Chapter III. Comprehensively Improving Industrial ompetitiveness

We will persist in the policy of industrialization. We will improve the ability of industrial innovation based on self-reliance and the ability of competing on international stage. We will also work hard to establish a source-material base and advanced manufacturing base in eastern part of China.

Part 1. Advancing the Development of Industrial clusters

The development of industrial clusters is an inevitable trend in modern economy. We need to push the development of industrial clusters according to the requirement of ‘industrial centralization, land intensivism and management integration’.
We will boost the development of the industrial centralization which serves as the foundation for industrial clusters. With the construction of Hangzhou Bay industrial zone as a carrier, we are ready to implement the policy of putting new enterprises into industrial gardens or industrial zones; piloting old enterprises into industrial gardens and special industries into industrial gardens or zones. Industries along the shore are expected to take the advantage of deep water and fine ports; industries around ports are expected to boost and become a nuclear zone of heavy chemical industry in Zhejiang Province.
With existing industries as a foundation, industries along the shore are expected to take up international industrial transference on their own initiative and make efforts to form a manufacturing base with traditional advantages. Industrial zones along expressways and railways are expected to take advantage of centralization of persons with ability and perfect service system to become advanced manufacturing bases. By 2010, the industrial gardens and zones will account for 75 percent in Ningbo. Industrial zones along the shore, expressways and rivers will also take shape.
Cultivating Industrial Clusters
While comprehensively implementing the plan in which an industrial zone will be established around Hangzhou, we will also enhance the conformity and upgrading of various development zones and key industrial gardens so that we can establish a national grade-one centralized industrial platform. We need to advance industrial integration so that such service functions as research-development, information, standardization, training and marketing will be strengthened. Mid-sized and small-sized enterprises will be encouraged to provide service for large-sized enterprises and improve their specialization of production. We will speed up the construction of scientific and technological enterprise incubator and establish a platform of innovation on which persons with ability can be attracted and scientific and technological achievements can be utilized in industries. We will accelerate the international industrial transference and enhance the transformation from regional economical dollops into international industrial clusters. We will make full efforts to establish several key manufacturing bases and ten industrial clusters, including textile clothing, household electric appliances, electronic information and biological medicine. By 2010, two or three enterprises are expected to gain turnover of more than 50 billion yuan; ten enterprises are expected to gain turnover of more than 10 billion yuan and thirty enterprise 5 billion yuan. These enterprises will constitute conglomerates with famous brands, fine reputation and competitive edge. Great efforts will also be made to cultivate small-sized giant enterprises.

Part 2. Optimizing Industrial Structure

We expect that scientific development and information technology will help upgrade industrial structure. We will develop big industries in port area and make them more competitive. We will cultivate high-tech industries and upgrade traditional advantageous industries so that a new industrial structure in which regional characteristics and competitive edge can be fully demonstrated.
Developing big industries in port area.
We will optimize the layout and structure of industry in port area. The focus in this regard will be developing industries with good expectation, low resource-consuming, less environmental pollution and high production efficiency. Petrifaction Industry The emphasis will be laid on oil refinery and ethane production. With the development of combined material, basic chemical material and fine chemical material, relatively large petrochemical industrial clusters will be completed and a national petrochemical industrial base will be established. By 2010, the oil to be refined in one year will reach 30 million tons while ethene will reach 2.2 million tons.
Energy Industry. Provided environment permits, we will further the construction of energy source spots so that we can establish the largest base of electricity generation and transmission in eastern part of China. By 2010, the electricity generated is expected to reach 16 million kilowatt in one year, natural gas will reach 5.4 billion cube meters a year and crude oil 50 million tons a year.
Iron and Steel Industry. We will complete our iron and steel industry and produce 6 million tons of iron and steel a year. We will advance the enlargement of Baoxin stainless steel project and establish Ningbo as a new iron-steel industrial base in south-eastern part of China.
Paper Industry. With China White Paper Board as a base, we will develop such industries as paper packing and printing. The total of white paper board is expected to reach 3 million tons a year and a white paper board production base will be formed in Ningbo.
Shipbuilding and Ship Repairing. We will further the construction of Sanxin Shipbuilding and Ship Repairing Plant, Zhejiang Shipbuilding Plant and Hengfu Shipbuilding Plant. We will also make efforts to introduce more large shipbuilding and ship repairing projects so that we can raise our capacity to 2 million tons a year, thus forming an important base for ship building and repairing in Yangtze Delta

Cultivating and Developing High-tech Industries
We will stick to the principle of ‘well selecting’ in order that we can choose to develop industries with good expectation in terms of marketing, intense technological application and good growth potential. In this regard, our emphases will be placed on such advantageous industries as electronic information, software industry, optics-machine-electricity integration, new energy source and energy-saving, biological medicine and modern medicine, new materials and functional material. These industries will help push the development of economy in Ningbo. We will proactively advance some important projects, including optics-machine-electricity integration, Bird TD-SCDMA mobile phones and production of 8-inch silica in Ningbo Lili Electronics.
Comprehensively Upgrading Traditional Advantageous Industries
With the help of scientific development, we will expedite the upgrading of industries and cultivate our own famous brands. We will enlarge the market share and keep the advantageous position in traditional industries. By utilizing information technology and other advanced applicable technology, we will promote the upgrading of some traditional supporting industries. The development of traditional industrial technological equipments will involve much more information, automatization and modernization. By upgrading such industries as textile clothing, household electric appliance, equipment manufacturing, automobile and its parts and molding, we will establish a group of advantageous industrial clusters with core competence.

Part 3. Improving Ability of Self-reliance and Innovation

We will further the readjustment of industrial structure with improving ability of self-reliance and innovation as its focus. We will stick to the principle of combination of introducing advanced technology from foreign countries and our own innovation. The construction of new regional system with enterprises as the main bodies will be pushed forward. We will also encourage initiative innovation and integrated innovation.
We will improve the ability to innovate on the basis of introduction and absorption. Great efforts will be made to advance inosculation of scientific-technological innovation and industrial development so that the transformation from ‘Made in Ningbo’ into ‘Created in Ningbo’ will be realized. Considering the development of industries in port area, high-tech industries and service industries, we will work on some important scientific projects with wide influence and relevance. The purpose of these projects will be mastering related core technology to score achievements in technological innovation with our own intellectual property and accelerating the application of advanced technology.
We will strengthen the innovation in terms of famous brand and management. We will gradually step into self-reliance and self-branding from elementary production and production with foreign brands. We will also cultivate a group of famous brands, strong enterprises and advantageous enterprises so that a city with rather a lot of famous brands will be formed.
