Now, on behalf of the People’s Government of Ningbo Municipality I make this work report to the People’s Conference of Ningbo Municipality for your examination and approval and suggestions from the members of the People’s Political Consultative Conference and other nonvoting delegates.
A Review of the Work in 2007
In 2007, under the leadership of Ningbo Municipal Committee of the CPC, we put into practice the guidelines of the Party's Seventeenth National Congress and the Third Plenary Session of its Sixteenth Central Committee and Representative Conference of Ningbo Municipal Committee of the CPC, implemented the concept of scientific development, implemented the “the powerful province and prosperous people” strategy of the Zhejiang Provincial Committee of the CPC and the “six coordination and six promotion” strategy of Ningbo Municipal Committee of the CPC, and relying on the people of the city, we worked in a pioneering and creative spirit, and in a down-to-earth manner, we have made steady progress on the way to the construction of a well-off society, and fulfilled the targets decided at the 1st session of the 13th people’s conference of Ningbo Municipality.
The national economy has maintained a sustained, rapid and sound development. We actively implemented the macro regulation and control of the country, took precedence of sound development over fast development, and gave priority to stable development, and accelerated adjusting the modes of economic growth. As a result, the economic stability, coordination and sustainability have apparently improved, and the comprehensive competitiveness of the city has been remarkably raised. The GDP of the city has reached 343.31 billion yuan, increasing by 14.8%, of which the 3rd industry has increased by 16.4%, and the per capita GDP has reached 61,000 yuan. The general budgeted revenue of the city reached 72.39 billion yuan, of which, the local finance increased by 32.91 billion yuan, increased by 29% and 27.9% respectively. The fixed assents Investment amounted to 159.79 billion yuan, increasing by 6.3%. The cargo-handling capacity of the port amounted to 345 million tons, and the handling capacity of containers amounted to 9,350,000 standard containers, increased by 11.5% and 32.3% respectively. The total retail sales of consumer goods reached 103.55 billion yuan, increasing by 17.3 %. Ningbo’s foreign trade export reached 56.5 billion US dollars, including 38.26 billion US dollars in import, increased by 33.9% and 33% respectively.
We made positive progress in economic structure adjustment and made continuous optimization of the industrial structure, and the proportion of the three industries was adjusted to 4.5:55.0:40.5. We kept a good trend of fast development in banking, tourism and exhibition industries. Hang Seng Bank and other foreign-funded banking institutions opened in succession in Ningbo. Newly opened holding companies amounted to 8, The added value of banking industry reached 221.39 billion yuan, increasing by 17.2%; the output of tourist industry totaled 38.02 billion yuan, increasing by 20.3%; the exhibitions and conferences Ningbo hosted amounted to 206, increasing by 39%, and for this Ningbo elected one of the Top 10 Exhibition and Conference Cities of China. Ningbo has increasingly strengthened its capacity of scientific and technological innovation. The Material Institute of the Chinese Academy of Sciences and the Institute of Sino Petrol opened in Ningbo. 3 scientific and technological achievements were awarded State Science and Technology Prizes. The organization and intensity of massive economy was on a steady rise. The output value of hi-tech products amounted to 262.5 billion yuan. Patents obtained amounted to 8,845 in number. The turnover of on-line technological contracts reached 450 million yuan. 87 enterprises took charge of or joined in the setting and revision of 161 international and national standards. Ningbo had added 80 China trademarks, and 17 China famous products. The profitability of enterprises was noticeably increased. Profits of large industrial enterprises amounted to 38.9 billion yuan, increasing by 24.6%. Industrialized operation of agriculture was in fast development, 21 industrialized agricultural bases were opened, new municipal-level leading agricultural enterprise amounted to 19, 183 new farmers’ cooperatives were founded, Ratio of large scale land management reached 41.2%. With the optimization of investment structure, the investment in the 3rd industry increased by 11.2%, 9.9 points above the 2nd industry, and the investments in communication manufacturing industry and special equipment manufacturing industry increased by 69.7% and 68.6% respectively.
We kept up furthering the economic reform. The reform of the urban and township systems was deepened, the reform of the urban and rural housing system was put into practice, and the transfer of the contractual right of land was further regulated. The national assets of Ningbo were restructured and optimized and good assets were congested in the fields of port, communication and public infrastructural industries. We actively promoted the innovation of the system, technology and management of private enterprises, and enhanced the environment of the non-state economic sectors. We deepened the reform of the cultural system, and pushed forward the overall reform of the public transit. We made greater efforts to cultivate the market system, and further perfected the pricing mechanism of factors of production. We pushed forward land use of 50 years in the means of bidding, auctioning and licensing. We enhanced and integrated the functions of development zones at all levels, steadily pushed forward the construction of the port, and substantially initiated the construction of Meishan Island. We sped up the transfer of the foreign trade growth points, increased the import by 35.7%, the electromechanical equipment and hi-tech products by 41.4% and 42% respectively, covering 57.6% and 16.4% respectively in the export total. The actual utilized foreign capital amounted to 2.51 billion US dollars. The overseas investment amounted to 160 million US dollars, and the output of overseas projects and labor services amounted to 1.15 billion US dollars, both overfilling the anticipated objectives. We deepened the regional cooperation and interregional support. We expanded the industrial cooperation with Quzhou, and the domestic capital introduced amounted to 17.06 billion yuan. Achievements were made in overseas Chinese affairs, foreign affairs and economic and cultural cooperation with Hong Kong, Macao and Taiwan.
