Ningbo needs to accelerate the development of service industries so as to adjust the modes of economic growth and improver the functionality of the city. A domestic and international service platform, a platform that supports advanced manufacturing industries, a public service platform for the improvement of people’s lives, and a service platform that promotes the integrated development of urban and countryside shall be built. Great efforts shall be made to develop productive service industries, raise the level of service industries related to people’s lives and the proportion of service industries in economy.

Part 1. Great Efforts on the Development of Productive Service Industries

For the development of ports and manufacturing industries, Ningbo needs to accelerate the development of such productive service industries as modern logistic industry, international trade, banking and insurance, so as to promote the healthy coordination of service industries and port industries and manufacturing industries.
Modern logistic Industry. Ningbo needs to take the favorable advantages of the port to construct a modern logistic system that integrates port logistic industry, manufacturing industry and urban logistic supply. A system that consists of one major and six subordinating logistic centers shall be built in an orderly way, and a perfect logistic public information platform and logistic network shall be completed. The city needs to expand the logistic enterprises, encourage the transform of the traditional transport enterprises, and storage enterprises. It needs to introduce large international logistic companies and shipping companies, so as to turn itself into a key logistic center in Zhejiang.
International Trade. In line with the requirements of building a big port, a bit trade industry, and a big market, Ningbo needs to turn itself into an international purchase center, a domestic and international trading center, and a platform for domestic and international trade. The city should expand its function in international sales, international logistics, international purchases, and international trade. It needs to expand the scale of foreign trade, and double the total volume of import and export set in the 10th Five-year-plan Period. It will optimize the structure for foreign trade; explore various modes for import trade, manufacturing trade, and service trade.
Information Service. Great efforts should be made to cultivate information-oriented information enterprises, and to provide information technologic services to the first, second and third industries. It should speed up the development of information resources, the government information resources, the enterprise information resources as well as public information resources, to meet the various information demands of society. Active measures should be taken to culture information market, and boost the three major industries of telecommunications, broadcast and TV and network services. It will strengthen the infrastructural construction of the next generation of internet, and mobile communications. Efforts should be made to boost the integration of the telecommunications network, cable TV network and computer network. To meet the requirement of building a “digital Ningbo", the city will enhance the public service system of survey and drawing, and promote the geographic information industry. It will establish its position as an important information service center in the south wing of the Changjiang River Delta.
Banking and Insurance Industries. To meet the requirement to turn itself into a modern international port city, and a banking center in the region, Ningbo should innovate the organization and mechanism of banking industry, steadily boost the reform of state-owned commercial banks, the banking reform in rural areas that focuses on the reform of rural credit cooperatives. It should encourage the development of the private-owned banking institutions, and encourage the cross-regional management and listing of city commercial banks. It will regulate the services of securities, insurance business, trust business, and expand the scopes of their services. Active measures should be taken to attract domestic and international banking institutions to Ningbo, so as to improve its service functions and increase its core competitiveness in the region, and establish a complete, multi-functional and cooperative banking system.
Modern Exhibition Industry. Ningbo should consolidate the existing exhibition resources, and build some high-level and multi-functional exhibition halls. The city should speed up the construction of the supporting facilities of the exhibition industry and improve the functions of the International Conference Center in exhibition, meeting, and housing services. Taking its advantageous position in the professional market and its economic features, the city will make efforts to stage successfully the China International Consumer Goods Expo and Ningbo International Fashion Festival, and cultivate other large-scale exhibition. It will support the development of the exhibition enterprise and improve the exhibition service system, so as to turn itself into a “famous city of exhibition” and a “well-known city of exhibition in the south wing of the Changjiang River Delta”.
Intermediary Services. To meet the demand of government’s reform of functions as required by the WTO, Ningbo should make active efforts to develop intermediary services as in decision-making consultation, assets assessment, accounting and auditing, legal services, and agency services. The city will support the intermediary agencies in science and technology, culture, education, and trade associations, and improve the intermediary agencies in human resources, so as to establish a complete, standardized, up-to-international-standard intermediary service system. It will introduce and support famous domestic and international intermediary institutions, encourage and guide the intermediary institutions so that they can develop and operate up to standards. Finally, Ningbo should make efforts to turn itself into an intermediary service center in the south wing of the Changjiang River Delta whose services cover Zhejiang, China, and even the world.

