The main responsibilities of Ningbo Municipal Development and Reform Commission are as follows:

1.  To organize the formulation of the economic and social development strategies, and long-term, middle-term and annual plans; to be responsible for the planning of system reform and the establishment of the development system; to be responsible for the verification, evaluation of plans; to be responsible for the verification and approval of regional plans and special plans; to balance the industrial plan, land use plan, urban plan and to coordinate the urbanization process.

2.  To be responsible for the coordination and balance of the social demand and supply, to formulate the optimal plan for economic structure, to carry out the sustainable development policy, to guide and promote the healthy development of regional economy, and to promote the integrated development of the city and rural areas; to be responsible for the administration of cycle economy; to formulate plans for land use, natural resources, and ecological environment; to coordinate with related department to make annual plan for the land uses.

3.  To study the national economy and social development of the city, to supervise the macro economy; to study and make suggestions for the measures to adjust economy; to be responsible for the supervision of the issue of enterprise's stocks.

4.  According to the general plan of the state and the province about the economic system reform, to formulate general plan for the economic system reform, and to coordinate the implement of the plan; to make up the annual tasks for the economic system reform, and organize the experiment of the plan; to be responsible for the key projects for the system reform; to cooperate with related departments to guide the reform of the central towns of the city; to be responsible for the establishment of the policies and plans for the capital market of the city; and to guide, coordinate and verify the reform of the private companies. 

5. To provide an all-around management of key projects and the new-century projects of the city, such as working out programs of projects, examining and coordinating first-phase preparations for projects, offering service and carrying out supervision in the project implementation stage; conduct inspection on key construction projects and assessment on major projects that are closely related to citizens' livelihood.

6. To work collaboratively with other relevant government departments and put forward strategies and mid-and-long-term plans for foreign capital introduction, overseas investments, and foreign economic and technological cooperation; take the responsibility for the management of omni-directional external debts; give proposals on the balance of all social funds so as to provide guidance for the development of the banking sector; preside over verification, approval and supervision of corporate bonds.

7. To coordinate the development of the city's tertiary industry; set development strategy for internal and external trade; work out plans of physical distribution and organize to have them implemented and make policies and measures fostering the mainstay of the logistics market; map out mandatory plans for adjustment, control and warehousing of such goods and materials as grain, cotton and sugar etc of the city; design the construction of warehousing and transportation facilities; guide and supervise the collection, storage, rotation and allocation of important goods; carry out planned management of import and export of some major agricultural products in the city.

8. To map out strategies that are in line with the Overall Plan for National Economic and Social Development of Ningbo City, to maintain the development of such social undertakings as science and technology, education, culture, hygiene, sports and population; make polices aiming to coordinate development and mutual promotion between economy and society and harmonize key issues in development of various social undertakings; play a part in formulating reform policies of the social security system.

9 To work concertedly with other relevant departments and put forward objectives or suggestions concerning the development pace, overall balance, structural adjustment and productivity layout of rural economy; guide and coordinate the management of agricultural resources and zoning .

10. To work out the urbanization strategy and plan of the city and coordinate urbanization-related work; put forward development strategies of key industries in the city; map out the plan of high-tech industrialization together with relevant departments and organizations; Organize the reasoning and approval of key industrial projects and get involved in the setting up of these projects and meanwhile make special promotion plans for some key products.

11. To draw up development strategies and schemes of some fundamental industries of the city such as traffic, energy, raw materials, etc; make comprehensive programming for the city's coastlines with the help of relevant departments, coordinate the management of the exploitation of the coastline areas; take charge of the planning of the infrastructure of the city's heat supply; and coordinate the promotion and application of new materials and new energy.

12. To work out the restructuring schemes of investment and financing, planning and price control, etc, and have these schemes implemented; take part in mapping out of the city's economic restructuring plan.

13. To draw out pricing polices and major schemes of price adjustment, and supervise the execution of the polices; inspect and control the level of the market price; set and adjust prices of key goods and services under the government management; supervise and inspect pricing activities of government offices, enterprises and institutions and intermediary agencies in accordance with law; investigate and handle various kinds of illegal pricing activities according to law.

14. To take charge of and provide guidance on the work of Party-building, publicity and education, organization and personnel, and discipline inspection, the mass and the youth league, etc. of the municipal party committee and its subordinate units; supervise the government officials and leadership of the subordinate units as well as cadres entrusted by municipal Party committee within its authority.

15. Undertake other tasks assigned by the municipal government.
