Fellow Deputies,

Now, on behalf of the People's Government of Ningbo Municipality I make this work report to the People's Congress of Ningbo Municipality for your examination and approval. I also welcome suggestions on the report from the members of the People's Political Consultative Conference of Ningbo Municipality and other nonvoting delegates.

I. The Implementation of the 11th Five-year Plan and Main Work Accomplished by the Government
The 11th Five-year-plan Period was an unusual period for the development of Ningbo. In face of the huge impact of the global financial crisis and the increasing restriction of resources and elements, under the leadership of Ningbo Municipal Party Committee, we took Deng Xiaoping Theory and the important thought of Three Represents as our guide, implemented the scientific outlook on development, actively implemented Zhejiang Provincial Party Committee’s “Eight-eight Strategy" and the general strategy of “Improving People’s Life by Founding Business and Making Zhejiang Powerful by Innovation, and implemented the strategy of the “six coordination and six promotion” decided by Ningbo Municipal Party Committee. As a result, we successfully fulfilled the main tasks and targets in the plan for the 11th Five-year-plan Period and have laid down a solid foundation for the development of the 12th-Five-year-plan Period.

--Economic strength increased substantially. The total output value has increased from 244.73 billion yuan to 512.58 billion yuan, increased by 12% annually; the per capita GDP has increased from 38,147 yuan to 68,162 yuan. The cargo-handling capacity of the port increased from 270 million tons to 410 million tons, and the annual handling capacity of standard containers increased from 5,208,000 to 13,004,000, increased by 8.9% and 20.1% respectively. The gross output value of large industrial enterprises increased from 489.1 billion yuan to 1086.75 billion yuan. The fixed assets investment accomplished amounted to 903.9 billion yuan. The total of self-managed import and export increased from 33.49 billion US dollars to 82.9 billion US dollars, increased by 19.9% annually. The retail aggregate of social consumer goods rose from 76.22 billion yuan to 170.45billion, increased by 17.5% annually.

--Notable Improvement in Quality of Development. The general budgeted revenue increased from 46.65 billion yuan to 117.17 billion yuan, of which, the local finance increased to 21.24 billion yuan to 53.09 billion yuan, increased by 20.1% annually. The profits of large industrial enterprises increased from 26.24 billion yuan to 65.42 billion yuan, increased by 20% annually. The added value of the tertiary industry increased from 97.32 billion yuan to 205.92 billion yuan, increased by 13% annually. The proportion of expenditures on R&D to the GDP increased from 0.8% to 1.6%. We have accomplished the targets set in the 11th Five-year Plan for the reduction rates of the per-10,000-yuan-GDP energy consumption, COD emission and discharges of sulfur dioxide.

--Development of Social Programs Accelerated. We gradually improved the service-oriented education system; we popularized the free compulsory education in both urban and rural areas; the rate of middle school graduates entering high schools amounted to 99%; and the gross rate of high school graduates entering higher education institutions amounted to 50%, respectively 4.8 and 8 points higher than before; the average education span of the increased labor force reached 13 years. The public medical and health care services in urban and rural areas were on constant rise; the number of beds in hospitals increased from 18,000 to 26,000; the number of doctors for 1,000 people increased from 2.4 to 3.1. All counties had libraries and cultural centers and all towns had comprehensive cultural stations; the public cultural service capacity in urban and rural areas was notably improved.

--People's Living Standards Improved Significantly. In 2010, the per capita disposable income for urban citizens reached 30,166 yuan, and that of the rural residents 14,261 yuan, increased by 11.6% and 12.8% respectively. The gap of the income between the urban and rural residents decreased to 2.115 :1. The bank account balance of the residents amounted to 331.22 billion yuan, 2.2 times that of 2005. The per capita housing area for urban residents and that for rural residents increased to 30.2 sq m and 56 sq m. The social insurance system was available for all people in urban and rural areas and the system for ensuring a minimum standard of living was popularized. The systems for public security, emergencies and disaster prevention and control were further improved; The quantity of worksite accidents, deaths and direct economic losses were on constant decrease and the social harmony and peace were maintained.

Over the past five years, we have always adhered to the scientific development outlook, overcome difficulties to ensure economic grow, kept on the economic transformation, made all efforts to improve the livelihood of the people, striving to build a well-off society in an all-round way and pushing forward the construction of a modern international port city.

1.1. Ensuring stability and promoting adjustment to accelerate the structural adjustment and growth pattern transform and maintain stable and rapid economic growth.

We took active measures to meet the challenge of the international financial crisis. We carried out programs of “dispatching cadres to enterprises and promoting enterprises”; we improved the public service consultation platforms for enterprises; we took actions to clear the unreasonable fees and to reduce the load of enterprises; we widened the financing channels for enterprises; the balance of loans of local and foreign currencies by the banks and financial institutions of Ningbo increased by 25% annually. We enlarged the volume of investment, optimized the investment structure, and built and put into use a number of key projects related to long-term development. We implemented the schemes of “Home Appliances to the Countryside” and home appliances replacement; we improved the trade circulation facilities; we created hot consumption points; we stably expanded the consumption in urban and rural areas. We encouraged enterprises to open up domestic and international markets; we implemented the “Ningbo Week” program to encourage enterprises to “go out”. The volume of independent export increased from 22.23 billion US dollars to 51.97 billion US dollars, increased by 18.5% annually.

We pressed ahead to optimize and upgrade the industrial structure. We accelerated the development of the modern service sector; we made the outline of action for the leap-forward development of service industries; we started the construction of the city as the national logistic node; we made efforts to development the headquarters economy; modern logistics, banking services, and industries of cultural creativity, conference, exhibition and tourism developed rapidly; Ningbo was listed in the national pilot cities for the reform of service industry and the Top 10 Cities in China for Conference and Exhibition. We promoted the industrial updating and transformation; we made the plan for redoubled growth of industries; we promoted the development of the strategically-oriented emerging industries; we sped up the integrated development of informationization and industrialization; Ningbo was honored as Capital of Famous Brands of China for successively three times, and one of the Top 10 Cities of China for Informationization. We strengthened the construction of the bases for emerging industries and competitive industries; and we nurtured and identified 38 industrial bases. We made plans for the marine economy. The port-oriented industries, the oceanic tourism and fishery developed rapidly. We made great efforts to develop modern agriculture, ensured the area sown to grain, strengthen the new-type leading agricultural bodies, and stably raised the level of industrialization, mechanization and scale of agriculture.

We strengthened the support to science, technology and related personnel resources. We advanced the pilot experiment as a national creative city and strengthened the supports to independent innovation. In 2010, the financial investment into science and technology amounted to 2.21 billion yuan, 3.4 times that of 2005. We improved the regional innovation system, and advanced the construction of the platform for innovation. Ningbo Scientific and Technological Park was updated to be a national scientific and technological park, and Ningbo R&D Park became Zhejiang's largest intensive R&D park. We introduced and jointly established 34 technological R&D institutions and won 18 State Science and Technology Prizes. We implemented the strategy for patent, standardization and brand. The patent rights obtained increasing by 45.5%. We made or participated in the formulation of 633 international, national and occupational standards, and Ningbo was listed in the national demonstrative city for intellectual property rights and a demonstrative city for national trademark strategy. We implemented the talent program; took active measures to introduce innovative talents, and strengthened the training of high-level management personnel. The total of talented personnel reaches 903,000, 1.9 times that of 2005.

We accelerated the building of conservation culture, improved the policies concerning energy saving and discharge reduction, and strengthened the assessment and responsibility system about energy saving and discharge reduction. We implemented the “10 energy saving projects”, closed down backward steel production facilities totaling 329,000 tons, and closed down small power plants totaling 430,000 kw. We sped up the construction of the key discharge reduction projects, and completed 22 COD emission reduction projects and 10 sulfur dioxide emission reduction projects, and all coal-fire powered plants and thermal power plants were equipped with desulfurization facilities. We implemented the 10 Actions Project for the Cycle Economy and Ningbo has been listed in the national pilot cities for cycle economy. We deepened the ecological construction, strengthened the protection of drinking water resources and the agricultural environment protection and ecological environment restoration in rural areas. We pushed ahead the pollution improvement in key areas, drainage areas and key industries, strengthened the protection and intensive use of land resources, and strengthened the construction of the coastal shelter belts and afforestation in plain areas. Ningbo won the honor of a “National Forest City”. The rate of waste water treatment in urban areas rose to 85%. The amount of cultivated land amounted to 238,000 hectares, and the per-10,000-yuan construction land increment decreased from 138.7 mu to 107 mu.

