Many of the new statements in the report of the 17th National Party Congress are different from the previous ones in only one word . For example, the statement of “economic growth” has been changed into “economic development”; “sustainable development” into “everlasting development”; the “gross GDP” into “per capita GDP”. These fine differences in expression not only bring us freshness, but also have profound meanings.

“Difference in one word” reflects confidence and determination in our Party’s implementation of the scientific concept of development into every aspect of economic and social development along the road of building socialism with Chinese characteristics. As members of 17th National Party Congress said, the scientific concept of development is a major strategic thinking that we must follow and implement in developing socialism with Chinese characteristics. As a major strategic thinking, it should become a guideline of economic and social development, and permeate into all aspects of national economic and social development. All the statements in the report of the 17th National Party Congress, including those on the party building, economic development, social progress and culture development have the light of scientific concept.

“Difference in one word” has been created with the valuable experience of success and failure obtained by the party in the magnificent upsurge of reform and opening up practice during the past 29 years. The change from gross GDP to per capita GDP gives NPC representatives a deep impression that it is set on the basis of development experience in past 29 years and really not easy to make. Since 2002, economic growth rate of our country has remained above 10 per cent four years in succession and the total economic volume has come up to the forth place in the world, but the per capita GDP is still far behind.

“Difference in one word” shows the splendid prospect for our building a well-off society in an all-round way. The 17th National Party Congress not only describes the good prospect in great details, but also works out the strategic and implementation course. The tremendous changes behind “difference of one word” will come into being in every corner of economic and social life in the near future.
