The main responsibilities of Ningbo Municipal Bureau of Foreign Trade and Economic Cooperation are:

1. To implement the state laws, rule of laws, guidelines and policies of foreign trade, foreign investment and economic cooperation; to make policies to promote foreign trade, foreign investment and economic cooperation of the whole city; to be entrusted to formulate related local rule of laws and regulation draft, and then organize the implementation of them after discussion and approval.

2. To make medium and long term plan and development strategy of the city's foreign trade and organize their implementation; to monitor and analyze the macro situation of foreign trade in Ningbo and put forward such macro control suggestions as gross balance and restructuring; to participate the assessment of foreign trade and economic cooperation of each unit in Ningbo.

3. To guide and administer the import and export of goods and processing trade of the city; to manage the quota and license of import and export of goods; to examine and declare management right of foreign trade; to organize and guide the prosecution response and prosecution of international trade anti-dump, foreign trade and economic cooperation talk, fair, exposition, etc.

4. To administer the export and import of machinery and electronic products and their bidding; to guide the building of machinery and electronic products manufacturing system; to organize the implementation of the strategy of "to develop foreign trade through science and technology"; to guide the technical renovation of foreign trade enterprises and the export of hi-tech products.

5. To guide the opening up of service trade; to study and popularize new means of trade; examine and declare export brands and promote attestation of import and export; to guide the publicity of export advertisement; to examine and report to the higher body of international freight agent and operating right; to guide and coordinate the storage and transportation of foreign trade of the city.

6. To participate the making of the medium and long term layout and development strategy of foreign investment in the city; to put forward the scale, direction and industrial orientation of foreign investment; to formulate business investment invitation plan; to organize and carry out invitation of foreign business investment and negotiation; to build the business investment invitation network; to organize and coordinate the building of foreign investment environment.

7. To examine and declare the contract, constitution and change of joint venture and cooperative enterprises; to examine and declare the establishment of solely foreign-funded enterprises.

8. To coordinate and guide the operation of the state-level economic and technological development zone, bonded zone and provincial or city level economic and technological development zone; to examine and declare the establishment and remove of economic and technological development zone and the change of location.

9. To study and make the development plan, ways of management and specific measures of the overseas investment of the city; to administer the foreign investment projects and agencies; to guide the local superior industries and professional market to develop processing trade and set up branches overseas, and to participate international labor division and competition.

10. To manage and coordinate such international cooperative projects as overseas contract project, labor cooperation and design consultation; to be in charge of the annual license examination of overseas Chinese labors; to be in charge of foreign economic and technological aid.

11. To manage the foreign trade export development fund, guarantee fund and fund to promote the export by medium and small sized enterprises; to guide and manage the financial auditing of foreign trade and economic cooperation; to be in charge of statistics of foreign trade and information release; to provide information service; to guide and coordinate the standardization and informationization of foreign trade.

12. To guide the reform of state-owned foreign trade enterprises and manage the share holding of internal employees of the city-level state-owned foreign trade enterprises 

13. To examine and approve the visit abroad and visit to Hong Kong and Macao for foreign trade and economic cooperation; to be in charge of the liaison of foreign trade activities and reception of VIP teams and VIP customers; to train foreign trade talents of all sorts.

14. To undertake other issues assigned by the Municipal Government.
