture and high-efficient ecological agriculture. We had a good harvest in food production. We increased 22 agricultural production bases, 17 municipal-level leading agricultural enterprises and 842 farmers’ professional cooperatives.

We pushed ahead to build an innovative city, took active measures to build a national demo city in protection of intellectual property, implemented the plan for supplying financial subsidies to R&D projects, and gave supports to high-tech enterprises, renovation-oriented demo enterprises and demonstrative patent enterprises. The expenditure on scientific and technological activities of large enterprises increased by 22.1%. 447 enterprises were appointed high-tech enterprises. 9,882 patents were granted. The city increased 115 municipal-level technological centers, 4 municipal-level key laboratories, and 76 China Famous Brands. Ningbo deepened the scientific and technological cooperation with scientific and technological institutions including Chinese Academy of sciences, universities including Zhejiang University, and cities in Middle and West China including Wuhan and Xi’an.

We made substantial progress in energy saving and pollution reduction. We started a new round of ecological construction, implemented the “811” 3-year Environment Protection Action, strengthened the protection of drinking water resources, and the agricultural environment protection and ecological environment restoration in rural areas. We pushed ahead the pollution improvement in key areas, drainage areas and key industries, and strengthened the improvement of the effluent retention of inland rivers in urban areas. The financial expenditure on environment protection increased by 42.9%. We did a good job in popularity of energy saving and actively promoted energy saving among enterprises and citizens. We started experiments of eco-efficient economy, the “24.10” Discharge Reduction Project, and strengthened the examination, supervision and statistics in discharge reduction. A number of sewage water treatment plants, including Jiangbei Sewage Water Treatment Plant, were put into use and the city’s daily treatment capacity amounts to 890,000 tons.

3. Active efforts made in bringing about a coordinated development of urban and rural areas on the basis of an overall consideration.

The city accelerated the construction of the new countryside. We started a new round of “Thousand and Hundred Project”, made great efforts in village improvement construction, and improved the production and living conditions in rural areas. We increased 47 overall well-being villages, and 319 villages with improved environment. All the standard sea dike projects have been completed as well as the Project of Safe Water Resources for Farmers. We extended public services to the countryside, having built or rebuilt 368 kilometers of rural roads, having increased 50 domestic sewage water treatment plants in the countryside and basically completed the construction of the domestic garbage treatment system in the countryside. The Project of TV and Radio Reaching All Village is completed two years in advance. We advanced the community construction in the countryside, increasing 164 countryside community service centers.

We sped up the coordinated regional development. We actively implemented the “Central Area Promotion” strategy, and intensified the construction of the Eastern New Town. The first phase of the International Shipping Service Center has been completed and put into use. The projects of the airport expressway and the extensions of the Ring Expressway have been started. The passenger terminal of the South Railway Station is going on in an orderly way. The planning of Jiangbei New Town has been started. The construction of Zhenhai New Town is advancing actively. The new town of Yinzhou is taking shape. The construction of Ningbo National Hi-tech Zone and Dongqian Lake Holiday Resort is pushing forward. The coordinated development system of Cixi and Yuyao has been initially perfected and the coordinated construction of roads in the region has been accelerated. The first-phase preparatory work for the Hangzhou Bay International Business Service Area is going on smoothly. New advancement has been made in the regional protection and development of Xiangshan Port, and the construction of the functional blocks has been substantially started. The Xiangshan Port Bridge has started its construction. The financial transfer and payment to Fenghua, Ninghai and Xiangshan increased by 47.1%.

We sped up the construction of the port and shipping network. We started accelerating the integration of Ningbo Port and Zhoushan Port. The projects including Ningbo International Train-and-ship Container Coordinated Transport Center, and Zhenhai Mass Freight Ship-and Train Coordinated Transport Artery Port are going on smoothly. A number of wharfs and berths have been put into use. We strengthened the cooperation with Shanghai and ports in Zhejiang and other provinces, advanced the construction of inland dry ports, and made constant improvements in the port cargo canvassing system. We took active measures to improve the port shipping network. A number of expressways including Sanmenkou Cross-sea Bridge and Daqi Port Evacuation Expressway have been completed and opened. A number of projects such as the Ningbo Section of Yong-Tai-Wen Railway, Ningbo Extension of Zhoushan Mainland-Island Link, and Lishe Airport International Freight Transport Center are going in an orderly way.

4. Strengthening renovation and building a new pattern of reform and opening-up

We deepened the reform in the key areas. We started the experiment in comprehensive service reform and pollution-discharge right trade. We strengthened the oversight for state-owned assets. We made exploration in direct financing channels, We formulated policies for the selling and pledge of shareholding rights and for loans on the pledge of patent rights, and started experiments in small loan companies. We sped up the reform in the countryside, promoted experiments in policy-related agricultural insurance and the reform of the housing system in the countryside, and made new progress in transfer of the contractual right of land and the reform of the system of collective forest rights. We deepened the institutional reform of the urban resident medical insurance system and the system of the state-owned medical institutions. We accelerated the reform of the public cultural institutions. We implemented the standardization of the allowance and subsidy for the public servants in an overall way. The “Ningbo-mode” --service and management mode of migrant workers is taking shape. The practice of social insurance for migrant workers in Ningbo is listed in the 30 renovative cases in the 30 years’ reform and opening of China.

We opened wider to the outside world. We completed the transition from “opening for survival” to “opening for prosperity”, and the open-oriented economy is developing in a stable and considerably fast way. Ningbo's import and export totals 67.84 billion US dollars, increased by 20.1%. The actual utilized foreign capital amounts to 2.54 billion US dollars. The overseas investment amounts to 310 million US dollars, and the output of overseas labor cooperation has increased by 36.7%. We accelerated the functional transform of development zone, parks and urban functional zones and made steady advance in the construction of “Tree Districts and Four Bases”. We deepened the cooperation with cities in the Changjiang River Delta, and substantially started the preparation for the Shanghai 2010 World Expo. We promoted the cooperation and communication with key home and foreign cities, successfully hosted the Forum on Ningbo-Hong Kong Economic Cooperation, and “Singapore-Ningbo Week and “Wuhan-Ningbo Week”. The domestic capital introduced amounts to 18.65 billion yuan. The work of partner support and poverty relief is continuing. The cooperation with Quzhou in resources and industries has been deepened. New progress has been made in customs administration, overseas Chinese affairs, Taiwan affairs and foreign affairs.

