Fellow deputies,

Now, on behalf of the People's Government of Ningbo Municipality, I am making to you this government's work report, which, together with the Plan for National Economy and Social Development of Ningbo Municipality for the 11th Five-year-plan Period, the Plan and Report of Finance, is subject to your examination, and also for comments from members of the People's Political Consultative Conference of Ningbo Municipality and other nonvoting delegates.

I. Review of the Work of This Government

Since the 1st Session of the 12th People’s Congress of Ningbo Municipality in 2003, under the leadership of Ningbo Municipal Committee of the CPC, and the supervision and support of the People's Congress of Ningbo Municipality and its Standing Committee, this government implements the outlook of scientific development, executes the central government’s policies on macroeconomic control, carries out the "eight-eight" strategy suggested by Zhejiang Provincial Committee of the CPC, and the strategic plan of "the 6 Coordinating Movements”, and the construction of "Peaceful Ningbo", and the series of plans for the construction of culture and government by law. Relying on the people of the city, and in a down-to-earth manner, this government has made some progress in the scientific and the harmonious development of the city, perfectly completed all the tasks set by all the sessions of the 12th People’s Congress of Ningbo Municipality, and laid a solid foundation for Ningbo in its efforts to build a well-off society in an all-round way and for its target of modernization before the schedule.

Sustained and Fast Growth of Economy and Prominent Rise of Comprehensive Strength.

In the past 4 years, adhering to the outlook of scientific development, and the principle of "Fast when Sound, and Progress when Stable”, we have prominently increased the stability and coordinability of economy. In 2006, the regional GDP reaches 286.45 billion yuan, with an annual increase of 14.3%, and a per capita GDP of 51,000 yuan. The general budgeted revenue of the district is 56.12 billion yuan, and the local revenue reaches 25.74 billion yuan, annually increased by 21.4% and 23.2% respectively. The cargo-handling capacity of the port of Ningbo reaches 310 million tons, and its annual handling capacity of containers amounts to 7,068,000 standard containers, respectively 2 and 3.8 times the amount of 2002. Ningbo Hi-tech Park has been updated from the provincial level to national level, its production value of hi-tech and new products account for 34.6% in its gross industrial production value, and the amount of patent it hasgained annually increases by 21.5%. The city has gained 2 prizes for National Prize for Progress in Science and Technology, 1 for National Prize for Technological Invention and the city has been honored as a National Model City of Science and Technological Progress. The city has increased 32 national famous brands, 35 China Famous Products, the production value of famous brand products account for 34.9% in its gross industrial production value, and the city has won the title of Capital of Famous Brands of China for two times. The emission of COD and sulfur dioxide in the unit consumption has reduced by 29.5% and 28.7%% respectively. Ningbo has passed the reexamination for a National Model Environmental Friendly City, and won the titles of National Clean City and National Civilized City. Ningbo now is listed within tops in the country for its comprehensive competitiveness.

Growth Mode Positively Transformed And Economic Structure Optimized.

In the past 4 years, we have made great efforts to forward the transform of growth mode and adjustment of industrial structure, persisted in the coordinating development of the three industries, which has adjusted the ratio of the first, second and third industries to 4.9:55:40.1. The agricultural industrialization has been accelerated, 920,200 mu of standard farmland has been completed, municipal-level flagship agricultural enterprises have totaled 198, 429 farmers’ professional cooperatives have been formed, and 345 green agricultural production bases have been constructed. The steps for constructing high-level manufacturing bases have been accelerated, 510 Industrial Project and Project of Cultivating Tens of Enterprise Groups, Hundreds of Retail Markets, Thousands of Supermarkets, and Ten Thousands of Convenience Shops have both made progress. A number of large industrial projects including the 1-Million-Ton Ethylene Project and its ancillary Facility Project of Zhenhai Oil Refining Chemistry and the project of Qimei Electronics have been started or put into operation. 4,600 large enterprises have been increased, and the gross industrial output value of large enterprises amounts to 597.4 billion yuan, 3 times that of 2002. Logistics, exhibition industry, banking, tourism and other modern service industries have seen a fast development, and the added value of the three industries totals 114.9 billion yuan, with an annual increase of 15.9%. The retail aggregate of social consumer goods amounts to 88.3 billion yuan, with an annual increase of 14.2%. The annual added value of banking industry has increased by 26.1%, and Ningbo is elected First-class City for Banking Environment. The income of tourist industry totals 3.67 billion yuan, with an annual increase of 20.2%. Ningbo International Fashion Festival, Zhejiang Investment and Trade Symposium, Ningbo China Consumer Goods Expo and other exhibitions are becoming more and more influential, and the city is entitled "Excellent Exhibition and Conference City of China".

Regional Balanced Development Initially Formed and Profound Changes to Towns and Rural Areas Made.

In the past 4 years, in the light of the regional development strategies of “eastern expansion, northern connection, southern integration, and central updating, we have promoted the interactive development of urban and rural areas. The revision of the overall urban plan for Ningbo has been completed and approved by the State Council. The consolidated development in Xiangshan Port and Yuyao and Cixi is going on steadily. The Ningbo section of Yong-Tai-Wen Highway, the Ningbo section of Yong-Jin Highway, Guohua Ninghai Power Plant, the Wushashan Power Plant in Datang, and some other projects have been completed and put into operation. The Xiangshan Port Bridge has laid down its foundation, and the projects of Hangzhou Bay Cross-sea Bridge and Ningbo section of Yong-Tai-Wen Railway are going on steadily. The construction of East New Town is started and making substantial progress. The new urban areas of Yinzhou, Beilun, Zhenhai, and Dongqianhu Holiday Resort have been initially in form. The construction of the ten functional areas of the central urban areas has started one after another. The preliminary work of the urban rail rapid transit, and the Hangzhou-Ningbo inter-city passenger line has been initiated. The project of five roads and four bridges is going on smoothly. The comprehensive function of the central urban areas has been further strengthened, the city’s urban system is perfecting, and the urbanization rate is as high as 57%. The Outline of Balancing the Development of Urban and Rural Areas of Ningbo Municipality has been implemented in an overall way. A steady advancement has been made in the construction of the new-type countryside. In 2005 the fund put into the construction of the new-type countryside amounted to 10.15 billion yuan. 136 well-off demonstrative villages have been built, and the environment in 1,160 villages has been improved. The project of “Supermarkets in One Hundred Towns and Convenience Shops in One Thousand Villages” has been completed. All administrative villages have been linked with highways. The realization rate of all-round well-off society in rural areas is over 80%. The financial support to under-developed areas has been intensified annually. 9,253 mountaineer families of 27,000 farmers have been relocated. Payment transfer to the three southern counties is 2.2 billion yuan, and a fund of 63 million yuan has been subsidized to the areas succumbed to typhoon and geologic hazards.

Structuring Reform Deepened in an Overall Way and the Reform and Opening Intensified.

In the past 4 years, we have made great efforts to press forward system innovation, intensifying the opening both domestically and internationally, and increasingly increased the development vitality. We have deepened the reform of the state property management system, and further optimized the development environment of the non-public sector of the economy. We have gradually intensified the system reform in investment, finance, planning and management of land and resources. We have advanced in an orderly way the comprehensive supporting reforms in rural areas, and made progress in the marketing reform of resource elements and in the experiment in agricultural insurance. We have basically completed the equity division reform, and made progress in direct finance in capital market. We have made overall progress in opening to the outside world, and raised the functions of all levels of development zones. Ningbo Export Manufacturing Zone, Cixi Export Manufacturing Zone and Ningbo Free Trade Zone have been initially in shape. With the growth mode positively transformed, the import and export trade overfills 42.2 billion US dollars, of which, the export amounts to 28.8 billion US dollars, annually increased by 36.2% and 37% respectively. The annual export of electromechanical products and that of hi-tech products increase by 42% and 50% respectively. We have improved both the quality and quantity of the utilization of foreign capitals. The average foreign capital investment amounts to 8.46 million US dollars, 1.8 times that of 2002. The actual utilized foreign capital has added up to 8.57 billion US dollars, with an annual increase of 18.2%. The pace of “going out” has been accelerated, and the turnover from foreign economic and technological cooperation has reached 2.48 billion US dollars, with an annual increase of 33.9%. We have increasingly intensified the regional cooperation and given financial support to under-developed areas. With the initiation of the Ningbo-Quzhou Industrial Cooperation Project, we have introduced 34.8 billion of domestic investment.

