Initial achievements scored in fostering of a conservation culture

Since the beginning of this year, the city has been earnestly carrying out the “Six Speeds-Up” strategy and advancing the fostering of a conservation culture, putting it at the equal footing with development of the material, cultural and political civilization. So far, initial results have been made with regard to the fostering of an ecological conservation culture. By the end of November 100 out of the 112 planned ecological development projects (with planned investment of 6.04 billion yuan) have been completed, with the actual utilization of investment of 7.8 billion yuan. Among them, 14 major eco-projects with planned investment of 3.66 billion yuan are estimated to fulfill by the end of the year, with the actually-utilized capital of five billion yuan.  


1. Work System for Fostering of a Conservation Culture Well Established 

To ensure the smooth going of the ecological civilization strategy during the 12th Five-Year Plan period the city has optimized the ecological construction systems in city, district and township levels. The government has the goals and tasks of eco-construction included in the annual performance appraisal of various departments and made known the goals and tasks on the mainstream media, so as to be under the oversight of the general public. In response to the general requirements of the city government, the districts, counties and townships have proposed their own objectives for ecological conservation and development. For instance, Ninghai and Zhenhai proposed to establish national ecological counties (districts), Cixi aims to build a provincial-level eco-friendly city and Yuyao want to establish a leading city in ecological conservation. At present, a sound climate for ecological conservation that engages public participation has been fostered, owing to arduous efforts from governmental departments, the people’s congress included. 

2. Emission reduction work carried forward

The government will unswervingly take pollution control and emission reduction as an important task in carrying out the scientific development outlook during the 12th Five-Year Plan. It will set up a right achievement ethics and aim to transform the economic growth mode. The government has made a Control Plan for Major Pollutants During the 12th Five-Year Plan and made the tasks clear to various departments through an accountability system. The Plan sets that by the end of 2015 the COD, ammonia nitrogen, sulfur dioxide and nitric oxide will be reduced by 13.2%, 13%, 18.9% and 31.9% respectively.

To reduce the emission of COD and ammonia nitrogen, the city has quickened steps in construction of sewage treatment plans and sewage pipe networks. For instance, the Xinzhou Sewage Treatment Plant (Daily capacity: 160,000 tons) has been completed and the phase-2 project of the South Sewage Treatment Plant has been put into trial use. In addition, the Yinxi Sewage Treatment Plant is expected to see the mainstay works finished by the year end. So far, 24 sewage treatment plants have been set up and domestic sewage in urban areas is treated by 85%.

With regard to reduction of sulfur dioxide and nitric oxide emission, Ningbo has paced up the Coal-fired units low nitrogen combustion upgrading and the construction of denitration facilities. The denitration units in Guohua Power Plant in Ninghai, the No. 3 Power Plant of Beilun and Datang Wushashan Power Plant will be completed and put to use by the end of the year. The denitration project of sintering of Ningbo Steel is under construction and the denitration project of catalytic pyrolysis installations at ZRCC has seen the prophase work completed. There are of course other redevelopment projects of coal boilers and kilns well under construction.


3.  Environment Pollution Treatment Objectives Fulfilled
    The Clean Air campaign has been in full swing. First, coal-free zone construction has been accelerated. To fulfill the general objective of establishing coal-free zones in the urban areas within 3 years, the city has removed or updated 230 coal-fueled furnaces this year and Jiangdong has become the first coal-free zone in Ningbo. Second, great efforts have been made to curb motor vehicle exhaust pollution. The city has placed strict restrictions on motor vehicles coming in from outside Ningbo , eliminated used automobiles and yellow-labeled cars (cars fail to meet green standards), and speeded up the construction of exhaust monitoring network and detection stations in the six urban districts. So far, 4 detection stations have been under debugging and will be put into use by the end of this year. Oil gas recycling and control work has been further carried out, with 314 gas stations, 4 oil storage tanks and 129 oil trucks being renovated by the end of November, exceeding the 200-gas station target set at the beginning of the year. Third, organic gas treatment has been triggered in an all-round way. Key regions like Zhenhai and Cixi have explored an organic gas control mechanism, carrying out inspections and rectifications on relevant enterprises. In Zhenhai alone 29 enterprises have finished treatment of waste gas, laying a solid foundation for addressing regional organic gas problems.

Special regulation programs have been well implemented. The city has formulated a Comprehensive Control Plan for Heavy Metal Pollutions, stating that electroplating businesses should complete the control plan on their original sites within this year and finish relocation next year, close or suspend projects of arbitrary production expansion and of emissions failing to meet the limits. Key control programs in Hangzhou Bay New Area and Ninghai Electroplating Town have yielded substantial results. Particularly since March this year, faced with the "Blood Lead Events" arising from Taizhou and Huzhou, the whole city has been responsive to cope with them. By adhering to the unified provincial deployment, it has fully checked 61 lead-acid storage battery enterprises in Ningbo, and given guidance to industries for an upgrade and transformation by following the principle of "eliminating, controlling and improving ". Furthermore, the city continues to carry out the all-round rectification and regulation programs in the printing & dyeing industry, and so far has basically completed its task.