5. Social construction for the livelihood of the people based on the concept of people foremost

We made a good job in employment and social security. We implemented an active employment policy, improved the system of pre-job training and employment services, improved the employment assistance mechanism, created jobs through a variety of channels, made 65,000 urban residents re-employed, and the “zero-employment families” were dynamically eliminated. The city implemented three new social insurance systems including the basic medical insurance for urban residents, the insurance system for migrant workers, and the new retirement insurance in the countryside, and basically established the social insurance systems that benefit the urban residents, rural residents and migrant workers. The financial expenditure on employment and social security increased by 32.3%. The minimum standard of living for urban and rural citizens, retirement allowances for retired workers and the support to poverty-stricken families increased steadily. The dole payment amounted to 170 million yuan. The city implemented the “well-being project for disabled people, benefiting 19,000 people. The city increased 3,477 low-rent housing secured households, started building economically affordable houses of 380,000 sq m, and completed 580,000 sq m of such houses. The city completed the renovation of 22 old and small living quarters, benefiting 17,000 households.

Ningbo sped up the development of education, culture and public health. It deepened the construction of the service-oriented educational system. Higher education and vocational education are on a steady rise, and the higher education gross enrollment rate reaches 48%. The city renovated the management system for preschool education, promoted the construction of the standardized middle and primary schools, and implemented the free compulsory education system in urban and rural areas and actions to support schooling of children of poverty-stricken families. We strengthened talent introduction, and the total of talented personnel reaches 690,000, increased by 14%. We started the second round of construction of standardized service institutions of public health in urban and rural areas, basically perfected the security system for basic medical service and public health, promoted the inexpensive medicine system, and pushed forward the 10 projects of the medical care infrastructures. The financial expenditure on medical services increased by 29.2%. The new cooperative medical care security in rural areas is on a steady rise, and the medical insurance system for students is practiced in an overall way. We explored the solution to medical disputes. The city made great efforts to develop cultural undertakings and industries. The construction of Ningbo Cultural Park has been started and Ningbo (Yinzhou) Museum was completed and opened. The population and family planning work was further strengthened. Steady progress has been made in social sciences, press and publication, literature and arts, archives and historical records. We strengthened the administration of internet culture, successfully fulfilled the Olympic torch relay in Ningbo, and the sports in both cities and rural areas was development vigorously. Ningbo has continued to hold the title of the happiest city of China.

The government did a good job to maintain a harmonious and peaceful society. It strengthened the handling of people's complaints made in letters or through visits, made great efforts to resolve social conflicts, and successfully fulfilled the task of the security protection during Beijing Olympic Games. It strengthened the public security, and severely cracked down on various crimes. We have increased our efforts to maintain law and order by taking comprehensive measures, promoted the construction of the digital urban management system and the dynamic video monitoring system of social management, and improved its capacity to deal with public emergencies and natural disasters. We strengthened the administration of the market, perfect the food and drug administrative system, and strengthened the control of food from its sources. We pushed forward the rectification of “ten kinds of small trades”. We successfully solved such emergencies as shortage of oil product supply and problem milk power for babies. We took actions to identify and handle hidden dangers in production and carried out activities such as 100 day campaign for production safety. The rate of industrial accidents, death rate and economic loss dropped down respectively by 15.8%, 6.2% and 17.3%. We promoted the construction of modern harmonious communities with 34 communities entitled the first batch of “Demonstrative Harmonious Communities" of Zhejiang Province. The relations between nationalities and religions are harmonious and new progress has been made in the work of the aged and disabled. We actively supported the national defense, and carried out activities of preferential treatment for families of servicemen and martyrs and of building advanced units through the joint efforts of the army and the masses. The city has been honored as “National Shuangyong Model City”.

6. The government self-improvement with improved functions.

Ningbo pushed forward the construction of governing according to the law. We consciously accepted the oversight of the municipal people’s congress, the people’s political consultative conference and the society as a whole, and strengthened the communication with all democratic parties, the Federations of Industries and Commerce and persons with no political affiliation. We earnestly dealt with the suggestions and proposals from the municipal standing committee of the people’s congress and the municipal people’s political consultative conference. We handled 618 proposals from deputies of the municipal people's congress and 529 proposals from the members of the municipal people’s political consultative conference. We submitted for record 48 government regulations, documents of rules, and 4 local normative acts to the standing committee of the municipal people's congress, and we drew and revised 7 government regulations.

We sped up the construction of the new-type government. We pushed forward the reform of administrative approval system, implemented the systems of experts approval, public hearing and legitimacy investigation before adopting administrative policies. We founded up the Institute of Plan of Development, Urban and Rural Planning and Research Center and Modern Logistic Planning and Research Institute, to make researches for long-term important issues. We improved the examination mechanism according to the scientific development outlook, which includes such indexes as self innovation, energy saving, reduction of discharge and improvement of people’s livelihood. We made a middle-term evaluation of the implement of the 11th Five-year Plan, and implemented plans of various kinds. We have intensified the construction of e-government, made the public informed of the government work, and standardized the spokesperson system.

We intensified the construction of a clean government, started a new round of the construction of the working style of government departments, reduced the number of documentation and kinds of appraisal activities, and established the on-line administrative approval and e-supervision systems. We standardized the government transfer payment and government procurement, intensified the audit supervision and administrative supervision, cut down financial expenses and cut down the public expenditure of the municipal-level departments by 5%. We earnestly implemented the responsibility system for improving the Party's work style, intensified the treatment of commercial bribery, and made great advance in improving the working style and eliminating arbitrary charges.

In 2008, we suffered from sever national disasters. In face of such disasters as low temperature and ice storms, we took urgent actions, organized repairing damaged facilities, timely restore traffic, ensured the market supply, and reduced the damage to the minimum. After the earthquake in Wenchuan, Sichuan, we followed the deployment of the Central Party Committee and the State Council, did out best to support the earthquake disaster relief. The donation to the earthquake zone totals 830 million yuan in value, over 2,400 persons of special police, fire fighting, and public health were dispatched to the quake zone and the task of supplying the quake zone with temporary dwellings was successfully fulfilled. The partner assistance to the reconstruction of Qingchuan County is advancing smoothly.

Fellow deputies, in the changeable situation with lots of challenges, our achievements are hard won. They are the results of the joint efforts of all the people, the armies stationed in Ningbo, all democratic parties, the Federations of Industries and Commerce, the people's organizations and all social circles of Ningbo, as well as the concern and support of the Ningbo overseas merchants. Now, on behalf of the People’s Municipal Government, I want to express my heartfelt thanks to the people of Ningbo, the army forces stationed in Ningbo, the officers and soldiers of the armed military police, all the constructors of the city, and all friends home and abroad who have given support to the modernization construction of Ningbo.

