Innovation leads science and technology to add power to Ningbo's high quality development

Innovation is a city gene deeply rooted in Ningbo and an inexhaustible motive force for urban development. 

Since the founding of the People's Republic of China 70 years ago, the city has continued to strive for self-reliance and self-improvement, and has gradually explored an innovative path of opening and integration to agglomerate resources, institutional reform to enhance strength, and scientific and technological revitalization to lead economic and social development. Now, Ningbo has moved from “tracking and imitation” and “application integration” to "original key core + run and lead" step by step.

On August 15, the Municipal Government Information Office held the fourth press conference to celebrate the 70th anniversary of the founding of New China, focusing on Ningbo's technological innovation.

“In retrospect of the development in the past 70 years, Ningbo has gradually moved from a small city of science and technology to a strong city, from a low-level imitation innovation to an open independent innovation. From a spark of science and technology to the booming innovation, technology have shown great vitality.” The person in charge of Ningbo Municipal Bureau of Science and Technology highlighted the development of Ningbo’s science and technology.

Science and technology resources in Ningbo develops from scratch, and from weak to strong.

This summer also witnesses the big events of innovation in Ningbo.

“Two Academies and One Park” officially opened. The first domestically-based scientific and technological achievements of Beihang Ningbo Innovation Research Institute came out. The water-treatment “black technology” developed independently by Professor Li Zexiang was piloted in Ningbo; the high-performance servo drive and movement control system project of Harbin Institute of Intelligent Equipment settled in Ningbo. Ningbo is like a huge magnetic field, attracting the accumulation of innovative resources in the Yangtze River Delta and even the whole country, and continuously enhances the “innovative concentration” of the entire region.

Looking back at the beginning of the founding of New China, as a military strategic location, national construction projects rarely settled in Ningbo, and the city's scientific and technological resources are extremely scarce. In 1957, the city's natural science and technology personnel were only 630. In 1958, the first professional scientific research institution and the first factory scientific research institute were just established.

Until 1985, Ningbo initiated the reform of the science and technology system, and science and technology began to show strong vitality.  

With the establishment of the first national research institute, the Institute of Military Science and Technology, and the first research institute of the Chinese Academy of Sciences in the province, the Ningbo Institute of Materials of the Chinese Academy of Sciences has been established in Ningbo, Ningbo has entered into a new historical development stage of introducing innovative resources. Ningbo’s science and technology industry has flourished since then.


After 1999, Ningbo gradually expanded its scientific and technological exchanges with Russia, Ukraine and other countries. Science and technology cooperation has become an important way to absorb domestic and foreign scientific and technological resources and services to support the economic and social development of the city. In 2006, Ningbo proposed to promote innovation through openness and attracting innovative resources from the whole country and the world.

Since the 18th National Congress of the Communist Party of China, the city has extensively linked high-end innovative resources at home and abroad, and vigorously promoted scientific and technological cooperation with the Yangtze River Delta regional cities and countries along the “Belt and Road”, and the channels have been continuously expanded and the forms are continuously enriched.

In 2018, Ningbo launched the special action of “Science and Technology Competition” and actively implemented the “Tree Planting Project” for scientific and technological innovation, and pressed the “fast forward button” for the development of science and technology in the city. It has been approved to create a national independent innovation demonstration zone, and to build a major innovation platform such as Yongjiang Science and Technology Innovation Grand Corridor and Qianwan New District.   The city has sped up the layout and co-construction of high-end innovative resources. The high-level research and development institutions, high-quality scientific and technological talents, and high-tech project has achieved a historic transformation from “three nos to three haves”, and the number of high-level research and development institutions and high-level scientific and technological talents has achieved a historic breakthrough.


From tracking and imitation to original leadership

Behind the national key projects like "Hualong" nuclear power unit, "Jiaolong" submersible, “Chang’e” detector, there are "Made-in-Ningbo".

Looking back at the early days of the founding of the People's Republic of China, everything in Ningbo needed to be restored and the science and technology foundation was extremely weak. As of 1986, there were only 7 patents in Ningbo. And the companies mainly focused on low-end processing, and tracking and imitation was the mainstream at that time.  

In order to revitalize science and technology, Ningbo aims at the positioning of science and technology "high, precise, sharp and new". It has successively released a series of important plans such as scientific and technical work, training of scientific and technical teams, and experimental research directions of new technologies (new products). Created-in-Ningbo started from scratch, and major original achievements began to emerge.

"Adhering to the two upgrades of the industry's quality improvement and key core technology parts and components, and concentrating on the superior forces to overcome a number of 'bottleneck' technologies is a key for Ningbo to grasp historical opportunities, incite the industrial development with scale of trillions and billions yuan." The relevant person in charge of the Municipal Science and Technology Bureau said.

Ningbo has established the world's largest injection molding machine R & D and manufacturing center and the largest optical film research and development and industrialization base in China, the world's first transcatheter artificial tricuspid valve replacement system to achieve clinical trials, the first domestic rectangular-type shield machine used in rail transit construction, the bridge expansion device which helped the construction of major projects such as Hangzhou Bay Bridge and Hong Kong-Zhuhai-Macao Bridge...

A series of high-level achievements emerged in Ningbo. Besides, Ningbo has developed more than 200 key technologies and strategic products that are leading in the world in key materials, core components and high-end equipment, which have become “golden business cards” of Ningbo.

Ningbo has become a regular winner. Since it was awarded the National Science and Technology Award for independent declaration in 2005, Ningbo has won 96 national scientific and technological progress awards and 894 provincial scientific and technological progress awards.