1.2. On the basis of an overall consideration, we made great efforts to maintain balanced economic and social development in the urban and rural areas, which has brought forth profound changes to the towns and rural areas.

We strengthened the balanced urban and rural development. The financial expenditure on agriculture for supporting agriculture, rural areas and farmers added up to 44.27 billion yuan, increased by 26.9% annually. We actively promote the construction of the new countryside, and implemented the countryside improvement project. Ningbo increased 309 overall well-being villages, 1,683 villages qualified for environment improvement, and built and 1,500 kms of waterways. We extended the urban infrastructural facilities to the countryside, and newly built 1,847 km of roads in rural areas.

The water supply, township chain supermarket and stores were available to all administrative villages and and electrification was popularized in all towns. We sped up the extension of public services to the countryside, and improved the service networks of employment, social security, education and medical care. We established 1,107 rural community service centers, and basically formed the 15-minute cultural circles.

We promoted the coordinated regional development. Ningbo sped up the construction of the modernization of urban areas. In practicing the “central promotion” strategy, Ningbo carried out the construction of the 10 functional blocks and the 8 systems, and 7 key projects were completed and put into use, and the area of the central area increased to 271 square kilometers. The consolidated development in Yuyao and Cixi was sped up, the regional planning system was further improved, and co-building and share of infrastructural facilities were accelerated. The development of Xiangshan Port Area was strengthened; the construction of the Xiangshan Port Bridge was started; the construction of the ecological friendly port went on smoothly. Ningbo made great efforts to support the relatively under-developed areas, the financial transfer and payment to the three southern counties and cities amounting to 8.12 billion yuan, increased by 31.1% annually. A number of key traffic projects like Hangzhou Bay Bridge, Yong-Tai-Wen Railway, the west section of the ring expressway, and the project of “five roads and four bridges” were completed. Lishe Airport was updated to be an international airport. The projects like Ningbo railway terminal, the rail rapid transit and Hang-Yong Passenger Railway were going on in an orderly way. We enhanced the urban management, promoted the digitalization of urban management, sped up the updating of municipal facilities, cleaned 143 km of rivers in urban areas, newly opened 118 bus lines, and the rate of refuse treatment in Ningbo reached 98.7%.

The development of social programs. We promoted the reform of education in urban and rural areas, implemented the “Four Programs” and the safety program in elementary and secondary schools in the countryside, and the rate of the standardized schools practicing compulsory education amounted to 83%. We deepened the construction of the service-oriented educational system, made great efforts to develop higher education and vocational education, and fulfilled a breakthrough in the doctorial programs and post-doctoral stations. We exempted some qualified migrant workers from their children's the tuition fees, temporary schooling fee, and charges for the text books and notebooks for the compulsory education. We improved the service system for medical services in urban and rural areas, strengthened the prevention and treatment of serious communicable diseases, basically completed the construction of the 10 major medical infrastructural facilities. The average per capita expenditure on public health service in urban and rural areas amounted to 25 yuan. We completed the construction of 139 standardized community public health service centers, and the physical examinations of farmers numbered 1,110,000. We seed up the building of a city strong in culture, and deepened the reform of the cultural system. A number of cultural projects including Ningbo Museum, and Ningbo Book City were completed. Ningbo once again won the title of “National Wenming City”, and a national advanced city for ideological and moral education of juveniles. We promoted the urban residents' fitness project, Amateur sports and competitive sports witnessed a prosperous development. New progress was made in philosophy, social sciences, archiving and history. The population and birth control was constantly strengthened, Stead progress was made in the work of the Trade Union, the Communist Youth League, women, children, the old and the disabled. Steady progress was made in the work relating to ethnic minorities. New progress was made in the affairs of religions, overseas Chinese, foreign affairs and the affairs of Hong Kong, Macao and Taiwan.

1.3. With a view of "people foremost", we strengthened the social security and public service and maintained the harmony and stability of the society.

We improved the social security system. We deepened the charity and poverty-relieving campaigns and accomplished 10 serving-the-people projects every year. We made great efforts to help residents in urban and rural residents solve the problems in employment, social security, housing, medical care and traffic. We improved the schooling conditions, living conditions, services and cultural conditions. The total expenditure on people's livelihood amounted to 137.5 billion yuan, increased by 22.6% annually.

We promoted employment and encouraged business establishment. We implemented an active employment policy, made great efforts to turn Ningbo into a national entrepreneurial city, and improved the system of employment services. We strengthened the work of employment and business establishment of the college graduates, the labor force from the countryside and the urban residents with difficulty to get jobs, and improved the mechanisms for the increase of payment for the workers. We increased 677,000 jobs for urban residents, and gave professional training to 896,000 people in urban and rural areas. The registered unemployment rate in cities was bellow 3.5%, and the “zero-employment families” in urban areas were dynamically eliminated.

The improvement of the social security system. We enlarged the social insurance coverage. The numbers of people covered by the basic pensions for retirees, the basic medicare insurance for employees, the unemployed insurance, the employees' industrial injury insurance and maternity insurance were 3,835,000, 2,813,000, 1,862,000, 2,381,000 and 2,015,000, all doubling the figures in the previous five years. Ningbo was in the front of the country in carrying out the social security system for the aged people, the medical insurance system for the urban residents, the rural endowment insurance system for the people whose land is requisitioned and the social insurance system for migrant workers. The city is No.1 in Zhejiang in the per capita fund for the cooperative medical and health care services in rural areas. We improved the system for ensuring a minimum standard of living and the price support system for the poverty-stricken people. We carried out the charity undertaking, and made the social relief and assistance system covering all the urban and rural areas. The system for home-based care services for the aged of Ningbo was listed in Zhejiang's top 10 major serving-the-people projects. The concentrated support of the the five guarantees in the countryside and of the homeless people in urban areas amounted to 97.6% and 99.7%. Ningbo improved the housing security system that consisted mainly in low rent houses, economically affordable houses and public rental flats. We promoted the renovation of the non-separate houses and old living quarters, shantytown, crudely built houses and dangerous houses in the countryside. We completed 1,64,000 sq m of houses for low-income earners. We completed the renovation of 42,000 sq m of the non-separate houses, and made 11,000 residents benefitted by the low rent houses.

Achievements made in social public security. We promoted the social security program and the program of the grass-root harmony promotion. We improved the complaint reporting mechanism, resolved social conflicts and tensions, and improved the social security prevention and control system, and Ningbo was entitled as a model city for improving public order through comprehensive measures. We strengthened the services and administration of migrant workers, and the city won the national social innovative prize for its co-building and co-sharing pattern of the old and new citizens. We strengthened the supervision of the quality of food and drugs, and made great efforts to improve the products safety and quality of the "10 small industries”. We established and improved the responsibility system for oversight and administration to ensure production safety, and carried out the standardization of safe production in enterprises. We strengthened the emergency proposal system, and constantly improved the disaster prevention and control system. 154 km of standard sea dikes were maintained and strengthened, and 165 decaying reservoirs were reinforced. We strengthened our work with regard to national security. We attached great importance to the construction of national defense facilities. We actively supported the work of national defense and the army, promoted the work of national defense mobilization and the work of the solidarity between the military and the government, and for successively five years, the city of Ningbo had been honored as “National Model City for the Work of Shuangyong”.

1.4. Persisting on opening up and innovation, deepening the reform of the administrative mechanism and opening and foreign cooperation, and strengthened the motive force to economic and social development.

