Upon hearing these words, Yang Yichuan, a junior middle school teacher working in Eryuan County, Yunnan province, southwest border of China, felt very impressed. The fact that work report of government and suggestions from people chimed in easily is a full reflection of the public-spirited concept of Chinese government.

"Prime minister cares people's concerns”. It is stipulated in the Constitution of the People's Republic of China that all power in the People’s Republic of China belongs to the people. The work report made by prime minister did give much importance to the concerns of people. This impression by the central government will definitely accelerate the democratic construction at various levels to carry forth democratic decision-making and supervision.