Progress Made in Resource Intensive Utilization and Construction of Ecological City.

In the past 4 years, we have followed the principle of harmonious development of man and nature, intensified energy saving, deduction of energy consumption, deduction of waste emission and pollution treatment so as to build an energy-saving and environment-friendly society. The investment in environment protection has added up to 24.96 billion yuan, with an annual increase of 16.4%. The use of land and water resources has been more intensified, and 29,000 mu of remnant land has been liquidized. The unit consumption of water has been reduced from 122 cubic meters to 75 cubic meters and the city has been entitled a national water-saving city. The supervision of the energy consumption of key enterprises has been intensified. Recycle economy has been accelerated. The growth rate of energy consumption is 1 percentage lower than the growth rate of GDP. The comprehensive energy consumption of unit GDP is estimated to decrease to 0.9 tons of standard coal. The environment protection infrastructure has kept improving. 9 urban wastewater central treatment plants have been built or expanded and 8 waste incineration power plants and facilities for refuse landfill and hazardous wastes treatment have been completed. We have done well in the comprehensive control of environment pollution by key industries and areas. The industrial wastewater rate up to the national standard is above 95%, and the rates of sewage treatment and refuse treatment have been in cities and towns increased by 28.7% and 5.2%. A system for centralized collection of domestic refuse in rural areas has been basically established and the centralized treatment of domestic waste water in the areas has been practiced in the city. The forest coverage has risen to 50%, and the average acreage of public green belt has reached 11.6 square meters. The number of days in a year with the 1st and 2nd class air reaches over 325. The rate of quality drinking water is above 99%. Ninghai County, Xiangshan County, and Zhenhai District are now national demonstrative ecological areas.

Construction of Culture Deepened and Social Undertakings Developed Vigorously.

In the past 4 years, adhering to the principle of balancing the development of economy and society, we have made more investment in the social undertakings and pushed forward the cultural construction of the city. The financial expenditures in education, public health and culture reach 14.2 billion, 4.77 billion, and 2.12 billion yuan, annually increased by 20%, 27.8% and 23.3% respectively. Free compulsory education has been popularized and as a result 590,000 students for compulsory education have been exempted from tuition and miscellaneous fees the financial support to those impoverished students has been intensified. A service-oriented educational system has been started in an overall way. The 15-year elementary education has been basically popularized, and prominent progress has been made in higher education and vocational education. Two regular institutions of higher learning have been set up and the number of campus college students has reached 121,000. The rate of middle school graduates entering high schools reached 96%, and the higher education gross enrollment rate has reached 44%, increased by 8% and 16.5% respectively. Marked progress has been made in talent training and introduction. Ningbo has added proximately 70,000 talents of medium and high level add to its brain bank. The public health system in urban and rural areas has been initially established. The health services have been popularized among all citizens in urban communities. The construction of the 10 key infrastructural facilities for public medicare including the relocation of Ningbo Traditional Chinese Medicine Hospital has been going smoothly. The number of hospital beds and the number of doctors per 1,000 citizens have reached 2.98 and 2.17. In the practice of the Bringing Health to Farmers Project, 1,580,000 farmers have had free physical examinations. The financial expenditures for the rural cooperative medicare have been 550 million yuan, 3,610,000 farmers or 94.5% of all farmers have been covered in the rural cooperative medicare insurance system. The experiment of the cultural system reform has been carried out in an orderly way, the cultural industry has kept on increasing, and the creation of top-notch works has made progress. The people's cultural life in both urban and rural areas has become increasingly rich and colorful. A batch of cultural and sports facilities like Ningbo Grand Theatre, Ningbo Museum of Arts and the Swimming Center have been opened. 33,000 film shows and 6,000 theoretical shows have been arranged for the people in rural areas. The transform of cable TV and digital TV has been completed for 185,000 households, and all administrative villages have been covered by the broadcasting and TV networks. The city has maintained a low fertility level and 29,000 families that practice family planning have been offered preferential policy treatment. The mobilization for national defense, the work of people’s militia and reserves, the tie between the mutual support between the military and civilian sector and the unity between the army and the people have been strengthened. Sports have been developing increasingly. New progress has been made in the work relating to ethnic, religious and overseas Chinese affairs, Taiwan affairs, foreign affairs, the aged people, the disabled people and solidarity work between the military and the government and between the military and civilians.

People’s Lives Notably Improved and the Construction of a Harmonious Society Advancing Orderly.

In the past 4 years, we have intensively carried our projects to help the needy so as to maintain the social harmony and progress. We have allocated funds of 1.33 billion yuan for reemployment and 3.58 billion yuan for social security, annually increased by 42.8% and 29.3% respectively. This has resulted in 513,000 jobs in urban areas and helped 265,000 people out of work get reemployed. We have trained 246,000 people in rural areas for them to get employed. The registered unemployment rate in urban areas has been controlled to be lower than 4%. The social security system has kept perfecting. We have established before other cities in China the old-age security system. In urban areas, the numbers of the ensured enterprise employees of the basic old-age insurance the basic medicare premiums, unemployment insurance premiums, and the injuries insurance premiums have been respectively 1,699,000, 1.271000, 805,000, 1,267,000 and 546,000. 79% of those whose land is requisitioned have been covered in the basic endowment insurance system. We have allocated 390 million yuan in subsidies for the "two guarantees" and 370 million yuan in pension for needy urban residents, annually increased by 15.6% and 5.6% respectively. Those who have enjoyed the minimum subsistence allowance have reached 303,000, 94.6% of the households enjoying the five guarantees in the countryside and 98.3% of those homeless in urban areas have been supported concentratedly. We have strengthened the market control of the real property market. We have curbed the rapid rise of the house price and in 2006 the house price fell by 2.2%, and the house price is listed 30th in the 35 large and middle-sized cities. We have built 1.427,000 squares meters of economic and functional houses, and improved 335,000 non-apartment houses. 4,484 needy households in urban areas have been benefited by the tenement house policies. The average residential floor area of urban areas and that of the rural areas have reached 39 and 51.9 square meters. The per capita disposable income for urban residents is 19,674 yuan, and the average income for farmers has reached 8,847 yuan, respectively 1.52 and 1.53 times the amount of 2002. The balance of savings in RMB of urban and rural citizens has amounted to 175.200 yuan, 2 times that of 2002. The Engel's coefficient in urban areas and rural areas has dropped from 40.3% to 36.9% and from 43.1% to 40.6% in rural areas. The “Peaceful Ningbo” project has been intensified; the sense of security of the people has been raised. The number of industrial incidents, deaths, and direct economic losses has dropped down 25.7, 4.5% and 39.1 against 2002.

The Function Transformation in the Government Accelerated and the Government Self-Improvement Strengthened.

