The main responsibilities of Ningbo Municipal Office of Taiwan Affairs are:
1. To carry out legal codes and regulations like the Water Law, Law of Water and Soil Conservation, and Law of Flood Control, and relevant administrative guidelines and policies; to draft local codes for water administration if commissioned by the higher authorities, and enforce them after being approved; to study and formulate development plans and related policies for water conservancy of Ningbo, and carry them out; to draw up the overall plan of the major waters in Ningbo and plans of relevant fields, and supervise the implementation; to test the feasibility of any policies about the utilization of water resources, flood control and water conservation in the overall planning of the national economy, urban planning and major construction projects.
2. To unify managment of the water resources (including water in the air, surface water and underground water); to formulate development and utilization plans for water resources in Ningbo, and long-term plans for water distribution across Ningbo and the subordinate counties and districts, and supervise the implementation; to implement water licensing rules and water fee collection rules; to issue bulletins on water resources in Ningbo, and organize, guide and supervise the water-saving projects in Ningbo; to draft water protection plans in line with the national laws, regulations and standards as concerns the protection of national resource and environment; to provide proposals for water functional divisions and sewage discharges, and inform the Municipal Bureau of Environmental Protection of the relevant data; to undertake the daily routines of the Municipal Committee of Water Administration.
3. To formulate and examine proposals, feasibility reports, preliminary designs and working plans for large- and medium-scale water conservancy projects; to formulate quality control standards, criteria and regulations for water conservancy constructions; to centralized management by specialized departments of all the rivers, lakes and irrigation projects in Ningbo, and to supervise the construction and management of the major cross-sectional irrigation projects, including the Yongjiang, Fenghua and Yaojiang river dikes, Baixi Reservoir, Zhougongzhai Reservoir, etc.; to guide the management and maintenance of irrigation works and watercourses; to manage sand digging, and guide safety control and fortification of water dams.
4. To draft plans for and administer and guide coastal reclamation.
5. To organize monitoring of water administration and execution of water administrative laws; commissioned by the City Government, to coordinate disputes concerning water between various departments and counties and districts; to respond to judicial reviews and lawsuits.
6. To organize, coordinate, supervise and guide the flood & drought control and water & soil conservation; to undertake daily routines of the Flood & Drought Control Centre of the People's Government of Ningbo.
7. To guide the water conservancy drive of the rural Ningbo, and organize and coordinate the construction of farmland irrigation works.
8. To realize industrial management of Ningbo's hydrological work.
9. To cooperate with other departments about Ningbo's water conservancy technology and education; to guide Ningbo's water conservancy team and the construction of rural water conservancy infrastructures.
10. To map out economic controls in Ningbo's water conservancy industry, and participate in managing water conservancy funds; to guide water supply, hydropower and diversified economic undertakings so as to provide suggestions for regulating prices, taxes, credits and finances of water resources management; to supervise state assets of the water resources departments under the direct leadership of the Bureau.
11. To undertake other affairs consigned by the City Government.
