All-electricity scenic area building promotes urban sustainable development

What is an all-electricity scenic area? What changes will take place in the scenic areas and what conveniences will the tourist get with the realization of the all-electricity reform?

As a matter of fact, changes have taken place. Since April 2018, when the first all-electricity scenic area made its debut in Ningbo, ten all-electricity scenic areas have been built, and although no dramatic changes have been witnessed in their appearance, the scenic areas have all been equipped with the new “green engines”.

It has been the essence of the all-electricity reform to realize the aims of energy conservation and emission reduction and promote the urban and national sustainable development by replacing all other forms of energy with electricity and popularizing the green and clean energy.

Green project quietly under way

Since early in 2017, Zhejiang Energy Bureau, Zhejiang Tourism Bureau and Zhejiang Power Supply Co. Ltd. attached to the State Grid Corporation have jointly conducted the pilot work of the all-electricity scenic areas by carrying out the all-electricity transformation in eight state-level tourist scenic areas in Zhejiang Province, including the Yanguan Town of Haining and the Hengdian World Studios of Dongyang. Then Ningbo followed suit and realize the 100% electricity substitution at the Tianyi Pavilion Museum and the Moon-lake Park scenic area in April 2018. Afterwards, nine other all-electricity scenic areas were launched, covering such eight counties or districts as Haishu District, Jiangbei District, Beilun District, Fenghua District, Cixi County, Yuyao County and Xiangshan County.  

Almost all the all-electricity reforms have been carried out in an unnoticed way. That is mainly because that the first batch of the target scenic areas for reform are those with certain prominence, great local influence and good effects for displaying the electricity substitution technology. The coverage rate of electricity of the scenic areas is over 80%, as they have adopted a large-scale use of the electrical facilities, so there is not much room for further improvement. While all the newly built all-electricity scenic areas are planned and built in accordance with the all-electricity standard, therefore there is no need for the reform.

Then compared with the traditional scenic areas, how are the all-electricity ones different? It is be quite clear for one to have a look at the “code for construction of all-electricity scenic areas” issued in September 2018.

To be recognized as “all-electricity”, a scenic area is required to replace coal, oil and gas (bottled gas) with electricity for catering, accommodation, traffic and other facilities, display in a concentrated and diversified way such specific energy-saving electric applications as electric kitchen, electrically driven heat pump, electric boiler, electric vehicles and ships, green lighting and distributed PV generation, and improve the application proportion of electricity in the terminal energy use.

Take some of the completed all-electricity scenic areas in Ningbo. At the Minghe Ancient Town of Cixi County, the telegraph poles and electrical wires have been integrated to the landscape of the area and all the restaurants of the area have been equipped with electric cookers. At the Xufu Rock Scenic Area of Xikou Town of Fenghua District, the all-electricity reform for 17 RVs has been completed, and there are air-source heat pumps, independent air conditioning and charging stations. The China Hiin City of Xiangshan County has been equipped with the trams and electrically driven trains, and the all-electricity reform for the restaurants has been completed. At the Hangzhou Bay National Wetland Park, all the sightseeing buses and ships have been remodeled as electrically driven ones, and the air-source heat pumps have been adopted by 12 homestay hotels, to converting efficiently the electrical energy to the thermal energy for heating.

“The construction of all-electricity scenic areas is an initiative in Zhejiang Province. Despite the detailed construction norms, the actual work is still in the initial stage of the trial, and many planned renovation projects have not yet been implemented so far.” said a person in charge from Ningbo Power Supply Company. In accordance with the “code for construction of all-electricity scenic areas”, the farm-stays of the all-electricity scenic areas should be upgraded to use the electric stoves on the basis of retaining the original appearance of the traditional firewood stoves, hotels, homestays and RV bases can adopt the PV heaters, and such new electric equipment as the plant growth lamps, greening managers and thermostats for feeding animals should be applied and popularized.

In addition, according to the proportion of electricity in the terminal energy of the scenic areas, the related electric power, tourism and energy departments will rate the scenic areas as three-star areas (with an electrical proportion of over 85%), four-star areas (with a proportion of over 90%) and five-star areas (with a proportion of over 95%). Then a group of demonstration businesses will be selected. So far, the substitution of the equipment and the assessment of the star rating have not yet been fully implemented.  

So it is reasonable to say that the construction work of the all-electricity scenic areas in Ningbo is still in its starting period. “We will then give full play to the demonstration effect of the existing all-electricity scenic areas, find out more scenic areas with relatively poor infrastructure, and implant the electricity substitution to the deepest part of the tourism in Ningbo.” said the same person in charge from the company.

All-electricity reform empowering scenic areas

At the beginning of this year, 28 charging stations for the electric vehicles were put into operation, among which was the fast charging station of the Fanlitang-Daren Village of Jiangbei District, the first such charging station in Ningbo built at an all-electricity scenic area. As early as the planning scheme was drafted, the Daren Village was to be built as a standard all-electricity scenic area. In order to compete with other scenic areas in Ningbo with complementary advantages, the village has focused on its evening tour programs by setting up a large number of night lights, water–screen film facility and fluorescent trails, all of which will consume a lot of electricity. To this end, the electric power departments of Jiangbei District have installed four public transformers in the scenic area, and helped the area to complete its transformation of electric wires and telegraph poles. In view of the increase in the number of tourists driving electric vehicles, the power departments have also installed eight charging stations along the parking lot of the scenic area, thus the electric vehicles can be fully charged with half an hour before they set out on their journey.

