I. The main responsibilities of Ningbo Municipal Office of Taiwan Affairs are:
1. To carry out guidelines, policies, laws formulated by the central and provincial governments as regards Taiwan affairs, and supervise and examine their performance in all departments concerned in all places.
2. To organize, guide, manage and coordinate all the municipal government's work as concerns Taiwan affairs; to study the situation in Taiwan and the development of the cross-strait relations, and submit proposals and strategies based on Ningbo's concrete situation; to assist the relevant departments to draft the local laws and regulations concerning Taiwan affairs; to give guidance to all the subordinate offices at the county and district levels.
3. To coordinate and instruct the relevant departments to carry out economic and commercial activities as well as the bilateral exchanges and cooperation in terms of culture, academics, science and technology, sports and healthcare; to assist and participate in settling complaints by Taiwan businesses in Ningbo.
4. To be responsible for the publicity work to Taiwan, and the guidance work regarding Taiwan affairs, and regulate the interviews by Taiwan journalists in Ningbo.
5. To keep in touch with the upper classes of Taiwan and take charge of the receptions when they come to visit Ningbo; to guide and coordinate the reception work and administration of the Taiwan compatriots (including Taiwan fishermen) to Ningbo; to deal with major Taiwan-related events that happen in Ningbo.
6. To undertake other relevant tasks assigned by the municipal Party committee and government.
II. Subordinate offices:
1. Office of Secretariat (Publicity Office): To organize and coordinate daily routines; to deal with secretarial affairs, information publication, conferences, finances, complaint letters and visits, security and safety affairs; to take care of the archives and documents; to draw up working plans, summaries and reports of the Office; to deal with the administration and logistics of the related departments; to take care of the disciplinary inspection, personnel affairs, payment and the administration of the retired government leaders; to organize and instruct the training of all the Government's leaders related to Taiwan affairs; to carry out the publicly work to Taiwan; to censor the major news reports about Taiwan; to cooperate with other relevant departments in educating the leaders and common people about the Taiwan-related policies and Taiwan's situation; to regulate the interviews by Taiwan journalists in Ningbo and guide the Ningbo-Taiwan news exchanges; to undertake the political education of the government agencies.
2. Office of Economics: To cooperate with relevant departments to coordinate and guide the economic, commercial, and sci-tech cooperation; to study and draft the local laws, policies and solutions concerning Taiwan-oriented economic, commercial, financial and sci-tech exchanges; to coordinate and guide the absorption of investments by Taiwan businesses (including attracting business from Taiwan and business negotiations); to cooperate with relevant departments to coordinate major projects funded by Taiwan businesses and assist the administration and service work; to assist and participate in settling economic disputes with Taiwan businesses; to gather economic data related to Taiwan and the statistics of all the Taiwan-funded projects in Ningbo; to keep in touch with the corporate associations of Taiwan enterprises and guide their activities.
3. Office of Liaison and Public Relations: To keep in touch with the upper classes of Taiwan and be responsible for the reception work when they come to visit Ningbo; to examine, report and administer the bilateral exchanges in economics and trade, culture and education, sports and public health; to cooperate with relevant departments in dealing with problems or contingencies resulting from exchanges with Taiwan; to guide and assist relevant departments in receiving and governing Taiwan compatriots in Ningbo and their donations; to keep in touch with the municipal Union of Taiwan Compatriots and guide their activities.
