Solution- land transfer and circulation

After the rain, in Sanli Village, Bailiangqiao Village, Dongqiao Town,   egrets are fluttering in the farmland, the golden wheat stretches far away, the green rice and the tall grass are full of vitality, forming an idyllic rural view in early summer.

"It will be harvested in two days. The 150 mu of wheat will be harvested by machine, and three people will be enough to get it done in two days." The "super grain grower" in Sanli Village, and the head of Ningfeng Grain Machinery Cooperative, said firmly.

“The grain cultivation in the village is guaranteed, the cost of village infrastructure management is greatly reduced, and more than 20 private enterprises don’t have to worry about the labor on the farm.” Ma Xijun, secretary of the Party Branch of Sanli Village, said with emotion.

In Sanli Village and Bailiangqiao Village, after the circulation, the farmland was connected, planned and managed as a whole, realizing large-scale, specialized, mechanized production, and changing the situation of scattered land and separate management in the past. The reform not only benefits the operators like Fang Jian, but also the farmers and village collectives in the context of rural industrialization and urbanization. It can be said that the efficient use of land and industrialized operation contributes to the modern agriculture.

■ Solve the problems, remove the drawbacks, and open a new road to ecological recycling agriculture.

The land transfer in Sanli Village was originally on spontaneous basis of farmers. Ma Xijun recalled that at that time, the villagers had more employment opportunities, and the land was no longer the main source of income. The farmers spontaneously transferred the land for second-round contracting, but various problems and contradictions appeared. "For example, disputes caused by non-standard contract agreements, false reports of planting area and illegal claim of agricultural subsidy; there are also illegal activities such as planting fruit trees, digging ponds, raising fish and building farm sheds in basic farmland.

In 2003, Sanli Village tried to transfer land in a concentrated way. In 2005, 1,285 mu of land of 335 households in the village were entrusted to the village collectives to plant rice. “From 335 households to one, many disputes were solved.” Ma Xijun said that after the land transfer, the supervision objects in the village were concentrated. As a result, it is convenient to focus on problems and avoid inefficient supervision. It is also easier to implement the agricultural infrastructure projects, and agricultural industrialization is no longer empty talk. In the past, the individual operation and management caused water and electricity waste and the cost of repairing agricultural infrastructure such as machine and road was high. Now it is shared and maintained by the operators, and the village collective has saved expenses.

As the only grain-planter in Sanli Village, Fang Jian praised, “ the practice of reviewing and inspecting the contract area and planting situation on a case-by-case basis before the land transfer. The data is authentic and reliable, and the contract is standardized. I felt secured and can work hard without any concern.”

Fang Jian has carried out wheat, rice and economic grass rotation in Sanli Village, and has also opened chain stores of agricultural resources and a “crop hospital” to serve the surrounding farmers. Since 2015, he introduced new agricultural machinery products such as rice and wheat straw baling machine and opened a new way of ecological recycling agriculture.

“In the past, all rice straw was treated as waste, or burned in the field, which was a waste of resources and polluted the environment. Nowadays, with rice and wheat straw baling machine, they are collected and bundled, and rice straw can be used to fertilize bamboo shoots or feed cows. Compared with the traditional way to cover bamboo shoots with chaff, the straw is more heat-insulating and ventilating, accelerating the growth of bamboo shoots.” Fang Jian said that the bales he collected increased from 722 tons in 2015 to 5565 in 2018, leading in the city. “With an area of 5 tons per mu, it can cover an area of 1,100 mu, which greatly increases the income of both farmers and cooperatives.”

Following the idea of exploring eco-recycling agriculture, Dongqiao Town also made use of local materials and built a biogas storage pool in Bailiangqiao Village to produce the largest and most advanced Ningbo Kaicheng Kitchen Waste Treatment Co., Ltd. The waste biogas slurry is subjected to secondary fermentation treatment, which is transformed into organic fertilizer, and is used on a large scale in a unified farmland, which saves the cost of waste treatment and the fertilizer cost required for farmland and achieves a win-win situation of social and economic benefits.

■ Guaranteed and supported, traditional grain production goes to high quality and high yield

Like Sanli Village, Bailiangqiao Village has also realized the whole village land transfer. “The person who accepted the 1190 mu of land in the whole village is Xu Yuejin, the head of Nanrui Grain Machinery Cooperative of Dongqiao Town, who is now a well-known “grain grower”.

As a native of Bailiangqiao Village, Xu Yuejin took the “Express Train” on the land transfer and ran forward on the avenue of growing grain. He not only transformed himself from a local traditional peasant into a modern new peasant, but also upgraded grain production to high quality and high production, thus greatly improving the scale operation efficiency of the land.