We pressed forward the institutional innovation, took actively measures to implement the pilot experiment of opening to the outside world as a provincial-level city and the pilot comprehensive reform project of the transformation of the economic growth mode as a municipal-level city. We steadily carried out the pilot program of satellite cities. We encouraged private enterprises to formulate the modern enterprise system, and made great efforts to promote the healthy development of private investment. We implemented the system of bidding, auctioning and transfer of land for industrial uses. We implemented the system to link the increase and decrease of land for urban and rural development. We carried out the reform of the stepped prices for water and differentiated prices for power, and on the level of the city, the county and town, we established a unified platform for the trade of public resources. We reformed the local banking system, and released policies concerning the registration of the selling and pledge of shareholding rights and the pledged loans of patent rights. We established 18 small-loan companies, 4 rural banks, and had 21 new listed companies. We deepened the the overall rural reform, promoted the transfer of the contractual right of land, and carried out the reform of the system of collective forest rights. We carried out the reform of housing system in the countryside and completed 364 housing renovation projects, completing the renovation of houses for 90,000 households in the rural areas. We pressed ahead the medical care system reform, and implemented the compensation system for public hospitals for using cheap medicines. The performance-based wage reform for teachers for schools of compulsory education was successfully completed.

Deepening the opening to the outside world. We quickened the steps to adjust the development modes of foreign trade, encouraged enterprises to enlarge the export of hi-tech products and products of their independent brands. We improved the service and pre-warning mechanisms to address international trade disputes. The total volume of imports and exports of Ningbo is among the top ten of all the provinces and cities independently listed in the national plan. We made efforts to introduce large and good investment into the city, and the actual utilized foreign capital amounted to 12 billion US dollars, with the average project value rising from 10,220,000 US dollars to 14,280,000 US dollars. We implemented the strategy of "going out", and encouraged enterprises for overseas merging. The output of overseas projects and labor services increased by 26% annually. We integrated and updated the development zones and parks. The first-phase projects of the free trade zone of Meishan Port and the logistic center of Leshe Free Trade Zone were opened. Five development zones including Ningbo National Hi-tech Zone and Ningbo Chemical Zone were promoted to be national development zones. We actively participated in the construction of the two centers of Shanghai. New progress was made in the cooperation with Hong Kong, Macao, Taiwan, major cities in central and western regions of China and the cities in the neighborhood of Ningbo. We introduced domestic investment valuing 92.6 billion yuan. We strengthened the implementation of the “partner support” and “poverty relief” projects. We took part in the reconstruction of Qingchuan after the earthquake, successfully completed the industrial cooperation with Quzhou, and started in an orderly way the partner support to Kuche. We started accelerating the integration of Ningbo Port and Zhoushan Port. We sped up the construction of the port alliance and the combined sea and railway transport, and improved the efficiency in port services.

We sped up the construction of a law-based government. We have further adjusted the functions of the government, strengthened the public services and social administration, pressed ahead scientific administration, democratic administration and law-based administration. We reported major events to the People's Congresses and the people’s political consultative conference. We followed the institutions of government leaders leading the disposal of the proposals of the deputies of the People's Congress and the proposals of the people’s political consultative conference. We have also accepted the legislative supervision and working by the people’s congress and the democratic supervision by the people’s political consultative conference. 3,388 proposals from the deputies of the municipal people’s congress and 2,932 proposals from members of the political consultative conference were handled. We submitted 28 bills of local regulations and we made and revised 47 government regulations. We conscientiously listened to the opinions of the democratic parties, federations of industry and commerce, persons without party affiliations, and accepted the oversight of the people and the mass media. We pushed forward the administrative law-enforcing responsibility system, intensified the construction of e-government, deepened the transparency of government affairs and information, and improved the mechanism of administrative mediation and reconsideration of administrative decisions. We promoted the integration of administrative approval functionality and completed the reform of the integration of administrative approval functionality in 43 departments of the municipal and county governments. We implemented the responsibility system for improving the Party's work style, strengthened the auditing supervision, and administrative supervision and mutual administrative oversight. We promoted the treasury centralized paying system and government procurement system. made great advance in improving the working style and eliminating arbitrary charges, and increasingly strengthened the construction of an economically-oriented government departments.

The year of 2010 was the last year in the 11th Five-year-plan Period, a year with severe difficulties and challenges. Ningbo Municipal Government conscientiously implemented the resolutions made in the 5th session of the 13th Ningbo People’s Congress, and carried out in an overall way the two reform and innovation projects. We in a balanced way pressed ahead the work in reform, development, and maintenance of social stability, and maintained stable and rapid economic growth, and successfully fulfilled the targets decided early in the year by the people’s congress. In the past year, we concentrated on the following five aspects:

Firstly. Promoting the economic recovery and development efficiency. We implemented the programs to construct the metropolis city, the large platforms, the large industries, large projects and large enterprises. We carried out the two special actions for innovating services and pushing ahead projects by joint forces and further strengthened the situation of economic recovery. The GDP of Ningbo increased by 12.4%, and the general budgeted revenue increased 21.3%, of which, the local finance increased by 22.7%. The profit and profit tax of industrial enterprises above the designated size increased by 43.5% and 35.1% respectively and the actual utilized foreign capital amounted to 2.32 billion US dollars.

Secondly. Pressing ahead the demand structural adjustment and the optimization of the industrial structure. We released and implemented the “35-article” policy to promote the market and consumption and ensure the people’s livelihood and the “29-article” policy to enlarge private investment. The fixed assents investment completed amounted to 220.65 billion yuan, including private investment of 101.61 billion yuan, increased by 29%. The total of self-managed import and export increased by 36.3%, of which the export increased by 34.5%. The retail aggregate of social consumer goods increased by 19.2%, the output value of new products of the industrial enterprises above the designated size increased by 48.1%, and the total output of the equipment manufacturing industry increased by 39.2%. The annual handling capacity of standard containers ranked No.3 in the ports of Mainland China and the No.6 in the world. The added value of banks, the income of the tourist industry, the number of exhibitions and conferences and the output of service outsource amounted to 12.2%, 22.7%, 32.4% and 40.6% respectively.

Thirdly. Promoting the coordinated regional development and urban and rural integration. We made great efforts to implement the regional development strategy of “east expansion, north connection, south integration and central promotion”. We in an overall way pilot the program of the satellite cities. A number of key projects including the Shengyuan Garden of the Moon Lake and the Eastern Railway Staion were completed and put into use. The business and investment invitation for the projects in Ningbo Hangzhou Bay New Area were promoted. The integrated development of Yuyao and Cixi and the south of Ningbo were going on steadily. The renovation of administrative villages was basically completed. Ningbo remained to be in the front of Zhejiang in terms of the level of well-being countryside and the integrated development of the urban and rural areas.

Fourthly. Pushing ahead independent innovation and energy saving and discharge reduction. We accelerated the construction of the platforms for innovation. We actively nurture and introduce the high-tech enterprises. We successfully hosted the forum of “Informationization and Urban Development” of the Expo, and started the construction of the intelligent city. The patents obtained amounted to 25,971 in number, including 1,209 patents for invention, increased by 50.8%. We organized and implemented the “Two-thousand Special Action” and the “100-day Joint Force Action”, and fulfilled the targets for energy saving and discharge reduction.

Fifthly. Promoting people’s livelihood and social stability. We strengthened the implementation of the policies concerning with employment subsidies, reemployment supports, and expanding employment by encouraging business startups. We improved the social security system for the urban and rural residents, accelerated the development of social undertakings, initiated the pilot of comprehensive innovation of social management, and successfully fulfilled the task of “ensuring the safety of the World Expo Shanghai”. The disposable income of the urban citizens and the per capita net income of the rural residents increased by 10.2% and 12.8% respectively. We increased 142,000 jobs for urban residents, and the registered unemployment rate in cities was 3.%. The consumer price index was 10.7%.

