Current Employment Situation of Ningbo

In 2016, Ningbo gave top priority to employment and business development by improving policies and creating new jobs for college graduates and those with difficulties finding jobs. The employment situation overall remained stable and more steady and well-paid jobs were provided by enterprises. Over the past year, 189,000 new urban jobs were created in Ningbo and registered urban unemployment rate was kept about 2%.

 (1) Ningbo enjoyed a stable supply of workforce, the quality of which was steadily improved. In 2016, there was a workforce of 636 million. Of this amount, registered Ningbo citizens accounted for 286 million (or 45%), increasing by 1.58%; migrant workers accounted for350 million (or 55%), decreasing by 1.28%. There were also more well-educated workers. The number of workers with at least high school education increased by 12.42%, taking up 31.46% of the total workforce with 1.67 more percentage points than the year before. And the number of highly skilled professionals increased by 7.43%, taking up 31.35%of the total workforcewith1.98morepercentage points than the year before

 (2)More jobs had been created and the employment structure kept being upgraded. In 2016, there were 189,700 new urban jobs created in Ningbo, representing an increase of 6.72% over the previous year. Fully-employed Ningbo citizens accounted for 97.79%of local workforce, which was nearly 1 percent point more than the previous year. Most migrant workers were fully employed as 99.19% of them got paid for their work. Last year, 48,300 college students came to Ningbo for jobs and business opportunities, of whom 29,100studied in Ningbo and 19,200 came from other cities. 47,900 (or 99%) of them had been employed in Ningbo. The service sector provided an enormous amount of employment opportunities and played an increasingly important role in employment as Ningbo had accelerated the development of the third sector, strengthened structural reform of the supply front and promoted the application of robots. 5.79% of the workforce in Ningbo(migrant workers included) were employed in the primary sector, 49.96% in the secondary sector and 44.25%in the third sector. The number of people working in service sector was 2,789,100, an increase of 3.14% from the year before and they took up 43.8%of the total workforce, which was 1.27 more percentage points than the year before. In addition, 5.81%of the local workforce were working in the primary sector, 41.33%in the secondary sector and 52.86%in the service sector. The employment in the third sector had kept growing for five years, contributing a lot to the upgrading of the employment structure.

 (3)Enterprises had a more stable employment situation. As the economy was steadying and the relations between employers and employees became healthier, Ningbo enterprises recruited 1,335,400 more people, which was 2.01%less than the year of 2015.And Ningbo enterprises ended 1,299,900 labor relations during the past year, decreasing by 0.25%. The average period of employment was 48.77months, an increase of 4.23months from 2015. And the average time people spent in job hunting was 22.8 days, which was 3.9days shorter than the year before. At the end of 2016, the number of employees in 1,678 enterprise closely monitored was 556,900, which was 1.41%less than the previous year. And in these enterprises, the number of workers newly employed in 2016 decreased by 28.07%to 167,400while the number of those who ended their labor relations with the enterprises dropped by 26.3%to 175,400, indicating a smaller mobility of labor.