In the past 4 years, we have fulfilled our responsibilities and an all-round way, making great efforts to push forward scientific administration, democratic administration and perform our official duties according to law. We have carefully implemented the relevant provisions and resolutions by the People's Congress of the city and its standing committee. We have regularly reported our work to the standing committee of the said congress. We have made timely report of the administrative work to the standing committee of the Political Consultative Conference of the city. We have also accepted the legislative supervision by the said congress and the working supervision by the said conference. We have fed back and handled 2,082 proposals by the members of the congress, 1,930 proposals from the said conference. We have intensified the communication with democratic parties and the Federations of Industry and Commerce. We have put emphasis on bringing into play the mass organizations of the workers, youth, and women. We have put decision-making on a more scientific and democratic basis. We have quickened the steps in construction of government by law. We have carefully implemented the Administrative Permission Law of the People's Republic of China and the Outlines of Law-based Administration, and pushed forward the administrative law-enforcing responsibility system. We have cleaned up and established 32 local regulations and government regulations, submitted 28 drafts of local regulations to the People’s Congress of the city. We have accelerated the reform of the social administrative system. The government procurement practice has been extending, and the government's functions in social administration and public services has kept strengthening. We have gradually established the administrative system for to public emergencies and the supervision systems of working safety and food and drugs have basically formed. We have established and implemented a series of regulations concerning the government’s work and perfected the governmental spokesperson system. We have implemented the system of making government affairs known to the public. We have deepened the reform of administrative approval system. We have intensified the construction of the administrative service center and the platform of government tendering. We have made progress in improving office efficiency and in building a clean and honest government. The democracy at the grassroots level has been intensified progress in the community work has also been made.

Fellow deputies, the hard-earned progress made in the past four years should be attributed to the concerted efforts of all the people of the city, the democratic parties, the federations of industry and commerce, people’s organizations and all social circles, and to the help and support of our friends home and abroad. Now, on behalf of the People’s Government of Ningbo Municipality, I want to express my heartfelt thanks to the people of Ningbo, the army forces stationed in Ningbo, to the officers and soldiers of the armed military police, to the builders of Ningbo, and to all our friends in China and other countries who care about and support Ningbo's modernization drive.

In the mean while, we are clearly aware that that there are still quite a few difficulties and problems in our economic and social development and that we have still had some short comings in our government work. The major difficulties and problems include: 1, the contradiction between the economic structure is still conspicuous, the proportion of the three industries, the investment and consumption is not prefect, the economic extensive growth has not been fundamentally changed, the independent innovation capacity of enterprises has not strong enough, and we are still confronted with a hard situation in energy saving, energy consumption deduction, and waste emission deduction; 2, we still have a arduous work to do to balance the development of the urban and rural areas, the rural development is relatively slow, the income increase channels for the farmers are not wide enough, the gap of income between rural and urban residents is relatively large, the public service system in rural areas is not perfected, and there is still a hard work to help the poverty-stricken people in underdevelopment areas; 3, the social and economic development is not balanced yet, and we still must make greater efforts to solve the problems of medicare, housing, public traffic and schooling, we still have the problems in land expropriation, demolition of urban residential buildings and environment protection, we still have a hard situation in work safety, social security and relations between management and labor force, and there are many factors that might affect the social harmony and stability; 4, we should further quicken the pace of changing the government functions, we are still in urgent need to strengthen our ability of market supervision, public service, and social administration, we must further strengthen the administration by law, a few government departments and government officials do not have adequate awareness of unexpected development, consciousness of being public servants and awareness of frugality, they do not have a high efficiency, there are still phenomena of the bureaucratic style of work, formalism, passive work style and corruption. In face of this problem, we must maintain a high sense of responsibility for the people and take greater efforts to solve the problems.

II. Development Objectives in Coming Five Years

The following five years will be a key period during which Ningbo will enhance its full-swing construction of a well-off society, realization of modernization in advance and the construction of an international port city. We should take opportunities of development firmly, face challenges and overcome difficulties earnestly and make economy and society develop sound and fast with a high sense of historical responsibility, a strong awareness of unexpected difficulties and a broad global vision to contribute to the overall provincial construction of the modernization.

According to the spirit of the 11th party congress, the major demands for the government in the coming five years are: holding high the banner of Deng Xiaoping Theory and the important thoughts of "Three Represents"; adhering to scientific concept when considering the overall situation; implementing "eight superiorities" and advancing "eight acts" suggested by the provincial party committee and pushing forward the strategy of “Six Coordinatings”; making great efforts in founding "Safe Ningbo", Culture Ningbo and Law-ruling Ningbo, promoting the development of science, forming a harmonious society, achieving “six improvements” and building an overall Well-off Society to push forward the construction of international modern port city of Ningbo to a new stage. The main object of Ningbo’s economy and social development in the coming five years are:

Status of Ningbo as an International Modern Port City Greatly Improved.

We will quicken up the integration of Ningbo-Zhoushan Port and shoot for the cargo throughput of port to 380,000,000 tons while the container throughput breaks 12,000,000. We will Work hard to build an important regional resources distribution center while making Ningbo basically a first class international deep-water pivotal port and the materials circulation center of East China. Beyond the basis of structure optimizing, efficiency increasing, depletion reducing and environment protecting, we will make the Regional Gross Product reach 500 billion Yuan with a growth rate of more than 11% per year and a finance budget of 100 billion Yuan. Also there will be a significant transformation of economic growth. The development of effective eco-agriculture, advanced manufacturing and modern service industry will be accelerated. The industrial structure proportion among the primary, secondary and tertiary industry will be optimized to 3:53:44 while the city’s self-renovation system will be formed. We will evidently strengthen our city’s competitive edge and the ability to compete, thus our strategy position as an economic center in south part of Yangtze River Delta will be more stable.

Development In Urban-Rural Area Further Harmonized.

We will quicken the urban-rural interaction development and form the system of accelerating agricultural development led by industry and helping the countryside develop with the help of urban areas. We will also speed up promoting the construction of New Socialist Countryside, perfect construction of rural public health service system and transfer 250,000 rural labors, thus bringing down the ratio of first industry labors to 15% below. The layout of coordinative development of regional economy will be basically established and strategy of regional development, illustrated as Expanding the East, Uniting the north, Comprehensively Planning the south and Promoting the Mid, will be carried out further. Overall development of Yuyao-Cixi zone and Xiangshan port zone will score remarkable accomplishments while the construction of functional zones in central city will take shape and characteristics. The urbanization rate will be up to 65%.

Further Promoting Sustainable Development Ability.

We will comprehensively carry out ecological city construction and form the basic environmental protection establishment network. Emission of the main pollutants will be reduced year after year and efficiency of resource utilization will be evidently promoted. We will initially form the industrial system of circulating economy while scoring great progress in resources-saving and environment-friendly society construction. We will also make efforts to reduce the energy consumption per production unit by about 4% a year and reduce chemical oxygen demand and emission of sulfur dioxide by 3.7% and 10%. The ratio of sewage treatment in our city will be up to 70%. The amount of cultivable land will be kept above 3,745,000 mu and a low fertility level will be stabilized with a natural growth rate of population within 3‰.

Reinforcing the Advantages of Reform and Opening Policy.

A refinement of the modern market system will be carried out while private economic development keeps ahead in the nation. We will transform government functions, make new breakthrough in key social and economic domains and form an economic environment which is more energetic, more open, and more suitable for the international rules. An all-dimensional, high-level, deep-rooted and in-out linking opening pattern will be formed gradually. We will also basically build our city an important international trade port with an import and export value of 85 billion dollars (including 58 billion dollars of export value) and the growth rate will be 15% per year. The utilization of foreign investment will be promoted constantly and the cumulative utilization of foreign investment will achieve 11.5 billion dollars. We will accelerate the strategy of "Going out" and make new progress in regional cooperation and exchange.

Deepening the Construction of a Cultural City.

