Part 1. Background

1. Achievements in the 10th Five-year-plan Period

The 10th Five-year-plan Period is an unusual period of five years. In the face of a complex and volatile internal and international situation, Ningbo city has followed Deng Xiaoping Theory and the important thought of Three Represents as its guide, kept a firm grip on development -- the top priority for its governance and rejuvenation of the country, kept pace with the times, and made pioneering efforts and maintained a fast and healthy economic and social development of the city. Ningbo has successfully fulfilled the principal targets specified in the 10th Five-year Plan ahead of schedule. In 2005, the GDP is over 240 billion yuan, and the general budgeted revenue of the city reached 46 billion yuan, and for its comprehensive competitiveness Ningbo now is listed within Top Tens in the country. The agricultural structure has been further optimized, the steps for constructing high-level manufacturing bases have been accelerated, and the service industries have been steadily developed. The city has made greater efforts in the urban construction, and made new advancements in coordinating development of urban areas and rural areas. The transportation network has been improved, and new breakthroughs have been made in the development of ports. The city has deepened in an all around way the structuring reform and noticeably increased the economic dynamics. The city has expanded the opening to the outside world, and further strengthened its leading position in the foreign-oriented economy. The cultural construction has started steadily, and all social undertakings in science, education, culture and sports. The social security system has been established, and people’s lives have been not notably improved. The city has made new advancements in upgrading the social ideological and ethical standards and the socialist democracy and the socialist legal system, and it has been listed in “Civilized City of China”. Moreover, in the 10th Conference of Ningbo Municipal Committee of the CPC, guided by the principle of scientific development, the conference has decided that the city should carry out the “six coordination” strategy and “construction of a peaceful Ningbo”. Since then, such concepts as integrated development, coordinated development, concerted development, harmonious development, and sustainable development have become the common view of all the people of the city. All this has laid down a solid foundation for the development of the 11th Five-year Period. Today is a turning point for our future development.

2. Situations for the 11th Five-year-plan Period

In the world, peace, development, and cooperation is the trend of the times. The economy of the world keeps growing, economic globalization is developing, science and technology are advancing rapidly, and productive elements and industrial transfer are quickening. Since China’s entry into the WTO, there has been notable increase in the interaction of China’s domestic market, the international market and international economy. This situation is favorable in general for Ningbo to make use of international resources, absorb advanced elements, perform industrial transfer, and participate in international cooperation. In the meanwhile, there is also a rise of protectionism, and the risk of the changes of RMB rate and the changes of oil prices. Competitions in resources, technology, market and human resources will be more serious. This is a challenge for Ningbo’s efforts to develop its foreign-oriented economy, and participate in international competitions on a larger scale and at a higher level.
In China, the comprehensive strength and people’s living standards keep increasing, the society maintains stable, the economy keeps a stable and fast growth, the processes of industrialization, urbanization, informationization, internationalization are accelerating; the consumption structure is updating; China is entering a new stage of building a moderately prosperous society in all respects; economic development is on the rising stage. All these are favorable conditions for Ningbo to speed up its development and explore new space for development. With the new regional development taking shape, and the requirements for East China to further increase international competitiveness and potential for sustainable development, Ningbo is confronted with new requirements to maintain a fast, healthy development.
In the last decades since China’s reform and opening to the outside world, Ningbo has notably increased its overall strength, and it now has a solid foundation of industries, improving infrastructure, and prominent regional advantages, and also basic conditions for its economic development and social progress. At the same time, the city is confronted with some profound problems: extensive-type economic growth mode has not yet fundamentally changed; restraints from resources and environment are growing;  in some areas the ecological conditions are threatening; the task for sustainable development is still arduous; the problem of unbalanced social development is still serious; the government’s capacity to offer public services in Medicare, public health and education is relatively lagged behind; the accidents of public security and emergencies are increasing; the work to keep social stability is harder than ever before. To overcome these difficulties and problems, the city must follow the guidance of scientific development outlook, stick to integrated development, concerted development, and sustainable development.

Part 2. Principles

The principles for Ningbo’s economic and social development in the 11th Five-year-plan Period are: to hold high the great banners of Deng Xiaoping Theory and the important thought of Three Represents, implement the concept of scientific development, carry out the “eight-eight” strategy suggested by Zhejiang Provincial Committee of the CPC, follow the requirement of the “working steadily and spearheading”, further implement the strategies of “six-six coordinations”, quicken the steps of strengthening the rule of law, enhance the social security and make greater efforts in cultural constructions. Ningbo must promote the transfer of development mode, transform the economic system and social structure, make great efforts to build a harmonious society, push forward the construction of an international port city, and quicken its steps in building a moderately prosperous society in all aspects so as to realize modernizations ahead of schedule.
Base on the above guide lines, Ningbo need to adhere to the following principles in the 11th Five-year-plan Period:
Adhering to the principle of development. Ningbo must keep a firm grip on development, keep economic development as the central task, encourage the initiative and creativity of the whole society, carry out the “Five Integration Strategy”, speed up the construction of “two centers and one base”, develop in line with the scientific development outlook, be a vanguard in development, stick to integrated development, and harmonious development. Ningbo must be in the front in the development of Zhejiang Province.
Accelerating Adjusting the Modes of Economic Growth. Ningbo must take a new road to industrialization, speed up the informationization of economy and society; it needs to adjust its industrial structure in line with the strategy of optimizing the first industry, strengthening the second industry and developing the third industry, and to speed up the development of advanced manufacturing industries and modern service industries. Ningbo will adhere to the basic state policies of resource saving and environmental protection, lay great emphasis on development cycle economy, to improve the ecological environment, to seek a way to achieve the coordinated and sustainable development between the population on one hand and the economy, society, resources and environment on the other.
Enhancing the capability for self-creativity. Ningbo will take a firm grip on strengthening the independent creativity, implement the strategy of rejuvenating the city through science and education, encourage creativity, perfect the innovation system, build innovated brands, optimize the environment for innovation, and turn itself into a city of innovation and famous brands.
Balancing the development of the regional, urban and rural areas. The city will follow the policy of industry supporting and agriculture, and cities helping the countryside, it will build in an all-around way a new-type socialist countryside, make great efforts to solve problems of agriculture, form a new structure for the integrated development of cities and rural areas, perfect the functionality of cities, boost the coordinating development of ports, bridges, and sea transportation, accelerate the development of the south areas, and gradually diminish the gap between areas.
Persevering in reform and opening up. Ningbo should follow the orientation of reform toward the socialist market economy, perfect systems for modern enterprises, deepen administrative system restructuring, accelerate adjusting the modes of economic growth, establish a systematic mechanism for a sustainable development, maintain the leading position in the reform, raise the level of opening to the outside world, establish a more open economic system, continually enhance its competitiveness in the world.
Sticking to the principle of “people foremost”. Great efforts should be made to improve people’s lives, and solve problems concerning people’s interest. It will accelerate the development of social undertakings and persistently uplift the living standards and quality of life of the people. Ningbo will unceasingly upgrade the ideological and ethical standards, developing socialist democracy, pay greater emphasis on social justice, rationally adjust income distribution, improve the social security system, and maintain the social harmony and stability.