We sped up the balancing development of urban and rural development, and development among regions, and accelerated the construction of the new type countryside. We advanced the 100 1000-Project". We increased 86 demonstrative well-being villages, and 357 villages qualified for environment improvement. We cultivated 190,000 mu of standard farmland, dredged 440 km of waterways, improved the drinking water supply for 431,000 people in rural areas, and electrificated 2 counties. The work of integrated development of towns and villages made noticeable successes, and “village-enterprise twinning project” covered all the city. The percentage of policy housing insurance in rural areas reached 98%, the regional coordination and development took shape, and the urban system was further improved. We activated the integration of Yuyao and Cixi, completed the general planning of the urban area of Yuyao and Cixi. We pushed on some key infrastructural projects, in particular the Cao’e River diversion project, completed the 2nd phase project of the Ningbo section of the Hang-Yong Canal. The Hangzhou Bay Cross-sea Bridge and the south extension were linked up, the integrated protection and development of Xiangshan Port was carried out, and the planning and development of the traffic around the port was started, The projects of the “central area promotion” were carried on smoothly. The international trade and exhibition center in the Eastern New Town, and international shipping center and international banking service center were making steady progress, and the western section of the ring expressway was completed and opened.
We made substantial progress in energy saving and pollution reduction, thorough implemented the comprehensive plan for the energy saving and pollution reduction, completed the environment evaluation report of the 11th Five-year-plan Period, and enforced the systems of total control of pollutants emission and licensed management of pollutants emission. We overfulfilled the task of closing down clay brick kilns and small power plants, implemented 309 energy saving and renovating projects, and reduced the per unit energy consumption in 28 industries. We built and renovated 11 sewage treatment plants, implemented 14 key projects in the “991 action” of the cycle economy of the province, built 20 sets of desulfurization facilities for heat power plants, and completed the desulfurization project of Beilun Power Plant ahead of time. The per unit energy consumption is estimated to go down by 4.1% against the same period of the preceding year, and COD emission and sulphur dioxide emission dropped down by 7% and 15% respectively.
Social development level was in continual growth. We started a new round of work bidding for the National Civilized City, focusing on the joint zone between urban and rural areas. We sped up the construction of the public cultural service systems, The undertakings of press and publication, broadcasting and TV, literature and arts, social sciences and archives were in steady progress. Five works of Ningbo won the “Five-One Project Awards” of the ideological and ethical progress campaign, 3 plays won the national “Stars Award”, and completed the target of “one movie for one village in one month” ahead of time. We gradually improved the education service-oriented system, and worked harder to train the economic-transfer talents with the focus on the training of advanced management personnel and middle and high-level technicians. We made a breakthrough in bidding of the doctorial programs in higher education, pushed on the education bases for 10 professionals and the “four projects” in primary and middle schools in rural areas, and started the schooling aid program for college students. We carried out the 2nd round of the construction of the public health system, pushed forward the projects of the 10 medical care infrastructures, completed the construction of 121 standardized township hospitals, increased over 1,000 sick beds, and passed the re-examination of the national health city. We strengthened the work of talent introduction, and increased over 60,000 talented personnel. We did a good job in population and birth control, and kept a low fertility level. The physical culture in both cities and rural areas was growing vigorously, the "national fitness” campaign was more popular, and the 15th sports meet of the city was made a great success. We made active exploration in the management of migrant workers, and promoted the harmonious coexistence of the migrant workers and the local people. The democracy at the community level made continued progress, and the direct election in communities was carried out in an overall way. The special action on product quality and food safety was made great progress, and the working conditions of the key areas were in continual improvement, and the production accidents, death rate and direct economic losses reduced by 10%, 4.2% and 2.6% respectively. The public security and the maintenance of social stability were strengthened, the number of “letters and calls” was reduced, the social order was maintained, and the satisfaction rate of the people reached 93.8%. and the solidarity between the army and the government and between the army and the people was further strengthened, Ningbo for the fifth time won the title of the national model city in promoting mutual support between the military and civilian sectors, and new progress was made in ethnic, religious affairs and the affairs of the aged and disabled people.
The people have received more tangible benefits than ever before. The per capita disposable income in urban areas and the per capita net income of farmers reached 22,307 and 10,051 yuan respectively, increased by 13.4% and 13.6% respectively. Favorable financial input went more to the improvement of social undertakings and people’s lives, The expenditures on environment protection, education, social security, and public health increased by 36.5%, 25.9%, 23.7% and 73.1% respectively. The basic medical insurance system for urban residents, the rural endowment insurance system and the social insurance system for migrant workers were established, and the social security system covered the residents both in urban and rural areas. The participants for urban old-age insurance, medical insurance, unemployment, work-related injury insurance, and birth insurance increased by 272,000, 246,000, 153,000, 433,000 and 383,000. The monthly per capital minimum standard of living for city residents and that for rural residents increased to 300 and 180 yuan respectively, and the urban minimum wage, pension and dole payment considerably increased. 131,000 jobs were increased, 62,000 people were re-employed, and the registered unemployment rate in cities was 3.2%. The we attached great importance to market supply and price stability, implemented all adjusting and support policies, and made our best to ensure the supply of food, oil and meat. We implemented price support policies for the low income group, The consumer price index was 103.9%, 0.8 and 0.3 points lower than the averages of the country and the province. We deepened the establishment of the urban housing security system, revised the policies concerning the administration of the economic and functional houses and low-rent houses, increase over 2,500 economic and functional houses, and renovated old living quarters of 860,000 square meters.
The government self-improvement was further strengthened. We carefully implemented the relevant provisions and resolutions by the People's Congress of the city and its standing committee. We regularly reported our work to the standing committee of the said congress. We made timely report of the administrative work to the standing committee of the Political Consultative Conference of the city. We also accepted the legislative supervision by the said congress and the working supervision by the said conference. We fed back and handled 663 proposals by the members of the congress, and 617 proposals by the member of the political consultative conference. We strengthened the communications with the democratic parties, the federations of industry and commerce. The people’s organizations of the working, the young and the women played their roles more efficiently; The policy making of the government was more scientific and democratic. We furthered the exercise of administrative functions according to law, and the construction of a law-based government was further strengthened. We advanced to the people’s congress 5 proposals on local laws and regulations, liquidated 462 government regulations. We pushed forward the reform of administrative approval system, and the construction of on-line administrative approval system and electronic supervision system. We implemented in an overall way the system of making government affairs known to the public, sped up the construction of e-government, and improved the spokesman system. The government’s functions in social administration and public services were strengthened, and completed the set up of the mechanism for early warning and response for public emergencies. The framework of public financial system was basically in shape, the government procurement was practiced in more fields, and the evaluation system for financial expenditure was gradually enforced. We carefully implemented the law of public servants, and made active progress in government’s office working style, efficiency and cleaning government.