Fellow deputies, under the unusually severe economic situation home and abroad, the above mentioned achievements in economic and social development in the 11th Five-year-plan Period are all hard won. They are the concerted efforts of all the people of the city, the results of the hard work of all the enterprises, the results of the cooperation and great support of the armies stationed in Ningbo, the democratic parties, federations of industry and commerce, people's organizations and all social circles, and they are also the results of the concern and support of the Ningbo overseas merchants and the people who are concerned with the development of Ningbo. Now, on behalf of the Ningbo Municipal People’s Government, I want to express my heartfelt thanks to the people of Ningbo, the army forces stationed in Ningbo, the officers and soldiers of the armed military police, all the constructors of the city, and all the people who are concerned with and have given support to the development of Ningbo.

We are clearly aware that there are still quite a few difficulties and problems in our economic and social development, and we still have some defects and shortcomings in our work. Firstly. The economic structural, constitutional and institutional inconsistencies have not been fundamentally resolved, the innovation capacity of enterprises are still weak, the restrictions of environment and resources are sharpening, the difficulty in energy saving and discharge reduction is increasing, and the targets set in the 11th Five-year Plan of the added value of the service industry and the fixed assets investment are not fulfilled. Secondly. The development in the urban and rural areas is not perfectly balanced. The infrastructural facilities and public services in urban and rural areas are not satisfactory. We are still quite behind other good cities in urban planning, construction and management. Some urban areas are still affected by traffic jams. The polluted and poorly-managed environment in some places has not yet been effectively improved. Thirdly. The social undertaking development and social construction management are not satisfactory. The conditions of education, medical care, housing, environment and distribution of income are not to the expectation of the people. The difficulty in maintaining social harmony and peace is increasing. Fourthly. The advantageous conditions brought by institutions are somewhat reduced. The reform in some principal fields and key links is not in place. The deep-rooted problems that hinder socio-economic development remain unsolved and we are still confronted by the difficulty of reform. Fifthly. The government’s functionality and efficiency do not meet the requirements of the task of the scientific development. The bureaucratic style of work, falsification, extravagance and waste are still serious problems in some places and departments. We should be highly aware of these problems and take effective measures to solve them.

II. Explanations to the Outline of the Twelfth Five-Year Plan (Draft)
In accordance with “Ningbo Municipal CPC’s Proposal to Draft the Twelfth Five-Year Plan for Ningbo’s Social and Economic Development” (referred to as “the Proposal” hereafter), the municipal government has, based on opinions and proposals collected from all walks of life, drafted “the Outline of the Twelfth Five-Year Plan for Ningbo’s Social and Economic Development” (hereafter referred to as “the Draft”), and now it is submitted to the Congress for examination. Now, let me briefly explain a few points.

The guiding principle of “the Twelfth Five-Year Plan”

The next five years is a critical period for Ningbo to quicken its steps to update its mode of economic development, to build itself into a well-off society ahead of other similar cities, and to push forward its construction of a modernized international port city. The guiding principle of “the Draft” has, according to “the Proposal”, is to exalt the great banner of socialism with Chinese characteristics, with Deng Xiaoping’s theory and the important thought of "three represents" as a guide, to thoroughly implement the scientific approach to development, to seriously implement the provincial CPC’s “eight-eight strategy” and the overall strategy of “enriching the people through entrepreneurial operations and strengthening the province through innovation”, to continue to push forward the campaign of “six coordinated development and six lift-ups”, to take scientific development as the theme, to take the quickening of the updating of the mode of economic development as the main line, to take the further emancipation of the mind and the deepening of reform and opening-up as the motive power, to take enriching the people and strengthening the city and social harmony and civilization as the utmost aim, to accelerate the construction of a strong international port and a modern metropolis, the upgrading of industry, the construction of a wisdom city, the construction of its ecology, the improvement of the quality of people’s life, to build a overall well-off city that all citizens can benefit by, and to lay a solid foundation for building Ningbo into a modernized international port city.

The Development Target of the Twelfth Five-Year Plan

The overall target of social and economic development for the next five years put forth in the “Draft” is: for scientific development to be in the forefront of Zhejiang Province; for a well-off society to be built, benefiting all citizens of Ningbo; for a modern international port city to be constructed, laying a solid foundation for the realization of modernization ahead of other similar cities. Economy is to be developed comparatively quickly and stably, with citizens’ income raised, with the level of urbanization, the proportion of the added value of service industry, and investment in education, research and development higher than at the end of the 11th Five-Year Plan; with comprehensive strength, international competitiveness and the capacity of sustained development remarkably raised.

Centering on the overall target, the “Draft” puts forth eight specific targets as follows:

Economy shall be developed at a stable and comparatively fast rate. Gross product of the whole city shall amount to ¥1 trillion, an annual increase of 10%; accumulated investment in fixed assets shall reach ¥1.8 trillion. 600,000 jobs shall be offered to urban people. Prices shall be maintained fairly stable. The quality and efficiency of economic growth shall be remarkably raised.

Great progress shall be made in the readjustment of economic structure. Consumption demand shall continue to increase with an annual increase of 0.6% in citizens’ consumption, the total value of retail consumer goods reaching ¥330 billion. Advanced manufacturing and modern service shall develop in coordination, with added value of service industry accounting for 45% of the gross product, with the modernization level of agriculture steadily raised, with the system of modern industry initially formed. The capacity of innovation shall be remarkably lifted, with investment in research, experiment and development accounting for 2.5% of gross product.

Urban and rural areas shall be developed in coordination. Breakthroughs shall be made in the process of urbanization, with the preliminary framework of a modern metropolis well established, the images and functions of downtown areas further lifted, urbanization rate reaching 70%. Great achievement shall be made in the construction of new rural areas to make Ningbo a pilot city of urban-rural integration in Zhejiang. Advances shall also be made in the coordination of regions of different functions to establish a well-defined framework of urban development.

Further improvement on the function and operation of Ningbo Port shall be made to build it into an important international gateway in Asia and part of the Shanghai international shipping center, with cargo throughput and container throughput amounting to 550 million tons and 22 million standard containers. Marine economy shall be developed rapidly to make Ningbo a pilot area of marine economy in Zhejiang province.

The quality of people’s life shall be raised on the whole. Disposable income of urban people shall increase at an annual rate of 10% while net income of rural people 10.5%, with the ratio of the income of urban people to rural people decreased to 2.1:1. The social security system covering both urban and rural citizens shall be further perfected, with 95% of people ensured against the three basic medical cares. The development of education and health care shall be stepped up for people to have equal access to such public services. Social construction shall forge ahead all around, with democracy and legalization further perfected and the whole society more stable and harmonious.

Effort shall be made to build Ningbo into a big culturally thriving city, with well established service systems to cater to people’s need for cultural activities. Cultural industry shall be developed vigorously for its added value to account for more than 5% of the gross product. Together with the cultural development, its social benefits and economic benefits shall be further increased, with the humanistic quality of people lifted.

Remarkable achievement shall be made in the construction of a balanced ecology. Measures shall be taken to build Ningbo into a ecologically balanced city, a resource saving and environment friendly city. Advances shall be made in energy saving and emission reduction, with low carbon economy developing rapidly and unit production energy consumption greatly reduced, the reduction of carbon dioxide and other major pollutants meeting the target set for the period. The efficiency of resources shall be greatly increased with 12.45 million cubic meters of forest wood in stock, with the quality of the ecological environment remarkably raised.

The level of reform and opening up shall be further raised. Important advances shall be made in key areas, with the mechanism for scientific development basically formed. The level of openness of economy shall be further raised, with trade structure and foreign capital structure further optimized, and the steps out quickened. Regional cooperation shall gain new advances, with total value of import and export reaching $150 billion, to form a mutually-beneficial highly efficient open system of economy.

The development index system of the Twelfth Five-Year Plan consists of 13 binding indexes and 27 expectant indexes concerning economic development, structure readjustment, technological innovation, improvement of people’s life, environment and resources, with the following considerations:

The first is to grasp the overall situation and the requirement of the target of the twelfth five-year plan. The Draft, centering on the characteristics of the period, the theme of development, and the main line, has given more emphasis to scientific development, upgrading, and social harmony, to quicken the upgrading of economy and to raise the quality and benefit of economic growth and the improvement of people’s life.

