It is reported that Officials riding bikes to work has been carried out in Shandong province. As far as I see, this activity will not bring much inconvenience to the officials and will not affect their working efficiency either.
According to a survey conducted in 2005 on the energy consuming volume of 48 government organs in Beijing, the annual per capita electricity consuming volume of government organs was 19 times higher than that of the residents. From the statistics, we could get a rough idea of the alarming waste happening in government offices.
The government cars could cause more waste. During the Beijing Summit of “Sino-African” Forum, over half of the government cars were staying in the garages. However, the administration went smoothly as usually. This indicates that the reform of government cars has great potentials.
It is stated in the Law on Energy Conservation coming into effect on April 1,this year that energy conservation is a basic national policy. However, there is a long way to go before the full implementation this law. In the background of the approaching of energy crisis, the energy conservation could not be achieved by the appeal for riding bikes to work. Instead, a more comprehensive system for implementation of the law, supervising people’s behavior and related rewards and punishments should be set up for the long-term energy conservation. Nevertheless, Officials riding bikes or walking to work is a good promotion for the energy conservation. The question is how long it will last.
