We will establish an institutional mechanism that is beneficial for implementing a scientific development conception and changing the mode of economic growth so that the basic role can be fully played in market resource allocation. Meanwhile, we will enhance the opening up from all aspects to build a more open and dynamic economic system.
Part 1. Promoting the Reform of Government
Transforming functions of government We will speed up transforming functions of government and male efforts to build “legal-rational government”, “government in the sunshine”, “service-oriented government” and “effective government”. An administrative management institution with standard practice, coordinated operation, impartiality, transparency, incorruptness and high efficiency will take shape. We also plan to strengthen our social management and public service. We will put emphasis on constituting public policies, improving public services, strengthening market regulation, maintaining social equity and protecting public safety. There’s need to reduce and standardize the practice of administrative examination and approval.
Perfecting government decision-making mechanism We will perfect the democratic, standardized and institutionalized decision-making mechanism for raising the extent of public’s participation and transparency in decision-making. We will build a system of demonstration and hearing to ensure the public can exercise their rights to know, to participate and to supervise the government work. We need to put the "law on administrative licensing" into effect and administer according to laws. While establishing a sound government decision-making and approval system, we will also introduce the government accountability system.
Furthering the reform of investment system We will enhance the reform of investment system, fully implement the enterprise investment approval and recording systems and further implement the enterprise investment autonomy. We encourage investment in public areas and speed up the implementation of the franchising system. Simultaneously, we will further normalize government investment and improve our investment decision-making mechanism. We will implement the public bidding, post-evaluation, and precative building. Furthermore, we will strengthen our auditing and social supervision over government investment projects.
Pushing forward the classified reform in public service institutions In accordance with different requirements in developing public-oriented and profit-oriented service, we will stick to the principle of division between administration and public service on one hand and between administration and management on the other. We will encourage devotion in different ways and implement the classified management in public service institutions. It is also in our schedule to enhance the reform in education, culture, public health and sci-technology institution. Meanwhile we will encourage and attract social capital and foreign investment participation. Part of our professional administrations and public institutions will transfer their function to provide social services so that the ability of management and service can be improved.
Perfecting the public finance system While accelerating the construction of public finance system, we will set up a fiscal policy that is conducive to the change of the mode of economy growth and resource conservation. Besides, we will optimize the structure of fiscal expenditure; give the prominence to public nature, reasonableness and proportionality of the government spending and ensure that the supply of public goods and services. We will continue to deepen our reform in terms of department budget, centralized treasury payment, financial stock and two lines of revenue-expenditure system.

Furthering the reform of State-owned enterprises we will consolidate achievements in the reform of state-owned enterprises. We shall adhere to the principle of "getting some things done and leaving others" to promote the state-owned assets transfer to foundation areas and the public domain with the purpose of exploring effective means of public ownership economy. We should improve the management functions of state-owned assets and perfect state-owned assets operating system to maintain and even add the value of them. While perfecting the authorized management of state-owned assets and supervision, we will also improve their evaluation system.
Speeding up the reform of monopoly industries With such industries as water supply, gas supply, public transportation, decontamination and enterprises as emphases, we will absorb non-public capital, promote the separation of government from enterprises, strengthen the mechanism of competition, realize large-scale economy, establish a market pricing mechanism under the macro-control and set up a fair, transparent, uniform and efficient supervision system through all forms such as management separated from administration on one hand and stations separated from networks on the other.
Part 3. Perfecting Modern Market Systems
We need to cultivate and establish production factor markets, including capital, land, technology and persons with abilities, in order to perfect the market organization, upgrade the market function and optimize resource allocation. We will actively develop regional capital markets and foreign exchange market to further perfect the regional financial market. We need to regulate the development of land markets and promote the orderly transfer of land. By regulating property transaction market, we will form a property transaction market system connected through the internet. We will also accelerate the construction of modern technology market system to enhance the transformation efficiency of the innovation achievement. We will develop and perfect the talents market so that we can cultivate prospective managers in enterprises.
Perfecting the system of forming the price of production factors Firstly, we should deepen the reform of price system of water, electricity and other important production factors. We will gradually establish a price formation mechanism that can reflect the supply and the demand situation of scarce resources in the market. Secondly, we will promote the reform of water price, including aptly elevating the level of expropriation, implementing the policy of paying more for extra water usage and ladder water price. Thirdly, we should carry out the system of charging the disposal of the garbage. Fourthly, we should speed up the reform of the electricity price.
Standardizing the market order With the government credit, the enterprise credit, the social intermediary credit and individual credit as our focuses, we will actively promote the building of “Credit Ningbo”. We will speed up the establishment of credit record system, credit warning system, credit appraisal system and credit demonstration system. We will also improve accountability system of deficiencies in terms of credit and perfect the system of being responsible for credit deficiencies. We will strengthen the regulatory functions of the government, increase the intensity of law enforcement in the market and resolutely crack down on the manufacture and sale of counterfeit goods, commercial fraud and so on to standardize the market order and safeguard the consumers’ rights.
Part 4. Raising the level of opening up
We need to take opportunities and challenges during the period of WTO transition. We will carry on the strategy of development driven by opening up policy in the purpose of upgrading the opening up to the outside world.