We will shoot for continuing to hold the title of Civilized City by generally improving our city’s civilization while building a city which involves the beauty of humanism and nature and the beauty of history and modern. Service-centered educational teaching system will be basically formed and main education development indicators will reach the level of the moderately developed countries. The amount of various human talent resources will reach to 850,000 and a human resource base in south part of Yangtze River delta will be basically set up then. We will develop a system of basic healthcare system covering rural and urban residents. Citizens in both rural and urban areas will receive basic medical care and public health service. We will make cultural development and cultural industry flourish while ensuring the status of Ningbo as a sports center in south part of Yangtze River delta.

Improving People's Living Standards.

Family properties will increase generally while the per-capita disposable income of urban residents and the net income of rural people will reach 30,000 yuan and 13,000 yuan respectively. Social employment will be rather sufficient. The cumulative new employments in cities and towns will reach 600,000 while the registered unemployment rate in cities and towns will be controlled less than 4.5%. A full-featured, multi-level and much more general social security system which covers both urban and rural areas will be formed. There is also a significant improvement in living environment. And we will build Ningbo into a city with the best human habitat environment. The improvement of democracy and legal system will be pushed forward in sequence and our people's sense of security and happiness will increase universally.

Fellow deputies. After five years hard work, we will develop Ningbo into an international modern port city and a city of happiness, harmony and civilization.

III. To Speed up Construction of New Socialist Countryside

To Proactively Develop Modern Agriculture.

We shall stabilize the production capacity of grains and ensure food security. We shall exert great efforts to develop eco-friendly agriculture and export-oriented agriculture and increase support for the development of pollution-free, green and organic products as well as development of processing trade of farm produce. We shall strengthen the protection of farmland and better institute the land contracting rights transfer system conducted on lawful, voluntary and for-pay basis, and set up 20 urban agricultural zones and 100 large agricultural bases. Greater efforts shall be made to help key agricultural businesses and important growers and breeders and promote the development of rural cooperatives. We will improve the rural market system as well as the quality safety system imposed on farm produce and the related services oriented to the market. We will pursue technical innovation in agriculture; promote the standardized, information-based and mechanized production. We will strengthen the control on animal-or-plant-carried communicable diseases, expand the coverage of the policy-guided agricultural insurance and improve the agricultural risks reduction mechanism.

To Try All Means to Increase Farmers' Income.

We will explore various channels to increase farmers’ income and particularly the non-agricultural income of farmers, trying to maintain an annual growth rate of 7.5% in per-capita income. We will cultivate and regulate new industries of agriculture such as agro-tourism, elevate the farming industry, support the development of specialized villages and townships. We shall go on with the Training Project targeted one million farmers to divert the surplus labor to the secondary and tertiary sectors. We shall improve the agriculture subsidy policy oriented to grains production and agricultural mechanization and gradually increase the amount of allowances. More efforts will be exerted to develop rural collective economy and advance the share-holding reform of rural economic cooperatives. Great importance shall be attached to low-income farmer households. We will put in place the one-household-one-policy help mechanism. We will guide farmers to making residence in central villages to consolidate the intensive utilization of land; we will carry out the reform of residential land supply and land transfer and promote the apartment building in rural areas. In addition, the rural public health service and farmers’ living standard will be further improved.

To Work Strenuously to Improve Living and Production Environments in Countryside.

A mechanism shall be instituted for the input increment in agriculture and the rural areas so as to ensure a higher growth of budgetary agriculture-related expenditures than that of the current revenue. New outlays for education, healthcare and cultural facilities will be added; the taxes and fees for the land use for development and the capital increment on fixed assets will mainly go to the rural areas. We will reinforce the planning of villages and townships and improve the layout of urban and rural areas. We will continue to carry out the Project of Building 100 Demo Villages and Regulating 1,000 Villages and strive to fulfill the objectives of overall planning and regulation. We shall undertake massive sanitation construction campaigns aiming to improve the public health, drinking water, environment, food hygiene, production and living styles in rural areas. We need to devote more efforts to construction of water conservancy and transportation facilities as well as the power grids in countryside, facilitate the sharing of rural and urban infrastructural facilities and actualize the networking of country roads, integration of rural and urban passenger transportation and rural electrification. We shall continue our reforms in rural supporting systems, institutional setup in townships, compulsory education system, the public finance administering system in towns and counties including clearing of the debts of villages and townships. Meanwhile, we will continue the rural financial reform and improve the financial services in rural areas. We need to highlight rural community building and reinforce cultivation of rural cadres and development of cultural wellbeing in the grassroots level, aiming to establish new-type communities in countryside. We will continue to conduct “Town-Village Linking” and “Village-Enterprise Matching” campaigns, to develop synergy for construction of new countryside.

IV. Accelerating adjusting the modes of economic growth and developing the modern service sector.

We shall give priority to the development of modern service industry with the import and export trade via the port as the leading role, further intensify the fueling role of the service industry to economy, and turn Ningbo into a stronghold of modern service industry in the South Wing of the Changjiang River Delta. We shall accelerate the construction of the international trade service center, the international shipping service center and banking service center, so as to centralize the institutions of international logistics, purchasing and management. We shall advance the development of such productive service industries as international trading, exhibiting, logistics, banking and insurance and international trade checking. We shall make great efforts to cultivate such knowledge-intensive service industries as information, creative industry, R&d, agency, and hi-tech popularity. We shall improve such service industries concerning people’s lives including trade, tourism, and community services and speed up turning the city into an important trade center in the South Wing of the Changjiang River Delta. We shall improve the architectural industry, maintain a stable and healthy development of real property, and the rational gathering of service industries. We shall take measures to introduce excellent foreign and domestic service enterprises into the city, and accelerate the construction of the key places including the CBD in the East New Town, the CBD at Sanjiangkou, the Tourist Area at Wantou and the CBD in the south of the city. We shall perfect the policies for the development of service industry, deepen the reform of the service industry system and push forward the marketization of the public services.

Updating the Advanced Manufacturing Industry.

We shall forward the development of such port-oriented industries as neurochemistry, energy, automobile, steel, paper making and ship building. We shall complete the construction of a number of large industrial projects including the 1-Million-ton Ethylene Project and its ancillary Facility Project of Zhenhai Oil Refining Chemistry and the Expansion Project of Middle-sea Oil Field at Daxie so as to update the port-oriented industries of the city. We shall renovate the competitive traditional industries by means of applying advanced technologies, accelerate the equipment manufacturing industry and cultivate the modern metropolis industries. We shall give priority to the development of such hi-tech industries as information, new materials, and new energies in order that high-tech and new production value account for more than 40 percent in large-scale industrial gross production value. We shall implement the project of coordinating development of large enterprises, large groups and middle and small enterprises, cultivate a number of large competitive and leading enterprises and groups and push forward the updating of a number of middle and small enterprises so that they can form a number of competitive corporate alliances. We shall intensify the policy orientation of industrial planning, optimize the industrial structure, consolidate and update the development zones of various levels, push forward the high-ending development of enterprise, and build the city into a competitive and advanced manufacturing base.

Raising the Independent Innovation Capacity.

We shall concentrate on independent innovation, strengthen integral innovation and re-innovation on the base of “bringing in” and digestive absorption, so as to promote the integral development of industries and scientific and technological innovation. We shall intensify the guidance and support to independent innovation, perfect and implement policies and measures, and be master of a number of core technologies and general technologies in some key fields and key links. We shall highlight the leading role of enterprises, guide the innovative elements to penetrate enterprises and cultivate a number of enterprises capable of innovation and with proprietary intellectual property rights. We shall practice the three strategies of “patent rights, standardization, and famous brands”, establish and improve the three systems of technological innovation, popularity service of innovations and public services of science and technology and give full play to the national hi-tech industrial development zones, the R&D zones and the regional innovative service centers. We shall raise the proportion of expenditures for research and development in the GDP to 1.6%, cultivate 1-2 international famous brands, at least 15 national famous trade marks, and 30 china famous brands. We shall cultivate 3-5 competitive famous brand clusters, and gain at least 50 patents of invention for one million people every year. We shall build at least 10 national engineering and technological centers and national key laboratories and accelerate the construction of an innovation-oriented city.