Part 2. Raising the Level of Service Industries Related to People’s Lives

For the convenience and improvement of people’s lives, Ningbo should improve the service industries concerning people’s lives including trade, tourism, entertainment, and community services, so as to meet the increasing demand of the people.
Trade, Commerce and Circulation. Ningbo needs to build an opening, efficient, and integrated circulating system of merchandise, and establish a “big market”, “smooth circulation” and “big trade” situation. Active measures should be taken to develop chain management, consumer goods logistics, and e-commerce. In line with the principle of convenience for the people, the city needs to further improve the layout of the commercial and shopping network, and speed up the construction of shopping centers in communicates, towns, and shopping streets, and development human-foremost shopping services. It will improve various markets, and form a complete markets system. It will speed up the expansion of shopping network to rural areas. By 2010, The total retail sales should be more than 130 billion yuan.
Real Property Industry. To meet the increasing demand of houses of the people, Ningbo should make active measures to push forward the development of real property industry with residential houses as the focus. Guided by the demand of the market, the city should rationally adjust the proportion of houses and form a real property supply system that consists mainly of commercial houses, supplemented by economically affordable houses, administered-price houses, and tenement houses. The city should further regulate the real property market, and develop the lease real property market, so as to establish a coordinated sale and lease real property market. The city should establish an efficient pre-warning mechanism of real property, and strengthen the macro control and supervision, to ensure the orderly and healthy development of the real property market.
Tourism and Entertainment. Ningbo should consolidate existing resources, tap existing potential, optimized the structure, and perfect the functionality, so as to turn itself into a competitive tourist city. It needs to develop tourist resources on high-levels, and perfect the tourist layout that consists of “one core, two wings and five circles”. It will make efforts to tap the cultural potential of Xikou Town of Fenghua City, Hemudu Site of Yuyao City, Tianyi Pavilion Library Museum, and the Moon Lake. It will develop a number of special tourist products with different themes of the city, the culture, the seas, and the ecology. It will upgrade a number of influential scenic spots and tourist resorts, and make great efforts to cultivate its image as “a oriental commercial city”, and a modern city.
Culture and Mass Media Industry. Ningbo should strengthen the traditional cultural and mass media industry in press and publication, broadcasting, movie and TV, audio-video production, sports, advertisement and printing. Active measures should be taken to support special mass media industry in tourist culture, performance, artistic creation and exchanges. It will make great efforts to develop such rising mass media industry in internet services, and cultural agencies. It will build a number of key cultural facilities, protect and make rational use of cultural heritages and national and local cultures. The city will cultivate a number of competitive cultural enterprises, so as to gradually establish a competitive mass media industry with distinct feature of Ningbo and turn itself into a cultural and mass media center in east Zhejiang.
Community Services. Ningbo should speed up the industrialization and socialization of community services, and establish a community service industry that meets the demand of the development of a modern city. It will expand the community services, innovate the services, and encourage the community services such as repairing, nursing, sanitation, beautification and body building and so on. Further efforts should be made to develop community service centers, and on the platform of “81890”, the city will consolidate the community service resources, and take active measures to establish a fast, all inclusive community service network.

Part 3. Improving Policies for the Development of Service Industry

Ningbo should further break up monopoly, expand the areas for the market access, and establish an open, just and standardized market access system. It needs to encourage more funds to be invested in service industries, and raise the proportion of the non- public economic sectors in the service industries. Following the principle of separation of profiting and non-profiting services, the city needs to speed up the industrialization reform in the field of public services, and establish a modern enterprise system as soon as possible. It will adopt policies of finance, taxation, land use, and price, to support key service industries, bottleneck industries, and rising new service industries.