Fellow deputies, in the past year, the comprehensive strength of the city reached a higher stage, the work of the government was furthered improved, and the construction of a harmonious society made a new breakthrough. Early this year, Ningbo suffered a rare snow storm disaster. All the people made united efforts ensured the peoples’ safety and lives, and made a success in combating the disaster. These achievements are hard won, indispensable with the concerted efforts of all the people of the city, with the cooperation and great support of the armies stationed in Ningbo, the democratic parties, federations of industry and commerce, people’s organizations and all social circles, and with the concern and support of the Ningbo overseas merchants. Now, on behalf of the People’s Government of Ningbo Municipality, I want to express my heartfelt thanks to the people of Ningbo, the army forces stationed in Ningbo, to the officers and soldiers of the charrsid6432799 armed military police, to all the constructors of the city, and to all our friends in China and other countries who care about and support Ningbo's modernization drive.
However, we are clearly aware that there are still quite a few difficulties and problems in our economic and social development, and that there are still some shortcomings in the government’s work. The major problems are: the systematic mechanism for the implement of the scientific outlook still needs to be improved, we are still confronted with an arduous task to forward the opening and innovation, the environment and resource prices for economic development are still to high, pressures of natural resources and energy saving and pollution reduction are frequently appearing, the independent innovation capacity of enterprises is not strong enough, there is still a shortage of high-level personnel and high and middle-level technicians, the transfer of the growth mode is still an arduous task, the development of cities and rural areas is not enough balanced, the income increase of farmers is still at issue, and work of cities’ support of rural areas and industries’ support of agriculture still need improving, there are still quite a lot of problems concerning people’s interests, the consumer price index is high than estimated, and there are many problems to solve concerning the construction of a harmonious society. The pace of change in government functions needs to be quickened, we need to further strengthen our capacity to solve social and economic problems by comprehensive means of economy, law and administration, we still have to raise our working efficiency, service and administrative and executive capacity, and strengthen the clean governing. We must pay close attention to these problems, and take efficient measures to solve them.
Principal Requirements for the Work in 2008
2008 is the first year when we intensively put into practice the guidelines of the Party's Seventeenth National Congress, the 30th year after China adopted the opening and reform policy. It is the year in which the Beijing Olympic Games opens. It is also a critical year for us to carry out the plan for 11th five-year period. 2008 is the 20th anniversary of Ningbo’s being listed in cities independently listed in the national plan and the year when the Hangzhou Cross-sea opens to traffic. In 2008, we will work for the 2nd round of the national civilized city. Therefore, doing well our work in this year is of great significance.
In view of the international and domestic situation, we will have more opportunities than challenges in our economic and social development, but the challenges we will face are more than we had in the past. The economy of the world will keep steadily grow, the drive of economic growth will be more diversified, the international investment and M&A will be more active, and the international cooperation and dialogue will be deeper. The support from domestic economy will still be powerful, and the 17th Congress of the Party has showed us the direction for the fast sound development of our country. The opening of Beijing Olympic Games, the acceleration of the integrated development of the Changjiang River Delta and the completion of the Hangzhou Bay Cross-sea Bridge, all these are good opportunities for the development of Ningbo. However, uncertainties affecting economic development are on the rise. These uncertainties include: the rising risk in international banking market, the continual rising prices of petrol, mineral, and food, the impact of the adjusted exchange rate, and the constant rise of protectionism. We will have the arduous task in carrying out the “two prevention” requirements by the central committee, and a greater difficulty in implementing the task of macro adjustment. reversed transmission of the cost for resource and environment will be more apparent, and the transfer of the development mode will be more urgent. In face of these problems, we must remain sober-minded, be mindful of the potential danger, and be prepared for potential risks and problems. We must seize the opportunities, have the initiative of the development and push forward the reform, opening up and the modernization construction.
The principal requirements for the work in 2008 are as follows. We will hold high the great banner of socialism with Chinese characteristics, take Deng Xiaoping Theory and the important thought of Three Represents as our guide, implement the concept of scientific development, put into practice the guidelines of the Party’s 17th Congress and the Conference on Economic Work of the Central Committee, further implement the strategies of “six coordinations and six promotions”, actively push forward the reform, opening, and innovation, make great efforts to optimize the economic structure and raise the quality of economic growth; we must strengthen the energy saving, pollution control and ecological and environment protection, attach greater importance to people’s living conditions and social harmony, improve people’s lives and strengthen the city by innovation, and work hard to ensure the fast and sound social and economic development. The expected principal targets for the social and economic development in 2008 are suggested as follows: a rise of GDP by 12% on the basis of an optimized structure, promoted efficiency, and protected environment, a rise of general budgeted revenue by 12%, a rise of the handling capacity of containers by 20%, the per capita disposable income in urban areas and the per capita net income of farmers both reaching 8%, an increase of over 115,000jobs, the urban unemployment rate bellow 4%, the consumer price index at 104%, a drop of COD emission and sulphur dioxide emission by 5% and 8% respectively. To fulfill the targets, the work of the government this year will focus on the five aspects:
1, We will make efforts to transfer the development mode, and gave priority to stability, and quality. We will have a high awareness of the complexity and variability of the economic situation, not only seize the opportunities, but also deal with the potential risks and difficulties and prevent instability. We will take the transfer of the development mode as the key to the solution of various problems in the economic development, optimize the economic structure, accelerate the construction of the modern industrial system, ensure the coordination of quality, speed and efficiency, the coordination of consumption, investment and export, the coordination of population, resources and environment protection, and the coordination of reform, development and stability.
