Situated in central and southern part of Jilin Province and the transition area between Changbai Mount and Songliao Plain, the city of Liaoyuan teems with native produce and mineral resources. It has under its jurisdiction the two counties of Dongfeng and Dongliao, and two districts of Longshan and Xi'an, totaling an area of 5123 square km and a population of 1,250,000.

In September 1984, Ningbo and Liaoyuan signed the agreement on sister-city relationship. Economic and technical cooperation between the two cities at the time was characterized by mutual exchange of goods, which promoted the development of both cities. In June 1999, the delegation of Ningbo Municipal Government visited Liaoyuan, which turned over a new leaf in the mutual cooperation, particularly in agriculture and garment industry.
