Main responsibilities:

1. To formulate city plans for statistical reforms, regulations, modern constructions and investigations according to the laws, rules, policies and plans of the State, provincial and municipal authorities; to organise and coordinate statistical analysis and national economic accounting of all municipal departments; to organise, guide and supervise the implementation of statistics laws and rules in Ningbo.

2. To establish and improve a national economic accounting system and a statistical index system with a view of macro-control and scientific decision; to formulate a unified statistical statement system.

3. To organise, together with relevant agencies, major public surveys about the national and city conditions and strength; to organise and coordinate social economic investigations of all municipal departments, and examine their investigation plans; to manage all statistical statements of Ningbo.

4. To collect, sort and present basic statistical data of Ningbo and other places, provide statistical analysis, prediction, and supervision of national economy, social development, and sci-tech progress, and provide information, consultation and suggestions for the Municipal Party Committee, Municipal Government and relevant departments.

5. To unify the checking, management and publication of the basic statistics of Ningbo, and establish and improve a statistics publishing system; to plan, manage and coordinate statistics consulting industry in Ningbo, and cultivate a sound service market; to organise appraisals of social and economic development.

6. To establish, improve and manage a statistical IA system and a statistical database; to guide and coordinate the construction of computer networks and databases of statistical data.

7. To provide assistance for leaders of all municipal statistical departments, and help the State and provincial statistical bureaus to manage Ningbo economic investigation and enterprises investigation teams; to organise and guide statistical infrastructural constructions and implement the registration system of statistical agencies; to unify the management of the statistical funds allotted by the Central Government.

8. To organise and guide the statistical education and personnel training; to assist relevant departments in organising statistics proficiency tests and professional evaluations and employments; to implement certification system of statistical professionals.

9. To organise and guide statistical scientific researches, exchanges and cooperation.

10. To undertake other tasks assigned by the Municipal Government.