2, We will deepen the reform and opening up, and increase motive force to economic and social development. We will take the 30th anniversary of the opening and reform and the 20th anniversary of Ningbo’s being independently listed cities in the state plan as a new starting point, learn from the historic experience, explore further the opening and reform, adhere to innovation, reform and opening in our development. We will take the opportunity of the integrated development of the Changjiang River Delta, emancipate our minds, work in a pioneering and creative spirit, push forward the reform and opening in more fields, work hard to construct the systems in the light of the scientific development outlook, cultivate the modern market system that reflects the features of a modern international port city, and push forward the reform and opening to a new stage in the present new situation.
3, We will promote energy saving, pollution control and ecological construction. In face of the hard task of energy saving, pollution control and industrial update, we will take energy saving and pollution reduction as the key to the scientific development, reinforce the measures, and push with all might the construction of an ecological city. We will invest more in the infrastructure of environment protection, lay great emphasis on development cycle economy, form a working setup characteristic of the leadership of the government, the main part of enterprises and the participation of the whole society and fight a arduous and long-tem battle of energy saving and pollution reduction.
4, With a view of "people foremost”, we will pay more attention to people’s lives. We will accelerate the construction of a society that focuses on people’s lives, make more investment, attach greater importance to people’s living conditions and social undertakings, give greater prominence to the solution of people’s difficulties, improve the conditions in employment, social security, education, housing, and traffic, enable all people to share the achievements of the development, and raise the level of happiness of the people. We will make active measures to solve the issue of rising prices, ensure the supply, stabilize the prices, and secure the living of the low income group.
5, We will focus on the efficiency of our work. In the light of the requirement of Ningbo Municipal Committee of the CPC, adopt a realistic and pragmatic approach, pay special attention to the reinforcement of the policies and plans, and lay a solid foundation for the scientific development. We should further change the functions of the government, renovate administration and service, and establish a mechanism of balanced right and responsibility, scientific decision making, smooth implement, and strong supervision. We will effectively improve our work style, the leadership style, and the building of a clean government, implement the responsibility system, supervision and assessment system, and build a highly efficient and clean government environment.

Major Tasks for Year 2008
According to the aforesaid general targets and requirements, we shall do well our job in the following nine aspects:
I. Sticking to Urban-Rural Coupled Development and Speeding up Construction of New Socialist Countryside
Modernization of agriculture: The government shall attach great importance to food safety, stabilize crops cultivation and improve the production capacity and the regulation of circulation capacity. It will aim to develop pioneering industrial bases of agriculture and promote the construction of bases of agriculture, husbandry and fishery, doing the utmost to develop green produce and brand products. We will upgrade leading agricultural enterprises and add 10 city-level leading agro-businesses to the list. We will innovate the forms of agricultural organizations and set up new-type agro-service platforms, trying to add over 25 farmer cooperatives. We shall strengthen the infrastructural construction of farmland, water conservancy and agricultural machinery, accelerate sci-tech innovation in agriculture and improve the agro-technology spreading system. We shall advance the optimal management of farmland and exert great efforts in developing featured rural tourism. We shall make more efforts to dredge and consolidate rivers, waterways, reservoirs and seawalls, and complete the Yongxin River Project. Meanwhile, we shall consolidate the animals and plants quarantine system and the disaster relief mechanism for agriculture. Besides, we will advance piloting work of the policy-oriented agricultural insurance system and improve the service guarantee system for agriculture.
Development of new rural residential communities: The government shall earnestly accomplish village-level election at expiration of prveious office terms of the cadres and promote villager autonomy and put in place the community-based administration in countryside. For mutual benefit and win-win results, we will take proper actions that suit local circumstances to advance the village-business matching. We will speed up the construction of central towns and promote the process of urbanization, so as to raise the comprehensive bearing capacity of towns. We will keep advancing the “Bai-Qian Project”, a project involving hundreds of villages and improving the regulation of villages. We will implement the Village Greening Project, and strive to green over 200 villages the year around. We shall promote the electrification and informationization drives in rural areas, with the goal of establishing 40 electrified towns. We will carry out reforms of the rural house-site supply system and the land displacement system and further develop the living apartments for farmers. Meanwhile, we will improve the public utilities in countryside and promote the equity of public services between urban and rural areas. We will deepen relative rural reforms and make strong the collective economy in villages so as to improve the coordinative mechanism between urban and rural areas.
Fostering of new-type farmers: the government will continue to implement the policy of supporting agriculture and increase financial input in agricultural sector. We will raise farmers’ awareness of managing financial matters and explore channels for them to double their income, particularly the income derived from their property. The government will integrate the education resources in urban and rural areas, meet the needs of industrial development and initiate training programs for farmers to become industrial workers with focus on certification of secondary and senior technical workers. The government will explore ways to set up a farmer-training system that is supported by government, oriented to market and diversified in forms. It will aim to foster new-type of farmers who are knowledgeable, skilful and good at management, raise the quality of farmers and increase their ability to increase income and create a well-off life. We will attach more importance to increasing income for low-income farmer households and exert more efforts to render policy support for them. It is planned that in 2008, the government shall train a total number of 80,000 farmers and foster 1000 sci-tech demo households.
II. Transforming Development Mode and Going all out to promote the optimization and upgrading of industrial structure
We are ready to speed up the development of modern service industries, whose important role can be given full play to upgrade and optimize industrial structure. We strive to increase added value of service industry by more than 15 percent while the total retail sales of social consumer goods increase by 14 percent. We will strengthen the planning and designing of our service platform and speed up the development of Eastern part of the city as an international trade and exhibition centre, the international shipping service centre and international financial service centre. We will exert our utmost to introduce and cultivate such market institutions as intermediary agencies. We will actively develop such high-tech service industries as modern finance, modern logistics, business services, information networks, economic verification and creative designing. While vigorously developing port services, exhibition services and service industries with our own characteristics, we will also try to optimize the development of urban and rural life services. We will speed up the development of tourism and the construction of commerce and tourism terminals. Besides, efforts should be made to form a service industry system with international trade as its leader, with modern logistics, modern financial service science and technology, information technology, knowledge-based services, commerce, leisure tourism and cultural creation as its support.