V. Consistently Enhancing the Coordinated Regional Development

Enhancing the Level of Urban Planning, Construction and Management

We will carry out a new round of urban planning and land planning. With more emphasis on planning urban and rural development as a whole we will improve the system of urban and rural development while enhancing cooperation and complementing each other’s advantages. There will be main functional zones in urban development, including the optimized zone, the keystone zone, the limited and the forbidden zone. The order of development should be kept and urban function and intensive development of the city should be stressed. Water and electricity supply, pollution prevention, flood and disaster prevention, underground pipeline construction should be planned as a whole. The construction of electricity network, water network and introduction of water into urban area from Cao’e River should be accelerated. Traffic network will be furthered improved. The construction of the express way from Hangzhou to Ningbo, Rail transport No.1, Extended parts of Tongtu Road and extended part of Century Road will be initiated. The project of Five Roads and Four Bridges will be implemented. Privilege will be given to the development of public transportation, which account for 30 percent of the transportation means. Urban management mechanism and the level of comprehensive management will be greatly improved.

Coordinating the Regional Development

We will implement the strategy of “Expanding the East, Connecting the North, Comprehensively Planning the South, Boosting the central area”, thus forming a new layout of economic development within the urban area. We will accelerate the development in the center of the city and push forward the development in Easter New City, Yizhou, Beilun, New City Area of Zhenghai and Dongqian Lake. Emphasis will also be put on the construction of the western and eastern part of the city. Great efforts will be made to the comprehensive development in Yuyao and Cixi. The construction of Northern part of the city (Yuyao and Cixi) and Hangzhou Bay area will be further enhanced. The bridge-centered economy will be stressed and the construction of Three Corridors (economy, culture and information) will be greatly pushed forward. Great efforts will also be made to strengthen the protection and utilization of Xiangshan Port. The infrastructure around the port city will be improved and town clusters in its eastern part and western part will be cultivated. The construction of ecological bay economy will be accelerated. With the development in above-mentioned area, Ningbo will be developed into a city with a strong maritime economy. Financial preference will be given to underdeveloped area and special industries and ecological economy in revolutionary bases, mountainous regions and islands will be supported by the government. Great care will be taken to migrants an efforts will be made to improve the ability of development in underdeveloped areas. Favorable policies will be provided to these regions and resource distribution among different regions will be taken into consideration. Meanwhile, ecological compensation mechanism and cooperation between the northern part and southern part will be greatly improved.

Pushing Forward the Construction of the Port as a Center of Collection, Distribution and Transportation

Joint development of Jingtang, Liuheng and Qushan will be further enhanced and the construction of container terminal of Yongzhou, Jingtang and Dabukou will be pushed forward. The planning and comprehensive development of port area and coastal area will be strengthened and the construction of fifth stage of container terminal in Beilun and other deep-water berths and yards will be implemented. The construction of Hangzhou Bay Cross-sea Bridge, Xiangshan Port Bridge, the Ring Expressway and Chuanshan-Shugang Expressway will be completed. The construction of Ningbo section of Ningbo-Taizhou-Wenzhou Railway and reconstruction of Xiaoshan-Ningbo Railway as an electrified one will also be put to an end. The building of New North Railway Station will be initiated and extension of Lishe Airport and a hinge expressway station will be constructed, thus enhancing the coordinated development of sea port and air port and forming a transport hub in Yangtze Delta area. Mileage of railway will be increased by 200 kilometers and within an area of 100 square kilometers 100 kilometers of highway can be found. With the construction of a great customs service and an extended port without water, the joint development of be enhanced. The construction of joint transportation involving railway, sea and river will be accelerated. The service collection function of the port will be improved. Efforts will also be made to perfect the transference, reserve and supply of crude oil, ore, coal and liquid chemicals, thus a modern port logistics network will be formed.

VI. To Pool Efforts to Deepen Reform and Opening up

To Make Greater Efforts to Reform Key Fields and Links.

We must put in place the policies and measures for development of non-public economy and nurture a fair and just environment for private businesses to conduct innovations in corporate system, technology and management. We need to guide private businesses to seeking large-scale management, technology-oriented and intensive development, so that they can develop in a sound and rapid way. Great efforts need to be exerted to foster the capital and technology market, develop intermediary agencies and improve the market monitoring system. We shall carry out in an all-around way the industrial-land bidding system and gradually increase the land-use rations for other sectors. We will encourage companies to raise funds from securities markets and transfer institutions providing services related to production and management into companies. In addition, we will double our efforts in reforming the property rights of public utilities and the labor contracting system. We will direct national investment to strategic, fundamental and public welfare fields, improve the operating mechanism of state-owned assets and the management system of government-funded investment companies, to ensure the maintenance and appreciation of the state-owned assets in operation.  

To Construct a New Opening-Up Framework.

In line with the requirements of “Based in Ningbo, Relying on Zhejiang, Serving the Yangtze Delta, Radiating to the Central and Western China and Collaborating with Domestic and Overseas Counterparts”, the government will carry out an opening up and spurring strategy. We will upgrade the functions of the Ningbo Economic and Technological Zone, the Daxie Development Zone, the Export Processing Zone and the Free Trade and Logistic Park in a systemic way and promote the development of the Meishan Island.

Via the Zhejiang Investment and Trade Symposium and the China International Consumer Goods Fair, we plan to introduce large projects, regional headquarters of transnationals, their R&D institutes and marketing centers and divert foreign investment to advanced manufacturing, modern service industries, modern agriculture, infrastructure, energy conservation and environmental protection, with emphasis on introduction of advanced technology, management expertise and brains.

We need to strengthen the strategic cooperation between our private businesses and transnational companies. We must accelerate the transformation of growth of the foreign trade sector by fostering export brands, increasing the high-tech ingredients and added value of the exports and exporting products possessing patent rights. We also need to import more energy in want, raw materials, advanced equipment and key parts. We must promote the upgrading and transformation of the processing trade and improve the trade services, aiming to turn Ningbo into a state-level outsourcing base of China. We must give full scope to the roles of trade associations and improve the international trade friction early warning and response mechanism to enable enterprises to perform better in international competition. We shall help our enterprises go global and encourage them to get involved in international cooperation and competition in a more extensive manner, aiming to increase the business turnover of overseas contracting, overseas investment and labor service cooperation at an annual rate of 15%.

To Strengthen Cooperation and Exchanges between Different Regions.

Centering upon infrastructural facilities, port logistics, conference and exhibition, tourism, and high technology, we shall exert more efforts in utilizing quality domestic capital, with the annual growth rate of the utilization to reach 12%. We shall keep innovating on regional cooperation mechanism and expand cooperation with other cities in Zhejiang and the Yangtze Delta as well as places in central and western China and the northeast China, thus to form a new framework of regional cooperation. We also need to explore more fields for 'Mountain-Sea' Cooperation and do a better job in poverty alleviation in those remote areas. In addition, we shall strengthen the cooperation in comprehensive utilization of water resources, pollution treatment, environmental protection, public transportation and public security. Particular efforts shall be made to advance resources-sharing with Quzhou. Meanwhile, we will deepen the trade and economic cooperation with Hong Kong, Macau and Taiwan and promote the friendly exchanges with sister cities home and abroad, so as to increase the popularity and influence of Ningbo City.

