Located in the hinterland of Northeast China, Chuangchun is the capital city and the political, economic, technological and cultural center of Jilin Province. Under its jurisdiction are the six districts of Chaoyang, Nanguan, Kuancheng, Luyuan, Shuangyang, three county-level cities of Yushu, Dehui, Jiutai, and the county of Nong'an, witn an area of 18881 square km and a population of 6,674,000.

In June 1999, the delegation of Ningbo Municipal Government visited Changchun and signed the agreement on sister-city relationship between the two cities. In the same year, Ningbo held the Exhibition Fair of Famous and New Ningbo Products and the Symposium on Economic and Technological Cooperation in Changchun, where letters of intent were signed for economic and technological cooperation in 28 projects totaling contract value of RMB1,046,000,000. The cooperation between the two cites are mainly in introducing automobile parts of China No. 1 Automobile Group Corp. and exchanges of high-techs so on. In August 2000, Ningbo was invited to attend Chuangchun Trade Fair of China. In October 2001, the Changchun Government Delegation was invited to the 5th Ningbo International Fashion Festival.

Since the establishment of the sister city relationship, government officials of the two cities made regular visits to each other and these visits have resulted in growing cooperation in more fields.
