Main responsibilities:

1. To enforce guiding principles, policies, laws and regulations by the relevant Central and provincial judiciaries; to draft local codes for judicial administration if commissioned by the higher authorities, and enforce them after being approved; to formulate annual development plans for judicial administration and enforce them after being approved.
 
2. To guide and supervise the execution of punishments and corrections of criminals in the Municipal prisons, and govern the Municipal prisons.

3. To guide and supervise the corrections of criminals through labour, and govern the Municipal reformatories.

4. To formulate plans for  the promulgation and public education of laws and carry them out; to guide all departments and sectors at the county and district levels in raising the awareness of the rule of law; to perform the daily routines of the Municipal Office of Laws Promulgation.

5. To organise the National Judicial Examination in Ningbo; to guide and supervise the Municipal Bar Association, and govern social legal services (including incoming lawyer's offices established in Ningbo.)

6. To govern and guide the affairs concerning public notarisation in Ningbo, and supervise and guide the notaries public of Ningbo in carrying out their business activities.

7. To guide and coordinate the legal aids and '148' hotline legal service in Ningbo; to guide all Municipal judiciaries in governing their offices at the grassroots, and help them with legal services, civil arbitration, and settlement of the ex-convicts upon completion of their terms; to participate in overall control of public order; to perform the daily routines of the Municipal Office of Assisting, Educating and Settling the Ex-convicts.

8. To guide and supervise the Municipal judicial and administrative system in handling cases concerning the execution of laws, administrative penalty, judicial review and lawsuit, and the State compensation.

9. To guide the judicial expertise oriented to social services, and performance daily routines of the Municipal Office of Judicial Expertise.

10. To guide the construction of the Municipal judicial and administrative system and the ideological work; to govern the leaders of the Municipal prison and reformatories; to manage the personnel affairs of the bureau offices and agencies directly under the Municipal government; to govern   the police office of the Municipal judicial and administrative system; to assist the county and district governments in supervising leaders of the Judicial bureau.

11. To guide the control of weaponry, uniforms, vehicles and communications tools of the Municipal judicial and administrative system; to guide and supervise the internal auditing of the Municipal prisons and reformatories; to guide and coordinate the construction of the communications & information technology network of the Municipal judicial and administrative system.

12. To guide the administration of the Municipal Society of Law, Municipal Bar Association, and Municipal Association of Notary Public.

13. To undertake other affairs consigned by the Municipal government.