The second is to link these indexes with those of the province and of the country. The index system of the Draft has covered all the major indexes, especially the binding ones, put forth by the province and by the country.

The third is to show the unique characteristics and advantages of Ningbo. While the development of Ningbo port is maintained as a characteristic index, some new first-grade indexes have been added as the requirement of the new trend of development, such as the total sales of goods, the added value of logistic service, etc., to highlight the unique characteristics and advantages of Ningbo.

The major tasks of development during the twelfth 5-year plan

The Draft is made to implement the strategic decision of the “six quickening” put forth at the Eleventh Session of the Eleventh Municipal CPC Conference as specific tasks, policies and measures, including:

The first is to quicken the construction of an internationally strong port and a marine economy city. Effort shall be made to seize the opportunity of Ningbo being included in the state strategy to further push forward its opening up and cooperation, to optimizes the development and utilization of its port resource, to perfect its “three in one” logistic system, and to realize its shift from “a big port of the world” to “an internationally strong port”, from “a big city of marine economy” to “a strong city of marine economy”

The second is to quicken the construction of Ningbo into a modern metropolis with the development of both urban and rural areas incorporated and coordinated, by applying the strategy of “expanding the east, connecting the north, incorporating the south and lifting the middle”. Effort shall be made to raise the level of urban and rural planning construction and management, to build a netlike metropolis with one core, two wings and multiple nodes.

The third is to quicken the upgrading of industries to construct a modern system of industry. The optimization of industrial structure shall be taken as an important task in the upgrading of economic development. The third industry shall be developed in coordination to push forward the construction of new industrialization. Measures shall also be taken to lift modern agriculture, to nurture emerging strategic industries, to promote the concentration of industries, and to strengthen industrial advantages and maintain kernel competitiveness.

The fourth is to quicken the construction of Ningbo as a wisdom city by raising its level of informationalization. The chance of a new wave of IT development, such as the Internet of Things, shall be taken to step up the co-development of informationalization, industrialization and urbanization, to strengthen the development and utilization of information resources, to push forward the application of wisdom, to construct wisdom industry bases and wisdom infrastructure, and to facilitate the upgrading of economy and the optimization of urban management function.

The fifth is to step up the construction of a balanced ecology to maintain sustained development. Effort shall be made to save energy and reduce emission, to develop circular economy, to strengthen the protection of land resource and ecology, to deal with change in the climate, to advocate low carbon life style, to promote the coordinated development of economy with resources and environment, to form an energy saving, environment friendly industrial structure and development and consumption patterns.

The sixth is to quicken the lifting of quality of life to improve people’s life. The principle of people first shall be stuck to and improvement of people’s life shall be taken as the starting and landing point of government work. The construction of an entrepreneurial type city shall be deepened to create more employment opportunities so that people’s income can increase steadily. Social security system shall be further perfected with improved medical care and strengthened social management and a sound public safety system so that people can enjoy a better-off more beautiful and harmonious life.

The seventh is to raise the level of opening up to construct an open economic system. Development shall be enhanced by opening up, reform and innovation. Pilot areas of comprehensive reform shall be further enlarged by “introducing” and “reaching out”, to optimize the structure of opening up. To raise its quality, to quicken the construction of an open economic system, to realize the shift from “an big open city” to “a strong open city”,

The eighth is to implement the strategy of developing by science and education to build Ningbo into an innovation type of city of the state level. Technological innovation and talent resource shall be taken as important support for the upgrading of economic development. A “three in one” mechanism of science, education and talent shall be established by perfecting a service type of education system, lifting the capacity of innovation, and nurturing a pool of talent to support development.

The ninth is to push forward the construction of Ningbo into a culturally advanced city to increase its soft competitiveness. Faced with people’s ever-increasing demand for cultural activities, cultural development shall be placed in a more prominent position, with a well established mechanism for innovative culture to develop so that culture and cultural industry can thrive. The public cultural service system shall be further perffected to realize the shift from “a big cultural city” to “a culturally strong city”.

The tenth is to deepen the reform of systems and mechanisms to give vigor to social and economic development to motivate the upgrading of economic development. Measures shall be taken to deepen pilot reform of the upgrading of economic development concerning element resource market, entrepreneurial system, social system and administrative system, to establish a scientific mechanism of development to promote the stable and comparatively rapid social and economic development.

Dear representatives, the target of the coming five years is encouraging, but the tasks are hard. We have to enhance our sense of duty and urgency and work hard to achieve our goal. I am fully confident that, under the leadership of Ningbo Municipal CPC Committee, with the joint efforts of all citizens, the magnificent blueprint of the Twelfth Five-Year Plan will surely be achieved.

III. Major Tasks for 2011
It is of significance to well implement the major tasks, thus achieving a good start of the 12th Five-year Plan. Considering the sequence of social and economic development, we set goals in terms of economic and social development as followings: 10% increases in regional production value; local fiscal revenue; container throughput and disposable income of urban residents, 11% increase in net income of rural residents, 3% increase of natural population growth and 104% of consumer price index. An addition of 120,000 people is employed while the unemployment rate is kept within 4%. We will comprehensively realize the goal of energy-saving and emission-reduction set by the central and provincial government. .

The government work this year should be based on the principle of “Solving the difficulties while starting a new stage”. With a full regard to the requirements as “stable development, structural adjustment, emission reduction, increased income, better welfare and harmony”, we will make overall plans and take all factors into consideration. By implementing the “Six Quickening” policy, we will keep a stable and fast economic development and a harmonious society.

3.1. Proactively implementing the strategy of expanding domestic demand

To increase the income of residents. Efforts should be made to improve business guidance services, policy services and credit services so as to promote new business; to create jobs for public welfare and service-sectors; to expand the labor service cooperation; to broaden employment channels for residents; to strengthen assistance for the underprivileged groups by finding jobs for college graduates, rural migrant workers, laid-off workers and offering trainings for former servicemen; to improve the normal growth of wages and payment mechanism, enhancing the basic pension for enterprise retirees and entitled groups; to encourage farmers to make property-based or operation-based investment and to participate in the investment for agriculture industrialization; to promote negotiation system for enterprise salary so as to safeguard the rights and interests of laborers; and finally to improve long-term mechanism of “promoting agriculture by industry and driving towns with cities”, deepening the reform of income distribution system and promoting steady growth of urban and rural incomes.

To enhance consumer demand. We will actively foster consumer hot spot such as tourism, leisure, fitness, education and training, health, housekeeping while cultivate and regulate new consumer channels such as on-line shopping and digital entertainment. What’s more, we will continue to implement the policies of “home appliances going to the countryside and old-for new”, to promote the establishment of business zone, featured street and rural business, thus expanding rural consumption scale. Efforts should also be made to promote and develop specialized markets. By doing this, we will standardize the market and improve the credit system so as to improve the consumption environment. We will try to achieve a 14% increase in social retail goods and a 15% growth of total sales of commodities.

To promote the constant growth of investment. We will optimize the investment structure and promote public services, social undertakings, agricultures, environmental protection and other areas, accelerating the investment for city key zones, urban complex and satellite cities.

Besides, we will strengthen the key projects and promote the establishment of state-owned, private and foreign enterprises by speeding up the construction scheduling and preliminary work of some key projects. We will also improve supporting policies and measures for private investment, guide the private enterprises for innovation investment and guarantee the resource allocation. We will achieve a 10% increase in the total investment of fixed assets

3.2. Accelerating the Upgrade of Industrial Structure

To speed up development of the service sector. Efforts should be made to promote the comprehensive reform of tertiary industry, to accelerate the growth of modern trade, modern logistics, financial services, tourism and exhibition and to support new services such as R&D design, innovation, energy-saving, environmental protection, and service outsourcing. We will strive for 20% increase in core business of the industry, 15% increase in added values of logistics as well as 16% increase of domestic and foreign currency loan balances. Moreover, efforts should be made to increase the overall investment in the construction of a pilot “smart city”, to actively prepare for the Smart City Technology & Application Product Exhibition and to apply for the model city of national e-commerce. Besides, we will promote the establishment of service industry base and gathering zone, ensure the completion and final use of He Feng Square and support enterprises home and abroad to set up R&D centers, sales headquarters as well as sourcing and logistics centers.

