We shall attach crucial importance to public security and exert great efforts in dealing with social conflicts and problems arising with economic and social progress. With the building a peaceful Ningbo as the focal point, we shall meanwhile strive to build a city with a sound legal system and social harmony.

Part 1. To maintain public security

To step up building a sound economic security system and an emergency response mechanism: By sticking to the principle of “Safety Utmost, Prevention as Priority and Comprehensive Control”, the city shall go on implementing the safety production responsibility system, reinforce the enterprise’ sense of taking the principal responsibility and improve the monitoring system on production safety. Meanwhile, it shall execute the safety laws strictly and reinforce the infrastructural construction related to production safety. By 2010, Ningbo shall have instituted a sound system of laws and regulations on production safety, a technical assistance system, an info guarantee system and an emergency rescue system. It shall strive to reduce the serious accident rate by 20% within five year’s time. The city shall advance the construction of preventive system against natural disasters and a contingency rescue system too. Great efforts shall be made to guarantee the reserves of grains, petroleum and other key strategic resources; contingency plans and mechanisms shall be set up too. The city shall make efforts set up a deployment and coordination mechanism to guarantee the supply of and the control over key resources of water, power and land, etc.
To set up a sound social security system and the emergency response mechanism in line with the guideline “Government Guiding, Public Participation”: With a view of advancing the construction of public health security system, we shall reinforce the safety control of produce ranging from farm field to meal table and intensify the testing and safety control on foodstuffs and medicines.
To set up a sound ecological security system and the contingency response mechanism: We shall strengthen the capacity of preventing against natural disasters and reducing disasters by setting up a early warning and contingency system against meteorological disasters and a mass mobilization mechanism to cope with aftermath relief work, thus to raise the city’s capacity of earning warning on meteorological disasters, of secondary disasters and the emergency support capability. Proactive measures shall be taken to prevent from and cope with any mass breakouts resulting from ecological problems.

Part 2. To Strengthen Social Services and Administration

With a view of advancing the institutional reform on social administration, Ningbo shall strive to develop a social administration structure with CPC party and government leadership, coordination from the society and public participation. It shall reinforce enterprises’ responsibilities on the society, give full play of the roles of societies, associations, trade organization, intermediary agencies and public welfare organizations, thus to develop synergy in administration and service providing. The city shall strengthen the construction of organizations at the grassroots level, explore for a new administration model on grassroots organizations and give full play of the role of grassroots organizations in coordinating benefits distribution and tackling conflicts.
By adhering to the guideline “Crashing and Preventing, Giving Priority to Preventing”, the city shall carry out all regulations and measures on fixing and maintaining social security. It shall set up a prevention and control project, striving to establish a tight social security control system. It shall also set up a social mobilization system of mass prevention and control, and an emergency response and rescue force, thus to raise the general public’s capability of preventing against and checking unlawful practices. Further efforts shall be made to handle group appeals, by setting up corresponding guarantee mechanism and contingency plans and mechanism to handle disputes or appeals. Meanwhile, the city shall launch campaigns of securing public security and form a strip-plus-block security layout.   
We shall earnestly implement the basic national policy of ensuring gender equality, organize to carry out regulations like Law on the Protection of the Rights and Interests of Women, and put into practice the 11thth Five-Year Program on Women and Children’s Development. We shall reinforce administration on population and family planning, paying particular attention to population development and safety. We shall advance the work on bearing and rearing better children, keeping a low birthrate and gender equilibrium. We shall develop an open and rational population migration mechanism to guide a reasonable concentration and layout of population. We shall also carry out education and administration programs on special population groups, so as to create a stable and orderly social climate. Sticking to a parallel emphasis on control, education and interests safeguarding, the city shall do well the tasks related to migrant population, such as family planning, vocational training, schooling of the kids, law support, and safeguarding of interests. Besides, the education and supervision on teenagers and other special groups shall be strengthened.
In combination with transforming governmental functions, the city shall improve the social administration functions and the public service functions of the government, trying to set new milestones in social security, public health, poverty-alleviation work in other areas, community service and public security, etc.

Part 3. To Build a City Governed by Law

To enhance and improve legislation work: By adhering to the principle “Just, Scientific and Democratic Legislation”, by 2010 Ningbo shall have established a sound legal system on developing socialist democratic politics, protecting civil rights, promoting an all-around development, regulating social construction and administration and safeguarding social stability. Steps shall be taken gradually to push forward the judicial reform and the actualization of equal justice. Meanwhile, the city shall erect a sound judicial support and law support system, thus to protect the lawful interests of underprivileged people. We shall construct a power supervision system that features supervision on powerful organs, thus to reinforce the restriction and supervision on the power execution.
To reinforce administration-according-to-law and to advance construction of government ruled of Law: We shall conscientiously carry out the Outline for Advancing Administration in Accordance with Law and the Administrative License Law of the People’s Republic of China, integrating administration according to law with transformation of governmental functions, reform of administrative system and innovation of administrative management mode. We shall aim to achieve the following shifts: from the all-round government to limited government, from a closed type to a transparent one, from control-type to a service-oriented one, from government of power to government of responsibility, from a discretion-type to a credit type, from a benefit-driven one to a transcendent one.
We shall further carry out publicity campaigns imparting legal knowledge, with focus on migrant workers and children, thus to strengthen the legal awareness of the general public.
We shall improve the democratic political system, enrich the means of achieving democracy, expand the rational political involvement of citizens, and secure people’s rights of conducting election, decision making, administration, and supervision in a democratic way. With a view of reinforcing the grassroots democracy construction, we shall advocate open government, open enterprise (factory) and open village, securing grassroots people’s right of election, right to know, right of participation and right of supervision. We shall respect and safeguard human rights and promote the all-around development of human rights cause.

Part 4. To Reinforce Construction of Spiritual Civilization (Wenmin）

The City of Ningbo shall carry out in all-round way the Deng Xiaoping Theory and the important thought of Three Represents, as well as the scientific outlook on development. It shall strengthen theoretical studies and construction, stick to the right orientation of public opinion and flourish social sciences. We shall augment ideological and political education and exert great efforts to carry on the national spirit with patriotism as the core and the innovative spirit of the time. With a view of reinforcing the construction of socialist ideology and ethics, we shall advocate among all walks of life the ethics of “being patriotic and law-abiding, polite and credit-honored, friendly and unity-minded, frugal and industrious, career-honored and dedicated”. Via education campaigns on politics-taking, clean government, honesty and credit, and manners, we aim to advance the cultivation of social morality, occupational ethics, and family virtues. Efforts shall be made to consolidate the achievements made in building a Wenmin (Civilized) City and to develop civilization-building activities and mass cultural activities. Meanwhile, the city shall enhance the morality education on minors and the ideological development of college students. Great endeavor shall be taken to advocate and carry on the Ningbo Spirits of “Being Honest, Pragmatic, Open & Innovative”, so that the Ningbo people can maintain the high morale in building a well-off society in an all-around way.