In reviewing our work of the past year, we are clearly aware that we still have many difficulties and problems in our social and economic development, and that we still have many short comings in the government’s work. The major problems are as follows. We do not completely fulfill the anticipatory goal set at the beginning of the year; the planned targets of the increase rate of GDP, the output of container handling and the residents’ consumer price index are not fulfilled, with the differences amounting to 1.9, 4, and 1 percentage points respectively. We have greater pressure from economic decline, greater difficulties in enterprises’ operation, and greater difficulties in keeping the balance of financial revenue and expenditure. The financial crisis is intensifying. Out independent innovation capacity is not strong enough. The development in the urban and rural areas is not balanced. The environment protection needs to be further strengthened, and we still need to overcome the obstacles that hinder the development. The pressure for employment is increasing, some low-income people still live in difficulty, the situation for food safety and production safety is still serious, and some problems of the common concern of the people still need to be solved urgently. The transform of the government function is not sufficient, and our ability to perform our duties in accordance with the law is not satisfactory enough. Some functionaries of government departments do not have sufficient service awareness, and the problems such as boasting working style, low efficiency and extravagance and waste still exist. We should earnestly deal with these problems. With objective analysis of these problems, we should always be sober-minded, more confident with ourselves, and take more efficient measures to solve these problems.

Goals and General Requirements for 2009

2009 marks 60th anniversary of the founding of People’s Republic of China. It is also a pivotal year for implementing 11th ‘five-year plan’. At the same time, it is a year in which our economic development suffers the greatest setbacks since the beginning of the new century. The global financial crisis has deepened its impacts on real economies. One of them is expressed by the demand for our products from foreign countries is greatly reduced and some industries are worrying about their product surplus. Many enterprises are suffering from bad situation while the number of unemployment is increasing. All of these result in apparent economic recession. Ningbo, as a port city which largely depends on export and develops port industries, is now facing greater and more difficulties and challenges than ever.

However, we have to remain sober-minded since we still have rather a lot of opportunities besides challenges. One the one hand, the price of international energy resources and assets has fallen by a wide margin. What’s more, high-level international talents are more available then ever. These provide Ningbo with a good opportunity to obtain essential resources with low cost. On the other hand, the market shrink resulting from the reduction of demand for our products will force our enterprises to make transitions. Through 30 years’ development since the reform and opening up, Ningbo has accumulated solid comprehensive strength and cultivated its ability to resist risks. Besides, we have made great progress in terms of industry restructuring, transition of development mode and independent innovation. But we have to get a clear understanding of the situation. On one hand, we should prepare for difficulties, on the other hand, we should boost our confidence and exert our energy so that we can transform pressure and challenge into motive and opportunity for development.

The general requirements for this year’s government work is illustrated as follows: we must take Deng Xiaoping Theory and the important thought of Three Represents as our guide; fully apply the Scientific Outlook on Development, comprehensively implement the spirit of the 17th Session of the General Assembly of Chinese Communist Party and the Third Session of the Seventeenth Central Committee of the Party and the Economic Working Conference of the Central Government. At the same time we must actively implement strategies of ‘Creating Rich and Strong Province’ and ‘Six Interactions and Advances’ put forward respectively by Zhejiang Provincial Party committee and Ningbo Municipal Party committee. We must grasp opportunities among difficulties and seek breakthrough with confidence. While concentrating on transforming economic development mode and maintaining a rapid and stable economic growth, we will strive to ensure improvement of people’s livelihood and social stability so that we can accelerate the establishment of Ningbo as an international port city.

Considering the trend of economic and social development, we set our major goals in terms of economic and social development as follows: local production grows by 9%; financial budget revenue goes up by 6%; container throughput increases by 9%; disposable income of city residents and net income of people in suburban area mounts up by 7%,; 115,000 jobs are created and unemployment rate is kept within 4%; consumer price index is kept within 104%; energy consumption (without regard to policy element ) for producing 10,000 Yuan output value drops by 4% (including steel energy consumption in Ningbo); biochemical oxygen demand and sulfur dioxide emission decrease by 3% and 4% respectively.

In view of uncertain factors in international and domestic development, we are aware that it is difficult to fully finish above-mentioned tasks. We must take advantage of every favorable element and do all we can to achieve all these goals.

We will earnestly do a good job in the following fields:

We will ensure economic growth and promote economic adjustment. Our primary task for the year of 2009 will be maintaining a relatively rapid and stable economic development. We must unswervingly implement the thought of ‘development is the absolute need’ and enhance scientific development so that we can stop the economic recession. We must, on one hand, expand domestic demand, on the other hand, maintain the stable development of foreign trade so as to keep our advantage as an international port city. We must upgrade our traditional industries, enhance the transition of economic development mode and advance independent innovation , energy-saving and emission-reduction. While the government plays the role of promotion and guidance, the market mechanism will be strengthened, hence a combined force of the government, business circle and the society can be finally formed.

We will insist on the important policy of expanding domestic demand. According to the requirement of the central government, we should emphasize swiftness, the seriousness, the preciseness, and the sincerity in implementation of economic stimulus policy. We must take more direct and effective measures to expand investment and increase consumption demand. We must make greater efforts to upgrade ten functional blocks in the central part of the city and promote the infrastructure construction so as to ensure progress can be made in strategic construction projects. While adjusting and optimizing investment structure, we will control the scale of investment. At the same time, we will stop the practice which is not in line with the scientific development outlook.

We must emphasize innovation in our government work so as to provide motive and energy for development. We will continue our campaign of ‘establishing service-oriented organs of government and promoting the development of enterprises’. While providing service to enterprises, we must insist on the scientific development outlook. We must maintain rapid and stable economic development and establish service-oriented organs of government. At the same time, we must combine deepening reform with opening up. We will strengthen classified guidance and concentrate on direction and effectiveness of our service so as to help local enterprises to step out of predicament and have a share in the international market. At the same time, we must free ourselves from old ideas and innovate our policy so as to motivate our energy.

We will stick to the policy of improving people’s livelihood and promoting social harmony and stability. We will set the improvement of people’s livelihood as our foundation and carry out six projects closely related to people’s livelihood. These 6 projects are illustrated as bringing wealth, education, benefit, convenience, health and stability to people. We will use all financial resources to solve the most apparent and urgent problems which people are most concerned. We will also emphasize equalization of public service and enhance the ability of public service so as to ensure the improvement of people ’s livelihood and promote the social harmony and stability.