To promote industrial transition. Efforts will be made to develop strategic emerging industries and to implement special planning and industrial directory. We will transform and upgrade traditional industries, with encouragement and support to the technological transformation of enterprises so as to promote advanced manufacturing mode such as integrated manufacturing, virtual manufacturing and clean production. By doing this, we will guide production and processing enterprises to expand business on R&D design and brand marketing and to introduce key industrial projects with high-relevance, low energy consumption and high added value. In addition, efforts should be made to optimize industry structure and to accelerate the construction of industry bases of emerging business, featured industry and hi-tech industry with an improvement of R&D, detection and information services. We will promote the innovation of technology, brand and management with a special concern to the entrepreneurial organization level in order to breed a series of leading enterprises and SMEs. The goal is to achieve a ¥1.5 trillion gross industrial output.

To actively develop modern agriculture. Efforts should be made to stabilize grain sowing area, to raise the minimum grain purchasing prices and grain subsidies, to develop ecological, recreational, protected, recycling and export-oriented agriculture, to promote moderate-scale management, to accelerate the construction of grain production zone, modern farm and industry bases. We will promote agricultural standardization, specialization and mechanization; support the cooperation between leading farming enterprises and farmers; and encourage college graduates to participate in modern agriculture business. Besides, efforts should be made to accelerate the development of supply and sale business, to strengthen scientific innovation and technological promotion, phytosanitary and supervision of agricultural production.

To cultivate and enhance ocean industry. We will promote the establishment of resource distribution and trading platform, expanding the market of liquid chemicals, iron ore, coal, plastics and grains. Efforts will be made to cultivate emerging industry such as marine organism, marine equipment manufacturing and marine energy, to selectively develop port industry, fishery and ocean tourism. In addition, we will promote the development of key sectors of marine industry; strengthen the category-based management of island; and actively bid for the National Marine Exhibition. .

3.3. Promoting independent innovation

To improve the regional innovation system. Efforts should be made to strengthen the dominant position of technological innovation, to promote the gathering of innovative elements, to foster high-tech enterprises and scientific and technological enterprises, and to introduce research institutions. We will strengthen the construction of innovation platform; improve technology infrastructure and key generic technologies; promote the implementation of patent, standard and brand strategy; create professional brand bases; actively participate in the formulation of international, national and industry standards; strive for 1,300 patent grants; improve the growth mechanism of science and technology investment; and achieve 1.7% proportion of research and experiment expenditure in GDP.

To accelerate the construction of a talent-based city. Efforts should be made to implement the training programs for 10,000 specialized and innovative talents, to promote the cultivation of high-level, high-profession, rare talents, to expand talent exchange cooperation, to improve the platform of introducing talents, to promote the establishment of workshop for academician, post-doctor, and overseas students, to encourage the introduction of foreign engineers, to promote the education mode of “school-enterprise cooperation”, to improve channels for employment network and talent information and to strengthen services and security for talents. We will enroll 100,000 talents of all fields.

To optimize environment for business and innovation. Efforts should be made to gather and integrate innovative business resources, to strengthen support for public innovation platform and bases, to uphold social power to set up technology service organizations, to support the development of risk investment company for emerging business, to establish the exit system for company share trading and risky investment, to deepen reform of science and technology management systems, to improve transformation, application and promotion system for innovation.

3.4. Further deepening reform

To promote comprehensive supplementary reform. Further expanding and implementing reform experimentation of opening-up comprehensive reform and transformation of economic development comprehensive reform. Deepening the pilot construction of satellite cities, improving the administration and public services of the pilot towns, cultivating industries with local advantages. Promoting the reform of the central town, including the improvement of the planning and construction, elements of security, system of social services and the household registration system. Deepening the comprehensive reform in rural areas, promoting innovative financial services and improving the equal exchange of factors between urban and rural areas, furthur developing and expanding the rural collective economy.

To deepen the reform of factor markets. We should improve the management of public resources trades, promote the reform of prices of resource products and charge of environmental protection. Deepening the reform of land use system, improving auction and transfer system of the construction land use right, promoting the use of stock industrial land, linking with the increase and decrease of urban and rural construction land. We should to strengthen the local financial innovation, develop the capital markets, guide commercial banks to innovate financial products and financial services.

To promote system innovation in enterprises. Establishing a sound operating and budget system for state capital, assessment methods of business performance and accountability system for major policy mistakes. Encouraging the participation of private enterprises in the reform of state-owned enterprise, supporting mergers and acquisitions and public financing of competitive enterprises, guiding enterprises to carry out the reform of joint-stock company system, Optimizing the policy and service environment for private economic development. Innovating the institutional mechanisms for headquarters economy, constructing evaluation system for headquarters enterprise development, supporting key advantages of headquarters enterprise development.

Innovating social management system. Advancing the social management innovation of comprehensive pilot. Enhancing the functions of comprehensive management work center, judicial and administrative legal services center and community center of public service. Speeding up the construction of urban and rural communities. To explore and form a benign mechanism of grassroots social service organizations function communion, construction of service facilites and sharing of community resources. Further strengthening the service management of migrant workers, forming basic services management system of fusion development of old and new Ningbo citizen.

3.5. Strengthening cooperation in opening up

To transform foreign trade development mode. We will promote the RMB settlement pilots of cross-border trade and promote the construction of platform for international e-commerce, support intellectual property rights, independent brands, independent marketing, low pollution, low energy consuming and high-tech products export. We will encourage the expansion of advanced technology, key equipment and important resources, raw materials imports. The government will foster and develop professional import markets. We will develop international services trade, and actively create a national service outsourcing model city. We will support the development of the headquarter-type foreign trade enterprises, speed up the construction of international trade corporate headquarters base and international trade demonstration area. The government will deepen the building of port customs clearance. We will accomplish the corresponding work of international trade early warning and friction. There is a growth of 12% in the total import and export independent business, including export growth of 11% and import growth of 14%.

To increase domestic and foreign capital utilization. Adhering to the strategic emerging industries, advanced manufacturing industries, modern services, modern agriculture and infrastructure, and focus on investment attracting. We will try to strengthen the investment efforts in the world's 500 leading companies, famous multinational corporations, industry leading enterprises. Continuing to hold foreign-invested enterprises services month activities. We will hold Zhejiang discussion fair, Consumer Goods Fair, Fashion Festival, China Open Forum and other major events. The government will accelerate functional integration enhancement of the development zone (park).The actual use of foreign capital is 2.4 billion U.S. dollars, and introducing domestic investment 200 billion RMB.

To speed up the "going out" pace. We will improve the "going out" policy measures of enterprises, guide and support market development of corporations, exploit and develop resources, and absorb high-level elements. Encouraging competitive enterprises to merge overseas marketing network, R & D institution, production technology and well-known brands, and supporting enterprises to establish the autonomy of international marketing network, and after-sales service system. We will improve the mode of foreign trade and economic cooperation zones.

To strengthen international cooperation and exchanges. We will actively integrate into the Yangtze River Delta development, the construction of the "two center" in Shanghai. We will promote the cooperation of ports opening, speed up the construction of port alliance, hold "Ningbo Week" activities, deepen the cooperation and communication with domestic and international friend cities, Hong Kong, Macao, Taiwan and the surrounding city, and actively participate in the central and western regions development and revitalize old industrial bases in Northeast China. We will implement a new round of mountain and ocean collaboration projects, and actively do the work of counterpart support and assistance.