Part 3. Targets

The general target Ningbo’s economic and social development in the 11th Five-year-plan Period is: to turn Ningbo into a well-off society in an all-around way by 2010 laying a solid foundation for its modernization ahead of schedule.
Maintaining a sustained, rapid and integrated development. On the basis of an optimized structure, increased efficiency and lowered resource consumption, by 2010, the GDP shall reach 430 billion yuan, with an annual increase of 11%, and the per capita GDP shall exceed 60,000 yuan. Fixed assents investment shall reach 1,000 Billion yuan. In the five years, the city shall increase jobs for 600,000 urban residents, move 300,000 of rural labor force to cities and towns, and restrict unemployment bellow 4.5%. It shall further strengthen its position as an economic center in the south wing of the Changjiang River Delta and an advanced manufacturing base in East China.
Pressing ahead to optimize and upgrade the industrial structure. The structure of industries, production and enterprise organization shall be more rational, and the ratio of the first, second and third industries shall be 3.5:53.5:43. The independent innovation capacity of enterprises should be raised, the proportion of research and development in the GDP shall be raised to be 1.5%, the proportion of hi-tech output in the general industrial output shall be higher than 40%. Ningbo shall have a number of internationally competitive enterprises with independent intellectual property rights.
Raising position of the port. Efforts should be made so that by 2010, the cargo-handling capacity will be 360 million tons per year, listed in top three of the world, and the annual handling capacity of containers shall reach 10,000,000 standard containers. Efforts shall be made to strengthen its position as a crucial part of the Shanghai international transportation network as an important port of foreign trade in east China and a logistic center of Zhejiang.
Keeping a balanced development of cities and rural areas. The city shall make active advancement in the integrated development of the city and rural areas, and make notable achievement in the construction of a new-type socialist countryside. The development of the east downtown, new town of Beilun, new town of Zhenhai, new town of Yuyao-Cixi, holiday resort of Dongqian Lake, and Science and Technology Park New Town of Beilun shall take shape. The protection and development of Xiangshan Port will make notable advancement. By 2010, the afforestation rate in cities will be over 65%. The gap of income between urban and rural residents and the gap of areas shall be under effective control.
Making notable advancement in the construction of culture. Ningbo shall increase its cohesion of culture, services for the public, and competitiveness in cultural industries. It shall carry out the strategy of rejuvenating the city through science and education, enrich its human resources, and win for a second time the title of “Civilized City of China”. By 2010, the number of campus college students shall reach 140,000, and the per capita average education span shall be increased to 10.5 years. By then, the city shall have 800,000 talents. The city shall make notable achievements in the legal system, and over 90% of communities and villages shall be up to the standard of autonomy according to law.
Perfecting the economic system. New achievement shall be made in the construction of service-type government and in the redistribution of market elements. The private economy shall keep its leading position in the country. All sectors of the economy shall play their active roles. Ningbo shall take the lead in establishing a perfect market economy system, making new achievements in the open-oriented economy.
Constantly increasing the capacity of sustainable development. Ningbo shall steadily increase its efficiency of energy uses, and improve the environment. By 2010, the unit consumption of energy shall decrease by approximately 20%. The total volume of major pollutants emission shall be deduced by at least 5%, the rate of wastewater treatment shall reach 70%, Rate of natural population growth shall be with 3‰, and the forest coverage shall reach 50%.
Further enhancing people’s lives. The per capita disposable income for urban residents shall exceed 24,000 yuan, and the per capita net income for rural residents shall reach 11,000 yuan. The quality of life of the residents in general shall be on the rise, and conditions in housing, traffic, education, culture, public health and environment shall be further improved. New advancements shall be made in upgrading the social ideological and ethical standards and the socialist democracy and the socialist legal system.

  1. This outline has two categories of indicators: anticipant indicators and binding indicators.
  2. Anticipant indicators are those that the government anticipates to realize; the government will make great efforts to realize these indicators by means of timely adjustment of macro control, and by distribution of resources by means of policy guidance in finance, currencies, industries, investment and price.
  3. Binding indicators are those indicators that reflect the government’s will on the basis of the anticipant indicators. They include the requirements for the governments at various levels and related government departments in such matter as concerning public service and public interest. The government will ensure to fulfill the binding indicators by rational distribution of public resources and effective administration.
