In carrying out the strategy of “Coordinating Development of Port, Bridge and Sea”, and in light of the goal to turn Ningbo Port into an international pivotal deep-water port as well as a main port for oceangoing container transportation, we will speed up the comprehensive exploitation of the resources, improve the management of the port, and as a result consolidate its position as an essential part of Shanghai International Shipping Center.
Part 1. Boosting Comprehensive Development of Ningbo Port
Continuing to rank the container transportation as the top priority, we will optimize the layout of the port and expand the infrastructure to enhance the port’s capability to make an intensive use of its resources.
Expanding the Infrastructure. In order to push forward the construction of the container terminal, we shall complete the Beilun Port Phase 4-5 Projects and the Daxie Harbor Port Project. By 2010, Ningbo Port is expected to possess a handling capacity of more than 11 million TEUs. We will quicken the integration of resources on coastline, remove and rebuild the 2nd bulk cargo berth. Presently, we are building the second berth with a capacity of 250 000 tons at Daxie Crude Oil Wharf and LNG wharf with a view to strengthening the stevedoring system. The Xiazhimen International Sea-route is to be dredged to enlarge the anchorage ground. Efforts should be exerted in building the container storage yard on land. The Chuanshannan, Meishan Island and Xiangshan Port projects are also under planning.
Establishing a System of Combined Transportation. We will combine shipping with railway transportation to press ahead with the development of Ningbo as a transfer station for railway containers, which is able to transfer one million TEUs each year. Besides, the container transport on river is adopted to connect Ningbo Port with the Yangtze River the Golden Channel, which is expected to contribute to the economic development along the Yangtze River and make Ningbo Port an important outlet for goods from along the River as well as a pivot for the combined transportation on river and sea.
Expanding the port’s influence to hinterland. With the construction of “dry port" in Yiwu, Jinhua and other inland cities, traditional hinterland transportation is to be enhanced. However, to expand the port to hinterland, we need to establish a sound system of collecting goods from cities along Changjiang River, especially from Northern Zhejiang Province and Southern Jiangsu Province. Efforts should be made on marine facies hinterland to consolidate traditional markets in Europe and North America and to increase the container transportation. In so doing, we are fostering international container transferring business which could serve as a new growth point in container transportation.
Accelerating the integration of Ningbo Port and Zhoushan Port In light of the "Conformity in Brand-name, Planning, Exploitation and Management”, we have to realize the sharing of the port resources and infrastructure, and co-construct Ningbo and Zhoushan Ports. Support will be extended to the project of Combining Zhoushan Isles as well as the Container Wharf project in Jintang Port. The Liuheng-Meishan Island Coordinate Exploitation and Cooperation will be pushed under way.
Making an Intensive Use of Port Resources Following the principle of “Utilizing Watercourses on Water Depths”, we will make an overall plan of the port resources on coastline, allocate them rationally and use them efficiently. A systematic unification of the resources and the rebuilding of the port is necessary. We should also balance the relationship between port building and city construction, between the shipper’s port and the public port. Optimization of the layout and the increase in efficiency are instrumental in shifting the development model from an extensive one to an intensive one.
Part 2. Improving Transport Network
A modern transport network integrating collecting, distributing and conveying should be forged. Led by the port, it should combine road, railway, waterway and airline coordinately.
Road. Emphasis will be laid on the expressway network called “One Wheel with Five Spokes”, which will be the “213 Expressway” with the downtown as its centre. Another network is the “eight main highways north-southward, five east-westward and three on the coastline”. These expressways, together with those combining counties and districts and main towns will meet the standard for arterial highway. By 2010, the density of the transport network is calculated at 93.3km/100skm, with more than 500 km open to traffic.
Railway. With the completion of Ningbo-Taizhou-Wenzhou Railway (Ningbo Section) and the electrification of Xiaoshan-Ningbo line, we are endeavoring to build a railway around the city and a by-line on Daxie Island as well. Ningbo North Railway Station will be removed and complementary facilities for Zhuangqiao Freight Terminal to be built. Endeavor is also made to build the Ningbo Section of the Nanjing-Hangzhou-Ningbo Expressway. This is an intercity expressway within the Yangtze Delta. 212km railway will have been added by 2010, when Ningbo as a terminal station will give way to a regional pivotal station for freights and passengers, with a capacity of 10 million person-times.
Waterway. The Phase 2 and Phase 3 Projects of Hangzhou-Ningbo Canal in Ningbo Section, when finished, will meet the class Ⅳ standard for waterway. With the initiation of the Rebuilding of the Class Ⅳ Waterways in Fenghua River and Shanjiang, and the completion of the Hangzhou-Ningbo Canal in Yuyao Donggang Section, the watercourse transport will begin to display its advantages.
Air Transport. To expand Lishe Airport, we will offer more international airline services and build it into an important trunk line airport in East China. We will continue to remove Zhuangqiao Airport in Jiangbei. By 2010, the passenger throughput will rise to 3.7 million person-times and the goods and mail throughput to 100, 000 tons.
Part 3. Enhancing Port Management
Under the guideline of “First-rate Home, Advanced Abroad”, we will renovate the system and introduce modern technology and novel concepts to better the management of the port.
Improving the Customs Services. Carrying out the “Streamlining of Clearance Formalities” and deepening the cooperation between the customs, marine affairs departments, financial organizations and quarantine bureaus, we will speed up the clearance and better our services. In fostering agent business and perfecting financial and insurance market, relevant services will be offered which include tallying, judicial arbitration, loading and packaging, ship repair etc. All these efforts are for stretching the value chain of port services and improving the administrative ability and efficiency.
Developing International Logistics of the Port. To better display its advantages as a good deep-water port and its function as a link between China and the world, we should vigorously improve international logistics by setting up an international distributing center. In response to the plan of “Interactive Development between Port and the Logistics Zone”, we will take it as a priority to build a logistic park in the bonded area, which will function as a center for transferring and purchasing international goods. Consequently, the logistics Park will better serve the local economy.
Promoting the Computerized Management of the Port. With the introduction of information technology and the conformed use of information resources at the port, the E-port Information Platform will be upgraded and the port's management improved. Basically, the loading and unloading will be automated, information exchange electronized and management means modernized.
Innovating the Administration System. According to the strategic planning of the Government of Zhejiang Province, we are required to further renovate our administration mechanism, set up new management system and an operating mechanism that will help integrate Ningbo and Zhoushan Port. In implementing The Port Law, we will improve our administration at port. Accordingly, the distribution of administrative power between the government and enterprises at the port should be balanced, which will strengthen the enterprises’ core competence and the government’s administrative ability.