While building advanced manufacturing bases, we will promote the integration of industrialization and information technology so that the automation and intelligence level of manufacturing could be promoted. We will vigorously develop high-tech enterprises and technology-oriented enterprises. At the same time, we will promote the joint development of large enterprises and small enterprises in the purpose of improving the competitiveness of our industrial cluster and further enhancing economic vitality. The manufacturing of precision instruments, CNC machine tools, medical health instruments and ship building will be will be actively promoted. We will speed up the construction of ethylene production project in Zhenghai Petrochemical Plant and Ningbo Wanhua Project (II) in order to upgrade Industrial development level in area around Beilun Port. We will actively promote the industrialization and clustering of optoelectronic, biomedical and other high technology industries whose output value is expected to reach more than 330 billion Yuan. We plan to add 100 new provincial and municipal high-tech enterprises and 10 national high-tech enterprises. We intend to realize wider application of advanced technology to upgrade traditional industries, extend the advantages of our industrial chain, and enhance industrial clustering functions with the expectation of developing more than 1500 new products.
  We will apply ourselves to optimizing the investment structure. We will thoroughly implement the state's macro-control policies, continue to improve the investment structure, and actively guide more social funds into the modern service industry, energy saving industries, environmental protection industries, high-tech manufacturing, R & D, agriculture, ecological development and other key areas or under-developed industries. We will stick to facilitating industry admittance and resolutely refuse projects characterized by energy consumption, heavy pollution, land occupation and low economic returns. Efforts should be made to activate non-government investment, promote private capital alliance and enhance their investment strength. We will strengthen exchanges and cooperation between banks and enterprises, prudently develop guaranteeing organization and make efforts to resolve the problem of financing SMEs. We will also actively improve the investment environment and further strengthen the service for and supervision of key projects. III. Promoting Reform and Innovation and Construction of an Innovative City
 We will accelerate the pace of reform in key areas. While deepening reform in financial and investment system we will vigorously develop the market for capital, technology and human resources. The construction of a social honesty and credibility system will be promoted. We will speed up financial innovation, deepen the reform of rural financial institutions and encourage enterprises to enter stock market and develop bond financing. We will strive to improve the competitiveness of the securities and futures industry, and guard against financial risks. We will also deepen our reform in such fields as public transportation, water and gas distribution. While promoting the diversity of investors, we will raise public service level. We will distribute state-owned capital to key areas, key industries and competitive enterprises. We will explore new modes of state-owned equity operation to preserve and increase the value of state-owned assets. By improving and implementing non-public economic development policies, we will try to create a fair competition environment for the development of various economic sectors. We will speed up the classified reform in institutions of different levels and promote the development of trade associations and intermediary organizations so that they shoulder more social service functions.
 We will strengthen the ability of independent innovation. Legal protection, policy system, incentive mechanisms and market environment regarding technological innovation and industrialization of scientific and technological achievements will be improved and a technological innovation system with enterprises as the main building, market as the orientation and industry-learning-research integration as the cooperation mode will be established. Investment will be increased in science and technology; the expenditure for social studies and test will account for more than 1.4% in the total GDP. While Nurturing and developing entrepreneurial risk investment we will strive to promote industrial applications of the outcome in terms of the independent intellectual property rights. We will speed up the building of national high-tech zones with the purpose of upgrading the function of industrial R & D gardens and promote the construction of a market of industrial designing, creative blocks and software. The exchanges and cooperation between industrial gardens and higher-learning institutions will be strengthened. 350 high-tech projects will be introduced while 25 R & D institutions will be built. In such fields as economy, administration and law, brand-new measures will be taken; service will be optimized and entrepreneurial innovation practice will be supported so that entrepreneurial innovation vitality of the masses will be stimulated and the main role of entrepreneurial innovation will be given full play. We will deepen the reform in science and technology management system; adjust means of support for science and technology innovation in enterprises and optimize allocation of technology resources. IV. Furthering the Opening-Up Strategy and Expanding Opening-Up Extent and Depth
Transformation of the growth mode of foreign trade: The government will accelerate the construction of international trade platform and strive to achieve a coordinated development of goods trade cargoes, trade services and technical trade. It will go on holding well the Zhejiang Investment and Trade Symposium, the China International Consumer Good Fair and the Fashion Ningbo, doing the utmost to forge a renowned city of trade, conference and exhibition. The government will aim to cultivate a number of big trading businesses with independent innovation capacity, intellectual property rights and self-operated marketing channels. We will put in place a sound brand-supporting system and aim to increase export of brand products, to improve the quality and the added value. We will consolidate the conventional markets in the US, Japan and EU and explore the emerging markets in ASEAN, South America and Africa. We will devote major efforts to developing outsourcing business. We will strengthen the restructuring of the functions of the development zones and the High-tech Park and the guidance on the zoning of industries, and pick up speed in cultivating industrial blocks, with focus on the development of key areas for opening up. The government will advance the coupling process of land and port and accelerate the construction and development of the Meishan Island Free Trade Zone. It is planned that the actual amount of foreign capital utilized is to reach 2.2 billion US dollars in 2008.