VII. Building up a Resource-Saving and Environment-friendly Society

Advancing the Work of Energy Efficiency and Reduction of Emission.

We shall integrate the work of energy efficiency and reduction of emission with the adjustment of industrial structure, and establish a series of regulations, standards and policies concerning energy efficiency and reduction of emission. We shall carefully implement the objective-responsibility system of energy efficiency, establish and perfect a scientific and integral target system, monitoring system and assessment system of energy efficiency and reduction of emission. We shall strictly implement the responsibility system. We shall implement the incentive mechanism and self-regulating mechanism for the enterprises by means of administration, law and finance. We shall lay greater stress on the work of energy efficiency, make great efforts to complete the Top Ten Energy-saving Programs”, the “Top Ten Energy-saving Projects” and push forward the “3-3-3 Energy-saving Campaign, so as to achieve the targets of reduction of the unit consumption of energy, the emission of COD and sulfur dioxide. We shall take active measures to advanced energy-saving technologies, popularize new energy saving technologies and equipment and speed up eliminating backward technologies.

Constantly Updating the Intensive Use of Resources.

We shall make great efforts to go ahead with the work of the experimental recycle economy, implement the “Ten Programs”, and encourage clean production in enterprises speed up the construction of a number of demonstrative zones and enterprises of recycle economy. Concentrating on saving of energy, water, land and materials, we shall push forward the economical and efficient uses of resources and encourage the ISO14000 certification and other green certification among enterprises. We shall promote the uses of high-efficiency, low-consumption and recyclable building materials and make sure that the ratio of new-type walling materials should be above 68%. We shall adopt measures according to the local conditions to polder the tideland, make greater efforts to liquidize land, promote the rational and efficient use of land resources, and raise the input and output efficiency of land investment. We shall implement the classified water supply system, and promote the recycling use of industrial waste water and domestic waster. We shall perfect the hierarchal price system of important resources, promote the efficiency and intensified use of recourses. We shall take measures to develop new energies and recyclable energies and popularize the healthy, rational and green modes of both production and consumption in the society.

Furthering Strengthening Ecological Protection.

We shall carry on the ecological construction project and consolidate the achievements we have made as a model environment protection city. We shall in an overall way reduce the number of coal steamelectric plants, popularize desulfuration and denitration in thermal plants, and accelerate the natural gas project and the gas for oil project of Zhenhai Power Plant. We shall push forward the domestic waste sorting collection and recycling in urban and rural areas, complete the construction of Jiangbei Sewage Treatment Plant, Jiangnan Sewage Treatment Plant, Mingzhou Sewage Treatment Plant, and the sewage treatment plants in the north and the east of Cixi, and auxiliary pipe works. We shall intensify the supervision and management of refuse landfill sites and refuse incinerators and make sure that both the rate of major industrial pollutant emission and the rate of hazard-free treatment of domestic waste in urban areas be above 95%. We shall perfect the dynamic environment monitoring system, intensify the treatment of environment pollution in a comprehensive way, put under control the agricultural pollution, and forbid polluting enterprises and pollutants from cities to affect the rural areas. We shall implement the “Blue Sea Ecological Project”, and push forward the environment protection of the seas. We shall implement the ecological treatment of the closed mines, and the construction of the shelter belts in the ecological functional areas of drinking water resources, seas, marshes, forests and coastal areas. We shall make sure that the green coverage in the city as a whole and the green coverage in the newly built areas be 50% and 38% respectively. We shall establish a system to comprehensively evaluate ecological environment and green economy and implement the system of the compensated use of public environment protection facilities and the system of compensation for ecological environment destruction.

VIII. Speeding up the Development of Social Undertakings

Perfecting Service-Centered Education System

15-year basic education will be popularized in a high standard; Education in urban and rural areas will be balanced; quality education resources will be enjoyed by more institutions and a city with high-quality education will be established.

We will further promote quality-oriented education and plan regional pre-school education; meanwhile, we will further enhance Four Projects in rural areas and comprehensively complete adjustment of layout and standardization of primary and middle schools. We will put more emphasis on vocational education; coordinate the regional development of vocational education in both county and municipal level. We will explore systems of orientation, evaluation and cooperation between vocational colleges and enterprises in vocational education. We will establish two platforms on which advanced manufacturing and modern service industry will be developed. Ten practice bases and ten vocational colleges with specialties will be established. Size of universities will be maintained and the quality of higher education and the ability of providing service for local economy. The enrollment rate will be kept above 50 percent; the number of postgraduates will reach 5,000 and doctor degree will be offered in at least three specialties. We will further enhance the development of adult education and community education, widen social training and Improve the system of lifelong education, thus cultivating a learning society.

Upgrading the Level of Health Care Development

We will strengthen the construction of 5 Systems of public health care, do a good job in prevention of most serious epidemics, occupational diseases and endemic diseases; mean while, we will vigorously carry out rural and urban patriotic health campaign to solidify and deepen the achievements in constructing National Health City. We will implement a special plan for the construction of public health facilities and comprehensively complete the construction of medical infrastructure. We will try to offer 4.3 beds and 2.5 doctors for every one thousand people. We will improve the new type of rural cooperative medical system and establish outpatient claims system in medical institutions. We will gradually improve the level of compensation when serious illnesses occur and encourage business insurance to be involved in the construction of the new-typed rural cooperative health system. We will also strengthen the construction of hospitals in towns and medical rooms in administrative villages while improving the level of medical care in rural areas. A new type of community-centered urban health service system will be constructed and a system, in which a patient will be treated from community clinic to hospital clinic and mutual transfer when necessary, will be established. A reform on medical and health system will be furthered and operating mechanism of medical institutions will be improved. We will support the development of Chinese medicine and stick to the job of cooperating Chinese medication with western medication. The construction of medical ethics will be strengthened and a harmonious relationship between doctors and patients should be established. A medical network covering all the residential areas will be constructed and the health index of residents will be kept on the almost same level of medium developed countries.

Making Cultural and Sports Undertakings in Urban and Rural Areas

We will improve public cultural service system. Yinzhou Museum, Culture Park in eastern part of the city, Ningbo Book Town and other cultural facilities will be constructed; the transference of digital television will be completed and elegant art performance will be encouraged and more international cultural activities will be hosted, thus the level of public cultural service will be greatly improved. We will strengthen the construction of cultural infrastructure and movie screening in rural areas. By arranging 1 Thousand Operas Performance in Rural Areas, we will try to form a 15-minute cultural activity circle and make cultural coverage in rural areas reach 50 percent. We will establish a non-material cultural heritage salvage and protection mechanism. To be specific, we will make greater efforts in applying World Heritage and in protecting and developing Yue Lake Historical and Cultural Districts, Ancient Town of Cicheng and Shipu Fishing Port. We will further the reform of cultural mechanism so that upgrade the development of cultural industry and make output value of cultural industry increase by 20 percent, thus contributing to the development of Ningbo as a cultural and historical city. We will meticulously coin cultural brands and present more popular works. Meanwhile, cultural markets will be closely supervised. We will carry out national fitness campaign and introduce sports events so that we can enhance our sports development. Besides, we will continue our perfection of the training base of Chinese Women’s Volleyball Team. In short, we will try to be a city with a higher level of sports development.

Constructing a Talent Base

While focusing on talents’ quality, optimizing talents’ structure and improving efficiency, we will exert our utmost to increase number of talents by 9.8 percent. We will actively carry out the project of Cultivating Talents so that we can cultivate more administrative, sci-tech and management talents. We will also strengthen the cultivation of talents in urgent fields concerning foreign relations, high skills and rural construction. We will widen the channel through which more talents can be introduced and improve the platform on which talents can be introduced and play role in starting new businesses. We will try our best to host Talents Symposium and Chinese Ningbo Talents Sci-tech Week and other activities. At the same time, we will make greater efforts to flexibly introduce talents from abroad, especially talents with modern specialties. We will also innovate the mechanism to deal with talents, improve evaluation, selection, inspiration and obligation of talents.

