Main responsibilities:

1. To enforce laws, regulations, guiding principles and policies on quality and technical supervision prescribed by the State and Provincial Governments; to formulate Ningbo's own policies on quality and technical supervision; to draft local rules and regulations on quality and technical supervision if commissioned by higher authorities, and carry them out when approved; to guide and supervise the administration and justice of quality and technical supervision; to handle judicial reviews as regards quality and technical supervision; to examine and archive regulatory documents on quality and technical supervision.

2. To centralise the management and guidance of Ningbo's quality control, and enforce the Outline of Quality Development by the State Council and the Action Plan of Quality Development of Ningbo; to study and then formulate strategies and plans for improving Ningbo's quality control; to analyse Ningbo's status quo of quality control effort and publish it; to establish an awardship system and inspection-free system; to certify brand-name products; to organise and coordinate the investigation and settlement of major cases concerning product quality; to monitor the issuance of manufacturing licences for industrial products and the quality of engineering equipment; to coordinate efforts in detecting and clamping down on counterfeit products.

3. To manage and guide the product quality control of Ningbo; to impose a mandatory quality control system on manufacturing enterprises, and organise inspection and authentication on product quality arbitration; to crack down on the illegal production and circulation of faulty products together with the Municipal industrial and commercial administrations; to handle complaints concerning product quality; to undertake daily routines of the Municipal Quality Assurance Office.

4. To manage and guide the establishment of standardisation system of Ningbo; to compile and implement the working plan for Ningbo's standardisation efforts; to organise the implementation of national and trade standards, and promote international and advanced standards as well as service standards; to manage corporate standards according to the law, and supervise the execution of them; to keep records of the standards, and act as the liaison office for Chinese consultancies on WTO/TBT.

5. To centralise the management of Ningbo's measurement system; to implement the national laws, rules and regulations on measurement system, and promote legal measurement units; to establish a measurement standard of Ningbo; to formulate and revise local standards on the administration of the measurement system, and coordinate Ningbo's values transfer; to standardise and supervise conducts concerning measurements in trade clearance, safety and protection; medicare and public health, and environmental monitoring; to control the issuance of licences for making and repairing measuring instruments in Ningbo.

6. To centralise the administration and supervision of Ningbo quality authentication and certification, and encourage product quality and corporate quality certifications; to supervise and manage the implementation of the mandatory safety certification; to authorise, supervise and manage quality test and measurement calibration organisations, and verify the qualification of the social intermediary organisations concerned with quality and technical supervision.

7. To take charge of the quality monitoring and safety supervision of specific-purpose equipment, such as boilers, pressure containers, pressure pipelines, elevators, cranes, factory trams, passenger cable cars, arcade machines and facilities, and explosion-proof electric and electronic devices; to implement and supervise relevant rules and technical regulations; to supervise and examine the import and export of the aforesaid specific-purpose equipment; to assist in handling safety-related accidents.

8. To coordinate efforts in supervising the quality of Ningbo's fibre products and carry out administrative law enforcement; to plan an overall layout for Ningbo's fibre-product quality control organisations.  

9. To formulate and implement Ningbo's development plan for quality and technical supervision; to coordinate quality and technical supervision of all trades and professions; to manage and guide scientific quality and technical supervision; to take charge of the management of officials, personnel affairs, publicity work, education and training programmes, and information exchanges in Ningbo's quality and technical supervision system; to carry out evaluations of the technical titles and professional qualifications of those people engaged in quality and technical supervision; to organise technical cooperation and academic exchanges both domestically and internationally.

10. To govern its subdivisions at the county and district levels, and other government institutions under the direct leadership of the Bureau.

11. To undertake other tasks assigned by the Municipal Government and the higher authorities.