Interaction and cooperation in economy: With the target of establishing a modern market system with features of a port city, the government shall devote major efforts in developing a wide range of market entities, improving the market service system, upgrading the opening-up extent and promoting the drive of building an international gateway. We will explore for foreign engineering project contracting business and seek to establish overseas bases for investment and trade cooperation. The government will support businesses’ developing and utilizing mineral, forestry and fishery resources overseas. We will bring into better play the roles of Ningbo-bang (Ningbo-descent merchants home and abroad) and seek to consolidate the economic and trade cooperation with Hong Kong, Macau and Taiwan. In addition, we need to strengthen the cooperation and exchanges with Singapore and other sister cities home and abroad. We will intensify the branding development of the city and work to increase the influence of Ningbo at home and abroad. We will deepen the cooperation with cities of the Yangtze River Delta and do well the job of collaborating with the World Expo 2010 of Shanghai. We will promote the integration process of Ningbo and Zhoushan ports, and speed up the development of regional port alliance and development of non-water port. We will improve the port cargo canvassing system and upgrade the Big-Clearance service and the E-Port service. We will proactively conduct the mountain-sea collaboration with 3 other cities in Zhejiang and promote the cooperation in resources and industry with Quzhou. We aim to introduce a total of 15.5 billions of domestic capital in the whole year.
V. Strengthening Regional Integration, and Continually Promoting Urban Construction and Management
We will further regional development strategy. The plan of "Upgrading the Development in Central Part of the City" will be initiated. We will speed up the construction of such functional blocks of service industry as Central Commerce Block in eastern part of the city and the construction of eight public service system in order to achieve development by leaps and bounds. We will continue to do a good job in developing and constructing Dongqian Lake Tourist Resort, Wantou recreation and tourism area and Changfeng Binjiang living area. We will improve the comprehensive service function of the central part of the city. The overall development planning system will be perfected and policies regarding the overall development of core areas in Yuyao and Cixi will be formulated and implemented. We will speed up the construction of Hangzhou Bay area. The directory of industrial admittance and detailed implementation rules will be stipulated. In Xiangshan Port area, the plan of environmental protection will be made. In accordance with the requirement in terms of functional compartmentalization and the principle of equal opportunity in terms of fundamental public services, the practice of transfer payment and ecological compensation in underdeveloped areas of the city will be started.
We will plan infrastructure construction as a whole. With the purpose of building South Wing of the Yangtze River Delta as an integrated transport hub and a modern international deep-water port, we will accelerate the construction of an open, high-quality and efficient infrastructure networks. We will take the lead in implementing the "Strong Province of Port Transport" strategy, improve shoreline planning and its integrated development. We will also accelerate the construction of the international container terminal in Daxie. In order to have a better communication between the inland area and costal area, we will implement such projects as Xiangshan Port Bridge, expressway through the mountain and connecting Zhoushan Islands with the mainland. Besides, we will ensure the opening of Hangzhou Bay Bridge as scheduled. While optimizing the layout of ‘Transporting passengers through South Station and Transporting Cargo through North Station’, we will focus the construction of rail transport, Hangzhou-Ningbo passenger line and North Railway Station. The construction of railway line from Ningbo to Wenzhou will be accelerated and the construction of a logistics port in Zhenghai and an international container port in Beilun will be enhanced. We will advance the construction of a modern international airport by developing new routes, adding one or two airlines and ensure the completion of a logistics center in the airport. We will promote such infrastructure construction as urban and rural electricity supply, sewage disposal, flood prevention and underground pipeline networks. We will also continue to promote the idea of constructing and sharing infrastructure.
We will improve the management of urban and rural planning and construction. While seriously implementing Town and Country Planning Act and strengthening the preparation and research of planning, we will strengthen the legal management of planning. In the process of accelerate the controlled and comprehensive planning of central part of the city, we will complete regional planning of towns and villages and perfect township system. Our comprehensive management will be improved. Landscape greening and the improvement of greening in major passageways of the city will be will be carried out. The vista along streets in the city will be regulated and a long-term system of keeping clean in communities and fringes of the city will be established. Public transport will be further developed and the management and organization of traffic will be improved. We will also explore better policies to keep clean and maintain the greenery in the city. A digital management of the city will be introduced and strengthened.
VI. Developing Eco-civilization and Building an Energy-saving and Environment-friendly Society
Energy conservation and reduction of pollutant discharge: The government will earnestly implement the comprehensive work plan for energy conservation and reduction of pollutant discharge and carry out an accountability system for it. Meanwhile, we will reinforce the monitoring, statistical work and evaluation system for it. We will make full use of the leading roles of market and price and make relevant standards and policies for energy conservation and reduction of pollution. We will continue to construct 10 projects of energy saving, develop 10 energy saving technologies, initiate the 333 Energy Conservation Campaign and the 24-10 pollution reduction projects. We will continue our work on desulfurization and denitration in power plants and thermal power plants, trying to accomplish the minimizing the scale of small fossil power plants. We will institute the energy conservation appraisal and review mechanism on investment projects, for the purpose of achieving clean production. Besides, we will carry out 10 Action Plans for Circular Economy. We will advance the construction of projects of recycling renewable resources and of comprehensive use of power plant resources and continue to develop new and renewable energy sources. Furthermore, we will advocate green consumption and raise people’s awareness of energy saving and environmental protection.
Construction of eco-friendly city: While carrying out the overall plan for developing an eco-friendly city, we will put particular emphasis on the regulation of some key areas and make the city greener, cleaner and clearer. By implementing the 811 Three-Year Campaign on Environmental Protection, we will reinforce supervision on law enforcement related to environmental protection and consolidate the pollution prevention in major rivers, key areas and key industries. Aiming to control widespread pollution from the overuse of fertilizers and pesticides in rural areas, we will set up a number of eco-friendly large-scaled livestock farming bases. We will kick off a new round of developing ecological projects. In rural areas we will establish separate rain water and sewage systems in old residential areas and promote construction of sewage treatment facilities and eco-friendly public toilets. We will strengthen the control on use of refuse landfills and garbage incineration sites. In urban areas, the garbage collection rate of restaurants and eating places in urban areas is to be maintained at 70% and the living garbage treatment rate is be kept at 97%. While doing well the job of meeting the review checkup on the construction of a national garden city, we will accelerate the development of ecological benefit forests and reinforce the protection and treatment of off-shore ecological environment. We will keep a tight control on invasive alien species to ensure the ecological safety. We plan to accomplish an afforestation of 18 Chinese mu and construct 3000 Chinese mu of coastal forest belts.
