The Responsibilities of Ningbo Municipal Population and Family Planning Commission are:
1. To carry out the duties and responsibilities of the former Ningbo Municipal Family Planning Commission.
2. To study the population strategy, and to make comprehensive study of population scale, trend, quality, population structure and family control. to participate in the study of the population statistics and information of family control; to promote family control and sustainable social and economic development.
3. To formulate policies of population development, to cooperate with related departments in the information administration concerning population control.
The main responsibilities of Ningbo Municipal Population and Family Planning Commission are:
1. According to the state laws, rule of law, policies and regulations concerning family planning, to work out guidelines, policies and measures of family planning in the city; to be entrusted to draft out local rule of law and regulation draft of family planning administration and carry them out after being examined and approved.
2. Together with departments concerned, to study the population development strategy; according to the state population control target and the requirements of family planning development plan, to draw out medium and long term plan as well as annual plan for population and family planning cause of the city, and carry out the plans; to take charge of the statistics wok of population and family planning of the city, and to organize and implement the sampling survey, statistics analysis and study of population and family planning; to execute law and examine population and family planning statistics; to be entrusted to draw up the implementation suggestions of administration responsibility system of population and family planning target, and to examine and evaluate the implementation.
3. To organize comprehensive and prospective study of issues concerning population and family planning; to guide and carry out the building of new family in new rural area; to coordinate departments concerned to work out and carry out related economic and social policies as well as social welfare measures which is beneficial to population and family planning; to deal with the population and family planning problems in a comprehensive way.
4. To draw up population and family planning publicity and education plan of the city; to organize the implementation of the population and family planning publicity and education participated by all people; to guide the people to form scientific, civilized and advanced new concept of marriage and children bearing; to take charge of the administration of population and family planning publicity.
5. To administer the technical service of family planning; closely cooperating with the Health Department and according to their own duties, to jointly carry out family planning technical service and procreation health service around procreation, birth control and childlessness; in cooperation with health departments, to improve the quality of the population; to organize medical appraisal of birth control operation complication and sick and disabled children; to take charge of the examination, approval, supervision and management of family planning technical service agency ; to coordinate with departments concerned to supervise and manage prophylactic medicine market.

7.