IX. To Promote the Harmonious Progress of the Society

To improve people’s living standard in an all-around way. We shall carry out proactive employment polices and explore more channels to increase the employment rate of rural and urban people. We shall offer better services and guidance for college graduates and ex-servicemen to get properly placed. We will institute a mechanism to help disadvantaged groups get employed and basically solve the zero-employment problem of disadvantaged households in rural and urban areas. We shall put in place a labor contracting system, reinforce the labor security supervision and law enforcement and establish a long-term mechanism to ensure the income increase of workers and migrant farmers. We shall put in place a new endowment insurance system in rural areas and a medical insurance system in urban areas. In addition, to increase the coverage of the social insurance system we need to find ways for the social insurance system to cover migrant workers. The people covered in endowment insurance, medical insurance, unemployment insurance, insurance for work injury and birth are expected to number 1.85 million, 1.6 million, 1.1 million, 1.82 million and 0.62 million respectively.

We shall strictly carry out endowment polices on land-expropriated farmers and the aged residents in urban areas. The coverage of key land-expropriated people is to reach 80% and the endowment insurance system shall be instituted on a voluntary basis. We will proactively seek ways to reform the endowment security system in rural areas and to actualize the full coverage of the system. We shall strengthen levying, collection and monitoring of social security funds as well as the risk-resistant capabilities of the funds. Meanwhile we shall gradually increase benefits for the insurees. We must speed up the pace of developing social endowment services, with the beds available for endowment to total 23,000

We shall establish a new type of social relief system and make it cover all the urban and rural areas, and the poor people (those enjoying the five guarantees) in rural areas and the jobless in urban areas shall be provided in a concentrated manner. Efforts will be made to set up a new type of social welfare system that includes charity, pension, the handicapped, the Red-Cross. We shall regulate the property market so that it can develop in a sustainable way, improve the urban housing security systems, including the low-rent housing and housing for low incomers systems. Besides, we will speed up the redevelopment of non-whole-set houses and step up efforts to renovate old residential communities so as to solve the housing problems of low-income people in a gradual way.

To Substantially Reinforce Social Development And Administration.

While sticking to the principle of “Construction for Sharing”, we shall administer through service, giving full play of the roles of social resources and innovating (in) social administrative systems and mechanisms. We shall provide guidance for enterprises to reinforce their awareness of social responsibility and develop harmonious labor-management relationship.

We will promote the construction of harmonious communities, improve service networks, step up efforts to develop a service system for house leasing market, and reinforce supervision on it. Meanwhile, we shall make the grassroots work cover all the urban and rural areas. We will conduct land acquisition strictly in accordance with law and meanwhile protect the lawful interests of the land-expropriated collective economic entities and farmers. We need to strengthen the service and administration targeted migrant people, make incentive policies to encourage excellent migrant workers, and improve the security system to protect the lawful interests of them. We shall develop various social organizations and improve their service functions and their self-discipline. Meanwhile, supervision on these organizations shall be strengthened.

We shall institute a responsibility system for letters and visits from the general public, expand channels for people to present petitions and increase efforts in legal assistance. We will keep attaching great importance to production safety, conduct special campaigns on key fields and industries so as to ensure a long-term oversight and guard against breakouts of severe accidents. We must improve the emergency response and management system and accelerate the development of disaster prevention and relief system to guarantee public security and raise the responsiveness towards breakouts. We must regulate the market order and reinforce oversight on foods safety and drug safety. We will intensify the construction of a Peaceful Ningbo, strengthening national security as well as public security, advancing the development of a modern public security control system and improving the coupling mechanism at the grassroots level. Meanwhile we will sternly crack down on crime to ensure a secure society.

Proactively advance development of socialist culture and ideology. We shall proactively foster a harmonious culture, advocate the core socialist values and develop social sciences. We shall firmly establish the Socialist Outlook of Honour and Disgrace and carry on and promote the Ningbo Spirit. Meanwhile, the government shall advance the education of social virtues, professional codes of conduct and traditional family virtues. We will carry out the “Double-Five” popularizing-law plan to raise people’s awareness of law. We must advocate honesty and integrity in government, business and social life and keep upgrading the credit of Ningbo. The government must stick to the right orientation of public opinion and provide guidance on publicity of the mass media. We will strengthen oversight on internet and other new media, direct public opinion on heated issues and meanwhile expand cultural exchanges with the outside. We will also need to establish and improve the social voluntary service system and consolidate and carry on the achievements made in building a “culturally advanced city of the country”.

X. To strengthen government self-improvement

To Transform Governmental Function.

We will keep improving government administration and services, doing well in economic regulation, oversight of the market, social administration and public service offering. We must advance separation of enterprise from administration and separation of administration from specific affairs. Based on the principles of streamlining, unity and efficiency, we shall restructure government organizations and clearly define responsibilities among them. We will go on delegating administrative functions to lower authorities and establish efficient administrative systems at county and township level. We will improve the township finance management system and elevate the administrative capability and the public service capability of township governments. We need to improve the public finance system and deepen reforms on department budgets, concentrated treasury payments and government procurements. We will optimize the financial expenditure structure and enhance the performance assessment on financial funds so as to better the overall planning of finance and its comprehensive equilibrium capability. We need to strengthen the management of government debts to guard against risks. We will advance the reform on administrative approval system and improve the functions of administrative service centers. Meanwhile, we will exert more efforts to develop bidding platforms and E-government and online examination and approval systems.

To Exercise Administrative Functions in Accordance with Law.

The city government needs to make appropriate laws and regulations, accelerate the legislation process in social administration and public services, and set up a register and review system for normative documents, an open-to-public system, and a mechanism for objection handling. We need to improve the policy-making process by integrating public participation, expert evaluation and government decision-making to ensure that our policies are scientific and correct. We need to strengthen check and oversight on administrative power. We should institute an accountability system for law enforcement and an evaluation system for that. We should improve the administrative review system and the mechanism for investigating and processing law-enforcement improprieties. We need to strengthen the auditing oversight and the administrative supervision and establish an audit reporting system. Great efforts shall be made to elevate the qualifications of public servants and increase the public credit of government.

To Keep Developing Democratic Politics.

We will consciously accept the leadership of the CPC Ningbo Committee and implement the policies made by the Committee. We will earnestly accept the oversight of the People’s Congress and its standing Committee and carry out the decisions and policies made by the People’s Congress. We will proactively support the People's Political Consultative Conference, and conscientiously listen to the opinions of the democratic parties, federations of industry and commerce, persons without party affiliations and mass organizations. At the same time, the government should accept the oversight of the mass media and the general public. We must take seriously the proposals and suggestions from NPC deputies and CPPCC members. We must advance the development of democratic politics at the grassroots level, giving full scope to the roles of people’s organizations (such as Workers Federation, Youth League and Women Federation). We will continue to carefully carry out work related to ethnic minorities, religious groups, foreign affairs and overseas Chinese, as well as work related to Taiwan. We will strengthen education on national defense and the work on militia and reserve forces and intensify activities to promote mutual support between the military and civilian sectors and their cultural and ethical programs to forge solidarity between the military and the government and between the military and civilians.

To Work Vigorously to Improve the Government's Work Style.

