According to a report by Beijing Youth Daily on October 22, Wuhan is making a draft of its first legislation on psychosis. It has been released by Mr. Zhang Lianzhong, one of the drafters and an expert working in Mental Health Center that Wuhan Mental Health Regulation (draft), will be reviewed by People’s Congress of Wuhan next month. The regulation embodies many people-oriented concepts and puts forward a lot of new administrative systems. 

In the past decades, mental patients have attacked many people. However, we have no good solution to the crime and disturbance by mental patient as they commit crime under condition of illness and are not conscious of what they are doing. In this circumstance, many laws and regulations become invalid to those mental patients.

Fortunately, Wuhan has made the first regulation on the management mental patients and consequence of mental patients-committed crimes. Such legislation keeps up with the public will and is welcomed widely.

With the increase of intermittent mental patients, the problem of mental patients becomes more serious demanding immediate measures. As it is difficult to predict when they will attract other people under the state of illness mental patients pose a increasingly serious threat to public security. Moreover, sometimes, victims attacked by mental patients cannot obtain compensations, which is not fair. Under the newly adopted regulation on mental patients in Wuhan, those who suffer from the attack of regulation on can apply if the mental patients and their guardians have no ability to compensate.

Building a harmonious society should not be just an empty slogan but requires tangible actions. The legislation for Psychosis in Wuhan is a valuable attempt to improve the well being of people.
