Ningbo shall steadily increase its efficiency of energy uses, lay great emphasis on development cycle economy, make greater efforts to improve and protect the ecological environment, so as to build an energy-saving and environment-friendly society.
Part 1. Strengthening Resource Saving
Ningbo should give priority to save such resources as energy, material, water, and land, popularize resource saving in the whole society, and push forward the economical and efficient uses of resources.
Saving energies. Strengthening the policies to guide energy saving and efficient uses of energies. The focus of energy saving shall be put on such industries as chemistry, metallurgy, power, and building materials. Ningbo needs to rationally curb the development of those high energy consuming industries, restrict on and eliminate the highly energy consuming and polluting out-of-date technique and equipment, and in the meanwhile establish regional industrial policies and energy consumption control standards. Ningbo needs to speed up the popularity and application of advanced and mature energy saving technologies, and organize key energy saving projects. The city shall promote the development and application of new energies and recyclable energies. It shall encourage the uses of energy saving products, and governments of all levels should take the lead to purchase energy saving products. It will develop energy saving vehicles, limit the development of those high gas-consuming vehicles, promote the architectural energy saving projects. New residential and public buildings in places at or over the county level should be strictly up to the standard of saving 50% of energies, and in summer, a minimum temperature standard of air conditioners in public buildings must be practiced.

Saving Water Resources. Promoting water saving irrigation, so as to save agricultural irrigation water by at least 20%. Ningbo should setup water demand rates for key industries and enterprise, and gradually practice an authorization system for water demand rates of projects. Technical innovation should be practiced in those high water consumption industries, and application of water saving equipment should be popularized. The city should innovate water supply pipe lines and lower the leaking rate. It will perfect the united administration of water resources, and practice a scientific and stricter administration of water supply. Ningbo will practice a differentiating water supply system, and promote wastewater treatment and reuse of recycled water, and make active measures to popularize sea water desalination and use of rain water. By 2010, water consumption of per 10,000 yuan GDP should be reduced to about 60 cubic meters.
Land should be used reasonably and economically. Ningbo should strictly carry out the land policy of the country, reasonably use all land resources, and in the next five years the quantity of land used for buildings should be within 250,000 mu. It should strictly enforce the control standards of investment scale and plot ratio for building land uses, and per unit investment scale should reach 2,200,000 yuan per mu. It should enforce the project land supply access system, and restrict on the land supply for those projects that do not conform to the industrial policies. The city will strengthen the construction of standard factory buildings, and make the plot ratio above 1.2. It will strengthen the land planning and annual administration, and enforce a stricter land administrative system. It will promote the concentrated development of residential houses, and promote intensive and efficient uses of land. It will develop land saving public buildings and residential buildings, and in rural areas, it will consolidate lands, liquidize all idle lands, and reduce the amount of land for residential houses.
Saving raw materials. The city will promote ecological production designing, and material saving technologies. It will encourage the uses of substitutable and recyclable materials, and promote the use of new materials. It will promote plain packing, and deduce the uses of non-returnable products, and limit excessive packing. The city will promote the uses of high-efficiency, low-consumption and recyclable building materials, and the ratio of new-type walling materials should be above 68%. The city will improve quality of buildings, and prolong their life cycle. It will strengthen the administration of raw materials, and strictly enforce the technical standards and the systems in design, production process and construction.
Strengthening comprehensive uses of resources. Ningbo should promote the recovering and reusing of recyclable resources, improve the networks of the recovering, processing and reusing of recyclable resources. It will build a system for the recovering and reusing of recyclable resources, promote the reuse of such major deserted stuff as automobiles, tires, and house appliances, and raise the level of comprehensive disposal of industrial waste, desulfurized waste from power plants, and concrete waste. The city will promote the classified collection of domestic garbage, and raise the level of reusing of resources.
Part 2. Speeding up Developing Cycle Economy
Following the principles of “reducing the quantity, recycling, and changing wastes into resources”, the city will strengthen the comprehensive and recirculation uses of resources in enterprises, industries, and industrial parks, so as to establish a sustainable production and consumption mode.
Developing circulation-type industries. Ningbo will enforce the clean production auditing in such industries as petrochemistry, metallurgy, power generation, building materials, and textile printing. It will impel enterprises to reduce resource consumption, emission of pollutants and increase comprehensive reuse of resources. It will establish approximately 50 demonstrative enterprises of cycle economy. The city will develop those ecological friendly or sound industries, and establish an ecological industrial system that meets the demand of new industrialization. Focusing on the construction of Ninghai Qiangjiao Ecological Demonstrative Park, the city will promote the ecological reform of the industrial parks, and enforce standardized administration of clean production and environmental authentication in the enterprises in the industrial parks. It will strengthen the infrastructural facilities of concentrated waste collection and treatment in the industrial parks, and establish a number of cycle economy demonstrative parks.
Developing circulation-type agriculture. Ningbo will adjust the agricultural production structure and products structure, and make great efforts to develop green and organic food, focusing on the development of green, special, and quality products that meet the demand of the market. It will promote the use of efficient and safe biological pesticides, strengthen the environmental and ecological improvement, and make effective measures to control agricultural pollution. The city will promote comprehensive reuses of agricultural wastes of rice straw, animal soil, and mulching film, and make active measures to promote the ecological energies such as bio-gas and others. It will promote ecological agriculture, and strengthen supervision of agricultural ecological environment and of quality of agricultural products. Ningbo will establish a number of green agricultural production bases, a number of demonstrative parks of ecological agriculture and agricultural science and technology.
Developing circulation-type services. Guided by the conception of ecological friendliness, the city will develop the ecological tourist industry, establishing a number of ecologically friendly tourist resorts. It will develop the ecological logistic industry, speed up the construction of comprehensive ecological logistic parks and ecological traffic.
Carrying out 10 Action Projects for the Cycle Economy. Ningbo will gradually and in a all around way carry out 10 action projects for a cycle economy, making breakthroughs in key areas. It will also make cycle economic experiments in key industries, fields and industrial parks.