The China Hiin City is an all-electricity scenic area which has been transformed by 100% electrical power substitution. In May 2018, Xiangshan Power Supply Company signed the strategic framework agreement with the Xiangshan Film and Television Company, to provide technological guidance and on-site services for the scenic area’s all-electricity construction. There are now the trolley cars purely driven by electricity, cable and winch under the tracks of the “railway station” scenic spot, and supporting charging facilities at the cruise terminals. According to the framework agreement, the electric power departments will assist the China Hiin City in its planning of the second and third phases of the scenic area.

The Daren Village is the first rural complex in Ningbo, and with so many flammable objects and its feature of evening tours, a tidy, clean and original ecological environment is a must. The China Hiin City is the first full-entry amusement park with the theme of Republic of China style, and with over 50 reminiscent buildings, it’s important to avoid the use of fire while reducing the use of modern elements as much as possible. The overall introduction of the electric facilities makes all the above ideas possible.    

More importantly, the all-electricity reform has enabled the scenic areas to attract more tourists and thus generate more wealth. The daily use of about 2,000kw of power brings about great enjoyment to the 30,000 tourists and enables the lighting evening scene of the Daren Village to become a famous tourist destination to netizens. The use of the electric power helps to stimulate the scene of the railway station and the trolleys of the Republic of China period, giving the tourists an opportunity to experience the original “Republic of China style” in a safe and green environment. “The cooperation between the electric power departments and the scenic areas aims to promote the development of the local tourism with the all-electricity construction.” said a staff member of the marketing department of Xiangshan Power Supply Company, who has participated in the all-electricity reform program.

Reportedly, another 12 scenic areas in Ningbo will adopt the all-electricity transformation in 2019. So far the transformation has been launched for the Xikou Scenic Area and the Tengtou Scenic Area of Fenghua District, and the Mashan Leisure Tourist Resort of the Dongqian Lake area. In the future, the all-electricity construction of scenic areas of the holistic towns or counties will be put on the agenda, that is, the goal of 100% coverage of all-electricity scenic areas at the town and county levels will be realized, to better promote the scenic area construction and the development of tourism in Ningbo.    

Prospects of electric power substitution

In terms of the economic value, the electric power substitution of the scenic areas will produce considerable benefits. Take the cruise ships of the Tianyi Pavilion Museum and the Moon-lake Park Scenic Area. In the past the diesel engines were adopted by the eight small cruise ships and six speedboats, which ran 10 hours a day, leading to a total operating cost of 17,216 yuan throughout the year. After being replaced by the electric motors, the same number of cruise ships and speedboats still run 10 hours a day, but then charge for 6 hours, and the annual operating cost is estimated at 7,935 yuan, down by 53.9%. Similarly, upon the completion of the all-electricity transformation at hotels, homestays and RV bases, there is also a saving of about 50% of the cost. Thanks to the relatively low operating costs and green and environment-friendly properties of the electric facilities, the electric power substitution has been widely recognized by the management of the scenic areas, shop owners and ordinary tourists.

Instead of the immediate accommodation, the electric power substitution will bring great prospects for the city.

The all-electricity scenic area can not only provide beautiful scenery for tourists but also improve the local air quality. An all-electricity scenic area with an annual electricity consumption of 1.06 million kilowatts can conserve the energy amounting to a reduction of 1,057 tons of carbon dioxide, 32 tons of sulfur dioxide and 288 tons of dust. If all the all-electricity scenic areas can be connected, together with the surrounding all-electricity homestays, they can serve as strong support for the suburban and rural environment treatment.

In fact, before the large-scale promotion of the all-electricity construction of scenic areas, the electric power substitution has been well under way for the industrial domain. For example, Aux developed the technology of “electricity replacing gas” a long time ago, six sets of high-voltage shore system have been put into operation for three wharfs of the Ningbo-Zhoushan Port, and the Riyue Heavy Industries invested 45 million yuan in the introduction of the 20-ton electric smelting furnace, the largest in the domestic foundry industry, in November 2018.

In 2019 and 2020, Ningbo will continue to expand the width and depth of the electric power substitution and further accelerate the re-electrification of the terminal energy consumption market, building the electricity-centered new ecosystem for energy consumption with the features of being clean, low-carbon, safe and efficient. In the rural areas, the electric technical greenhouses, the demonstration bases for electric drying of grain, the demonstration bases for animal husbandry or aquaculture, and the demonstration spots for all-electricity farm-stay leisure will be built. While on campus, the “clean, efficient and green school action plan” will be promoted on an overall basis in 2019, providing energy efficiency analysis report and proposals for optimizing energy consumption by integrating the colleges and universities, primary and secondary schools, and kindergartens into the comprehensive energy service platform and conducting the energy trusting business.
