The conscientious implementation of the present Plan is of vital importance in securing a scientific and harmonious development of the city’s economy and social undertakings. Under the circumstances following the tentative establishment of China’s socialist market economy, the fulfilling of objectives and scheduled tasks in the Plan will mainly rely on the fundamental roles of the market-based allocation of resources. Meanwhile, the government shall fulfill the duties properly, guarantee the supply of key resources factors, and guide to have a rational allocation of the social resources and public resources, so as to secure an effective implementation of the Plan.
Part I Key Resources Guarantee
In line with the principle “Planning moderately Advanced, Leeway Reserved”, Ningbo shall guarantee the supply of water, land, power, capital and human resources, so as to meet the demand of the booming economy and social undertakings.

- Water: by 2010 the water supply capacity of the city shall reach 2.567 billion M3, among which the urban supply will rise from the present 1.326 billion M3 to 1.499 billion M3. The city shall strengthen the construction of water supply and sewage pipeline networks, save water and achieve a balanced water supply capacity and structure.

- Power: to add 5.5 million KVA/500 KV of (to build transformer stations of Yongdong, Guancheng, Shibei, and expansion project of Ninghai Transformer Station), with the total capacity to reach 10 million KVA; to add 6.48 million KVA/ 220KV (to newly build 18 transformer stations), with capacity to reach 11.1 million KVA; to add 5.54 million KVA/110KV, with total capacity to reach 11.2 million KVA. The power grid’s transfer capacity will increase by 3.8 million KW, to reach 8 million KW.

- Land: We shall protect strictly land and use land in an economic way. By 2010, the land for construction will be limited at around 16,750 hectares.

Part 2. Organization Guarantee
All administrative conducts by government shall take laws as the yardsticks and should conform to the requirements in the master plan for the national economic and social development. The assessment system of governments shall be improved and optimized. All regional plans, special projects and industrial plans shall be based on and subject to the master plan. Governments at all levels (city, county and district) shall further develop awareness on planning, so as to put in place organization and proper measures while implementing a project.
Part 3. Guarantee of Legal System
By use of the advantages of being able to draft local laws and regulations as a “fairly-large city” (a sub-provincial city separately listed in the state economic plan), Ningbo shall speed up the construction of the legal system for plan compiling and implementation. Ningbo has instituted the Regulations on Planning Administration, to reinforce the thread and coordination between special plans and the master plan. It has also made the Regulations on Protection of Eco-Function Zones and the Rules on Protection of Marine Functional Zones, guiding and restricting the development of zones related. We shall improve the mechanism of People’s Congress examination and supervision on plan implementation and the report and inquiry system on projects or layouts that are not in conformity with related zoning plans.
Part 4. Policy Guarantee
In accordance with the principle “Public Finances Subject to and Serving Public Policies”, we shall clearly define the scope of government expenditures and give priority to fields of compulsory education in rural areas, public health, popularization of agro-technology, training of rural labor force, employment, social security, poverty alleviation, disaster prevention and relief work, public security, sci-tech innovation, environmental protection and fixing etc, when allocating the financial resources. The city shall make full use of the adjusting role of taxation and make a set of taxation policies for the boosting of circular economy, building of an economic-type society, promoting employment, sci-tech development and self-innovation capacity, as well as for the sound development of other industries. In line with the requirement of promoting industrial restructuring, we shall restructure industrial policies, support the R&D of high-tech industries, and raise the core competence. We shall push forward the restructuring of monopoly sectors, trying to develop a competitive market mechanism, so as to raise the service level. Through the carrying-out of rigid technical standards, discharge standards, and ecological compensation mechanism we shall curb the pell-mell expansion of industries with high consumption of energy and heavy pollution, and render support for development of enterprises with independent intellectual property right, well-known brands and sharp competitive edge. Meanwhile, we shall boost the development of private enterprises and improve socialized service system to make stronger private businesses.
Part 5. Institutional Guarantee
The implementation mechanism shall be innovated; both economic and administrative means shall be employed. The 11th Five-Year Plan for Economic and Social Development shall be specified into annual plans and fiscal budgets, therefore to ensure the fulfilling of the planned objectives. The city shall implement special projects and regional plans properly, to guide the industrial upgrading and sustainable and coordinated development of different regions. The restraint indexes set in the present Plan are of legal binding force and will be taken into account when departments of all levels conduct comprehensive assessments and performance appraisals of the social and economic development. The restraint indexes shall be broken down to the relevant departments. Among them, the energy consumption index and the major discharge control index shall be broken down and delegated to counties and districts. Efforts shall be made to supervise and examine the plan implementation. We shall make interim appraisal and dynamic monitoring to discover problems so as to envisage solutions and remedies in a timely manner.
Concluding Remarks
The 11th Five-Year Plan is not only the guiding principle for Ningbo to develop its economy and social undertakings in coming five years and even longer period of time, but also the action plan for the City to build a well-off society and actualize modernization ahead of schedule. We must fulfill our commitments made to the people, as well as the objectives put forward in the Plan.
Ningbo people should go all out to work with an innovative and pioneering spirit for the fulfilling of the objectives set in the present Plan and for a milestone in the economic and social development.
