The main responsibilities of Ningbo Municipal Bureau of Radio and Television are:
1. To implement the guidelines and policies of news publicity, radio and television administration by the party and state; in line with regulations and instructions by the municipal committee and Municipal Government, to organize and guide the publicity through radio and television of the whole city; to hold the right direction of public opinion and exert the supervision influence of public opinion.
2. To study the significant issues in radio and television publicity and set down the guidelines of publicity in different periods and the key points of news report; to organize and coordinate the radio and television system to cover significant publicity activity; to lead and administer the publicity units directly under the municipal government like Ningbo People's Radio Station, Ningbo Television Station and Ningbo Radio and Television Weekly; to organize and administer the transmission and coverage of radio and television programs; to plan, coordinate and administer radio and television art production; to focus on the creation of radio play and TV dramas with significant themes; to administer film-making.
3. According to state regulations and the overall plan, guidelines, policies and related criteria of developing radio and television undertakings, to make the development plan of radio and television cause in Ningbo; to be entrusted to study and draft out local rule of law, regulation draft of radio and television administration and put them into use after being discussed and approved; to supervise and administer radio and television programs, satellite TV programs and audio-visual programs broadcasted to the public through information network; to administer video program on-demand business; to administer the import of radio and TV programs with special subject and examine their content; to carry out specific plan, administration and development of network only for radio and television; to organize the construction of key projects of radio and television in the city.
4. To examine and approve the establishment and termination of radio and television station in the city; in cooperation with provincial bureau, to carry out annual check of radio and television stations in the city; according to the overall plan of Ministry of Radio, Film and Television and provincial radio and television administration, to take charge of the plan and arrangement of exclusive frequency for the city's radio and television; to distribute and open frequency and channel; to prescribe such technical parameter as launch power; to participate the formulation of the information network overall plan in the city.
5. To administer the scientific and technological work of radio and television in the city; to formulate related technical policies and criteria; to guide and coordinate the R&D of radio and television system hi-tech; to assess the achievements of scientific research and report them to a higher body and popularize their application.
6. To examine and approve social cable TV system, satellite downlink receive equipments, giant screen TV, business-oriented TV recording service, license of TV drama production, license issuance and radio and television production agencies; to assist the provincial bureau to administer the provision of TV literary and art program of the city.
7. To administer and guide the foreign or Taiwan-oriented issues of the radio and television system of Ningbo; to guide and coordinate foreign-oriented radio and television publicity; to take charge of the exchange and cooperation with radio and television abroad, of Hong Kong and Macao Special Administration Regions and Taiwan.
8. To study and formulate specific policies to develop radio and television industry, to organize and guide radio and television units and operators to exploit radio and television resource; to enforce the comprehensive development force of radio and television system; to organize and set basic construction criteria; to examine the budget, revenue and expenditure, fund appropriation and final accounts of each outlay; to administer the state- owned assets under the leadership of bureau.
9. To strengthen the ideological and political education, professional training and professional morality education of the radio and television teams of the city; to study and promote the inside management system reform of radio and television system.
10. To undertake other tasks assigned by the municipality and Municipal Government.