Tasks for 2009

Considering the above-mentioned goals and general requirements for 2009, we will concentrate on the following seven tasks.

We will strive to push forward such projects concerning livelihood of people, infrastructure construction, technological reform in enterprises, establishment of modern industries, construction of key functional zones in the city, energy saving, reduction of emission and social undertakings. We will accelerate the construction of container dock in Beilun Port, the direct railway line between Hangzhou and Ningbo, the eastern part of expressway surrounding the city, the artery linking Lishe Airport with the center of the city and the first track traffic line. Besides, we will comprehensively implement the transformation of value-added tax, encourage enterprises to upgrade technology and equipment. While expanding financing channels, we will introduce insurance institutions and attract more social capital to finish public projects. We must strengthen our initial work on projects and make good preparation so as to more major projects can obtain national approval. We have to perfect our policy in terms of industrial support, carry out joint approval system and promote our efficiency in terms of approval service. At the same time, we should establish, when major projects are involved, supervision system, investment excitation mechanism and strengthen supervision over projects and capital. While perfecting the system of auction of land for industrial use, we will try to seek a balanced system to compensate people for the land they lose and try our best to raise the land utilization efficiency. We set 8% as our goal for the growth of national fixed asset investment.

Promoting Consumption

We will perfect the system in which the growth and payment of employees’ wage can be ensured. We should try every means to increase the income of middle and low income group, perfect basic public service system, promote employment and social security and improve consumption expectation. We will exert our utmost to establish a three-level commercial circle involving the central city, edge cities and central towns and major towns. Besides, we will promote steering ability of cities in terms of consumption. We will enhance the construction of township commercial facilities and countryside commercial networks so as to perfect commercial networks involving urban areas and rural areas. We encourage selling electronic appliances in rural area and provide subsidy for those buying appliances in our recommended list. We will enhance the development of service consumption in communities and build over 20 sample commercial places. We will also cultivate new consumption fields and perfect our credit consumption. We attach importance to tourism for its ability to enhance consumption and encourage more people to travel for leisure so as to promote the development of tourism in urban areas. At the same time, we will establish Yangtze River Delta as the best place for leisure tourism. At last, we set 12% as our goal for the growth of total retail sales of consumer goods.

Going into Override to Perfect Housing Guarantee System

We will make the housing problem as a key to expansion of consumption. we will proactively help middle and low income families solve the problem of housing by implementing a series policies. Firstly, families which gain disposable income 45% (from the past 30%) under per capita disposable income can enjoy low-rent housing. Secondly, the original five-year plan for construction of economically affordable housing will be completed in two years. Thirdly, more people, including middle and low income families, excellent migrants, introduced talents, university graduates and countryside teachers who can normally pay public accumulation fund for housing construction, will enjoy limited-price apartments. Fourthly, more apartments can be built in central towns. While accelerating the reconstruction of non-apartments and old communities and residential areas in the city proper, we will also perfect housing guarantee examination system. We will provide contract tax subsidy, reduce housing sales tax and increase the amount of loan so as to reduce the cost of housing and promote housing consumption. At the same time, we will strengthen financial support for and supervision over real estate so as to optimize housing structure, normalize practices in real estate market and finally help real estate industry grow in a healthy manner.

2) Consolidating Agricultural Bases and Promoting Agricultural Reform

Striving to Construct a Modern Agriculture Industrial System

We will implement administrative-head-responsible system in terms of food security, perfect supporting policy for food production and increasing comprehensive food production ability. We will also accelerate the development of 10 major agricultural industries and promote the construction of over 20 agricultural bases to ensure the production of vegetables for export, aquatic food, flowers and domestic animals. While cultivating leading enterprises and supporting agricultural cooperation organization, professional service companies and professional technology association, we will perfect circulation network of agricultural products. By means of strengthening innovation of agricultural technology and technological service system, we intend to perfect agricultural technology and prevention of plant diseases and insect pests. At the same time, we will perfect such service systems as supervision. We will push forward agricultural insurance by providing favorable policies and perfect risk-prevention system in agricultural production so as to increase the ability to prevent natural disasters or plant diseases. We will also increase our investment into agriculture and ensure that investment into agriculture will be higher than the growth of recurring income.

Exerting Utmost Efforts to Increase the Income of People in Rural Areas

After increasing procurement prices of foodstuffs, providing subsidy for those who purchase high quality seeds and agricultural implements, we expect bumper harvests in coming years. We will encourage intensive processing of agricultural products and support the development of new types of agriculture, including agriculture in which special products are developed and special establishments are adopted, sightseeing-oriented agriculture and ‘happy-farmhouse’ agriculture. We will continue with our project of ‘enriching people by developing forestry’ so as to help people in mountains increase their income. We expect rural community service industry progresses well and more rural people can obtain the opportunity of starting businesses or gaining jobs. At the same time, we will complete a social supporting system so that poor families in underdeveloped areas, mountainous areas and on islands. We will also perfect the system of financial transfer payment and elevate the subsidy for growing synusiologic public welfare forests.

Steadily Promoting Equalization in Terms of Public Service in Urban and Rural Areas We will perfect the system of subsistence allowances for the rural poor and ensure that the rural poor can achieve 60% or above the living standard of the urban poor who receive minimum living subsidy. We will also promote the balanced distribution of high-quality education resources, perfect free education system and implement free vocational education in rural areas. By means of perfecting a health service networks at the levels of county, township and village, we will promote the health of people in rural areas. While consolidating and perfecting the new system of rural cooperative medical and health care services we will increase financial subsidy and the proportion of medical expense reimbursement so that the final per capita annual medical expense will reach 175 Yuan. We will expedite the construction and renovation of central townships and villages, perfect the system of controlling flood and draining flooded fields in rural areas. At the same time, we will renovate the low voltage electric network in rural areas and facilitate rural areas with public transit, tap water, natural gas and internet so as to construct better communities and improve production and living condition in rural areas.

