The city's road network open to traffic is 5506 km in length, including 184 km for expressways and 3553 km for first-grade and second-grade highways. The highway density is 56 km per 100 sq. km. With the harbors as the centers, the expressways, National and provincial highways radiate in all directions to cities and towns to form a traffic network. The roads and main highways leading to the city proper are all of the first grade or above. Main highways include the No. 329 national highway leading to Hangzhou and linking Zhoushan, the No. 34 provincial highway to Taizhou and Wenzhou, and the No. 36 provincial highway leading to Shaoxin and Jinhua. Besides, the 145-km-long Hangzhou-Ningbo Expressway was put to use in end 1996; the 122-km-long Ningbo section of the Tongshan-Sanya National Expressway which links Taizhou and Wenzhou along the way was completed and opened to traffic in December 2001. Each county (county-level city) and district of Ningbo is linked to the city's road network by at least one trunk highway. The road transportation network has covered the city proper, the counties (county-level cities), districts and towns, complete with passenger and cargo terminals and other facilities. In 2002, 232 million passengers and 86.30 million ton cargo were transported through the city's road network.

Target of highway development in the 10th Five-year Plan period:

1.        Add 120 km expressways so that the total length of expressways in the city reaches 300 km. Complete the Ningbo section of Tongshan-Sanya National Expressway and Ningbo-Jinhua Expressway, and the west section of the round-city expressway. Speed up the project of Hangzhou Bay Cross-sea Bridge and the cross-sea bridge between Ningbo and Zhoushan so as to develop a basic expressway network which radiates in five directions from Ningbo Port and Ningbo city proper.

2.        Add 313 km first-class highways so as to bring all city areas within a distance of one hour's drive.

3.        Renovate and build county or town roads of 1350 km. Raise the road coverage and upgrade the road quality so as to develop a road network featuring fast traffic move and convenient access. In time, the total length of roads open to traffic will reach 6000 km and the road density will reach 60 km per 100 sq. km.

The road surface of national, provincial and town roads is to reach first-grade or second grade. Speed up the construction of highways leading to villages, ensuring the highways leading to main villages are of first grade or second grade and highways cover 90% of all administrative villages.