Part 3. Strengthening Environmental and Ecological Protection
The city will carry on its ecological construction, and persist in carrying on the series of projects to protect the air, water, forests, and living environment. It will strengthen environmental pollution improvement, make great efforts to protect the ecological environment, and practically solve the environment problems concerning the economic and social development and people’s lives.
1. Strengthening comprehensive treatment of water pollution.
Ningbo will carry on the projects to renovate the rivers, and initiate the renovation of the port of Xiangshan, Dongqian Lake, and Siming Lake. It will make efforts to renovate the mouth of the Yongjiang River, the Fenghua River Basin and coastal areas. It will carry on the ecological rehabilitation projects, and protect the bodies of water on the land and in coastal seas.
Greater efforts must be made to protect key headwaters, promote concentrated garbage disposal in places and villages near headwaters. The city will carry on projects of domestic sewage treatment. By 2010 the quality rate for centralized drinking water supply shall reach 95%, and the quality rate for rivers in the city shall reach 60%.
The city will strengthen the treatment of industrial sewage focusing on the prevention of pollution in those key fields and industries. By the end of the 11th Five-year-plan Period, the emission of the major pollutants such as COD will be deduced by 5%.
The city will plan and carry on a number of sewage treatment projects. It will carry on the second-phase projects of Daxie Sewage Treatment Plant, and Zhenhai Sewage Treatment Plant. It will extend Yandong Sewage Treatment Plant, the Sewage Treatment Plant in Ningbo Chemical Industrial Zone. Every county (city) must add one or two sewage treatment plants.
2. Strengthening the prevention of air pollution.
In its efforts to protect air from pollution, Ningbo shall optimize the energy structure, and control the emission of SO2, dust and smoke so as to keep the air clean. The urban scale of air pollution should be bellow 1.2.
The city should strictly control the emission of air pollutants. It will enforce a strict control of total SO2 discharge. It will complete the desulfurization project of Beilun Power Plant, and the oil-to-gas innovating project of Zhenhai Power Plant. All new power plants must be equipped desulfurization facilities. The city will strengthen the comprehensive treatment of SO2 emission in chemical, steel, and metallurgical industries.
Ningbo should optimize the energy structure, promote the use of clean energies, and strictly control the sulfur content in fuels. In new towns and areas, coal or oil boilers are forbidden. The city will enforce a stricter administration of motor vehicle exhaust so as to deduce exhaust discharge. It will strengthen the control of dust pollution, and enlarge the dust control areas. The city will strengthen the administration of dust control in urban traffic and construction process, and the control of cooking fume pollution.
3. Strengthening prevention of environmental pollution caused by solid waste.
Ningbo will build an administrative network of solid waste, and improve the collection and recycling system. The city will build a renewable resources market, and 200 depots of renewable resources. The city will strengthen the supervision of industrial solid wastes, and strengthen the administration of hazardous chemicals, and effectively prevent heavy metal contamination. The city will build or expand 3 treatment facilities of hazardous wastes.
It will strengthen the construction of refuse treatment facilities. It will extend Fenglin Refuse Processing Plant, so that it can process 3,000 tons of refuse per day. Every county (or city) should build one or two refuse processing plants, so that the city can have a refuse processing network that integrates villages, towns and counties. By 2010, the rate of refuse treatment in towns shall reach 95%.

4. Strengthening ecological protection.
Ningbo should carry on the “greenery project”, to create a green environment. Focusing on afforesting the urban areas, the countryside and the work of afforestation, the city will strengthen the construction of demonstrative ecological counties and of the natural reserves. Great efforts should be made in public welfare forests, planting 2,100,000 mu of such forests.
Efforts should be made in the resiliency of the ecological environment. Giving priority to protection, the city will build a number of ecological preservation zones, natural reserves, marsh protection zones and island protection zones, so as to resilient the ecological environment. It will improve 200 sq. km of eroded soil, and the restoration rate of the degraded land should reach 50%.
Part 4. Building a Orientating Mechanism for a Conservation-minded Society
To meet the requirements of the concept of scientific development and the cycle economy, the city should adjust its industrial structure, and build a resource saving and environmentally friendly industrial system. Ningbo will formulate an environment protection policy catalogue of the encouraged industries, restricted industries and forbidden industries. It should work out or improve policies that encourage saving energy, water, land and materials, policies that regulate total discharge of pollutants, and policies of parks management. The city should encourage green production, rational consumption and green consumption, and guide the people to give preference to the purchase and use of those recyclable products, green products and products with environmental labels. It should give full play to the roles of policies of price, taxation, monetary and finance so as to establish a marketing mechanism concerning the use of environmental resources. It should formulate a green GDP accounting system and an environmental protection accountability system.