Deepening Rural Reform and System Innovation

We will implement a responsibility system in prevention of cultivated land and make investigation of cultivated land abuse. We will also further our efforts on transfer of the contractual right of land so as to promote the large-scale and intensive management of cultivated land. While advancing the replacement of house site, we will guarantee the house site usufruct in rural areas. At the same time, we will deepen the reform on collective forest rights. We will tentatively implement a comprehensive and coordinated reform on balanced urban and rural development. Besides, we will plan land use, urban and rural development as a whole. Public finance and currency policy will play their roles in introducing more money into rural areas. Rural banks which can provide small amount of loans will be developed in line with national policies and the service function of modern rural finance. A long-term mechanism in which companies and villages cooperate will be established and great efforts from all walks of life should be made to construct new socialism villages. We will advance the reform on the joint stock cooperative system so as to expand collective economy in rural areas. What’s more, we will standardize the system of legal consultancy in rural areas and help people in rural areas express their interests and resolve contradictions.

3) Pushing Forward Adjustment of Industrial Structure and Improving Economic Development Quality

Accelerating the Development of Service Industry

We will implement in-depth the program of great-leap-forward development. On the one hand, we will push forward the development of such mainstay industries as export, import, domestic trade, logistics, financial service, exhibition and tourism, on the other hand, we will also develop some leading industries, including scientific and technologic information, cultural originality, intermediary service and high-tech training. We will speed up the cultivation of service industry bases and enhance the construction of a thorough transport center where international containers can be transported by sea and railway. At the same time we will advance the construction of Zhenhai Pivotal Port where predominant goods can be dealt with by means of shipping and railway transportation. The purpose of these two projects is to enhance centralization of industries, companies and their functions. Another purpose is to promote intensive land use. At the same time, we will push forward the construction of a series of service platforms, optimize the environment for developing service industry and establish Ningbo as an international service center, an international shipping center, an international trade exhibition center and a fourth party logistics center. We will try our best to introduce more investment, exhibitions and institutions from home and abroad. At the same time, we will introduce more high-level service companies, institutions and talents, expand scale of service and market of service. Besides, large companies or groups will be encouraged to distribute their business into secondary one and tertiary one. Service companies will have the opportunity to be reorganized and optimized. Some leading companies and famous-brand companies are expected to emerge in future.

Making Great Efforts to Enhance Industrial Transition and Upgrading

We will fully implement project of industrial innovation and expansion, accelerate the application of information technology and the development of electronic business so as to integrate informationization and industrialization. We will also energetically develop ‘5+5’ industries. While carrying out and implementing the State Council’s plan concerning adjustment and promotion of nine industries, we will fully utilize the advantage of development zones, urban functional zones and those areas with special industries. At the same time, we will speed up the cultivation and development of emerging industrial bases and special industrial bases. Subsidy will be provided to help finish projects like ‘promotion of low-yielding land’ and ‘technological transformation in enterprises within industrial bases. While developing high-tech and technology-oriented enterprises, we will vigorously cultivate model enterprises which are characterized by industrial innovation. We will support manufacturing enterprises with multiple development plans, enterprises which are service-oriented, enterprises which are high-tech oriented and small technological enterprises. We will promote the innovation in terms of enterprises’ organizational structure and encourage the interest subscription in enterprises and the integration of cross-district enterprises so as to form a good pattern for developing medium and small enterprises.

Accelerating the Construction of Regional Innovation System

Innovation of products will be greatly encouraged so as to promote economic growth and enterprises’ competitive edge. We will help promote enterprises’ independent innovation ability and help enterprises obtain innovation resources. While constructing some technological centers and engineering research centers at national, provincial and prefectural level, we will make joint efforts to solve some common technological problems, initiate the construction of Hefeng Innovation Plaza and complete the construction of Ningbo R & D Garden. We will also cultivate model enterprises which do well in patent application, support various innovation attempts on the basis of self-independence, integration and introduction. At the same time, we will enhance the industrialization of proprietary technology. We will provide favorable policies to encourage our enterprises to use key technological equipments made in China and participate in the establishment of national standards. What’s more, we will implement the strategy of setting standards and cultivating more famous brands and make exclusive efforts to protect intelligence property. We will exert our utmost to ensure that the number of patents reaches 10,000, among which patent of invention is expected to number 520 and prefectural new products 1,500. The expense of research and experiment will account for 1.5% of total output value.

Laying Emphasis on Energy-saving and Emission-reduction and Comprehensive Utilization of Resources

We will implement a comprehensive working plan for energy-saving and emission-reduction and “333” energy-saving action plan. At the same time, we will speed up implementation of “10 recycling economy action plans”, “10 energy-saving projects ’ and the construction of ‘24•10’ emission-reduction key projects. What’s more, we will expedite the emission reduction in some key industries, key fields and key institutions. We will, when investment in fixed assets in involved, strictly carry out the supervision system so as to environmental examination and energy examination can be carried out. High-energy-consumption and high-polluting enterprises will be resolvedly controlled while small smelting works and paper mills will be washed out in accordance with the law. Exclusive projects will be carried out so that key energy-saving technology will be applied. Renewable resources, including solar energy, wind energy and other new types of energy, will be developed while some new energy-saving technology, new technique, new equipments and new products will be put into use. We will lay emphasis on economization in terms of fuel, electricity and cultivated land. At the same time, we will wage a campaign with the purpose of making all people consciously save energy. We will vigorously develop recycling agriculture and take advantage of agricultural resources in a comprehensive and recycling manner. While perfecting an energy-saving and emission-reduction supervision system we will establish a system in which energy-saving and emission-reduction can be examined while rewards and punishment can be carried out according to the performance of enterprises and institutions. We will implement a three-year environmental protection project entitled ‘811’ and reshape polluted environment in pivotal region and watercourses. While speeding up the construction of sewage networks and pumping stations, we will make great efforts to promote forestation along costal lines, in plains, gardens and parks. Besides, we will work hard to protect the source of drinking water.

4) To Advance Reform and Opening up and Increase Development Vitality

To deepen reform and innovations in key areas. We will promote the price reforms in water, electricity, digital TV, property management, and regulation of non-residential garbage by instituting a pollution emission permit system. We will innovate on the mechanism on running public utilities and cultivate a market-oriented system for public utilities that is based on appropriate competition. The government will promote innovations in the banking sector, trying to expand the funding channels for SMEs. For instance, we will continue to do pilot work on small-loan companies and develop private equity funds and improve the credit guarantee mechanism for SMEs. We will encourage commercial banks to increases loans for businesses and companies to raise funds from the capital market. All-out efforts will be made to ensure the loans growing by 20% this year. We will waive or reduce the amount of the charges and fees, or suspend the collection of the administrative and service charges and fees. The government will improve its policy making mechanism for government investments, expand outsourcing services and put in place an agent system. We will institute and improve post-appraisal system for investment projects, the public notice system and the accountability system for key projects. We will prudently undertake the administrative reforms and the administrative right delegation reforms in central towns.

