Construction of qualified drinking water for farmers accelerated

The case of the Gexizhang Village is just an example of the project of the qualified drinking water undertaken in Ningbo. For a long time, the municipal party committee and the municipal government have been attaching great importance to the security of drinking water in the rural areas. Since 2015, the city has invested 1.915 billion yuan in the project, set about 1,290 kilometers of tubes linking towns and villages, upgraded 2,443 sets of purifying and disinfection facilities, built or updated over 20,000 kilometers of village water tubes and 962 small water source projects, and thus solved the problems of drinking water security for 2.799 million rural residents.
The drinking water project is a reflection of the living quality of the rural people, as well as a reflection of the beautiful future of the rural renovation. At a new starting point, Ningbo plans to input 1.515 billion yuan in the qualified drinking water project in 2019 and 2020, realizing the turn from "having drinking water" to "having high-quality drinking water". In 2019, the planned investment is 300 million yuan.
At the third plenary meeting of the fourth conference of the 15th municipal people's congress held on February 16, 2019, the representatives of the municipal people's congress voted for the 10 people's livelihood items, and the standardized drinking water project for rural people was included, which aimed to provide another 100,000 rural people with qualified drinking water.
"The drinking water supply is an important public infrastructure facility, and the qualified drinking water project is a specific action for the ‘water conservancy project guaranteeing strategy of rural vitalization', which will upgrade the standard of the rural drinking water to a new level." said a person in charge from Ningbo Water Conservancy Bureau.
After years' efforts, the drinking water work of the rural areas in Ningbo has made great achievements, solving the problem of drinking water for 2.799 million rural residents. The goal of "having drinking water" has been realized.
The issue of drinking water in the rural areas has long been the most concerned, direct and realistic problem of interest to the people. The security of rural drinking water, closely related to the health of the rural people and the rural vitalization, is an important people's livelihood issue. The qualified drinking water project was included in the list of the "top ten people's livelihood projects in 2019". Ningbo plans to invest 1.515 billion yuan in the qualified drinking water project in 2019 and 2020, realizing the turn from "having drinking water" to "having high-quality drinking water".
To win the campaign of "having high-quality drinking water", the city will adhere to the people-centered development ideology and make the best use of every minute with full preparation and planning. By 2020, the population of people receiving drinking water from the village water stations will reduce by 140,900 people, and the number of the village stations will reduce from 790 (in 464 villages) to 503 (in 351 villages). The tap water coverage rate, the satisfaction rate of the provincial standard and the coverage rate of the long-term county-level management and maintenance mechanism for rural drinking water will all reach 100%, enabling Ningbo to take the lead nationally in the work of rural drinking water supply, thus further enhancing the sense of gain and sense of happiness of the people.
Taking effective measures to promote the qualified drinking water project in rural areas
At present, the rural drinking water supply mainly falls into three forms, namely, the city-level water plants, the township or town-level water plants and the village-level water stations, covering a population of 4.8032 million people. Among them, the city-level water plant pipe network covers 2.693400 million people, accounting for 56.1% of the total rural drinking water supply population. The township or town-level water plants cover 1.5613 million people, accounting for 32.5%, and the village-level water stations cover 548,500 people, accounting for 11.4%."The overall water supply situation of the rural areas is good, while the weakness lies in the village-level water stations." said a person in charge from the Rural Water Conservancy Department of Ningbo Water Conservancy Bureau. Careful and comprehensive investigation shows that the main problems for the rural drinking water work include the low degree of large-scale supply, low standard of construction and low level of operation, management and maintenance.
Firstly, the low degree of large-scale supply. Due to the poor terrain and geomorphic conditions, the distribution of the village water stations was lack of overall planning in the first place. In many places, there may be one or more water stations for one village, thus leading to a large number of water stations. As a result, the village-level water stations only supply water for 11.4% of the rural population, but the number of water supply projects account for a staggering 93.4% of the total.
Secondly, the low standard of construction. As some water stations at the village level were built a long time ago, they are usually insufficient in terms of their purification and disinfection capacity, thus unable to satisfy the requirement for water supply and water purification with the substandard microbiological index. With the issuing of the new version of "sanitary standard for drinking water", Ningbo began to adopt the unitary standard for urban and rural drinking water in 2012. The number of examination index for rural drinking water has increased from 19 to 106 items, and the number of regular sanitary supervision index has increased from 19 to 40 items (42 in some areas). However, the water quality of some rural areas is still not up to the standard. Meanwhile, some village-level water stations have the mountainous ponds, streams and wells as their source of water, which cannot guarantee the stable water supply especially in the dry seasons. Besides, the design of some village-level water stations is substandard.
Thirdly, low level of operation, management and maintenance. The village-level water stations have been managed by the beneficiary villages, and with such problems as sub-professional management, lack of fund, poor management capacity and difficult implementation of repair and maintenance, there are always some potential safety hazards. Then the project for the standardization of drinking water will focus on the 548,500 rural residents served by the village water stations. 
