During the discussion on the Constitution of China Communist Party (amendment) by delegates attending the 17th national congress, one of the hottest topics is to add the scientific outlook on development into party constitution as the enrichment of party constitution by theoretical innovation confirmed in the report of the 17th national congress represents the reality of the party and the popular will of party members (according to the report by People’s Daily on October, 18).

Party constitution gives substance to Party’s principles and policies and specifies important regulations and mechanisms. Therefore, it plays a fundamental and directional role in the improvement of party building. Since the opening of the 16th national congress, the central committee of China Communist Party headed by president Hu Jintao have put forward a series of strategic concepts such as the scientific outlook on development, the vision of building a harmonious society and the goal of strengthening the Party’s governing capacity and improving its art of leadership and governance. In accordance with the theoretical development and the changed situation, the 17th national congress has made modification in the party constitution, a move favorable to pushing ahead the cause of building socialism with Chinese characteristics

The work report presented by president Hu Jintao at the 17th national congress is the great crystallization of the practical experiences and collective wisdom of the Party and people, setting up a blueprint for the reform, opening up and the modernization drive as well the for the party building. The introduction of theoretical innovation confirmed in the report of the 17th national congress into party constitution meets the requirements of the new situation and new tasks, representing common aspiration of people of all ethnic groups.