To upgrade the development of open economy. Efforts must be made to render support for companies to attract investment, conduct promotions and attend fairs and exhibitions overseas. The government shall endeavor to establish an export-competitive system with the companies as the principal part and a trading system well matching the domestic and overseas markets. We will proactively pursue the development of service trade and the shift from the export processing to the high-end industries of product chains. We will make utmost efforts to encourage businesses to engage in import trade and optimize the import product structure. We will quicken the steps in establishing import distribution centers and regional resource allocation bases, conducting more local products to join the purchase marketing network. We will improve the pre-warning mechanism against the damage to industry and the rapid response mechanism, so as to cope with international trade barriers. We will improve the export credit insurance guarantee mechanism so as to guard against operating risks. The import and export volume is expected to rise by 11%, among which the export volume is to increase by 13%. We will maintain a proper scale of foreign investment and guide foreign capital going to advanced manufacturing and modern service sectors. We shall intensify the efforts in attracting investment from other parts of the world and proactively pursue secondary investment introduction and attraction of investment in key areas. We will explore ways of cross-border M&A and overseas IPO. Much importance will be attached to improvement of the investment environment and the management mechanism for complaints of foreign invested enterprises. We will speed up the process of upgrading and integration of various development regions and promote the transition and development of the Free Trade Zone of Ningbo and the Export Processing Zone of Ningbo. We will encourage companies to start up businesses or set up marketing networks abroad, or increase the scale of contracting projects overseas. The government will improve economic cooperative services and risk management abroad. The government will also make great efforts to develop outsourcing business and develop a number of leading outsourcing businesses and demo zones, trying to establish itself as a base of outsourcing in China.

To strengthen cooperation with cities home and abroad. We will give better play of the influence of the Overseas Ningbo Merchants and all those ready to render help for Ningbo. Relying on the Ningbo-Hong Kong Economic Forum, Ningbo will consolidate exchanges and cooperation with Hong Kong, Macau and Taiwan. Based on the good cooperation with Singapore, the city shall deepen the cooperative relations with Southeast Asian nations. Through our international sister cities, we will consolidate the cooperation and exchanges with Japan, Korea, the US and the EU. We will deepen the cooperation with cities of the Yangtze River Delta and do well the job of collaborating with the World Expo 2010 of Shanghai.

We shall keep doing well the job of organizing Ningbo Week, expanding the hinterland of the port city and reinforcing cooperation with cities in the central and western parts of China. We will make better use of the platforms of Ningbo’s sister cities and important fairs and exhibitions, intensify the efforts in introducing foreign capital, explore domestic market and expand space for development. We shall reinforce the cooperation with cities around Ningbo and establish a regional collaboration framework. We will keep doing well the job of providing poverty alleviation aid to the designated sister regions. We will proactively conduct the mountain-sea collaboration and promote the cooperation in resources and industry with Quzhou. We will go on with the after-quake relief efforts in Qingchuan of Sichuan. We will improve the integrated development model of Zhoushan and Ningbo ports, and speed up the development of port alliance and container rail-sea through transportation. We will speed up the cross-regional cooperation in port service, increase the extent of opening up of ports, and upgrade the Big-Clearance service and the E-Port service.

To implement the all-around regional development strategy. We will keep implementing the plan of "Upgrading the Development in Central Part of the City", and accelerate the construction process of Ten Tracts and development of Eight Public Service Systems. We will keep improving the functions of central urban areas as well as the urban management level. The overall development of core areas in Yuyao and Cixi will be formulated and implemented. We will promote the sharing of infrastructural facilities in Yuyao and Cixi, such as the Yu-Ci Highway, the Yu-Ci Connection of the Hangzhou Bay Bridge. We will enable the matching between industrial, social policies and public service systems. The city shall aim to upgrade the development of the Hangzhou Bay area, develop the coastal leisure resort and the Hangzhou Bay Body-Building Service Area. We will intensify the development efforts in the southern regions, attaching importance to the protection and development of the Xiangshan Port area. We will speed up the building of the Xiangshan Port Bridge, hoping to stimulate the maritime economy and the leisure tourism.

5) To Speed up Development of a Fairly-large Cultural City and Improve social undertakings

To prioritize the development of education. Efforts shall be made to develop and reform pre-school education, attaching importance to special education. We will make efforts to adjust the layout of schools in rural areas and rebuild some of the school houses, making them standardized. More efforts will be made to foster the teaching force in rural areas. We will reinforce the centralized management of the teaching personnel in urban and rural areas and enable an orderly flow of the teachers. The government will put in place an achievement-based salary system in schools of compulsory education. We will advance the balanced development of the fundamental education in urban and rural area and expand the supply of quality education resources. We will deepen the system construction of the service-oriented education and improve the capabilities of higher institutions and vocational schools to serve the local economy and society. We will set up public vocational training platforms and improve the market-based vocational training mechanism. We will concentrate on development of local textbooks and key disciplines and feature schools, and on nurturing of practical talents with dual (professional and academic) certifications. The city government shall deepen the strategic cooperation with the Chinese Academy of Social Sciences, to ensure the smooth going of the first group of co-op projects. We will improve the education quality evaluation system, reinforce the service and management oriented to private education and promote the construction of Safe Campuses. In addition, the government will make more efforts to aid poor students.

To improve medical health services. We shall speed up the construction of the International Medical Care Centre Project in the First Hospital of Ningbo and the expansion project of the Second Hospital. Meanwhile, we will try to relocate the TCM Hospital and to expand the Women and Children’s Hospital and newly build a Xinmin Hospital. The government will kick off a Healthy City campaign. We will establish a health and medical service system that covers all urban and rural areas. We will carry out the patriotic health campaign and reinforce efforts in building a first-aid network, attaching importance to prevention of diseases and raising the responsiveness to emergency breakouts. We will carry out the state reform on the medical and health care system and deepen the internal reforms in the public medical institutions. The government will render support for the development of TCM and improve the economic compensation mechanism in community health clinics. We will rigorously enforce the cheap-medicine system and launch the piloting of centralized procurement of medicines for medical institutions, so as to reduce the medical expenditure of the general public. Meanwhile, we will practise a mediation system of the medical disputes. A standardized management will be imposed on private medical institutions. We will keep the birthrate low and improve the family-planning mechanism. We will comprehensively address the population issues and improve the system of family-planning services. Meanwhile, we will strengthen family-planning among migrant workers and provide better services for them.

