The main responsibilities of Ningbo Municipal Office of Legislative Affairs are:

1. To plan and arrange the lawmaking of the Municipal Government as a whole; to formulate the annual lawmaking schedule of the Municipal Government; to carry out these laws after submitting to the Municipal Government and getting approved.

2. To draft out or organize the formulation of important local rule of law draft and governmental regulations draft.

3. To examine the draft of local rule of law and governmental regulation draft submitted by departments of the municipal government to the Municipal Government to be examined and approved; to coordinate related problems occurring in the examination of the draft of local rule of law and governmental regulation draft.

4. To be in charge of the suggestion--soliciting of the lawmaking draft assigned by the Legislative Office of State Council, Standing Committee of Provincial People's Congress, Provincial Government and Standing Committee of the Municipal People's Congress.

5. In accordance with law, to have examination and check on normative documents and other documents of the municipal government and the General Office of the Municipal Government; to report the municipal government regulations to the State Council, the Standing Committee of the Provincial People's Congress, Provincial Government and the Standing Committee of the Municipal People's Congress for records; to record and examine the normative documents and big specific administrative activities of people's government of all counties (city) and district and departments of the Municipal Government.

6. To undertake the interpretation of legislation of the municipal government regulation.

7. To study the implementation of laws, rule of law and regulations concerning common norms of governmental behaviors like administrative lawmaking, administrative litigation, administrative reconsideration, administrative compensation, administrative punishment, administrative permission, administrative charging and administrative execution as well as the problems which are common in administrative execution of law.

8. To be in charge of the examination and authorization of the qualification of administration and law execution body.

9. To undertake the law case of administrative reconsideration and administrative lawsuit response of the Municipal Government; to guide the administrative reconsideration and lawsuit response of government of lower level and municipal government; to take charge of the statistic work administrative reconsideration and lawsuit response of the city; to take the complaint of administration and law execution.

10. To organize the implementation of administration according to law of the whole city; to coordinate issues concerned in the administrative work according to law; to organize the implementation of responsibility mechanism of administration and law execution; to coordinate the differences and disputes occurring in the administration and law execution of different departments; to undertake the specific monitor work of the administration and law execution of the Municipal Government.

11. To undertake the related work of city management relative concentration administrative punishment experimental unit.

12. To be responsible for the personnel training of administration, law execution, administrative reconsideration and lawsuit response and the training of governmental legislative cadres.

13. To organize the sorting out of the regulations and other normative documents issued by the Municipal Government; to formulate and publish collection of local rule of law and regulations.

14. To organize the theoretic study of governmental legislation and academic exchange activities; to undertake the publicity of law, rule of law and regulations; to guide and contact the arbitration agencies in Ningbo.

5. To provide law information service for the Municipal Government.

16. To undertake other tasks set by the law, rule of law and regulations or assigned by the Municipal Government.
