The main responsibilities of Ningbo Municipal Science and Technology Commission are:
1. To carry out and formulate science and technology laws and regulations, guideline and policies legislated by the Chinese Communist Party, the central government and Zhejiang provincial government; to be commissioned to draw up and to organize the implement of the local laws and regulations of management of science and technology, the protection of intellectual property rights, earthquake preventing and disaster reducing all over the municipality;
2. To study major issues of science and technology for promoting the development of economy and society; to study and establish the major layout and priorities of science and technology development of the Ningbo municipality; to promote the construction of whole municipal science and technology innovation system, and to upgrade the whole municipal capacity of innovation.
3. To organize the formulation of medium term and long term plans as well as annual plans of the municipal civilian science and technology development; to organize the formulation and implement of plans as well as annual plans of high and new technology development and industrialization; to administer municipal science operating expenses, the "three-item expenditure" on science and technology (namely, the expenditure on trial-producing new products, the expenditure on the middle stage tests, and the expenditure on subsidies for major scientific research projects), and the funds of science and technology innovation; to direct and manage the venture investing funds of municipal science and technology.
4. To study and put forward the guiding principles, policies and measures of science and technology system reform and science and technology innovation of the whole municipality with involved department of ministry ; to direct, coordinate and supervise the system reform in research institutes, and to examine the establishment and adjustment of scientific research institutions; to direct the management of intermediary agencies of science and technology, non-native agencies of science and technology and organizations of science and technology; to coordinate and organize science and technology popularization of the whole municipality; to manage on science and technology information, science and technology periodicals of the whole municipality.
5. To organize the formulation and implement of municipal basic research in the filed of industry, agriculture, society development, high and new technology development and its industrialization and the science and technology program such as Key science and technology Projects of the whole municipality; to organize the implementation of the construction of key laboratories, key science research bases and engineering and technology center. to draw up and direct the implementation of guidelines of science and technology development programs, such as the Torch Program, the Spark Program, science and technology Achievements Trial-manufacture Program, science and technology Achievements Dissemination of the whole municipality, and so on; to direct and supervise the municipal high and new technology industry development zones and characteristic industry base; to guide to develop the third industry of science and technology.
6. To cognizance the municipal high and new technology corporation , achievement, product, item affairs; to formulate in line with the responsibilities of evaluation municipal science and technology achievements, science and technology security, science and technology statistic, science and technology archives; to take charge of science and technology Awards of municipality; to direct and supervise municipal market and intermediary agencies of science and technology; to establish municipal system of science and technology innovation and science and technology service; to organize the recommend and applicant science and technology plan programs, such as the Torch Program, the Spark Program, and so on; to manage on buy a share with technology.
7. To administer on its own responsibility of the international affairs of science and technology; to lay out and implement the international plan of science and technology cooperation and exchange; to promote the export and import of high and new technology and the assimilation and how to make use of it.
8.