"We must concentrate on the three problems and promote the qualified drinking water project for the rural areas." said a related people from Ningbo Water Conservancy Bureau. The municipal government issued the implementation plan in 2018, and the conservancy bureau has also issued the annual construction plan. So far, some projects have been under construction.
Making multi-pronged efforts to supply qualified drinking water to rural residents.
At the end of 2018, the sterile testing room of the Jin'e Water Station of the Hengxi Town of Yinzhou District was put into use, conducting the daily detection of such drinking water indices as the total number of colonies, the coliform group and the residual chlorine, thus guaranteeing the security of the drinking water of over 10,000 rural residents supplied by the water station.
"In accordance with the unified deployment of the provincial government, our careful investigation and analysis, and the actual situation of the rural drinking water in Ningbo, we have identified the goals and tasks of the specialized action of the qualified drinking water project, in the hope of providing the qualified drinking water for more rural residents." said a person in charge from the Rural Conservancy Department of Ningbo Conservancy Bureau.
According to the planning, after two years' efforts, Ningbo will build up the large-scale, standardized, market-based operating and professionally managed rural water supply system, and achieve the water supply pattern centered on the urban large pipe network, supported by the local network at the township or town level, and complemented by the village-level water stations. By 2020, the population of people receiving drinking water from the village water stations will reduce by 140,900 people, and the number of the village stations will reduce from 790 (in 464 villages) to 503 (in 351 villages). The tap water popularization rate, the satisfaction rate of the provincial standard and the coverage rate of the long-term county-level management and maintenance mechanism for rural drinking water will all reach 100%, enabling Ningbo to take the lead nationally in the work of rural drinking water supply.
According to a related person from the conservancy bureau, Ningbo will make efforts to enhance the standard of construction and management of the drinking water network, based on the standardization of the water quality and amount. With the improvement of the mechanism of operation, management and maintenance, the multi-pronged efforts will be made to expand coverage of the rural residents by the urban water plants and township or town-level water plants, reduce the number of the village water stations and their coverage, strengthen the upgrading and reconstruction of the village-level water stations, and improve the purification and disinfection facilities. The main tasks are as follows.
Firstly, to build the two networks and extend the networks of urban and township or town-level water plants. By canceling or combining the small water plants at the township or town level and the village water stations, the city will integrate the resources, expand the urban water supply scale and capacity, and thus implement the urban network extension project. Meanwhile, the boundaries of the administrative villages will be broken to unify the water supply sources, reasonably deploy the water supply network, expand the coverage of the township or town-level water plants, and carry out the town-village networking project. The two projects will reduce a population of 140,900 people for the water supply by rural water stations, and increase the population of the rural residents covered by the city-level and township of town-level water plants to 4.3965 million people (accounting for 91.5% of the total), up to the provincial standard of drinking water for rural residents.
Secondly, to optimize the standard and implement the regulation and standardized construction of village water stations. To improve the water supply guarantee rate and the satisfaction rate of water quality, the city will conduct the large-scale transformation of the rural water supply network and reduce the 149 village water stations in 16 villages by means of joint supply by water pools, pool-reservoir coordination and inter-village networking. Meanwhile, for the standardized construction, the 456 village water stations will be enhanced to establish the optimized deployment of various kinds of water sources, improve the water purification and disinfection facilities, repair the broken tubes, and establish the complete working plans, thus improving the emergency treatment capacity for the water quality work and increasing the drinking water quality to the provincial standard on an overall basis.
Thirdly, to refine the management and maintenance, and establish and improve the long-term mechanism for operation, management and maintenance. The county-level management responsibilities will be implemented. By June 2019, the long-term mechanism for operation, management and maintenance will be established at the county level, with the identification of the liability, fund and system. The county-level organization for management and maintenance will be built to conduct unified professional management, raw materials distribution, production and operation and water bill collection. Efforts will be made to realize the online supervision of the rural drinking water projects and promote the information management of the water plants ad water tube networks. The construction of he rural drinking water project, the protection of water sources and the supervision and assessment of water quality will be carried out, by further improving the demarcation of the water source conservation area for rural drinking water, conducting the standardization construction of the water conservation areas on an overall basis, and including the conservation requirements and villagers' liabilities in the village rules and regulations. Strict water quality testing and monitoring work will be strengthened, as well as the overall optimization of water quality testing resources. The water detection and monitoring work of water from water source plants, water plants and pipe network terminals will be standardized, and the water quality management system featuring self-inspection and sanitary monitoring will be established and improved. By 2020, full coverage of water quality testing and monitoring will be realized at the county level.
According to a person in charge from Ningbo Water Conservancy Bureau, the drinking water project is a reflection of the people's livelihood. The implementation of the qualified drinking water project for rural residents, thus achieving the same quality drinking water for urban and rural residents, is the requirement of the equalization of basic public services and one of the symbolic projects of the overall implementation of the rural vitalization strategy, as well as the inevitable requirement of the comprehensive construction of the well-off society by 2020.