Rural ecological improvement has been deepened. Since Ningbo was included in the list of the first group of pilot cities embracing the examination of rural environmental comprehensive control responsibility system, it has formulated the special plan for rural environmental protection in many of its regions, and further launched projects of controlling rural domestic refuse and poultry farming. So far, an integrated tertiary trash collecting and disposing system, i.e. "the village collects, the town transports, and the county disposes", has covered over 97% of Ningbo's villages. Moreover, the city has established 300 or more facilities for solar-power biological treatment of domestic refuse in remote islands and mountainous areas, and introduced domestic sewage disposing facilities to a total of over 500 villages.

 


4.  Regional eco-environment protection made further progress

Protection of drinking water sources strengthened. We have intensified the oversight of the potable water sources protection and established a long-term effective quality monitoring system of drinking water sources. The government invested another four million CNY on construction of three automatic water-quality monitoring stations in Baixi, Hengshan, Tingxia and Jiaokou reservoirs and continuously improved their capability of monitoring and early warning water quality. All the 102 drinking water sources in Ningbo have been under protection, 100 percent reaching the set standard.

We have quickened the waterway improvement project. By the end of this year, we have improved 35 river channels, finished one channel-clean-up project, built 210 ecological channels and improved 50.8 square kilometers of soil erosion areas.

Investment in forests for ecological benefits increased. The forest area has reached 3.18 million mu after an increase of 220,000 mu in 2011 and the subsidy increased to 20 CNY from 17 CNY per Chinese mu in 2010. The subsidy of forests for water and soil conservation in large and medium sized drinking water sources and the intensive downtown drinking water sources has increased to 25 CNY and 30 CNY per mu respectively.

Projects of ecological environment management of abandoned mine advanced, the building of green mine and ecological burial. We have built twenty-four green mines including six ones built in 2011. We have finished 94% treatment of abandoned mines and promoted the ecological burial construction, with the coverage reaching 99% of all villages.

Green channel construction advanced. We have built twenty kilometers of roads, 24.1 kilometers reinforcement planting along the line of super highway, national highway and provincial roads and 250,000 square meters reforestation in national and provincial highways.

5. Ecological economy development framework taking shape

Speeding up the pace in phasing out the backward production capability. By the end of Nov. 2011, Ningbo has vetoed 532 environmental programs inconsistent with environment protection, encouraged the programs featured by advanced technology, low consumption and small pollution. In this way, we have realized the increase in production without increase in pollution.

Vigorously promoting the industrial restructuring and upgrading. On one hand, we have issued the National Service Industry Reform Pilot Implementation Program in Ningbo to strive to develop modern service industry and increase support for its related key areas. On the other hand, we have fully implemented the Action Plan on Accelerating Industrial Upgrading in Ningbo and promoted the industrial transformation by developing low-pollution and high value added technology and industry.

Promote circular economy, cleaner production and green industry simultaneously. The four circular economy projects including renewable resources recycling, green agricultural production base, Zhenhai Petrochemical resource recycling and power plant comprehensive utilization are under good construction. Besides, the fifteen circular agriculture pilot projects invested by municipal finance are put into place and the cleaner production audit of nine provincial green industries and some industry parks are being developed smoothly.

Although we have made a good start in eco-civilization construction, we should be mindful that there are defects and shortcomings in our work in the following respects: the gap between the eco-environment and people’s expectation, the contradiction between economic development and inadequate environmental capability and the difference between the cultivation and eco-civilization concept and people’s deeds.

The year of 2012 will become a critical period in promoting the implementation of the Outline of the Twelfth Five-Year Plan for Ningbo’s Social and Economic Development as well as a crucial period in eco-civilization construction. Focusing on the overall target the making Ningbo a national ecological city by the end of 2015, we will quicken the transformation of social and economic growth pattern through air pollution prevention and control, energy saving and emission reduction, eco-environment concept cultivation and low-carbon economic development. We will continuously improve the resource and environment guarantee capability through promoting the ten activities such as energy saving and emission reduction, circular economy, green cities and towns, beautiful countryside, clean water resources, fresh air, clean soil, clean ocean, “Forest Ningbo” as well as the green construction. We will further strengthen the organization, assessment and evaluation of eco-civilization construction, innovate the system and mechanism for building a resource-saving and environment-friendly society, and continue to create a favorable environment for eco-civilization development.
