The main responsibilities of Ningbo Municipal Bureau of Land and Natural Resources are:


1. To implement related land administration guidelines, policies, laws and regulations by the Central Government and province; to formulate local rule of law and regulation draft and organize the implementation, supervision and examination of them.


2. Together with departments concerned, to formulate the city's land resource utilization layout, annual plan of construction land, development layout of land in support resource and annual development plan; to report to a higher body and make known to a lower level according to the plan management procedure; to have supervision and examination over the implementation; to organize land creation; to make a general balance between demand and supply; together with departments concerned, to carry out the setting apart , adjustment and protection of basic farming land reservation; to strengthen the land use administration of restructuring of agriculture structure.


3. To administer the land of the city and to take charge of township land registration and land administration; together with departments concerned, to investigate and deal with land ownership disputes; to administer the land survey, statistics collecting, grading, registration, certificate issuance and ownership shift in the city; together with departments concerned, to draw up the criteria for land grading and evaluation; to organize land evaluation and carry out land price administration; together with departments concerned, to administer the establishment and confirmation of land assets evaluation in the city; to assist departments concerned to administer the qualification examination of land survey organs and land evaluation organs; to establish and improve land statistics system, land registration record system and land dynamic information system; to draw up land registration administration technical procedures.


4. To administer the land requisition, transfer and sale in the city; to verify, take over and transfer construction land; to undertake the examination and report to a higher body for approval of the construction land which has been examined and approved by the State Council, Provincial Government and the Municipal People's Government; to be in charge of the organization, coordination, examination and approval of sale of land use right and the implementation of sale plan; to take charge of the prophase administration and following-up examination of construction land; together with departments concerned, to put forward plan for deepening land administration system and land use system reform; to keep improving reform measures. 


5. To administer the city's land market; to take charge of the ownership administration, supervision and examination of land use right transfer, rent, mortgage and termination; to take charge of the land use right administration of administrative transferred land and make up the sale procedures according to law; together with departments concerned, to check, verify and deal with state-owned land assets; to assist financial departments to collect and administer land tax; to take charge of the administration of use right circulation of collective land.


6. To investigate and deal with big land transgression cases; to administer the administrative reconsideration of land case and letters and calls for land administration.