3.6. Paying more attention to coordination of urban and rural areas

To enhance the comprehensive functionality of city. We will optimize the space development layout of downtown, increase the development pace of East new town and other key blocks, and expand the space development of downtown. More efforts will be made to develop a modern integrated transport system; meanwhile, we will promote the Phase I of rail transit line 1 and line 2, north and south expressway, Ningbo railway hubs and other projects; and build Hangzhou-Ningbo passenger transport special line, east section of high-speed beltway and other projects. The government will speed up the construction of bus special lane, public parking, public greenbelts, urban flood control facilities and smart power grids. We will pay more attention to urban management, implement the quality improvement projects "Three rivers and six sides", promote the reconstruction of the old city, streets and lanes and regulate inland rivers, optimize transport organization and management. We will promote pilots of waste separation, collection and disposal, innovate urban management, continuously improve urban visage, and enhance the city image.

To accelerate the construction of new countryside. We will increase fiscal expenditure for the volume and amplification of agriculture and rural areas, and increase the gross and proportion of fixed assets investment in budget of agriculture and rural areas infrastructure construction. The land revenue profit focus gradually inclines to modern agricultural development and rural infrastructure. We will increase the remediation efforts to villages, promote the rural water conservancy construction and upgrade power grids, deepen foundation of all-round well-off village and support the village center development. We will speed up construction of rural community service networks, and improve the level of balanced allocation of public resources in urban and rural areas.

To promote regional coordination and development. We will deeply implement the development planning schema of Yu-Chi Region, improve the overall development mechanism, promote the construction of Hangzhou-Ningbo passenger transport special Yu-Chi Central Station. The government will accelerate paces of development and construction of the Hangzhou Bay New Zone and Meishan Bonded Port Zone, improve infrastructure, and promote industrial agglomeration and development. We will strengthen the protection and development of Xiangshan Port region, plan and implement the development and construction of Sanmen Bay Area. The government will speed up the overall development of Siming Mountain region, plan for regional infrastructure and major projects construction, and promote sharing. We will increase support efforts to the old revolutionary base areas, mountains, islands and other areas.

3.7. Accelerating the construction of ecological civilization

To promote energy conservation. We will improve the dual control system of regional energy consumption and total energy consumption. Meanwhile, efforts will be made to promote responsibility evaluation system for targets of energy-saving and emission-reduction, and to strengthen the incentive and restraint mechanisms. We will emphasize upon the energy conservation in the areas including industry, construction, transportation, public institutions. Also, we will accelerate the construction of desulfurization and denitrification facilities, sewage treatment facilities and associated pipeline network, implement the control system of coal consumption; improve the alternative mechanism for newly increased coal consumption. Besides, efforts should be made to evaluate energy-saving assessments of new projects and to speed up the elimination of backward production capacity.

To develop circular economy. We will promote the construction of circular economy in pilot cities. While accelerating the transformation of ecological industrial park, efforts should be made in the construction of circular economy demonstration enterprises, demonstration garden and demonstration projects. Besides, we will strengthen the development of low carbon industry, clean energy and renewable energy; promote the use of low-carbon technologies and enhance clean production, renewable resources and recycling system. Moreover, we will promote the comprehensive utilization of water, energy, land, marine resources, and waste while advancing the level of intensive use of factors of production.

To protect environment. Efforts should be made to prepare for the second round of National Environmental Protection Model City Examination and to promote comprehensive environmental target responsibility system evaluation pilot in rural areas. We will manage rural garbage, sewage disposal and rural non-point pollution; strengthen the control of heavy metal pollution particularly in electroplating industry. Besides, efforts should be made to strengthen the control of air pollution, start eliminating the coal-fired boilers in downtown while promoting pollution control in key industries and motor vehicles. We will also promote the pollution abatement of key industries and vehicles; push forward the LNG power usage for bus, taxi and trucks; and accelerate the development of new-power cars. Finally, we should promote the protection and restoration of headwater, mud flat and wetland; strengthen geological disaster treatment and tree-plant work; push forward the construction of “Forest, Ningbo” and scrutinize the issue of sewage discharge permission, paid emission trade and business pilot.

3.8. Promoting the development of social undertakings in an all-round way

To give priority to education. We will carry out educational reform and planning in mid to long term. We will improve the conditions of pre-school education, and increase quality pre-school resources. We will continue to ensure the safety of classroom buildings in primary and secondary schools, and promote distance education in the countryside so that compulsory education will develop in a balanced way. The government will make more efforts to develop higher education, improve service-oriented education system, develop key disciplines of vocational education and featured schools. The government will make more efforts to aid poor students from pre-school education to higher education. We will strengthen exchange and cooperation with foreign countries, and deepen the strategic cooperation with the Chinese Academy of Social Sciences. The government will build a special education center, encourage the development of non-government funded education and strengthen campus safety.

To accelerate the development of medical health services. We shall deepen the medical reform and accomplish the five key tasks in three years. The city shall make more efforts in constructing medical infrastructural facilities and promote the optimization of medical resources allocation in rural areas. We will consummate the performance appraisal system and the compensation mechanism in health institutions exercising the national basic medicine system. We will improve the medical aid system at the grassroots level with emphasis on general practitioner, and encourage the development of private hospitals. The city government shall work to keep the birthrate low, and ensure equal access to basic family planning services for migrant workers.

To promote cultural prosperity. The government will consolidate its efforts and make itself a model city of social development in the third consecutive year. The city will raise its awareness, and speed up the construction of Ningbo Culture Square and Ningbo Art Theater. We will ensure free access to public cultural facilities, and raise the service functions of grassroots institutions. We will deepen reform on cultural mechanism, expand market for cultural products, and enhance the development and control of traditional media and emerging media. We will advance the creation of premium art and literature works and forge brands of cultural activities, and make better use of the achievements of cultural relics consensus. We will make great efforts in developing philosophy, social sciences, art and literature, radio and TV broadcasting and press, advancing the compiling of local chronicles and making better use of archives. At last, we will launch extensive fitness campaigns, start the preliminary work of Olympic Sports Center project and make good preparations for the 5th China International Vocal Competition, the 4th Ningbo Overseas Cultural Week and the 16th Ningbo Sport Games, etc.

3.9. Improving People’s Livelihood

To promote development of social security system. We will carry out in an all-around way the Social Security Act, and expand the coverage of social insurance. We will do a good job in granting the basic old-age benefits to the residents, and proactively work on ways to linkup various old-age insurances and improve the insurance policies of various kinds. We will implement the comprehensive arrangements for medical insurance for the urban citizens, raise the standard of financing and level of assurance for rural cooperative medicare system, and improve the medical mutual assistance system for workers. We will continue to develop the welfare and charity undertakings, with attention paid on building nursing homes. We will continue to implement the housing assurance policy with focus on building over 10,000 public rental housing. We will speed up the construction of economically affordable housing and low rent housing, and improve urban and rural rental service management, so as to meet the demands of low-income families. The government will speed up construction of non-separate housing, renovation of urban village and houses in old living quarters. We will also step up reform of rural housing mechanism, rebuilding of farmhouses and renovation of dilapidated buildings.

To stabilize market prices. We will promote the “rice bag” (grain supply) and “vegetable basket” (non-staple food supply) projects. We need to attach great importance to linking up the production, transportation and distribution of commodities and to the regulation of products in reserve, so as to ensure the supply and food safety of major produces. We should also strengthen market price monitoring and early warning mechanism, and make great efforts to stabilize the price of major consumer goods and services. We will also improve the subsistence allowance system for low-income groups to ensure their basic living standards. We will implement the policy to regulate the real estate market, strengthen supervision of the real estate market, and maintain reasonable and stable property price.To build a “Safe Ningbo”. We will promote the social security of the city, and improved the crime prevention and control system at the county level. We will intensify regulation in key areas, crack down on criminal activities, and improve the mechanisms of complaint handling, social stability assessment and mediation work. We will strengthen production safety, especially in key areas such as chemical engineering, transportation and construction. We will prevent and reduce the occurrence of serious accidents. The government will intensify supervision on food and drug safety, launch pilot project of national drug safety responsibility system. Campaign against violations of intellectual property rights and making and selling of counterfeit and shoddy goods will also be launched, and the safety of the ten small industries will be regulated. We will improve the social credit system. We will also improve the emergency response management system and the united mechanism of joint service, data and action, in order to enhance the capability for prevention and handling of public emergency and natural disasters. We will do well the election work of village committees. We will fully implement the nationalities and religious policies, and encourage the religious figures and believers to play a positive role in the economic and social development. We will also strengthen national defense education, mobilization and reserve forces, and promote the “Double Support” activity to ensure national security.

