The main responsibilities of Municipal Safe Production Supervision Administration are:
1. To comprehensively administer safe production of the city; to be entrusted and formulate local rule of law and regulation draft of safe production in the city; to work out working policy of safe production; to set down related comprehensive safe production regulations and procedures of industry and mine and organize their implementation.
2. According to law, to execute the administration right of comprehensive supervision over safe production; to guide, coordinate and supervise the safe production supervision administration of departments concerned; to formulate the development plan of safe production of the city; to carry out regular analysis and prediction of the safe production trend in the city; to study, coordinate and resolve the major problems in safe production; to be entrusted and led by the municipal government to take charge of the assessment of safe production target management responsibilities of related city-level departments, counties including cities and district government.
3. According to law, to execute the supervision authority over safe production. According to law, to supervise the implementation of safe production law and regulations in industrial, mine, commercial and trade enterprises and supervise their safety management in safe production conditions, related equipments (not including special equipments), material and labor protection articles; according to law, to carry out safety examination over dangerous chemical product, fireworks production and the establishment, rebuilding and expansion of operators and storage enterprises. To investigate and ban mines without safe production conditions; to organize the design examination and check and accept after completion of mine construction project safety facilities.
4. To release safe production information of the city; to collect data of safe production casualty accidents and to analyze the execution of safe production administration; according to law, to organize and coordinate the investigation of and dealing with big or very big accidents; to supervise the implementation of accident investigation and prosecution; to organize, command and coordinate emergency aid of safe production.
5. To guide and coordinate examination and check of safe production of the city; according to law, to organize such supervision work by community agencies as examination, check, safety assessment and safety training of the safe production conditions, related equipments (not including special equipments) and facilities of industrial, mine, commercial and trade enterprises.
6. To organize and guide the safe production publicity education. To take charge of the safety training and assessment of safe production supervisors and mine safety supervisors; according to law, to organize, guide and supervise the assessment of worker s of special type and the safety qualification assessment of major operators and safety supervisors of production and operation units.
7. According to law, to supervise and examine the simultaneous design, construction and putting into production or use of the safety facilities and the main body project of newly built, rebuilt and expanded projects; according to law, to supervise and examine the monitor of major danger source and the rectification and reform of hidden trouble of big accident; according to law, to investigate and prosecute production and operating units without safe production conditions. To undertake the routine work of the Municipal Safe Production Supervision Administration. To implement the state and provincial laws, rule of law, regulations, guidelines and policies concerning safe production; to study and put forward suggestions of major safe production policies and measures; to supervise, examine, guide and coordinate safe production work of related city-level departments, all counties (including cities) and districts; to organize citywide safe production examination and particular supervision; to study and guide such work as industry policy, capital investment and scientific development of departments concerned which are related to safe production; to guide and coordinate citywide safe production administration and law execution; to host meeting and important activities held by the Municipal Safe Production Supervision Administration; to supervise and examine the implementation of issues decided in the meeting held by the Municipal Safe Production Supervision Administration.
8. To formulate safe production scientific plan; to organize and guide major scientific research and technical demonstration of safe production.
9. To organize and carry out international exchange and cooperation concerning safe production; to guide related associations.
10. To undertake other tasks assigned by the municipal government.
