In June 1988, approved by the Ministry of Personnel, Ningbo took the lead in opening the talent market. After ten years' operation, in 1997, Ningbo, together with the Ministry of Personnel and the Personnel Department of Zhejiang Province, organized Chinese Ningbo Talent Market for Township Enterprises, which serves to adjust the reasonable flow of the human resources around Ningbo. By the end of 2000, of the 410, 000 people who have come to the talent market, 60,000 persons have found an ideal job. In order to meet the requirements of Ningbo's large-scale economic development, after opening to the world, Ningbo has been striving for discovering, introducing and training various kinds of talents in different ways.
First of all, Ningbo tries to attract college graduates and secondary technical school graduates. From 1981 and 2000, 131,000 tertiary and secondary school graduates have been employed in Ningbo area. Secondly, it introduces all kinds of talents with higher academic competence. By 2000, about 63,000 various kinds of talents and 645 foreign experts were engaged to work in Ningbo. Thirdly, it actively exploits local talent resources. According to incomplete statistics, the persons who received professional training totaled nearly one million (person-time). By the end of 2000, the number of experts and engineers has been increased by 27 times over 1978 and reached 231,000.
Ningbo Intelligence Introduction Office serves to promote the international talent exchange and cooperation, to exploit international talent resources and to expand Intelligence introduction channels. It helps to invite foreign experts to work in Ningbo and send technical and managing personnel to receive training abroad. At present, the office has established business relations with over forty human resources organizations and training organs in the developed countries. These years, the office has introduced over 542 foreign expert projects into Ningbo, engaged all kinds of 645 foreign experts to work here, and sent more than 2460 technicians and managers abroad for training.
Ningbo Human Resource Development & Service Centre serves to promote talent exchange. It mainly functions to offer services for talent exchanges, provide information on talent resources, develop human resources by offering training courses, and in short it provides all-round services on human resources.