3.10. To intensify the self-improvement efforts of the government

To raise government administrative efficiency. We shall kick off another round of government institutional reform, improve the coordinative mechanism, and enhance the social management and public service capabilities of central township governments. We will deepen the comprehensive reforms on fiscal system, optimize structure of financial spending, and improve the evaluation system of fiscal expenditure performance. We shall further the reform on administrative approval system, and sort out and standardize the approval items, so as to reduce approval process and raise efficacy. We will innovate on the management and operational system of institutions, keep the public informed of the government affairs, step up the construction of E-government and improve the governmental information release system. We will conduct an educational activity with the theme of Seeking Progress, Change and Development, Action with Innovation for the Best, so that we can improve the system to serve the goal of development, serve the grassroots, and serve the public. We will work in a down-to-earth manner, and avoid the formalistic and bureaucratic style of work.

To advance the exercise of law-based administration. We will carry out the Program for Comprehensively Implementing Government Administration in Accordance with the Law, and step up law-based governance. We will conscientiously accept the legal oversight and guidance of the People’s Congress, and the democratic oversight of the CPPCC (Ningbo). We will raise the efficiency of taking proposals made by deputies of the People’s Congress and CPPCC members. We will earnestly listen to the suggestions and recommendations of democratic parties, Federation of Industry and Commerce, personages without party affiliation and the people’s organizations. We will accept the oversight of the public and the mass media. We will improve the policy-making mechanism, implement a risk-management mechanism, follow up the results of major decisions, and hold the decision-makers accountable. We will attach great importance to institutional improvement, intensifying the filing, examination and clean up of rules and regulations. We will regulate the acts of administrative law enforcement, and promote administrative mediation, review and responding. We should intensify government internal supervision, well implement an administrative accountability system, and punish dereliction of duty and administrative omission.

To construct a clean government. We will implement responsibility system for improving the Party’s work style and building a clean government, strictly enforce the provisions of clean governance, and resolutely investigate and deal with cases violating laws and disciplines. We will strengthen supervision and auditing of key areas and key positions, prevent commercial bribery, and impose a strict monitoring on the transactions of public resources and bidding activities. We will step up the construction of a saving-type government, and make the public well informed of the government budget. We will deepen the reform on the spending of governmental departments, strictly control administrative costs, general expenses and funds for overseas inspection trips, purchasing of official vehicles, and official reception.

Fellow deputies, the power of the government is endowed by the people, and to govern for the people is the government’s lofty mission. This year we will continue to pay attention to people’s livelihood, and plan to do well the ten issues related to people’ life, including market supply, citizens’ employment, transportation, social security, medical care, housing assurance, education, cultural service, environmental protection and public safety. We will try our best to improve people’s livelihood, and let the public enjoy the achievements of the nation’s development.

Fellow deputies, we have sketched out the blueprint for the development of Ningbo in the next five years, and we will embark on a new road. Let us rally closely around the Party Central Committee with Comrade Hu Jintao as General Secretary. Under the leadership of CPC Ningbo Municipal Committee let us unite with one heart and one mind, continue our concerted and unyielding efforts to press on and pioneer, so as to fulfill the objectives set for economic and social development. Let us work hard for a scientific, harmonious and leading development!

Ten Major Tasks in 2011
1. Market supply. We must ensure the steady supply of agricultural products including grain, vegetables and aquatic products and maintain an area of 1.9 million mu for planting grain, 0.9 million mu for growing vegetables and 0.9 million mu for breeding aquatic products. We intend to open 120 more convenience stores in rural areas and establish 100 pilot areas for meat and vegetable circulation traceability system. Also, we will further improve the online supervision and management of medicine and endeavor to accomplish 40,000 batches of food testing. 2. Employment. We will create 6,000 non-profit jobs, and complete vocational training for 220,000 people and startup training for 5,000 people. We plan to build 100 bases of social practice for college graduates, and organize 100 job fairs. The government will increase 10 startup training bases, 5 business incubators for college grads and 50,000 business entities.

3. Transportation. We will endeavor to complete the airport expressway and the Mingzhou Bridge. We will implement the plan to open up the dead end highways in three years, with 10 roads opened up this year, including Shuguang North Rd (Jingjia Rd – Jingjia Village settlement apartments), Xurong Rd (Yaoai Rd – Jingjia Rd). We will speed up construction of facilities for pedestrians, complete the renovation of 20 traffic stations at by-passes, finish phase-3 of the intelligent transportation system, and add 4000 metered parking spaces. We will add 10 bus lines, adjust 20 bus lines, build 20 bus stations, and put to service 500 buses. We will build 200 km roads and 180 bus bays in rural areas.

4. Social security. We will implement the “Social Security Card Project”. Off-site medical care can be realized for urban residents, and 200,000 migrant workers will be in the social security system. The coverage of medical insurance among urban residents is to reach 92%, and that among the rural residents is to be 90%. Personal financial contribution is to reach 300 yuan, and government financial aid is to reach 200 yuan. The cost of hospitalization and outpatient in accordance with the comprehensive arrangement in the policy can have a reimbursement of 60% and 30% respectively. 1,100 hospital beds will be added. Those aged between 80 and 89 will have 50 yuan per month as old age allowance, and 100 yuan per month for those between 90 and 99, and 300 yuan per month for those over 100 years old. We will install Push To Talk telephone and 81890 emergency call system for people over 80 years old and sick elderly over 60.

5. Healthcare. 1000 new beds will be added in hospitals. The expansion project of the First Hospital will be completed. We will build, rebuild and expand over 10 healthcare centers and 150 health service stations/office in urban and rural communities. The government will build 20 E-community service centers. We will have some pilot areas for the treatment of heart disease and leukemia for children in the countryside, with up to 90% of the medical expenses being reimbursed.

6. Housing supply. The city will begin to construct 500,000 m2 of houses for low-incomers, continue to build 500,000 m2 of apartments, complete 200,000 m2 of apartments and solve the housing problem of 2500 low-income households. We shall start to build 3 million m2 of settlement apartments, and complete 1 million m2 of settlement apartments. The government will redevelop 1.2 million m2 of old residential quarters. We shall continue to develop 35 villages in urban areas in Haishu, Jiangdong and Jiangbei. In addition, we will rebuild 25,000 farmhouses, resettle 1,500 households from mountainous areas, and redevelop 1,500 dilapidated houses.

7. Education. The city government aims to reinforce, redevelop, rebuild and relocate 400,000 M2 of school houses. It will build and rebuild 80 standardized kindergartens and increase 480 pre-school classes. Secondary vocational education will be free of charge since this autumn.

8. Culture. The city government will conduct 300 cultural exhibitions, 400 lectures on culture, 500 art performances and 5000 cultural activities. We will complete the digital transmission of cable TV for 200,000 households, and build 600 book stores in rural areas. We will also have 25,000 movies and 2500 operas shown to the rural residents.

9. Environmental protection. We plan to build 200 km of clean waterways and complete the dredging of 35 urban inland rivers with a length of 30 km. we will intensify conservation of the reservoir water and water quality monitoring. Subsidy for large and medium-sized water conservation forests will increase by 5 yuan per mu. The Phase-1 of Ningbo Xinzhou Sewage Treatment Plant and phase-2 of Southern District Sewage Treatment Plant are to be put into use, with the daily sewage treatment capacity of 240,000 tons. 25 streets and alleys in downtown will be renovated.

10. Public security. The city government will launch the Information System for Integrated Management and construct service platforms for integrated management in communities and rural areas. We will build and renovate 275 community service centers and complete the reinforcement of 15 on-roof pools to guard against risks. We will further the safety production management to reduce the mortality rate (per RMB 100 million yuan of GDP) of accidents in production.