1. Establishing the economic system and operating system in accordance with the international standard
In pace with the economic globalization, we will inaugurate ideas and approaches to the opening up to the foreign countries and implement a mutually beneficial opening-up strategy. We will establish and improve warning mechanism in foreign trade, damage warning mechanism in industries, and anti-technical-barrier mechanism to response the challenges of intensified international trade friction and adjustment of exchange rate. We need to strengthen the protection of property rights and improve rapid response mechanism of anti-dumping and anti-subsidy. We will also formulate and perfect corresponding countermeasures to establish long-term mechanism after the entrance into the World Trade Organization in case that some key industries might be shocked. According to the requirement of the market economy and the principles of the World Trade Organization, we should accelerate the process of trade integration. we also should strengthen fair trade organization system and improve the environment of policy and legal system so that we can follow international practice and rules of the market economy to abolish discriminatory policies and improve economic and trade policy.
2. Bringing key zones into full play of leading roles in the implementation of opening policy
We will lay our emphasis on economic-technological development zone, tax free zone, Daxie development zone and export-oriented processing zone in the purpose of they will play important part in the process of internationalization of economy as a pioneer.
Economic-technological development zone should elevate the level of keeping up with international standard so that they can upgrade industrial structure and form industrial clusters as soon as possible. In accordance with the requirement of “development-zone-port interaction”, Tax free zone should speed up the realization of such functions as international transfer, international distribution, international purchase and international trade. Daxie development zone is expected to further improve its function and grow into an integrated area with functions of harbor transportation, near harbor petrochemical industry, resource transfer and modern logistics on the basis of present industrial arrangement. It is expected that a processing and foreign trade base will take shape in Export-oriented processing zone by taking full advantage of geographic location and mechanism.
3. Sticking to the policy of "Attracting Foreign Investment" with "Going Global"
We will change the way of growth in international trade and further trade through science and technology in hope of increasing the export of high-tech products and products with independent intellectual property. We will improve the level of processing trade and enhance its transition and upgrading so that we can elevate the ratio of export of processing products. We will also pay great attention to service trade development and improve the ability to shoulder the transfer of international service industries. In accordance with the requirement of balance between import and export, we will import more source products, high-tech advanced technology and key equipments, thus we can gradually realize the beneficial interaction between import expansion and export upgrading. By the year of 2010, total import and export volume should reach 670 million US dollars.
We need to improve the capacity for bringing in foreign investment and emphasize the orientation of industry. By implementing ‘Encouraged Industrial List to Be Invested’ made by Ningbo municipal government, we will make more efforts to bring in investment into fields like modern service, infrastructure and public service. We will continue our efforts to explore new methods to gather investment and attract new businesses, further advance the policy of attracting investment by way of foreign-funded enterprises and local-people-funded enterprises and push forward the transition from bringing in investment and attracting business to selecting investment and businesses. We will also enhance the interactive development between private enterprises and foreign-funded enterprises. Encouragement will go to companies to make better use of international capital in the way of listing abroad and international financing. In the following five years, we expect a total utilization of foreign investment of 115 million US dollars.
We will stick to the strategy of “Going Global” by encouraging advantageous enterprises involving textile, costume making, machine and electrical appliance to invest abroad and develop multinationals. Support will go to enterprises to set up research institutes in developed countries or participate in multinational research, collecting market information so that they keep up with advanced technology. We expect that big companies can explore valuable resources abroad with foreign enterprises, establish key resource supply base through various channels. We also prompt the development of outward contract project and expand international cooperation of labor force.
Part 5. Advancing Regional Cooperation
1. Connected to big Shanghai, mixed into the Yangtze River Delta
We will take the opportunity of national programming of regional development in Yangtze River Delta and the construction of Hangzhou Bay Bridge to speed up the realization of source circulation, transport connection, market sharing, information sharing , complementation among industries, environment protection and mechanism interaction. With the help of Shanghai, an international platform and widow to the outside world, we expect to increase connection with offices of multinationals or branches.
We will also grasp the opportunity of international industrial transfer and the industrial structure recombination in Yangtze River Delta to expedite the construction of advanced manufacturing base and the process of industrialization. We will actively participate in establishing Shanghai as a center of international shipping. With our advantages in agricultural products and tourism, we will lead enterprises to take part in Expo and strive for a successful international exposition economy. It is also our expectation to bring Ningbo into full play as a southern wing economic center of Yangtze River Delta so that we can gradually form an integrated region in southeast Zhejiang in which resources can be shared, capital can be linked and production factors can be recombined and optimized.
2. Aiming at “East-Middle-West”, looking for a larger stage
Following the national policy of “Reviving Northeast, Uplifting the Development in Central Area, Exploring the West”, we will implement the strategy of ‘Going Global’ on the basis of fully utilizing ports, industries and institution. We will strengthen the cooperation in terms of port logistics, industrial development with provinces along the Yangtze River in light of the opportunity of country’s exploration of Golden Yangtze River Channel.
We will actively take part in the national campaign of Reviving Northeast, Uplifting the Development in Central Area and Exploring the West by doing our job in supporting relatively poor areas. Enterprises are encouraged to establish bases of food, energy, raw material and manufacturing so that development space can be expanded and complementation of resources can be realized. We will fully advance the project of “Mountain & Sea Cooperation” and carry on cooperation and communication with other cities. It is also our hope to further the cooperation and communication with coastal provinces, Hong Kong, Macao and Taiwan.