We will work vigorously to improve the working style of civil servants and particularly the working style of leaders and cadres. We will continue the program of building a sunny government, make government more open and improve the spokesperson system. We will further improve the conference and writing styles, guard against bureaucratism, reduce formalism and ensure government orders going smoothly. We must enhance awareness of unexpected development, civil servant awareness and awareness of frugality. We need to make efforts to reduce administrative costs and build a responsible, service-oriented and economical government. We must rectify unhealthy practices and put a resolute stop to commercial bribery. We must earnestly establish an accountability system on clean and honest party conduct and government and a corruption prevention and punishment system that combines education, institutional measures and oversight to prevent and punish corruption. We will resolutely deal with all breaches of the law or disciplinary regulations and punish those guilty of corruption.

Fellow deputies, this year marks the first year of the new government and also the year that the 17th CPC Party Congress and the 12th Zhejiang Party Congress are to be held. In line with the plan made by the 11th Party Congress of Ningbo, we shall earnestly follow a scientific outlook on development, promote the construction of a harmonious society and continue to implement the macro regulation policies of the state. Aiming to maintain a rational growth in consumption, investment and export, we must promote a steady and concerted development of the economy. While sticking to economic restructuring we will aim to foster new competitive advantages.

Centering on the increase of the independent innovative capacity, we shall quicken the steps of turning Ningbo into an innovation-oriented city. We will promote the drive of building a resource-conserving and environment-friendly city with emphasis on improving elements guarantee service. With the deepening of constructing socialist new countryside as the main fulcrum we aim to promote the harmonious development of rural and urban areas. With the transformation of government as the breakpoint, we will promote the reform and opening up in an all-around way. Through the campaign of Working Style Improvement Year, we will attach great importance to implementation and harmonious development, doing the best to ensure a sound and rapid development of the economy and society and to greet the opening of the 17th Party Congress with great achievements.

We propose the following objectives for economic and social development for the year 2007: based on optimizing economic structure, raising production efficiency and reducing energy consumption, we will aim to achieve a GDP growth of 12% and the growth in general budgetary financial revenue of 12%, among which the local financial venue will increase by 10%; The per-unit GDP energy consumption (per RMB10,000 Yuan) will drop by more than 4%, with the discharge volume of sulfur dioxide down 10%; the social investment on fixed assets up 10%; the actual use of foreign capital is to reach 2.4 billon US dollars; the self-generated import and export volume is to rise by 15%, among which the export is to rise by 15%; the social retail sales volume is to rise by 13%; the container thruput to rise by 20%; the per-capita income of urban and rural residents to increase by 8% respectively; more than 100,000 job openings will be added with the registered unemployment rate to be kept within 4.5%; the consumer price index (CPI) is to be kept within 103%; the natural growth of population is to be controlled within 3‰.

Fellow deputies, the governmental work must rely on the people and all will be done for the people. We will continue to pay close attention to the well-being of the people and will devote 70% of the financial increment to the improvement of the people’s well being. We will go on carrying out projects solving people’s problems and focus on the following ten issues related to the betterment of the people’s livelihood.

1) Employment and social security: we will help 50,000 jobless people to be employed, including 12,000 poverty-stricken people. Efforts will be made to assist zero-employment households to find jobs. The net increases of the number of people covered by endowment, medical and industrial injury insurances are to reach 90,000, 12,000 and 300,000 respectively.

We shall institute a flexible system in providing subsistence allowances. Home endowment services will be provided in 350 residential communities of the city. We will make new producers on endowment insurance targeted rural areas and new procedures on medical insurance targeted urban dwellers, which shall be carried out step by step on a piloting basis. The local finance of Ningbo will set aside RMB 770 million yuan for improvement of social security in 2007, a year on year increase of 22%.

2) Healthcare: We need to provide community doctors in all residential areas according to the standard of “one doctor for 1000-2000 residents). We will bring 80% of the medical service items in rural areas (county-level) up to standard, and make the compensation of medical expenses of rural medical cooperative hospitalization reach above 30% of the total. The local finance of the city is to earmark 420 million yuan for improvement of medial care services, a rise of 18.8%.

3) Education: We shall keep carrying out the “two-exemption-and-one-compensation” compulsory educational system. Districts and counties where conditions are most favorable can increase free items and offer them to more people. Those students choosing to study agriculture and breeding in Ningbo-based higher institutions will be free tuition charges. We shall rebuild 120,000 square meters of school canteens and dorms in rural areas and continue to grant monthly nutrition allowance to poverty-stricken students at the compulsory education period. In 2007, the local finance will arrange 1.19 billion yuan for development of education, which will be a rise of 12.1% over last year. Sound scholarship and student grant systems will be set up in the higher institutions and vocational schools.

4) Housing: We will continue efforts to implement the low-rent housing system and will devote 5% of the net proceeds from land transfers to construction of low-rent houses. We will aim to make all low-income families with per capita living space below 12 square meters enjoy the low-rent benefits substantially. We will start to build a total of 160,000 square meters houses oriented to low incomers and finish 80% of the construction work of 400,000 square meters of low-incomer houses. Old residential communities in Haishu, Jiangdong and Jiangbei will be redeveloped. In addition, the policy-guided housing insurance system shall be implemented in full swing in the rural areas and the land supply system for residential use and the land-use right transfer system shall be practiced on a piloting basis in rural areas.

5) Transportation: We shall accelerate the development of highway networks and building of bus bays in rural areas rural and improve 12 bus lines. We shall add 500,000 square meters of highways to the city. In addition, we shall increase trains to the central and western regions of China.

6) Help and charity for underdeveloped areas. We will exempt the senior high students in 16 underdeveloped towns from tuition and incidental fees and students in these areas who have been admitted by full-time higher institutions will be granted the financial difficulties allowances of 3000-5000 yuan per person per year. Villages without clinics yet will be granted a lump-sum of 20,000 yuan for the setup of a clinic and besides these clinics will get a fund of 10,000 yuan per year for running. We plan to renovate 1,500 dilapidated farmhouses of low-income families; each of the families will get a subsidy of RMB 10,000 yuan.

7) Environmental protection: We will accomplish the pollution treatment in three city-level key areas and set up an online monitoring system on key source places of pollution, an automatic air monitoring system and an automatic surface water monitoring station on the junction areas of the Yongjiang River valley. The garbage transfer capacity will be increased by 600 tons per day and the sewage treatment capacity will be increased by 100,000 tons per day.

8) Rural well-being: We plan to develop 35 city-level model well-off villages and bring 300 villages up to standard in environmental regulation. We will ensure the drinking water safety of 300,000 people and embark on the construction of transport supporting facilities of country roads. We plan to deliver 24,000 free movie shows and 1000 performance shows to rural areas. Each village will have a free movie show per month. Villages with 30 households will be linked with the city’s cable TV network. 300 new village cultural palaces will be established.

9) Services oriented to migrant workers: We need to improve the mechanism for protection of migrant farmer’s interests and make policies to encourage excellent migrant farmers to settle down in Ningbo.

10) Public security: We will continue our tight control on food and drug safety, investigate and severely punish acts of producing and dealing counterfeit and shoddy foods and drugs. We need to reinforce public security control and improve the security condition of the general public. We must resolutely work to reduce the occurrence of large-scale major accidents, the casualties and the direct economic loss engendered.

Fellow deputies, the blueprint for Ningbo in coming five year has been mapped out and it is an arduous task with a long road to go. Under the leadership of the Central Committee with Comrade Hu Jintao as General Secretary, let us hold high the great banner of Deng Xiaoping Theory and the important thought of Three Represents; under the leadership of CPC Ningbo Municipal Committee let us unite with one heart and one mind, rely on the government employees and the general public, continue our concerted and unyielding efforts to pioneer and innovate, so as to turn Ningbo into a well-off society in an all-around way, to modernize Ningbo ahead of time and to develop the city into a modern and international port city.