To promote cultural prosperity. The government will proactively carry out the Six Strategies for Cultural Development and improve the public cultural service network. We will make more efforts to set up township cultural centers and explore for a market-based running of public cultural services in townships, villages and communities and establish the distribution networks. The city shall restructure operating cultural institutions into companies. We will forge public cultural activity brands, and present a series of literary and artistic master-works. We will organize a series of Culture Delivery activities, and establish a unified public library service network covering both urban and rural areas. We will reinforce the cultural relic survey and protection work and try to apply for the listing of the Great Canal (Ningbo Section) in the world heritage list. We need to cultivate and make stronger cultural entities and establish a number of demo bases and agglomeration bases of cultural industry. We will improve the institutionalized management of the cultural market and advance the wholesome conversion of the digital TV. We will speed up the construction of the Ningbo Cultural Square, Ningbo Book Town and Overseas Ningbo Merchants Museum. We shall stick to the socialist outlook on honor-dishonor and make it a social climate, carry on the Ningbo Spirit and advance fostering of professional ethics and social credit system, aiming to raise the cultural wellbeing in the urban and rural areas. Great efforts will be made to develop social sciences, broadcasting, movie, press, literature and art. We will make better use of archives. At last, we will launch extensive fitness campaigns, make better use of public sports facilities, nurture a reserve of athletic-gifted people and brand sports events, and improve the athletic level.

To cultivate and introduce more innovative talents. We will intensify personnel development mainly oriented to companies, and carry out a series of initiatives aiming to introduce and cultivate talented people, such as the Top-Notch Talents Agglomeration Project, the Entrepreneurs Improvement Project, and Fostering 1000 Badly Needed Talents Project and the Clustering Program for Introducing Brains from Abroad. We will promote the continuation education of on-the-job technicians in companies and make stronger the technical work force that feature certificates and practical skills. We will expand the talent introduction channels and reinforce the talent development media. The government will improve the public personnel services and create a good environment for personnel development. For this year the goal is set that the number of talents in the city is to grow by 12%.

6) To Improve People’s Livelihood and Building a Harmonious Society

To promote employment of residents: The government will carry out a proactive employment policy and establish an employment service system that covers human resource markets, information training service networks of urban and rural areas, and plan the employment service system as a whole. The city will improve the self-employment environment and offer some employment incentive policies, such as the small guaranteed loans, so as to promote self employment. We will promote full-employment in urban communities, trying to make more openings of public good for those jobless. We will encourage employers not to lay off employees or lay off as fewer persons as possible when they are facing operating problems. We need to develop a fully functioning reemployment assistance mechanism, giving people with difficulties in finding jobs, and reinforce the guidance and service on job placement of college graduates. We will encourage college grads to go to grassroots, rural areas and SMEs to work or to start up their own businesses. We will attach importance to the job placement of demobilized servicemen. We will guide migrant workers flowing in an orderly way and render good services for them. We shall conscientiously implement the Labor Contract Law and aim to establish a harmonious labor-management relationship.

To promote development of social security system. We will improve the urban-rural integrated social insurance system and work on ways to linkup various old-age insurance systems, trying to extend the coverage of social insurance. Meanwhile, we will increase the input on social security system and improve the benefits level of the insurees of old-age insurance and medical insurance. We will give better play of the commercial insurances and the social mutual-assistance system. The government will make efforts to develop old-age social service. We will keep improving the medical assistance system and the disaster relief mechanism. We will make substantial efforts to help the poverty-stricken families, the retirees and poor college students.

To maintain social stability. The government will steadily improve the circulation system and the price monitoring system. We will establish a long-term mechanism for the safety of foods and drugs and do the best to ensure the supply and price stability of daily necessities like grains and vegetables. We will explore to institute a joint law-enforcement system and improve the digital information platform of urban management, trying to make urban management reach every corner of the city. We will steadily improve the early warning system, the prevention and the emergency response system on production safety and put in place a sound production safety accountability system and a dangers-screening mechanism. We will reinforce oversight of key fields and key sectors and try to rule out major accidents in production. We will improve the early warning system against natural disasters and promote the development of public emergency platform. We will step up supervision on financial risks and curb economic and financial crimes involving mass people. We will promote the development of the crime prevention and control system. We must, according to law, crack down on all kinds of crime and social evils such as pornography, gambling and drug abuse and trafficking. We need to strengthen national security work. We will innovate on the mechanism of addressing public complaints registered by means of letters and visits and give better play of the role of people's mediation. We need to proactively prevent and handle breakouts and mass disturbances. We need to advance the development of modern and harmonious communities. We will provide better services for migrant workers, properly handle the labor disputes in companies and safeguard the lawful rights of workers. We will support the army men based in Ningbo and strengthen national defense education, mobilization and reserve force development and air defense work. We need to innovate on the Army-Civilians Mutual Support work and do a good job in veteran placement.

7) To build a service-oriented government and raise the service and governance level

To advance the transformation of governmental functions. We shall kick off another round of government institutional reform and restructure the governmental organizations and reassign their responsibilities. We will explore to set up public security supervision system at township level and put in place a new-type community management mechanism. The government will endeavor to delegate administrative functions. We will step up financial and tax system reform and regulate management of the non-taxable income and the load funds system reform. We will optimize the fiscal revenue expenditure structure and improve the performance of financial funds. We will deepen the reforms on merging administrative approval functions, pace up the construction of the universal administrative approval and trading of public resources, promote the online administrative approval service and the online monitoring platform, so as to raise the administrative efficiency. We will start the drafting of the 12th Five-Year Plan in good time.

To innovate on government service mode. The government will keep carrying out the campaign “Creating a Service-oriented Government and Promoting Development of Companies”. The mechanisms for government officials and departments helping companies will be improved. The government will help address the difficulties of companies through publicizing economic situations, carrying out policies, assisting in exploring market, streamlining approval procedures, and forming pairs with companies. The city government will further carry out appraisals for Demo-Service Government Departments and Model Civil Servants Serving Companies. The government will highlight the public service function and increase input in public service, so as to nurture the service market. The government will improve the mechanism of coordination between different departments, strengthen the supervision on administrative efficacy and improve the complaint-handling mechanism. We will speed up E-government development, aiming to improve administrative efficiency and service.