Intensive use of resources: We will go on with the piloting work on the overall planning of land use and reinforce the protection of farmlands. We will strictly carry out the land control and farmland protection accountability system, and investigate and prosecute all cases of land use that contravene laws and regulations. We will increase land reserves for urban development and regulate the means of bidding, auctioning and licensing of industrial land. We will gradually advance land reclamation and regulation, make better use of stock land and raise the capacity rate and the output rate. We will go on with the construction of a number of water projects, such as the Dongqian Lake Waterworks (Phase-2), the Zhougongzhai Reservoir Water Diversion Works, the urban ring networks, water supply networks for big projects, the Yandong Sewage Treatment Plant (Phase 2) and its reclaimed water project, gradually realizing separate supply of water, quality water for best use and use of reclaimed water. We will keep upgrading the power transmission networks, by advancing the construction of the Beilun Power Plant Phase 3 Project, the 500KV and 220KV power transmission networks. We will implement the peak-hour-evasion deployment system for power use, so as to promote the scientific, rational and orderly use of electricity.
VII. Stressing Harmonious Development and Comprehensively Promoting the Construction of Socialist Undertakings
Improving the Civilization Level in Both Urban and Rural Areas. We will speed up the construction of the socialist core value system, publicize the Ningbo Spirits vigorously and try to improve the civilization quality of citizens and the civilization of the city. We shall advance a new-round construction of national civilized city, for which centralized renovation will be carried out deep into the areas such as back street alleys, old communities, and the suburban; public security order, market order and employment order will be standardized; series of activities focused on civilized traffic, civilized behaviors and civilized life will be solidly propelled, and several unfavorable phenomena as random parking and crossing, setting up stalls disorderly and forceful begging should be firmly kept with limits. At the same time, we will expand the civilization construction realm in communities and non-public enterprises, and carry out the activities to create harmonious enterprises. Efforts should be made to drive Ninghai, Zhenhai and Yinzhou districts to strive for title of ‘Provincial Civilized Cities or Districts’, and strive for the ‘National Civilized City’ for another term. We shall strengthen the inspection over the cultural market, put more emphasis on the construction and management of the internet culture, and embark on cultivating a modern system of cultural market. We will also strengthen the popularization of science to improve the scientific quality of citizens constantly. At last, we will launch extensive national fitness campaign, raise the development level of sports, and carefully organize the Olympic torch relay.
Giving Priority to Develop Education. Efforts shall be made to optimize the education structure, deepen the connotation construction, consolidate the service functions and promote the equality of education. It is necessary to improve and perfect the management system of education, expand the efforts to co-ordinate and distribute the regional education sources. We will positively advance the balanced development of the fundamental education, deepen the implementation of free 9-years' compulsory education, enlarge the high-quality resources in the senior high schools, emphasize the pre-school education and special education, carry out the quality-oriented education in an all round way and ease the students’ burden earnestly. We will deepen the system construction of the service-oriented education, strengthen the protective function of the high education and vocational education to the highly-skilled personnel, develop the vocational education vigorously, speed up the construction of the Top-ten Practical Talents Training Base and Internship Training Base, coordinate the readjustment of the layout of majors so that we can gradually form a main major-cluster fitting the local economy. We will be devoted to bettering the school quality and the level of the advanced education, driving the regulation construction in modern universities and colleges and enhancing their ability to serve the local economic and social development. And we will positively promote the on-the-job education, community education and life-time education, support and standardize the voluntary education, better the education service for foreign businessman and their families and the migrant laborer’s children who meet the condition to receive education, and continue to implement the scholarship and stipend system for students in universities, colleges and secondary vocational schools.
Perfecting Medical and Health Care System Both in Urban and Rural Areas. We will speed up the construction of the main medical and health infrastructures, expand the efforts to improve the medical treatment service in urban and rural areas, promote the health service network in order that it can cover all communities in urban and rural areas, to forge a new treatment pattern in which people with small diseases can turn to the community clinics and those with serious diseases to hospitals. Besides, with the new medical system, it is possible for patients to transfer among hospitals. We will improve the county, township, village three-level rural health service network, continue to implement the quality-improvement program for the grass-root medical and technical personnel, and drive the integrity management of the medical service on the level of town and village. We will solidly carry out the health exam task for all the rural people, and improve the new type of cooperative medical care system in all rural areas. Efforts will be made to deepen the reform of the medical and health care system, to implement the regulations of using the cheap treatments and medicines, and to improve and perfect the financial aid system for the public medical sectors. We will also enhance the cultivation program for managerial and administrative personnel for enterprises and practical personnel for the rural areas, improve and perfect the personnel evaluation and management system to realize the growth of the city’s total personnel by over 12%.
VIII. Improving People’s Livelihood and Building a Harmonious Society
Employment and social security: The government will carry out a proactive employment policy, standardize the management of the human resource market and improve the employment service system of rural and urban areas. We will carry out the state policies on ethnic and regional affairs and bring into better play the roles of religionists and people believing in religions in social and economic development. We will execute the emergency law and continue the development of the emergency platform system so as to improve the prevention and handling capacity in case of breakouts. We need to strengthen the auditing oversight and the administrative supervision and establish an audit reporting system, so as to standardize the administrative conduct in law enforcement.
Construction of a clean government. While running the government by high standards we must attach great importance to institutional development for a clean government and establish a working mechanism of decision making, execution and oversight that check and coordinate with each other. We need to strengthen the construction of clean-government culture, carry out laws and regulations on clean-government development. We keep firmly in mind the rules of “Two Must” and reinforce the consciousness of hardship, public servants' awareness and frugality awareness. We will standardize the governance conducts in transfer payment from the exchequer, government procurement and transfer of state-owned assets and advance the building of conservation-minded government institutions. We will earnestly implement the responsibility system for improving the Party's work style and building clean government, putting in place an established system of clean government, self discipline and democratic supervision. We will keep combating bribery in business transactions, rectifying wrong conducts, reinforcing auditing oversight and administrative supervision, and seriously investigating and punishing acts of violating laws and regulations.