Xu Yuejin recalled the scene in 1978: at the beginning of the reform and opening up, when he was 20 years old in the village as a driver of a tractor, when the three production teams in the village had only three tractors, the villagers worked hard day after day to scrape some harvest from the meager land. Nowadays, the land is operated on a large scale and is constantly catching up with the trend of agricultural modernization. “The cooperatives include tractors, harvesters, insect-removing machines, agricultural aircraft and other agricultural machinery. All aspects of grain production from breeding, sowing, pest control, fertilization, harvesting and drying have been totally mechanized. Only five or six people can complete the daily field management of the 1190 mu of land.

Xu Yuejin admits that grain planting, like other agricultural production, has a relatively large investment in the early stage and relatively slow returns. There are also problems of financing difficulties and expensive financing. After signing a land transfer contract with the village, there is a credit guarantee from the town and village, and the financing channels have been smoothed, and the urgent need for funds for cooperatives to purchase seeds, fertilizers and pesticides has been alleviated. At the same time, towns and villages often organize business households to participate in agricultural training. Experts often go to the countryside to provide counsel and services.

He is relieved that all levels of government subsidize various types of funds such as large-scale production of land, purchase of agricultural machinery and new agricultural machinery. He made a calculation: "the state's early rice subsidy is 46 yuan per 100 kilograms, the late rice per 100 kilograms subsidy 40 yuan, the cooperative's average income per mu is about 2,600 yuan, the profit is about 10%. The annual income will be 200,000 yuan."

In Xu Yuejin’s view, “growing food is not only to make money, but also to take responsibility, to promote high quality and high yield, and to ensure food security.” With 25 years of experience in growing grain, he has now become a “technology complex”: he is now interested in innovations like field prevention and control and aviation plant protection; he conducts scientific and technological experiments like new varieties demonstration, variety comparison, high-yield research. All these efforts continue to push the grain output to a new high.

From 2008 to 2013, he has set nine agricultural Guinness records in Zhejiang Province. In 2012, he created the highest record of 100,000 mu of single-season rice in the country with an average yield of 963.65 kg/mu of “Yiyou 12” 100-mu demonstration.

Xu Yuejin became the “golden signboard” for the production of food in Dongqiao Town, and also attracted the attention of the expert team from Agricultural College of Yangzhou University. Eight years ago, the two sides cooperated on the national-level project “Single-season high-quality high-yield rice in the middle and lower reaches of the Yangtze River”.

■Innovative agricultural format, new professional farmers play e-commerce

In addition to the transfer of arable land in the whole village for grain planting, Bailiangqiao village has also transferred the forest land for unique economic crops. These days, the hillside orchard of the village of Miaozhunshan Xinshi Farm is covered with cherry, waxberry, and peach trees, and the orange loquats are hanging on the branches.

“Cherry picking has just ended, and more than 2,500 tourists came to pick loquats on 'May Day'. The loquat picking has just started, and we don’t have to worry about pickers.” Ren, a 32-year-old farmer, said happily. There is no such trouble as “good harvest, bad sell” in Xinshi Farm. It indicates that his previous scientific planning is correct.

After graduating from university as an international trade major in 2009, Ren Gang had worked in foreign trade for one year. As he grew up in the countryside and could not forget agriculture and rural areas, he quit his job and chose to be a farmer in 2010. He signed a transfer contract with Bailiangqiao Village, contracted 120 mu of mountain land, planted 100 mu of cherries, and other fruit trees like loquat, waxberry, honey peach, and kiwi.

Before the start of various projects in the orchard, Ren Gang took the lead in positioning the market five to ten years later, showing his high quality as a new type of professional peasant in line with the times. “Xinshi Farm is about 25 kilometers away from the downtown and 10 minutes’ drive from Dongqiao Expressway. The transportation is very convenient. There are Bailiang Ancient Bridge, Tuoshan Yan, and Wulongtan Scenic Spot nearby.

I want to change the marketing of the general orchard and fruit wholesale market. We have opened up a market for picking up.” Ren Gang had planned that: “Developing a sightseeing and picking project does not require manual picking, logistics, refrigeration, etc. The added value of the fruit has increased, and the visitors have gained a unique pastoral experience. This is a win-win situation."

Nowadays, the e-commerce team consisting of five or six people is responsible for the marketing of Xinshi Farm. All the cherries have been sold through picking tour. “The picking tour started in 2014. In 2018, we have received about 46,000 visitors. The annual income reached 5 million yuan. Profits accounted for one-third." Ren Gang said happily.

From an agricultural outsider to a well-established “professional farmer”, Ren Gang has his own “business experience”: “Cultivating high-quality fruits and providing quality services is a guarantee for a good picking market.”

In these years, Xinshi Farm has invested 6.7 million yuan in the most advanced modern water and fertilizer management system to create a pollution-free and green orchard. At the same time, after the customer places an order, we will continue to track the order and provide targeted transportation and catering service. We have also prepared a special gift for returning customers.

With a mature marketing network and stable customers, in 2017, Ren Gang started the offline sales of agricultural products named "Tiantiantian", forming a good production chain with online advertisement, offline picking, and store sales.
