Since 2003, 56 backup cadres have been sent by Yuyao Municipal government to the functional organs such as the City Management Bureau to experience the real challenges for cadres. There is really something in the innovative practice by Yuyao. 
　
Tryout before taking post is an important link of to promote cadres. Normally, surveys of public opinions are conducted to evaluate the candidates.  It has been proved that many cadres who have good public relations fail to be good leaders. Some cadres do excellent jobs when they are given specific tasks but fail to handle complicated situation when they have taken the leading posts.

The purpose of Yuyao Municipal Government for this initiative is testing the real qualities of candidates in the most difficult poisons such as those in the City Management Bureau. When they are faced with problems and challenges, they will show their best performance. In this important period of reform and opening-up, what people need are cadres with real qualification and skills to help them solve existing problems. At the same time of conducting surveys of public opinions, Yuyao has made arduous efforts to test the candidates in the pre-post tryout. It is for sure that those cadres who hold surface formality will be eliminated by such tryouts.

The selection and promotion of cadres are of high importance. If the right persons are selected, they will bring fortune to the cause of the party, the righteousness to the other cadres and bless to the mass. Since 2003, 49 of the 56 backup cadres sent by Yuyao Municipal government for pre-post tryouts have taken leading poisons in various organs. They have proved strong ability to adapt themselves to new environments and enjoy sound public opinions. The innovative practice by Yuyao in cadres’ selection and promotion is really successful.
