Ningbo Obtains Great Achievement in Resisting Commercial Bribery(Feb 8, 2007)

    According to Gu Wenjun, Vice Secretary of Ningbo Municipal Commission of Discipline Inspection of the CPC, Director of Supervisory Bureau of Ningbo Municipality and Director of Ningbo Municipal Office of Resisting Commercial Bribery, since 2006 when the Central Committee of the CPC and the State Council decided to combat commercial bribery, Ningbo Municipal Committee of the CPC and Ningbo Municipal Government have made great efforts to fight against commercial bribery. Related organizations have been formed, education campaign has been made, some bribery cases have been investigated and dealt with, and the long-term mechanics have been set up. At present, the work is going on and great achievement has been made.
    An atmosphere of resisting commercial bribery has taken shape. To gain a consensus, the city has made full play of the mass media to publicize the significance of fighting against commercial bribery and related laws and policies of the party and the government.
    Self-examination and self-correction of inappropriate commercial activities have been made, for the self-examination and self-correction of inappropriate commercial activities is a very important part of the special action of resisting commercial bribery. According to the six fatal fields that the Central Committee specified in construction, land transaction, transaction of property rights, government procurement, medicine transaction, resource development and management, and in such nine departments as bank credit, securities and futures business, commercial insurance, publication, sports, telecommunication, power, quality inspection and environmental protection, the city appointed 21 city-level departments as focal units for the self-examination and self-correction. As a result, 12,369 enterprises and institutions, 351 governmental departments and 2,312 related offices have been self-examinated and self-corrected. In the self-examination and self-correction, six phases have been paid special attention such as publicity, investigation, problem finding, problem solution, correction and evaluation.
    Increasing efforts have been made in prosecuting commercial bribery cases, for prosecuting commercial bribery cases is regarded as a most important link in fighting against commercial bribery an indicator of the success of the special action and an important step to gain confidence of the people. Since the last year, Ningbo has concentrated on resolving most prominent problems that concern the public interest and that might raid the order of the market. Focusing on the critical links, and sticking to the principles of reliability, seeking truth from facts and combining punishment and education, Ningbo has has strengthened the prosecution of commercial bribery cases related to the departments and persons that are likely to be involved to commercial bribery. From the very beginning of the special action, the leading office of resisting commercial bribery made public the informants hotline telephones and letter boxes, and held twice joint meetings of related discipline inspection and law-enforcing departments and unearthed some serious cases of commercial bribery.
    Long-term mechanism of resisting commercial bribery is steadily taking in shape, for both the symptoms and root causes of commercial bribery should be addressed. In investigating and treating bribery cases, related departments have been paying great attention to the construction of the long-term mechanism for the resisting commercial bribery in the light of the outline of corruption prevention. In line with the construction of the education mechanism, power operation mechanism, enterprise self-disciple mechanism, and social credit mechanism, related departments of the city promulgated above 400 regulations and rules. In the construction of the long-term mechanisms, all the related departments have stuck to the “four combinations”, namely, combination of the special action with prevention of crime by taking advantage of duty, combination of the special action with standardization of administrative procedures for examination and approval, combination of the special action with regulating the market order, and the special action with the establishment of regulatory framework. And the construction of the long-term mechanism goes through the whole process of the special action.