In addition, Ningbo always grasps the dynamics of technological frontiers and changes in industrial strategic layout, and aims at future industries such as artificial intelligence, advanced materials, aerospace, biotechnology, 5G communication, etc., and spreads “hero posts” to the whole country, striving to launch 100 strategic innovation products in five years, forming a number of characteristic technology chains, promoting a group of billion-yuan industries, comprehensively improving and optimizing innovative resources such as enterprises, talents and platforms, and promoting the "reborn" of Ningbo's innovation ability.

From digestion and absorption to the backbone of innovation.

The enterprise is the main body of innovation and innovation investment. The high-tech enterprise is the leader in the main body.  

At the beginning of the founding of New China, with the support of scientific research projects, Ningbo established and developed a number of emerging enterprises that embody new technologies, but their contribution to economic development is very weak. In 1987, the city's new industrial output value accounted for only about 3% of the total industrial output value.

Since 1995, Ningbo has initiated the cultivation and identification of high-tech enterprises. After that, the cultivation of innovative enterprises has gradually increased. Especially under the leadership of the “Science and Technology Pilot” program, an innovative enterprise echelon was established: Innovative Start-up Enterprises-Science and Technology SMEs-High-tech Enterprise Candidates-High-tech Enterprises-Innovative Leading Enterprises.

"With the national innovative signboard, we are more confident on the GEM." Zhejiang DTCT Data&Technology Co., Ltd. was established for just two and a half years. But now the company has been listed in the National High-tech Enterprise List. General manager Tan Xiaogan is more than happy. "Continuous innovation investment is the endogenous driving force for development, and the 'high-tech' brand name is the best proof of the technological innovation achievements of enterprises."

In recent years, Ningbo has kept improving the environment, building platforms, stressing assistance, and helping financing. As a result, Ningbo has created a good environment for a large number of “innovative seedlings” enterprises to grow rapidly. By the end of 2018, there were 12,524 innovative start-ups in the city, and 865 provincial high-growth and technology SMEs, ranking first in the province; there are 2,256 recognized high-tech enterprises and 1,741 effective high-tech enterprises.

At present, among the 79 Shanghai-Shenzhen main board and Kechuang board listed companies from Ningbo, 58 are high-tech enterprises, accounting for 73.4%. With the largest number of national-level manufacturing single champion enterprises in the country, the market share of 36 leading products ranks first in the world, and the market share of 149 leading products ranks first in the country.

Nowadays, Ningbo's innovation pattern has undergone a historic transformation, forming a technological innovation system based on enterprises as the mainstay and supported by colleges and universities. In the past five years, innovative enterprises have sprung up. On average, 2,000 innovative start-ups have been cultivated and 500 high-tech enterprises have been recognized every year. The output value of new products of industrial enterprises has jumped from 8% in 2000 to 32.5% in 2018. The investment in R&D of enterprises accounts for more than 90% of the R&D investment of the whole society. Ningbo has become one of the most innovative and entrepreneurial cities in the country.


From small investment to comprehensive innovation ecology

In 1978, the science and technology funds in Ningbo was only 211.8 thousand yuan, and then the growth was slow. From the perspective of industrial energy level, most of Ningbo's manufacturing industries are at the low end of the global value chain, and the industrial chain is not long and the degree of intelligence is low.

With the economic strength rising and the innovation-driven strategy fully implemented, the scale and intensity of R&D investment in the city have hit record highs. At the same time, Ningbo's regional economic development has begun to transform from factors and investment-driven to innovation-driven. For Ningbo, the big article on technological innovation is to write on such a background.

“Ningbo’s R&D investment has increased steadily, which has further extended and integrated the industrial chain. High-tech, high value-added industries and enterprises have become the development trend.” The relevant person in charge of the Municipal Science and Technology Bureau said.

In order to guide the investment of social capital into research and development, Ningbo has introduced a special action plan to increase the R&D investment of the whole society, improve the R&D-oriented policy support mechanism, and comprehensively use project support, post-research grants, and risk compensation to “fuel up” emerging industries. Since 2010, the high-tech enterprise income tax concessions and corporate R&D expenses plus deduction policies have accumulated a total tax reduction of 37.541 billion yuan, an average annual growth rate of 23.5%. The city's angel investment guiding fund has incited social capital investment of 2.854 billion yuan, and the financial capital amplification effect reached 12.35 times.

In the past 70 years, Ningbo has always attached great importance to scientific and technological work, breaking the linear model limited to supporting science and technology projects and product industry innovation, and gradually established an innovation ecosystem covering the integration of technologies, talents, platforms and capital.  

Facing the needs of industrial innovation and development, Ningbo has cultivated 30 industrial innovation service complexes in the fields of new materials, intelligent equipment and new energy vehicles, 30 industrial incubators at the municipal level and above, 85 public creation spaces, more than 5,000 start-ups and 11,000 makers.

In order to better bridge the gap between enterprises and “technology”, the city has built and operated the “online + offline” deep integration of Ningbo Science and Technology Market, and the technical transaction volume has increased from 3.797 million yuan in 1987 to 137.4 million yuan in 2018. With the continuous deepening of the reform of the science and technology system, Ningbo's new science and technology system is gradually improving, adding further power to technological innovation.

In the past 70 years, Ningbo's scientific and technological undertakings have gone through an extraordinary development path, vividly confirming the truth that "When science and technology rise, the nation will rise; when science and technology are strong, the country will be strong too".  "In the face of a new round of global scientific and technological revolution and major opportunities for industrial transformation, Ningbo will fully stimulate the core driving force of scientific and technological innovation, provide solid support for high-quality development, and contribute to Ningbo's scientific and technological strength for the construction of a strong country of science and technology and a strong province of innovation." The relevant person in charge of the Municipal Bureau of Science and Technology said.
