The “visible” effectiveness of the sponge city construction in the pilot area

The pilot area of sponge city construction in Ningbo is adjacent to Yaojiang river, characterized by low terrain, dense river network, poor drainage, insufficient self-purification. In the 30.95-square kilometer area, there are 8 categories of 161 sponge city construction projects. By the end of 2018, 63 projects are under construction, and 86 projects have been completed, with a completed area of 23 square kilometers, accounting for 74% of the pilot area.

What achievements have been made in the pilot construction of the sponge city in our city, and what changes have it brought to the city? The relevant person in charge of the Municipal Sponge Office said: "Since the sponge city pilot work has been carried out two years ago, it has gradually shown the effect: the water quality of the river has been improved, the waterlogging in the community and roads have been alleviated, and the living environment has also improved. Sponge City brought about four significant changes: First, the overall water quality of the pilot area has improved, and the quality of the inferior V water quality section in the pilot area has dropped from 60% in 2015 to 10% in 2017 and 2018."

“Secondly, the waterlogging in the pilot area was effectively alleviated. Previously there used to be waterlogging in many communities in Cicheng Ancient Town, Qiushi Village and east of Airport Road. When the once-in-50 years torrential rain occurred, the water in Cicheng Ancient Town could reach over 60 cm. The depth of water in the old communities could reach more than 40 cm, and the water in Qiushi village could reach more than 25 cm. Through the sponge transformation, the accumulated water in the pilot area has been greatly relieved, which has benefited about 15,000 residents."

In addition, the sponge transformation has made the ecological quality in the pilot area significantly improved. With the building of high-quality riverside landscape parks such as Shuanggudu Park, New Sanjiangkou Park, Xiejia Riverside Park, and Yaojiang Riverside Park, an total area over 436,900 square meters, the leisure space for urban residents has significantly increased, and the city has become more ecologically livable. In the pilot area, the artificial wetland and wet pond in Cicheng New City Ecological Zone, the pastoral wetland in Yaojiang Reserve, and the Jinghu Lake in the Party School of the Municipal Party Committee have been built, with an area of 6.72 hectares. The newly added urban green land area reached 45.8 hectares, forming a blue-green interlaced stormwater storage system.

In addition, the sponge transformation in the pilot area has really benefited the residents. In the pilot area, the Xiejia area of Tianshui is 6 square kilometers, involving 19 old communities. Through the comprehensive “sponge+” improvement in the old communities, combined with the rain and sewage diversion, environmental improvement and parking space renovation, 2520 ecological parking space have been reconstructed. More than 430 new ecological parking spaces have been increased. Nearly 50,000 community residents directly benefit from it. After the renovation, the community withstood several tests of storms such as Ampil and Jongdari, and the sponge construction achieved remarkable effects, which was praised by residents.

What are the experiences of sponge city construction?

Cicheng New City introduced the construction concept of Australia's “water-sensitive” city, which was basically completed in 2009 with the “half-street and half-water” double chessboard layout of Cicheng Ancient Town. However, during the development, some problems were also exposed: inefficient construction control, ineffective conservation and management of ecological infrastructure, soil consolidation, decreased water seepage capacity, and damaged ancillary facilities. In the context of Sponge City Pilot Area construction in Ningbo, Cicheng New City, guided by the “goal”, has carried out the sponge transformation of the first and second phase of Cicheng New City. Through the sponge upgrading and transformation, the heat island effect is effectively reduced, the water environment is improved, the flood control and drainage capacity is improved, and the living quality of the new city is improved.

What are the experiences of the sponge transformation in the Cicheng New District? The relevant person in charge of the Municipal Sponge Office said that, first of all, the sponge transformation of the new district of Cicheng pays attention to planning and guidance, and builds the rainwater control system through rational overall planning and comprehensive application of “infiltration, stagnation, storage, net, use and drainage”.

Secondly, according to the local conditions, repair and construction will be carried out simultaneously. Since the development and construction of Cicheng New City, the maintenance of the area is not in place, resulting in the failure of some facilities and systems. The construction of the sponge city will repair and expand the damaged facilities. At the same time, the unconstructed land will be actively integrated into the sponge city construction.

Third, the combination of gray and green can effectively improve the quality of the water environment. Through the ecological drainage system constructed by bio-retention facilities such as rivers and lakes, rainwater can be effectively treated to reduce the subsequent pollution. After three layers of percolation and filtration, the rainwater is sent to the rainwater supervisor, and finally into the central lake, and then further purified by the aquatic plants in the central lake wetland.

 

Fourth, actively explore the use of rainwater resources by   integrating storage and use. The central lake is the “green lung” of Cicheng New City. Through the adjustment and storage of the central lake, it can effectively solve the problem of waterlogging in the area; the surface water is purified by the artificial wetland circulation, and the treated water is redistributed for vegetation watering and roads cleaning, realizing the resource utilization.

The planned green space and square land in Cicheng New District accounted for 16.90% of the construction land, and the vegetation coverage rate was high. The urban heat island effect was significantly lower than that of the central city. The original water surface rate of the new area is 4.3%. After the water system combing and artificial lake development, the water surface rate reaches 10.36%. Now the lake is full of vitality: with fish and birds, providing a beautiful outdoor space for the residents.

At the same time, the old city is aimed at solving the problem. After the sponge transformation, the Xiejia area has withstood the test of heavy rainfall in 2017 and 2018, and the effect of sponge transformation is remarkable. “Xiejia Block is a concentrated display area for the construction of the sponge city in Ningbo Old City. Through the research and implementation of sponge projects such as Zhaojia Road and Ningbo Technician College, the water safety, water resources and water ecology of Xiejia Area will be improved, providing a model for the promotion of sponge city construction in the city.

 “In the sponge transformation, the city adhered to the problem-oriented approach, mainly to alleviate the problems of waterlogging, parking shortage, landscape damage, lack of public facilities, etc., starting with the sponge transformation to have comprehensive improvement.” The relevant person in charge of the Municipal Sponge Office said.

How to establish a long-term mechanism for sponge construction?

What are the plans for the following sponge construction in the city? According to the relevant action plan of Sponge City, by 2020, more than 25% of the area built in the central city and more than 20% of the urban built-up areas of other counties (cities) will meet the requirements of the sponge city, achieving local consumption and utilization for more than 70% of the rainfall; by 2030, more than 80% of the urban built-up area will meet the requirements of the sponge city, and more than 70% of the rainfall will be absorbed and utilized locally.

Then, how to establish a long-term mechanism in the sponge transformation of our city? It is reported that the city will actively explore an effective path to stimulate the governance function of grassroots party organizations, set up a mobile party branch, and build a "1+2+5" harmonious joint party member contact group to "build a sponge pilot city for the construction of a harmonious and happy city." To achieve the goal, the street party organization will play a leading role.

Guided by planning, Ningbo compiled the special plan for the sponge city in the central city and the special plan for the sponge city in each district (county), strengthened the control of the indicator system, and issued a series of planning control documents and technology guideline for planning, design, construction, completion, and acceptance. They will provide institutional guarantee for the construction of sponge city in our city. At the same time, in order to promote the long-term and legalization of the construction of the sponge city, the city has carried out the legislative research work of the "Ningbo City Sponge City Regulations".

In addition, in the construction of the sponge city, the city has fully integrated the concept of sponge city construction with the comprehensive improvement of old communities, green road construction, urban renewal, waster water treatment, urban main road remediation, beautiful rural construction and other special actions. The concept of sponge city construction will be implemented into urban development, and the citizens will share the achievements of sponge city construction.
