Main responsibilities:
1. To enforce State laws, regulations, policies, and relevant international conventions and treaties concerning marine and fishery administration; to study and then draft, if commissioned by higher authorities, local regulations and rules concerning marine and fishery administration, and enforce them if approved; to formulate local technical standards, procedures, norms and methods for the administration of marine and fishery resources; to make functional divisions of the oceans, and plans for tapping marine resources and developing marine and fishery industries; to co-edit, with relevant agencies, plans for ocean preservation and governance, and see that they are carried out.
2. To manage marine resources in a comprehensive manner, supervise the utilisation of the State-authorised marine territories, and implement systems for the utilisation and non-gratuitous utilisation of the territories; to supervise the construction of marine facilities, ocean-bottom engineering, and other exploitations; to participate in the examination and supervision of major engineering projects in the oceans, on the islands (including the uninhabited ones) and along the coasts; to participate in the examination and supervision of the mining of ores, sands, oil and gases in the oceans, and projects like laying tunnels, and building surface man-made constructions.
3. To supervise and manage the ocean environment, and protect the eco-system of the fishing waters; to organise investigations, monitoring, and evaluations on the ocean environment; to assist relevant agencies in setting up standards for waste-dumping and the overall control, and see that these standards are conformed to; to control and treat the damages that marine engineering projects and waste-dumping did to the ocean and the eco-system of the fishing waters; to examine environmental reports on the effect of the building, rebuilding and extension of seashore and marine constructions; to increase the value of the ocean nature reserves and fishery resources, and manage the State-allocated natural marine resources.
4. To cruise the marine territories within the Bureau's jurisdiction, and exercise its legitimacy on supervising the oceans, managing fishery resources and fishing ports, and checking fishing boats; to supervise and manage the safe production of the fishery industry; to be responsible for the quality control of the fishery products and the breeding of aquatic products; to set up technical standards for manufacturing fishery boats, machines and nets, and apply them; to guide the construction of marine and fishery law-enforcement units and their arms control; to protect wild aquatic animals; to guide the radio administration of fishery.
5. To manage the fishery industry, and implement licensing systems in the production and business management of the fishery; to guide the breeding, fishing, processing, and circulating of aquatic products, and the development of pelagic fishery; to guide the economic and industrial restructuring, product improvement, and industrialisation of the fishery industry; to plan and build fishing ports, breeding farms, markets for aquatic products, fishing entertainments, and modern fishery showcase; to conduct disease control and quarantine on aquatic plants and animals; to build and monitor Ningbo's communications networks for ocean and fishery industries and aquacultural disease control; to alleviate burdens on the fisherman.
6. To map out strategies for developing the technology of marine and fishery industries, and govern the industries scientifically; to bring prosperity to marine and fishery industries by scientific means, guide the education and standardisation of marine and fishery industries, organise science researches, and manage key technological achievements.
7. To handle foreign exchange and trade concerning marine and fishery industries; to organise and coordinate foreign economic and technological exchanges and cooperation, and the utilisation of foreign investment, and handle relevant foreign affairs.
8. To handle data collection and statistical analysis of marine economy and fishery industry.
9. To manage and guide the administration of Ningbo's marine and fishery industries, and the expansion of employees in these trades.
10. To undertake other tasks assigned by the Municipal Government.
