Main responsibilities:

1. To study and draft, commissioned by higher authorities, local laws and regulations of public health administration, and enforce them after being approved; to compose normative documents; to study and then formulate development plans and strategic objectives for Ningbo's public health cause; to set technical norms and local hygienic standards, and see that they are conformed to in practice; to supervise the implementation of regional division of public health administration.

2. To perform its regulatory function of maintaining public health according to the law; to be responsible for handling and publishing information concerning public health.

3. To perform its administrative function of supervising public health according to the law; to supervise the management of infectious-disease control, food, occupation, environment, radioactive elements, school hygiene and blood donation.

4. To expand health education to the general public in accordance with the prevention-first principle; to formulate plans for the prevention and treatment of diseases that greatly endanger public health, and organise the comprehensive prevention and treatment of the serious diseases; to organise and command all the healthcare workers in Ningbo in times of serious disasters, epidemics and emergencies.

5. To execute policies made by the State and the Party regarding Chinese medicine and attach equal importance to both Chinese and Western medicines; to carry on traditional Chinese medicine, keep breathing new life into it, and integrate it with the Western medicine; to study and then put forward plans for modernizing Chinese medicine and put them into practice.

6. To provide guidance, supervision and management for the community healthcare, rural healthcare, basic-level healthcare and healthcare for women and children in Ningbo; to provide special mother-and-baby healthcare service; to cooperate with family-planning sectors to provide technical and reproductive healthcare services for family planning.

7. To formulate plans for the development of Ningbo's medical science, technology and education; to organize and guide the conversion of the research results of medical science and technology, the popularization and application, as well as cracking major problems in medical research; to organize the continuing education of medical studies.

8. To study and guide the restructuring of medical and public health institutions; to classify the medical institutions into different categories and manage them accordingly.

9. To be responsible for the supervision and management of the quality of medical treatment, establishment of scientific evaluation system, and the management of the bidding and purchase of medicines with other relevant agencies.

10. To formulate plans for training medical professionals and articulate professional ethics for all healthcare workers; to set up standards for evaluating healthcare technical staff, and apply them.

11. To study and formulate strategies and medium- and long-term plans for developing Ningbo's public health economy; to supervise the state assets in healthcare institutions directly under the jurisdiction of the Bureau.

12. To organize and guide the multilateral or bilateral cooperation and exchanges between governmental and nongovernmental sectors in the fields of medical treatment and public health.

13. To take care of the medical treatment and healthcare of the visiting State officials and distinguished foreign guests, as well as those people named by the Municipal Healthcare Committee.

14. To handle daily routines of the Municipal Committee of Patriotic Health & Sanitation Campaign, Committee of the Basic-Level Healthcare, and the Board of Directors for Local Disease-Control.

15. To take part in the reform of the basic medicare system, formulate, implement and inspect relevant regulations.

16. To govern city-level public health sectors.

17. To undertake other tasks assigned by the Municipal Government.
