Big data boosts digital economy

Although it may still sound unfamiliar to some citizens, big data have already integrated into our daily life. Whether it is recommendation list from Taobao or other music software or the annual spending report provided by Alipay, they are all related with big data.

The inter-relationship between data makes it possible to truly record both internal and external causes as well as hidden factors in the process of economic development. Thus, an intelligent analysis of such data will demonstrate the temporal and spatial characteristics of economic development, thus revealing features and rules behind such a myriad of data. Also, applying big data technology to drive economy can optimize the allocation of resources, enhance macroeconomic control, and raise economic quality and effect. Gradually, a data-oriented age comes into being.

Big data improves living standards

Whenever and wherever you are, big data platforms save the trouble from traffic congestion and parking problems by providing you with the most appropriate route, which grants you a smooth journey from the south of the city to the north; terminals of the IoT (internet of things) recognize automobile type and send the data to the platform to recommend you the most suitable parking space accordingly, counting parking time and charging autonomously. How far are we from such smart cities?

At September’s Global Intelligent Economy Summit, CityGo, known as “Ningbo’s brain”, made its debut. This data management machine, also dubbed Ningbo’s “intelligent nerve center”, will aid the city in collaborative innovation and smart operation.

“CityGo serves as the result of Ningbo’s years of efforts made in improving communication facility.” A leader from Ningbo Big Data Administration points out that Ningbo’s internet infrastructure leads the nation. At present, the city's broadband export has exceeded 7000G, and the narrow-band Internet of Things has achieved coverage at the county level and above in the whole city. It is expected that the township-level coverage will be completed by the end of the year.

Efforts put in enhancing internet infrastructure are an effective way to break “application islands” in vertical industries, making public facilities more intelligent and realizing interconnection and data sharing of IoT systems. Ningbo Open Public IoT Platform was put into use in May, 2017. Up to the end of July of this year, there have been 181 companies registered on the platform, 257 newly produced commodities, and over 240,000 integrated devices. Some of those devices serve for the public utilities, such as intelligent well lids, new-energy buses, post delivery vehicles, and smart meter-reading applications, while some serve for companies and industries, including applications such as Ningbo Watermeter, Donghai Meter, Sihai Internet of Vehicles, Podao Internet of Vehicles, Jinlang New Energy and Jingfeng Mechanics.

By installing NB-IoT wireless sensors, related workers are able to keep an eye on the condition of over 1,000 well lids in key area of Sanjiangkou, so that immediate repairmen can be taken once there are broken or missing lids. Thanks to IoT, the running condition, route, battery voltage and level of buses will be clearly presented. Also, at post offices, post delivery vehicles are connected to terminals of their cooperators, so instance location of those vehicles can be seen after uploading related data. Up to now, IoT has been incorporated in various fields such as city management, public facilities, transportation and environmental protection.

When it comes to the collection and sorting of public data, our city has up to now mastered 57 departments’ data totaling 1.607 entries. Compared with 2017, 37 departments and 923 million entries are added. This year, 1.613 billion data entries take place in the shared working cloud system, registering a 781-million-entry increase. These entries mainly comprise of registered data of business enterprises, corporate data updated regularly on a city level, data about women of childbearing age, as well as information as to corporate finance, taxes, and administrative penalty.


Big data boosts “intelligent manufacturing”

In the era of bid data, oceans of data are produced by citizens every day. It these data are well exploited, it can not only make people’s lives and work easier but also make the distribution of resources more efficient in production and in turn promote industrial upgrading and transformation.

According to preliminary statistics, the municipal big data bureau has included the big data of 29 manufacturing enterprises into a project library and established demand libraries and case libraries. Meanwhile, the first Ningbo big data cloud base approved to be built by Alibaba and Ningbo Baidu (ABC) Big Data Industrial Base and Ningbo Tencent Cloud Industrial Base have been put into operation. 72 IT enterprise involving big data, cloud computing, internet of things and AI have registered in Ningbo Baidu (ABC) Big Data Industrial Base.

If enterprises are to integrate into the new era, they need to embrace cloud platforms. Enterprises getting registered in cloud bases is a key method for Ningbo to promote the digitalization of economy through big data. According to statistics, there have been over 22 thousand enterprises registered in the three cloud service providers in the past 9 months. Ningbo plans to get 80 thousand enterprises registered by the end of 2020.

Big data helps seize the opportunity of the digital economy

The key to the creation of big data value lies in the application of big data. With the rapid development of big data technology, big data applications have been integrated into all walks of life. According to the China Big Data Application Development Report compiled by the China University of Science and Technology’s Big Data Management Committee and other units, the development of China’s big data industry has entered a period of rapid growth. In terms of the size of the big data industry, it is expected that the growth rate of China’s big data industry will remain above 30% in the next three years. Is Ningbo ready for the “cake” sent by big data?

According to Ye Chunhua, deputy director of the Municipal Economic and Information Committee, big data is an important bridge for the transformation from information services to intelligence and knowledge services, and a key developing smart economy. It will play the digital role for the manufacturing industries, accelerate the change of efficiency, power and quality to promote the high quality development of Ningbo’s manufacturing industry. From the net work strategy to the digital China strategy, big data and artificial intelligence technology are combined to successfully lead a new round of social development and technological innovation. Big data has driven the innovation of “Ningbo Intelligent Manufacturing”.

  In 2016, the city has introduced implementation opinions for promoting the development of big data. It gathers government big data resources through the foundation of information facilities to realize deep sharing and opening up. Innovative application of big data in government affairs and public service will be accelerated to enhance the transformation of the government from information services to knowledge services and intelligent services. Ningbo will promote the deep integration and application innovation of big data in various traditional industries. And vigorously develop the big data industry coordinated the development of cloud computing. Other aspects also have been detailed, such as the big data security and strengthening the security system.

  The city is currently working on the “Digital Ningbo” Construction Plan and launching the construction of “Digital Ningbo”. According to the plan, relying on big data, the next step is to seize the opportunity of digital economic development, strengthen network infrastructure support, promote data sharing and opening, develop big data applications, adhere to demonstration drive and summary promotion, strengthen big data and its empowerment, research and establish a big data standard and security system, and increase efforts to promote the application of big data to a new level.

In terms of the cloud service for enterprises, the city will enhance the implementation of three-year plan, improve the incentive mechanism for enterprises in cloud service, and create a group of cloud-based enterprises. At the same time, for the transformation and upgrading of traditional industries, the city will carry out cloud transformation projects, build a number of influential industry cloud service platforms, and promote enterprises to use artificial intelligence to process big data in the cloud.