Fellow deputies, the governmental work must rely on the people and all will be done for the people. Last year government departments of various levels made concerted efforts in advancing the equalization of public services and accomplished 10 big projects concerning improvement of people’s livelihood. We devoted 73% of the financial increment to the improvement of the people’s well being. We will continue to pay close attention to the well-being of the people and put more social resources to the fields of public services. We will establish a sound mechanism for the betterment of people’s livelihood and focus on the following ten issues related to the betterment of the people’s livelihood.
1) Employment: We will better implement the policies of helping people self employed; we will increase job openings by 1.15 million and maintain 5200 non-profit job openings. We will make the employment rate of households relying on basic living allowances reach 50%. We plan to organize 180,000 people to take part in technical training programs.
2) Social security: We shall institute the endowment insurance in rural areas and expand the coverage of social insurance, aiming to raise the insuring rate of migrant workers by 100%. We shall keep raising the minimum wage of corporate workers, the old-age pension of corporate retirees, the pension for the disabled or for the family of the deceased, and the subsistence allowances. We will keep carrying out activities of aiding the poor and the disabled and granting allowances to those seriously handicapped holding poverty certificates on a regular basis. Home endowment services will be provided in 150 administrative villages across the city.
3) Education: The per capital education fund for primary school students and junior high students shall not be lower than 400 yuan and 600 yuan respectively. The fees for textbooks and exercise books will be exempted for students receiving compulsory educations in urban and rural areas. The children of peasant workers eligible for compulsory education will be exempted from the tuition if they study at schools on temporary basis.
4) Healthcare: We will make the medical insurance rate of urban residents reach 70% (excluding on-campus students).The fund for public health will be raised to 20 yuan per capita. The number of beds in hospitals will increase by 1000. We will earmark a fund of 500 million yuan for rural cooperative medical service and increase the financial subsidy standard and the fund raising from rural residents, with the amount expected to reach 1.5% of the per capita income of last year. The hospitalization subsistence level is to be increased to 35%. The government will aim to realize the full coverage of the preferential outpatient treatment in rural areas. We plan to arrange 100 million yuan for basic medical insurances targeted urban residents, providing free check-ups twice a year for insurers of urban medical insurance, and an allowance 500 yuan per year for old party members, old guerrilla soldiers and old liaison personnel who are residing in rural areas.
5) Culture and sports: In 2008 we will send 25000 film shows and 1000 opera shows to rural areas. We will make the TV-Radio accessible in all villages that have over 20 households per village. We will go on sending mobile libraries to rural areas, especially to those places with most residents of migrant workers. The coverage of fitness paths in administrative villages is to reach 80%, and the goal of making all villages possess sports facilities will be basically realized.
6) Housing: We will make 3000 households entitled to the low-rent housing privileges and accomplish the redevelopment and renovation of 600,000 M2 old residential communities. We will complete the building of 400,000 M2 of economically affordable houses and begin to construct an area of 300,000 M2. We will resettle 1,500 households from mountainous areas, islands and remote areas and renovate dilapidated houses of 1500 families in underdeveloped areas.
7) Transportation: We shall begin to build the eastern section of the round-the-city expressway and its connection projects and continue with the Five Roads and Four Bridges projects. We will complete the projects of Changfeng Bridge and Qingfeng Bridge and start to construct the hub project of Ningbo Railway Station. We will increase input in public transportation and put to service another 200 luxury buses to the urban areas. We will set up 10 junction stations and terminal bus stations. In addition, we will build 250 km of network roads and 750 bus bays in rural areas.
8) Environmental protection: We will launch the construction of 50 sewage treatment projects in rural areas and accomplish the environment improvement tasks in 300 villages. We will take the lead in Zhejiang Province to basically solve the drinking water problem in rural areas within two years’ time. And this year, we plan to address the drinking water safety issue for a rural population of 300,000 by extending the water supply networks to rural areas from urban areas. In addition, we plan to complete the dredging of 300 km of waterways. We will raise the subsidy for key public welfare forests to RMB 15 yuan per Chinese mu (0.067 hectares) and refund in full the forestation fund and the redevelopment fund for forestry businesses. The sewage treatment capacity of city is expected to reach 800,000 tons per day. We will accomplish the pollution treatment of two city-level key areas and continue with the development of the recycling network for renewable resources.
9) Market supply: We will newly establish 50 supply bases of vegetables, aquatic products and livestock and go on with the establishment of Trustworthy Chain Stores and Supermarkets in rural areas. We will complete the natural gas conversion work for 50,000 households. We will strengthen the warehousing, transportation and supply of grains and foodstuffs, and intensify the price control.
10) Public security: We will set up an online drug supervision system of drugs and keep a tight control on the supply and market access of food and drug, so as to reduce the safety risks of food and drug use. We will complete the reinforcement of 13 reservoirs to guard against risks; we will improve the 110 emergency response platform to have a comprehensive control of the public security. We will further the safety production management to reduce the mortality rate (per RMB 100 million yuan of GDP) of accidents in production. We will establish a legal aid green passage and an information service platform that are targeted at migrant workers.
Fellow deputies, Ningbo is now at the critical period of building a well-off society in an all-around way and taking the lead in realizing modernization. It is therefore confronted with the arduous tasks of advancing scientific development and developing a harmonious society. Let us rally closely around the Party Central Committee with Comrade Hu Jintao as General Secretary and hold high the great banner of building socialism with Chinese characteristics in carrying out the science development strategy. Under the leadership of CPC Ningbo Municipal Committee let us unite with one heart and one mind, rely on the government employees and the general public, and continue our concerted and unyielding efforts to pioneer and innovate, so as to push to a new phase the drive of turning Ningbo into a modern and international port city.