To improve democracy and socialist legal system. We will carry out the Program for Comprehensively Implementing Government Administration in Accordance with the Law. We will support the political consultation, the democratic oversight and participation in and deliberation of state affairs of the CPPCC. We will improve the liaison system with democratic parties and the federations of industry and commerce and complete the system of taking proposals and suggestions from NPC deputies and CPPCC members. We will full scope to the roles of people’s organizations (such as Workers Federation, Youth League and Women Federation). We will implement a policy-making mechanism that encompasses mass participation, expert appraisal mechanism and government decision and improve the mechanism of group decision making, keeping the public informed and public hearing on important issues, so as to ensure a democratic and scientific decision making process. We should institute an accountability system for law enforcement and an evaluation system for that. We should improve the administrative review system and the mechanism for investigating and processing law-enforcement improprieties. We need to strengthen the auditing oversight and the administrative supervision and establish an audit reporting system.

Construction of a clean government. We shall keep practicing the Scientific Development Outlook. We will earnestly carry out the responsibility system for improving the Party’s work style and building a clean government, improve the so-called Three-Major One-Big clean administrative system and reinforce the construction of clean-government culture and keep combating bribery in business transactions and rectifying wrong conducts violating the lawful interests of the general public. We will resolutely curb extravagance and waste, imposing a tight control on general spending, such as expenditure on meetings, car-use, government reception (which is to be kept at zero growth). The purchasing of office cars will be suspended for one year and the funds for overseas inspection visits cut by 20%.We will improve the style of work, the style of meeting and writing, guard against bureaucratism and officialism, to ensure government resolutions and decisions carried out effectively. We will keeping making government affairs public and better the democratic review and the spokesperson system, trying to raise the transparency of governmental affairs. We will keep a good supervision on the civil servants and improve the work efficiency in governmental departments.

Fellow deputies, in times of difficulties we need to pay more attention to people’s livelihood. This year we will keep focusing on the betterment of people’s livelihood and plan to do well the following ten issues related to people’ life.

1) Employment: We will grant social security subsidies to a total of 15,000 people who do jobs on flexible basis. We will offer 5,500 non-profit job openings and organize 200,000 people to take part in job training programs. We will do utmost efforts to help all zero-employment families to get jobs. We plan to organize 100 job fairs.

2) Social security: We shall institute the endowment insurance in rural areas and expand the coverage of social insurance to 75%. We shall institute a dual coordination mechanism for inpatient and outpatient treatment. We shall raise the old-age pension of corporate retirees, the medical insurance benefits of workers and residents; raise the allowances for the disabled or for the family of the deceased, and the subsistence allowances for poor urban and rural dwellers. We will establish 100 administrative villages across the city that offer home-based care service for the elderly and increase 1,820 beds for the elderly. In addition, we will advance the construction of social welfare institutes and the well-off projects for the handicapped.

3) Education and healthcare: The education fund for primary school students and junior high students shall not be lower than 450 yuan and 650 yuan per head respectively. The tuitions of vocational school students from families living on subsistence allowances and having Social Assistance Cards will be exempted. 66% of the children of the migrant workers entitled to compulsory education will take schooling in the public school, and 70% will be able to attend the provincial Class-III kindergartens (or above). We will continue to upgrade 30 township hospitals or health centers and the percentage in compliance with health standards of the community health centers will reach 50%. The number of hospital beds will increase by 1,000.

4) Culture and sports: The cable-TV access fees of 500,000 households entitled to basic living allowances and the TV maintenance fees will be exempted. We will send 10,000 TV sets free to those poverty-stricken families in rural areas. We will complete the Cable-Digital conversion of 200,000 households. The coverage of fitness paths in administrative villages is to reach 90%.

5) Public services in countryside. We will comprehensively implement the new-type rural old-age insurance system in countryside. The compensation rate of the valid expenses of hospitalization in new-type rural co-operative hospitals will be raised to 36%. The reimbursement rate of the valid expenses in outpatient treatment will be raised to 20%. We will establish 35 well-off villages, regulate the surroundings in 300 villages and complete the electrification in 500 villages, start 50 sewage treatment projects in rural areas, and link up 180 kilometers of roadways to the road network of the city. In addition, the government will resettle 1,500 households living in mountainous areas, on islands and remote areas and rebuild 1500 farmhouses in underdeveloped regions.

6) Housing supply: We will do the utmost to ensure the housing supply for low-income families, enabling to live in low-rent houses. We will complete the building of 300,000 M2 of economically affordable houses which can accommodate 3,000 low-income households. We will start to redevelop and renovate 1,750,000 M2 old residential communities and accomplish 800,000 M2. In addition the city government will begin to construct an area of 3,100,000 M2 of settlement houses. We will go on with the redevelopment of village-like blocks (Chengzhongcun) in the urban areas.

7) Transportation: We shall put to service 250 new buses which are eco-friendly, build 10 bus terminals, open and adjust 40 bus lines. In addition, 5000 parking spaces will be added in the city.

8) Environmental protection: We plan to complete the dredging of 250 km of waterways and the regulation of 24 inner streamlets in the urban areas. We will improve the automatic air monitoring system, and reinforce the regulation of the industrial gaseous waste of the port-based enterprises. We will improve the quality of supply water in Jiangbei District and the Yinzhou Plain. We will raise the subsidy for key public welfare forests to RMB 17 yuan per Chinese mu (0.067 hectares).

9) Market supply: We plan to rebuild some 30 grocer markets in rural areas and establish 150 chain stores in villages and three foods processing centers in urban areas. A tight source control on foods and drugs and on market access will be imposed, with the purpose of reducing safety risks of foods and drugs. The sampling test rate of foods will reach four batches every 1000 people.

10) Public security: We will speed up the process of building a dynamic security video monitoring system. We will endeavor to promote harmony in the grassroots level. We will complete the reinforcement of 15 reservoirs and 30 on-roof pools to guard against risks. We will further the safety production management to reduce the mortality rate (per RMB 100 million yuan of GDP) of accidents in production to a level below the provincial control quota.

Fellow deputies, this year we are having on our shoulders grave and arduous tasks, faced with difficulties and challenges. However, it is our obligation and mission to go ahead. Let us rally closely around the Party Central Committee with Comrade Hu Jintao as General Secretary. Under the leadership of CPC Ningbo Municipal Committee let us unite with one heart and one mind, rely on the government employees and the general public, and continue our concerted and unyielding efforts to press on and pioneer, so as to greet the 60th Anniversary of the PRC with outstanding successes.
