Coastal Transportation Hub in Southeastern China

In this period, Ningbo will make an investment of 24.5 billion yuan to complete the 116-km-long Ningbo-Taizhou-Whenzhou Expressway, the 42-km-long Ningbo-Jinhua Expressway, the west section of the 40-km-long city-ring expressway, the second-phase terminal building of  Lishe Airport, the Ningbo-Shanghai sea bridge across Hangzhou Bay and its 53-km-long expressway connection section as well as 8 key road control projects and the canal-dredging project. Besides these, the construction of Ningbo-Whenzhou Railway, 87 km in length, will be started.

The project proposal of the Ningbo-Shanghai sea bridge across Hangzhou Bay was approved by the State Council. With a total investment of 8 billion yuan, the project will be 36km long, with the main bridge about 33km long. It is designed to have six bi-directional lanes suitable   for vehicles running at a speed of 100 km/h. After the completion of the bridge in 2006, it will only take 1.5 hours to drive from Ningbo to Shanghai. 

Construction of Facilities for Scientific, Technological & Educational Development

In this period, there will be established 20 key laboratories, 50 engineering and technological centers for enterprises, 50 technology development centers for enterprises, the Academy of Ordnance Science, Ningbo Branch, the High-tech Park of Zhejiang University, Ningbo Branch, as well as Ningbo Software Network College of Zhejiang University and Zhejiang Wanli College, each with a total enrolment of about 10,000 students. A total investment of 3.2 billion yuan will be made.

International Deepwater Terminal Port

In the period of "the 10th Five-year Plan", the third-phase container docks, 1238 meters in length, will be completed, the construction of the 3000-meter-long container berths of the fourth phase will start, and the 52,000 tonnage berths for liquefied chemicals and the grand 250,000-tonnage berths for crude oil will be built in Beilun Port. A total investment of 6 billion yuan will be made for these. Moreover, the modern logistics service would be speeded up.
 Production Base of Energy & Raw Materials
In this period, there will be completed the following projects: the expansion of Zhenhai Refining and Chemical Co,.Ltd, the LG Yongxing Firm with an annual output of 300,000 tons in ABS, Zhenhai Refining and Chemicals Co,.Ltd with an annual output of 450,000 tons in PX, East China BP Liquefied Petroleum Base with an annual production of 200,000 tons in PP, 120,000 tons in PS, 300,000 tons in PVC, and 530,000 tons in PTA. There will also be put into construction are the ethylene project with an annual yield of 800,000 tons, the exploitation of the oil gas field at East China Sea and the 1-million-ton white cardboard project.

A total of 53 billion yuan from Ningbo will be invested in the above-mentioned projects:

Information Projects

In this period, Ningbo will make an investment of 1.6 billion yuan to complete the kilomegacycle wideband network of the information port of the second phase, the intensive communication system and two software industry parks, and to renovate the wired television networks. In addition, the information projects will be undertaken in the 10 domains of society and economy, i.e., banking, taxation, education and scientific research, geography, labor, social insurance, traffic service, health, agriculture and public security.

Urban Construction

In this period, Tianyi Plaza, roads and bridges in the urban area, and scenic belts along streets and rivers will be all accomplished. An investment of 6 billion yuan will be made.

Natural Resources Exploitation & Protection

In this period, Ningbo will make an investment of 5.2 billion yuan to complete the Scenic Belt of "the Three Rivers and Six Banks" and the flood-control realignment projects in various counties, with flood-control dykes totaling over 180 km in length, increase ecotype public forest by 200,000 mu, build 1.26 million mu of regular farm land, enclose 136,000 mu of tidal flat for development, and construct four reservoirs in the suburban counties, with the total water storage capacity reaching 250 million cubic meters.

The Corridor of Culture Along the Three Rivers

In this period, an investment of 1.4 billion yuan will be made from Ningbo to construct the long corridor of culture along the three rivers, where the Grand Theatre, museums, the International Convention and Exhibition Center, the Natatorium & Gymnasium Center, the People's Art & Culture Center, the Music Hall and other large culture facilities will have sprung up.

Protection& Beautification of Urban & Rural Environment

In this period, Ningbo will make an investment of 2 billion yuan to complete eight sewage disposal plants with a total handling capacity of 440,000 tons per day and a 118-km-long standard green belt on the dykes along the Yaojiang River, and build an environment beautifying green belt along the Three Rivers and Six Banks (151 km in length and 20 meters in width), and a ecologic protection belt (totaling 58 km in length and 30 to 100 meters in width) in urban districts which will be crisscrossed by three longitudinal and four transverse bands.  Moreover, the construction of a state-level tourist and holiday resort at Dongqian Lake will start.
